National ICT policy initiatives: APC members have been involved in ICT policy since our first internet rights initiative started in 2001. More than a dozen APC members formed a network in 2004 to promote citizen participation in ICT policy in their countries. Some initiatives produced proposals for the government whereas others raised awareness about the issues at stake locally. Global Information Society Watch (GISW): Launched in 2007, this network produces an annual watchdog report that monitors the promises made by governments and the United Nations that information technol- ogy will be used to benefit millions of people. We’re helping to build societies where citizens are actively involved in policy-making and monitoring. Working at regional, national and global levels, APC is facilitating civil society engagement in technology and communications policy by building capacity and supporting advocacy. This fund uses membership dues to provide small grants of up to $2000 USD to support collaboration among APC members. Organisations use the grants to spend valuable face-to-face time together, skills-sharing, project planning, providing emergency technical assistance, etc. Catalysing Access to ICTs in Africa (CATIA): From 2004-6, APC supported national policy advocates to bring about a concrete policy change (or positive change in the national environment regarding a key policy issue such as affordable software) in a number of African nations. Some organisations involved have since joined APC as members. Strategic use programme Member exchange fund Wireless in Africa and Latin America: The high cost of conventional "wired" infrastructure is an obstacle to anyone wanting to use the internet for development and social change. Wireless internet connectivity is a tested, low-cost complement to conventional infrastructure in areas where the big telecoms companies won’t go. During 2005 and 2006 APC implemented a wireless partnership project in Africa which trained over one hundred community technicians and produced training materials in English, French and Arabic. Latin American members and the SU programme successfully adapted and took the initiative (TRICALCAR) to Latin America in 2006 to 2008. ActionApps is a free software application first developed in 2000 by APC members to create non-profit websites that could be quickly and easily updated at a time when websites were fairly static. It was soon released to the free and open source software community and is particularly active in Latin America. What does “strategic use of ICTs” mean for civil society organisations? It means knowing what technology options are available to help meet their mission. It’s about having the skills and knowledge to use those tools effectively and securely. And it’s about understanding their own organisational contexts and needs. Secure online communications (SOC): As we become more dependent on technology to do our work, we become more vulnerable to security issues, from the general – such as data loss through poor “computer housekeeping” – to direct surveillance. APC and members have trained trainers in SOC-related issues and tools. APC women's networking support programme (APC WNSP) Americas Europe Africa Asia - Pacific PARM: APC WNSP is a global network as well as a programme of APC. PARM is the Latin American branch of the network. Gender Evaluation Methodology for Internet and ICTs (GEM) is a tool that technology initiatives can use if they want to ensure that both men and women benefit equally from the technology. Many organisations are involved in the creation, testing and adaptation of GEM. GenderIT.org is a website that provides practical information for women's organisations and policy-makers to help ensure that ICT policy meets womens' needs and does not infringe on their rights. In your language: An initiative developing technology to bring endangered Aboriginal and other less widely-spoken languages onto the internet, led by Canadians Web Networks. Mosaico Social: A Latin American information network publishing news of direct interest to civil society, led by Brazilians RITS. RedISTIC: A Latin American and Caribbean network which looks at the impact of information and communi- cations technology on society. WALC: A high-level annual workshop on computer networking, internet and related issues, training hundreds of Latin American professionals since 1992, led by EsLaRed of Venezuela. APC member and programme staff facilitate several tracks. EU: Members explored setting up an office to represent APC in the European Union to pursue joint funding. Enough said Open Knowledge Network (OKN): Several members are part of this network which collects, shares and disseminates local knowledge using different technologies. Access to knowledge (A2K): Several APC members network together on access to knowledge OpenNet Initiative (ONI-ASIA): The ONI studies internet filtering by the state in more than forty countries. From 2006-9, several APC members in Asia are carrying out research and public policy advocacy for this network. OneWorld Africa (OWA): Two members are part of this regional content-producing network which is part of the worldwide OneWorld network. National ICT policy initiatives: APC members have been involved in ICT policy since our �rst internet rights initiative started in 2001. More than a dozen APC members formed a network in 2004 to promote citizen participation in ICT policy in their countries. Some initiatives produced proposals for the government whereas others raised awareness about the issues at stake locally.

Global Information Society Watch (GISW): Launched in 2007, this network produces an annual watchdog report that monitors the promises made by governments and the United Nations that information technol-ogy will be used to bene�t millions of people.
