Subject: APPEAL FOR THE GRANT OF SPECIAL QUALIFICATION ALLOWANCE AND 04 ADVANCE INCREMENTS Dear Sir, With due reverence, it is submitted that I am working under your kind control as Accounts Assistant (BPS-14) on regular basis since June 11, 2007 and serving the NTDCL honestly, efficiently, diligently and to the entire satisfaction of the superiors. I prefer the instant departmental appeal for the grant of Special Qualification Allowance and 04 Advance Increments on the following facts and grounds: 1. That the mandatory qualification for Accounts Assistant (BPS-14) is BA/BSc/B.Com (Graduation) while I have secured master degree in commerce (M.Com) in the year 2002 from University of Peshawar which is recognized by Higher Education Commission. I do feel under employed as I am eligible for the posts of BPS-17 in NTDCL and other public sector departments on the basis of acquiring the requisite qualifications. But my sense of deprivation of being under-employed has neither been addressed with a grant of special qualification allowance or compound advanced increments, nor I have been allowed any special preferential promotion quota while having higher qualification as the same has been allowed to engineers which shows double standards are applied in the organization. 2. That the PEPCO has granted special allowance to the officers of Finance, Accounts, Costing and Audit Cadres in BPS-17 & Above possessing the qualifications of MBA/MPA/M.Com/M.A (Economics)/CA(inter)/ICMA (inter)/Master of Administrative Sciences (MAS) vide No. GM (HR)/HRD/A-332/6823-53 dated 05-12-2009 w-e-f 01-09-2009 which was notified by NTDCL vide No.C.S/NTDCL/1693-1710 dated 11.02.2013 (copy enclosed as Annex-A & Annex-B). It is irony of the fact that these qualifications are mandatory for appointments against BPS-17 in NTDCL. Such kind of preferential treatment on the basis of cadre is tantamount to academic credential discrimination. Being aggrieved of such disparity occurred due to discriminatory treatment with regard to grant of special allowance on the basis of requisite qualifications acquired, I am constrained to agitate the matter through instant departmental appeal.

Dear Sir,

That the Authority has notified the approval for the grant of incentive of Four Advance Increments possessing Masters Degree of Management/Administrative Sciences (i.e. MBA or Equivalent) from HEC Recognized Universities vide No.C.S/NTDCL/2189-2203 dated 23.07.2013 with immediate effect to the officers of 17 and above (copy enclosed as Annex-C). Such disparity, discrimination with regard to grant of incentive of increments on the basis of aforementioned qualifications only to a specific cadre is un-justified.

In the light of the above facts and grounds, it is earnestly prayed that I may graciously be granted special qualification allowance and 04 advance increments on the basis of acquiring exactly the same qualifications in the interest of justice, equity and good conscious.
