ANNIE VALMONTE Founder We, the officers of the United Bacnotan Group, an organizations of concerned Bacnotaneans here and abroad, Barangay Captains, humbly present this collective appeal to our beloved Mayor Minda Fontanilla, Gov. Manuel C. Ortega, Congressman Victor C. Ortega. Here in Bacnotan the road from National Highway in Bitalag crossing to the Holcim plant in Barangay Quirino, for sometimes now is sorely lacking in repair and maintenance. The condition of the road has affected the vehicles and everyday passing thru. They come all the way from Darigayos, Luna, and from Brgy. Quirino, Ballogo, Ubbog, Paagan, Carcarmay, Nagatiran, Oya-Oy, Mabanengbeng I & II, Narra, Cabugao and Bitalag. The deplorable condition of the road is mainly due to the continued passage of the heavy cement haulers plying that route. It is noteworthy to mention here that a road helping a Cement (factory) Company attain its high profitability should be allowed to be in such a condition not properly maintained and cemented causing discomfort to the citizens along the way. Perhaps our order and that if the citizen of the various barangays has not been properly communicated to our concerned public officials. Or worse, they failed to appreciates its dolorous effects in our everyday live and its negative impact on the economy of Bacnotan. Respectfully, it is thereby the sincere and humble intention of this appeal to bring this matter to your attention. We hope the proper remedial action be immediately instituted. While we are at it may we also propose that the roadway be also lighted. There have been instances in the past where violent crimes and disposal of victims were perpetrated in the area. A “tollbooth” also is a good idea to put in the road so as to collect money for the maintenance of the road.
