He was a Project Manager of thesprawling 1000-acres Wangsa Maju township; anearly example of a successful PPP between DewanBandaraya Kuala Lumpur and private sector in theearly 90s. He also played significant roles in severalPPP proposals with other government agencies.Though qualified as a Civil Engineer, Dr. Chen hasmoved on to a career with wide business andmanagement expertise. Dr. Chen’s forte is inplanning and he is an astute observer of trends andevents.In addition to being a corporate man, Dr. Chen isalso an entrepreneur; having completed a mixed-use development in Kuala Lumpur in the 90s withhis personal associates.Dr. Chen earned a Graduate Diploma in Businessand Management from SEGI University College, anhonours degree in Civil Engineering from thepremier University of Malaya, a MBA from theindustry-driven University of The Sunshine Coast,Queensland, Australia and a PhD in BusinessAdministration from the Tarlac State University, a106-years old institution designated as a Centre ofExcellence in the Philippines.Dr. Chen is also a Professional Engineer registeredwith the Board of Engineers Malaysia andInstitution of Engineers Malaysia.
