Technical Differences Between FDIS-28300 and API-2000 5th Edition

This memo contains a description of significant technical differences between the current API-2000 (5th edition) and the new ISO-28300 (API-2000 6th edition) which is currently being balloted as FDIS-28300. The development of FDIS-28300 was a global effort involving many people from many companies and organizations. Our thanks go out to all that contributed to this effort! To facilitate the review and approval of the FDIS we thought it might be useful to highlight the technical differences. To achieve that objective, the following ad hoc team put together this memo:

Many changes were made, most of which were organizational and editorial. These however, are not discussed here. Only those differences that the ad hoc team felt were significant enough to point out to you are discussed. The opinions represent are only those of the ad hoc team and not necessarily the views of everyone that contributed to the FDIS development. We encourage readers to review the entire FDIS-28300 in detail.
Below are the significant technical differences in the FDIS-28300
1. Scope
Two relatively minor changes have been made:
external floating roof tanks are now explicitly excluded from the scope,
and maintenance considerations are no longer in the scope of the document (note that API RP 576 is still cited as an informative reference on the subject of inspection and maintenance)
2. Normative references
Applicable international standards are listed and are referenced throughout the document. The list of references has been altered slightly from those in API 2000, 5th edition:
ISO/DIS 16852 and EN 14015:2005 have been added to the list of normative references.
References to two API documents (Bull. 2521, Use of Pressure-Vacuum Vent Valves for Atmospheric Pressure Tanks to Reduce Evaporation Loss, and RP 576, Inspection of Pressure-Relieving Devices) have been moved to the list of informative references
References to two API documents (Publ. 2210, Flame Arresters for Vents of Tanks Storing Petroleum Products, and RP 2350, Overfill Protection for Petroleum Storage Tanks) have been deleted
3. Terms and definitions
For the first time the term adjusted set pressure was introduced.
4. Nonrefrigerated aboveground tanks
4.2.5 Other circumstances
You will see that we added some additional relief scenarios and provided a bit more technical guidance on some of the original relief scenarios.
4.3 Determination of venting requirements
In 4.3.1 there is a discussion on what is normal venting and what other scenarios should be considered coincident with the normal venting.
4.3.2 Calculation of maximum flow rates for normal out-breathing and normal inbreathing
This new section is a significant addition. The new section is based on the European EN 14015 Standard. The approach used is more general than that in previous editions of API 2000 (the API approach was based on hexane or similar services whereas the approach in described in this section is applicable to any process). Estimated vent rates with the EN approach are in almost every case substantially higher than what is shown in previous editions of API-2000. A research paper from Prof. Salatino and research results from Hoechst in Frankfurt, which had been provided by Dr. Hans Foerster from the PTB justified including this approach in the FDIS. An advantage of the new estimation method is that it can take into account the beneficial effects (reduced venting) with full and partially insulated tanks (previous editions of API-2000 didn't provide calculation methods for this). See the attached paper for details.
An alternative method (the previous API-2000 method) is provided and shown in Annex A. The user can use the alternative method if the tank/service is within the defined boundary conditions as described in Appendix A.
4.3.3.2 Tanks with weak roof-to-shell attachment
We added 15 m (50 feet) to the cautionary statement
4.3.3.3.3
We replaced the statement "Where a lesser degree of accuracy can be tolerated" with "Where the fluid properties are similar to hexane". This change might cause some users to calculate fire relief loads more rigorously (using equations 7 or 8) instead of table 3 or 4.
4.4 Means of venting
4.4.1.1 General
The criteria for when there is a flashback potential is more general relative to the 5th edition of API 2000. API used 37.8 C (100 F) flash point as a criteria. The FDIS used words such as "low flash point" and "flammable vapor space" to cover the issue. It notes " In the absence of national regulations or standards a liquid with a flash point of less than 60 C has to be considered as a source of potential flammable vapour inside a tank."
4.5 Considerations for tanks with potentially flammable atmospheres
This is a new section and a significant change from previous editions of API-2000. The user needs to consider whether there is an internal deflagration potential and determine if the safeguards provided are appropriate.
4.5.2. Design options for explosion prevention
Four design options are described. The statements made in the Pressure/Vacuum Valve section on their flashback prevention performance are a significant departure from claims made in the 5th edition of API 2000 section 4.4.1.2.
4.5.3 Inerted gas blanketed tanks
This is a new section. Guidance on inerting of tanks is provided in ANNEX F.
4.5.4 Flame propagation through pressure vacuum valves
This is a new section. This describes the tests that were performed that demonstrate that the reasons that the 5th edition of API-2000 section 4.4.1.2 used to claim that PVVs provide flash back protection are not correct. Given this new information, this section discusses possible reasons why the petroleum industry has had relatively good experience (very few deflagrations when using a PVV without a flame arrestor). This information may help the user determine whether safeguards against internal deflagration are adequate (as described in section 4.5).
4.6 Relief device specification
Most of what was in the 5th edition of API-2000 was used here but with considerable reorganization.
4.6.1 Sizing basis
The point that the user has to decide which loads should be handled by the normal venting devices vs the emergency venting devices is made.
The point that inlet and outlet hydraulics needs to be considered for sizing impacts is also made.
5. Refrigerated aboveground and belowground tanks
This section was completely re-written with little of the original surviving. In the re-write we borrowed a lot from EN14620 and EN1473. As a result, a lot more technical guidance is provided. The fire relief load calculations in the API-2000 for refrigerated tanks was not copied over since this referenced hexane. Guidance for fire relief is provided.
6. Testing of venting devices
This section is a combination of API 2000, 5th edition, section 4.6 and EN 14015 Annex L.6. The basic requirements of API 2000 remain unchanged with the addition of general requirements and specific flow test apparatus and measurement equipment requirements from EN 14015. The Specific Design Type flow capacity method of API 2000 4.6.1.2.2 is replaced with the equivalent method from EN 14015 (see 6.3.2.1 Flow Curve Method).
Added Section 6.4, Production Testing, which now describes how adjusted set pressure shall be determined with a test apparatus.
7. Manufacturer's documentation and marking of venting devices
This section expands on API 2000 section 4.6.2 Marking of Venting Devices by specifying markings for different types of devices. It also adds a section on documentation requirements (7.1).
Annex A Alternative calculation of normal venting requirements
Much of the information in this annex is old API-2000 method for calculating normal tank venting. Additional information has been included to explain the basis for this method.
A.1.2
This defines the boundary conditions of applicability. If the user has a tank/service that is within these boundary conditions then the approach in Annex A may be used.
A.2
This section discusses experience with collapsing tanks due to vacuum. It is included to help defend why the old API method shown in this annex has served the petroleum industry so well. This defense is needed since the more general calculation approach (section 4.3) predicts substantially higher inbreathing requirements for some tank sizes.
A.3.1.3
For hot tanks, the outbreathing relief load needs to be corrected to normal or standard conditions for relief device sizing. This was not pointed out in previous editions of API-2000

This is mostly a copy from the 5th edition of API-2000 with some additional figures shown.
Annex D Basis of sizing equations
This is new section that describes the background for the sizing equations and why the equations are expressed in flow of air. Questions regarding some of the equations in API-2000 arose during the evaluation of the document for conversion to an ISO standard. The derivations of these equations that were used to prove the basis were deemed useful in resolving common questions about the validity and assumptions built into the equations and were therefore included as an informative annex.
Annex E Basis for normal out-breathing and normal inbreathing
This new section describes the boundary conditions (the assumptions used) for the general tank venting methodology described in section 4.3.2.
Annex F Tank inert blanket design
This new section describes three options for adequately inerting a tank to protect against flashback.
