SECTION B: Project report and reflection
1. Project description: In 3-4 sentences, please describe the project and its main objectives.
This project aims to improve the sustainable development of society through green skills development in TVET. This project wishes to put forward a list of general contents of green skills, TVET new green skills specialties, and to establish international cooperation and exchange network of green skills development.
2. Meeting objectives: Describe how the project met each of its proposed objectives. Please outline any challenges you may have encountered in delivering the activity.
This project has met all these three project objectives.
On the basis of analyzing the contents of the green skills proposed by 11 VET specialties research teams, this project sorted out general contents list of the green skills, which includes the following 12 aspects: 1) to save resources; 2) to reduce waste; 3) to classify life and work related waste; 4) to use and maintain working equipment properly; 5) to follow the post safety operation procedures; 6) to implement occupational health and safety, and environmental health regulations; 7) to judge the work or equipment to prevent accidents; 8) to have good faith work; 9) to apply information technology or intelligent equipment; 10) to apply health and safety, energy saving technology and equipment; 11) to provide green services; and 12) to promote green concept and knowledge.
On the basis of occupational analysis and current situation review, this project has put forward some new and typical green skills specialties or directions, for instance, Hotel engineering management (intelligent direction), logistics management (Electronic Commerce), Smart city information technology, green construction technology, tourism e-commerce, and green breeding technology, etc.
This project has developed APEC green skills development network which includes people network and internet. APEC green skills development network programme has been developed, which includes objectives, organization, members, proposed research project, and conditions, etc. A green skills development website has also been developed. The contents of this website include green industries, green jobs, green skills, green skills development, green skills network, etc.
Beside these above three main objectives, some research teams has developed green skills curriculum, or revised curriculum on the basis of the concept of green skills, provided services to enterprises or industries.

Due to various reasons, we faced two main problems or challenges in the process of implementation. Firstly, it take longer time for delegates to understand the concept of green skills, secondly, the project implementation time is too tight.
3. Evaluation: Describe the process undertaken to evaluate the project upon completion. (e.g. evaluation through participant surveys, peer reviews of outputs, assessments against indicators, statistics demonstrating use of outputs etc.). Provide analysis of results of evaluations conducted and where possible include information on impacts on gender. Evaluation data needs to be included as an appendix.
A survey was held among participants before the project completion. The survey mainly included the following contents: improvement of the understanding about green skills development, the effectiveness, the impact and sustainability of the project.
This survey shows that 98% of participants has improved their understanding about green skills development through participating this project; 96% participants said that the outcome of this project is useful for their work; 96% participants are willing to use the outcome of this project into their work; and 86% participants are willing to continue to participate the follow-up activities of this project.

Monitoring plans in place and proposed indicators to measure impacts, including any impacts on gender. Please summarise relevant information.
This project has caused some changes and social impacts. “Guidance on the development of manufacturing talent” of MOE, China, published in 2016. “To enhance the level of green manufacturing

technology and skills” is one of the key tasks. China Chemical Industry Association has put green skills development as one annual priority work in 2017. Some participating VET institutes has introduced the outcomes of this project into their curriculum reform.

7. Key findings: Describe 1-3 examples of key findings, challenges or success stories arising from the project (e.g. research or case studies results, policy recommendations, roadblocks to progress on an issue, impacts on gender).
To make best use of this project resources to put forward policy recommendations, including publish related research paper in important newspapers or magazines, submit research report on government, and encouraging participants to promote green skills concept. Therefore, “To enhance the level of green manufacturing technology and skills” has become one of the tasks of the development of manufacturing talent of MOE, China, and green skills development has become one of priorities of annual work of China Chemical Industry Association.
8. Next steps: Describe any planned follow-up steps or projects, such as workshops, post-activity evaluations, or research to assess the impact of this activity. How will the indicators from Question 5 be tracked? How will this activity inform any future APEC activities?
After the completion of this project, a green skills development network, which has been established in November last year, will organize a series of activities, including research, workshop, training, etc. and related information will be published in the website of this network.
We will use relevance, effectiveness, impact and sustainability to do evaluation on the following- up activities.
We will invite APEC economies to be a member of this network and invite them to continue to participate follow-up activities of this project.
9. Feedback for the Secretariat: Do you have suggestions for more effective support by APEC fora or the Secretariat? Any assessment of consultants, experts or other stakeholders to share? The Secretariat examines feedback trends to identify ways to improve our systems.

The big percentage of budget in the project was for APEC economics delegates to attend the related workshops. Due to varies reasons, we could not get enough delegated to attend them.
