Rector’sreportAswecometoanotherAnnualMeetingtherearemanythingstocelebrateinourchurchlife.OurworshipisgracedwithbeautifulmusicthankstotheskillandtenacityofTimasourDirectorofMusicandthecommitmentofourchoirandchoralscholars.Children’sministryisflourishingwithLiamgrowingquicklyintotheroleofourjointChildren&FamiliesWorkerandgoodnumbersmakingupthemonthlyMESSYCHURCH.AndI’mlookingforwardtothe‘SeasideRock’holidayclubasoneof thehighpointsof thiscomingsummer.Our involvement inStNicolas’ InfantSchool iscloserthanever.It’slovelynowtohaveinEmmaanotherheadteacherwhohasalreadybecomeagoodfriendandwithTimandEthan joiningus inchurch.OurpartnershipwithPortsmouthRoadUnitedReformedChurchcontinues tomaturetoo.WeshallbeginHolyWeektogetheragainwithjointworshipandprocession.

IthasbeensogoodtoopenuptheLoseleychapelforweekdayworshipandtodiscoverthatitisnotonlyaplaceofgreathistoricalimportance(“IneverthoughtI’dlivetoseeitrestored!”)butalsothatithasanatmosphereofstillnessandpresence.Ihavesometimeswondered,whenjusttwoorthreeofusgathertooffertheEucharist–evenmorewhenI’mthere,againonmyown, topraytheDivineOffice–what thepointofall thisperformative,vicariousreligion is(keepingup the show, forpeoplewhomight like toknow it goeson,but rarely takepart?) Then I remember thatsimplyenablingtheretobeonemorestillpointinourmad,distractedandchaoticworldmightjustbeakeyministryforusatStNicolas’.

Forme2018beganwith thepresentingofoneof the ‘Livingwith theMystics’ study& reflectiondays, this timeonQuakerspirituality.Thesedaysarereallygood.RayLamb,aspartoftheWorldCommunityforChristianMeditationand our meditation group at St Nicolas’, has become very skillful at arranging and leading them. If you see oneadvertised and think, “yeah, that’s good, but not really forme”, youmight just check it out and see if you’re notmissingsomething. Iwaspleased tobeable toexplainsomeof theQuakerhistoryandexplorewhatdrawspeopletoday. It also helpedme to further clarify how I seemy ownAnglican-Quaker journey,whichwas understandablyquestionedinlastyear’sAPCM.Ihavecometoseeitasakindofspiritualtransposing,achangingofkeyormodality,touseamusicalmetaphor.ThepracticeofReceptiveEcumenism is theway toconstructivelymakesenseofall thedifferences among the churches. It means simply being open to receive from each other. Seewww.cte.org.uk/.../Receptive_EcumenismSo,forexample,suggestingthatwekeepfiveminutesofsilenceinourdailyservices in the sympathetic stillness of the Loseley chapel does seem to have been an enrichment of our worship.Duringthesummer,whiletheimprovementstotheCommunityCentrearebeingfinished,weshallprobablyhavetousethechancelinchurchforweekdayservices.Andthere'llbealotofmessandinconveniencetoputupwithfora

few months. But it will all be worth it, leaving us withmuch better meeting and cateringresources - theprovidingofwhichisperhapsthemostimportantwaywecanserveourlocalcommunity.

A big high in our church life this year long to rememberwas the recent pilgrimage to the Holy Land. One of the‘holiest’momentsformecameinourvisittothevillageofKafirBiremupinthemountainsneartheLebaneseborder.Here the youngMaronite priest welcomed us with graceand a greatwarmth of hospitality.He invitedme to givethe blessing at the end ofMass and we then all enjoyedcoffeetogetherafterwardsbeforegoingoffforlunchinthe‘new’village.ThiswaswheretheIsraeli’shadmovedthemaftertheforcibletransferfromtheiroriginalhomesinthe

1940’sandthendestructionoftheoldvillageapartfromthechurchwevisited.SeemyarticleaboutreconciliationandFrEliasChacourintheEastereditionofFOCUS.Inasocietywherethereissuchhardnessofheart,suchapparentlackofhope,wefoundloveandtheirrepressiblespiritoflife.

PreparingfortheAnnualMeetinglastyearIwaslookingforwardtobeginningacourseatGuildfordCollegeleadinghopefullytoprofessionalqualificationasacounsellorsothat ‘retirement’canalsobeatransposing.Inowfeeltobealreadywelldownthefirststageofthatthreeyearprocess,reallyenjoyingmyTuesdayeachweekasastudentagainand itsstimulationofmuchreflectionaboutmyselfandthewayswe interactwitheachother.Howgoodit iswhensomeonecanjustlistenwithfullattention,acceptinguswithoutjudgement.PerhapsespeciallyinbusySurrey,wherenoonehastime,andwe'realwaysbusilypushingourownagendas.Bycontrastgoodlisteningmightbeallweneedtorecognise how we are, and to see how we might cope better with that - who we are as children of God. FromSeptemberIexpectthedaytochangetoMondayfortherestofthecourse,soIwillnotbearoundthatdayandthepatternofworshipwillbeslightlymodified.

TheCofEmightgetadownbeattreatmentinthemediathesedaysandappearthatwayinsociety.Therearefewerofus,wedofacebig financialchallenges,andtheredoesnot feelmuchspace for it incontemporaryculture.ButeachweekinthemiddleoftheEucharisticPrayerIlookupatyouallwhilesayingthewords‘sendtheHolySpiritonyour

peopleandgatherintooneinyourpresenceallwhosharethisonebreadandonecup’andseesomanygood,kind,open faces. The flowof theSpirit inour life together shouldgiveus confidence.Muchchanges, things evolve andmoveon,butIdobelieveintheChristianwayasaspiritualityofexpectation!

Previous PCC Minute: ‘Darrol proposed that the project managersembarkuponnegotiationswiththecontractorstoagreeafinalpricefortheredevelopment,tyingdownthequote, specification and contract and considering the engagement of a quantity surveyor to managenegotiationsandchangecontrolduringtheworks.ThiswouldallowthePCCtomakeaclearandinformeddecision.Elizabethsecondedthemotionanditwasagreedunanimously.’AnnualParochialChurchMeetingPART1:

ThereisaStandingCommitteewhichmeetstohelppreparetheagendaandconsidermattersreferredtoitbythePCC.ItprovidesthePCCwithfullnotesofeachofitsmeetings.TheStandingCommitteeconsistsoftheRector,Treasurer,StewardshipPromoter,bothChurchwardensandtwomembersofthePCCwhoareappointedonanannualbasis.InadditiontothisthereisaFinanceAdvisoryCommitteeconsistingofthePCCTreasurer,theDGTTreasurer,oneoftheChurchwardens(asdecidedbythemselvesforeachmeeting),anotherappointedbythePCCforaperiodof1yearandtheRector,asanex-officiomember.

Duringthepastyear,thePCChasmeton8occasions,7ofwhichwereregularmeetingsand1emergencymeeting.ThefollowingtopicscomprisedthemainbusinessofthePCCmeetings:

During the year various routine items of repair and maintenance have taken place. The main areas ofmaintenancewere:

NewboilersforthechurchwereinstalledinSeptember.Thiswasnecessaryaftertheroutineannualserviceidentifiedsomeissueswithboththeboilers thatwouldhavecostaround£1000torepair.Whilst thiswassignificantlylessthanthecostofthenewboilers,theprognosisfromtheengineerswasthattheexperiencetheyhadofotherboilersof a similarnaturedeteriorated rapidly after a failureof this type, thereforewewould be left with the prospect o a potential steady rise in the number of costly repairs. Ampella werethereforeengagedtoreplacetheboilers.Thiswasdoneefficientlyandeffectivelyinoneweek.Asaresultwehadawarmchurchthroughthewintermonths.

ThemainaspectsoftheLoseleyChapelrestorationwerecompletedduringtheyearandweproudlyopenedthe doors to the public on Heritage Day in September. Many interested visitors came and listened toCatherine Ferguson explain the history that had been uncovered and the stories behind some of themonuments.

The restoration was awarded a ‘Highly Commended’ at the Guildford Borough Council Design AwardCeremonyintheGuildhall inNovember.GaryJonesofDaedalusConservation(thecontractor)submittedthe case study and attended the Awards Ceremony along with Marian Coom, Peter Oldroyd and theArchitect,MichaelStaff,whentheMayorofGuildfordpresentedtheaward.

Thechapelisnowindailyuseforbothservicesandmeetings.Therearestillsomeoutstandingaspectstobecompleted.Afterprotracteddiscussion,adesignhasbeenagreedforrailingstobe installedeithersideofthecryptsteps inside thechapeland forawrought irongate in theentrancedoorwayto thechapel.Thetemporaryhoardingatthetopofthestepstothechapelwillberemovedoncethegateisinplace.Thenewchairsandsmalltableforthechapelshouldarriveinthenextfewweeks.

It is a credit toMarian, Peter and Catherine thatwe have achieved at last an excellent outcome to thischallengingprojectandthatthechapelisnowbackinuseonadailybasisforworshipandmeetingsattheheartofourchurchsite.

TheCommunityCentre

MostofyouwillalreadyknowabouttheplanstoreordertheCommunityCentre.Planningpermissionwasgrantedlastyearandfinalplanshavenowbeendrawnuptoimplementrefurbishments,anew,extendedkitchen,arevisedandmorespaciousentrance,enablingimprovedaccesstotheLoseleyChapelandmorespaceintheentrancecorridor.TherewillbenewheatingandanewfloorintheCentreandnewdoubledglazedwindowsinthecorridor.Therewillalsobeanadditionalparkingspacecreatedfordisableduse.

WorkisduetocommenceinAprilsubjecttofinalapprovalofthecostandapproach.Inspiteoffollowingabest practice approach of using a quantity surveyor to assess the overall costs of the project, we weredisappointedthatthefourquoteswereceivedweresignificantlyhigherthanexpected.FurtherdiscussionshavenowtakenplaceandthePCCwillbemakingafinaldecisionbeforetheAPCMmeetingtakesplace.

The work will involve closing the Community Centre for approximately 6months. Plans have been puttogethertorelocatemanyoftheusersintothechurchduringthisperiod.Theofficewillalsobelocatedinthe church on a temporary basis and limited refreshment facilities will be made available in church.ServicedPortalooswillbelocatedoutsidetheCentreforthedurationofthework.

Thedisruptionattimeswillbechallengingandmakenormalactivitiesdifficult,howeverwebelievethatinthemainpeoplewill adapt and ‘bearwithus’, recognizing that thedisruptionwill in theendprovideanupdatedandimprovedfacility,fitfortheuseofchurchandcommunityforyearstocome.

StGeorge’sChapelroof

Asmentioned in the report last year there is aneed to replace the stainless steel roof of the StGeorge’sChapel.TherehavebeenanumberofquotesreviewedanddiscussionsheldwiththeDACaboutwhethertheroofshouldberedressed inslate,aspertheoriginalroof,orstainlesssteel.Theconsensus intheendwas thatwe shouldgo for slateas it is cheaper, is sympathetic to theconservationareaprinciplesofourlocationandwilllastaslong(75to100years).Thechurchalsooriginallyhadaslateroof.WhilsttherewasextendeddiscussionwiththeDACaboutthesourceof the late, ithasbeenagreedthatwewillusegradeoneSpanishslate.This iscomparabletothebestoftheWelshslateand ischeaper.WorkisscheduledtobegininSeptemberaftertheCommunityCentreworkiscomplete.

Finalmatters

The churchwardenswould like to thank those of youwho helped at theDIY cleaning day at the end ofAugust 2017. There are always cleaning and maintenance jobs that need doing and we will be holdinganothersuchdaythisyearoncetheCommunityCentreprojectiscompleted.ThiswillHOPEFULLYbeonSaturday1stSeptember!

The churchwardens would particularly like to thank Peter Oldroyd who has once again willingly andcheerfullygivenhisadviceandpracticalhelpwithmanytasksduringthepastyear.Thetimeandcarehegivestothepracticalissuesinthechurchisinvaluable.Thispastyearhasbeenchallenginginmanywayswithboth theplanning issuesof theCommunityCentre and the remaining issuesof theLoseleyChapel.BothPeterandMarianCoomhavededicatedasignificantamountoftime,energyandemotiontobringingthese plans to fruition and they should be commended for their dedication and tenacity in deliveringsignificantimprovementstoourfacilities.

TheChurchandCommunityCentrecontinuetobeinsuredwithEcclesiasticalInsurance,therehavebeennoclaimsinthepastyear.

The Quinquennial Report was completed in July 2014. The report did not require us to complete anyImmediateActions.Duringthepastyearwecompleted1)thereplacementandrepointingofcopingstones

on thewalls inMillmeadandBurySt, 2) the replacementof approximately400+bricksat the topof thetowerstepsthatarecrumblingandbreakingup.ThisworkisexpectedtobecompletedbyEaster.

Finally, during the past year, several church members responded to the request to help updated theInventory.Astarthasbeenmadeonthismammothtask,however,therearestillseveralareaswhichhavenotbeencoveredandtheinformationthenneedscompilinginotaformatfortheInventory.Wewouldliketothankthoseofyouwhohavealreadygivenofyourtime,butwealsoaskforadditionalvolunteerstohelpwiththisessentialjob.Pleasespeaktooneofthechurchwardensifyoucouldhelp.Hopefullythkiwillmeanthatthenewinventorywillbecompletedbythe2019APCM?!

DeanerySynodGuildfordDeanerySynodhasmeton2occasionssincethelastAPCM.

InJunethediocesanChurchPlantingandFreshExpressionsAdvisorMrJensMankelexplainedhisworktous.This involvestheestablishingofnewchurchgroups innewlybuiltupareas.OnthisoccasionwealsowelcomedournewAreaDeanRevNickWilliams,theRectorofChristchurch,whohastakenoverfromRevFrankScammell,thevicarofEmmanuelStoughton.

InJanuarytheArchdeaconofDorking,TheVeryRevdPaulBryergaveatalkonhisvisionforthefutureroleandpurposeofdeaneriesandtheirsynods.

Themembersof eachDeanerySynod formtheelectorate forGuildfordDiocesanSynodand theGeneralSynod of the Church of England. InDecember there was a by-election for General Synod as one of ourrepresentativesmovedawayfromSurrey.StephenHofmeyrfromChristchurchparishwaselected.

ElizabethHooper,PhilipHooper,AndrewRustellStNicolas’InfantSchoolIt’s hard to believe that I have only been at St Nicolas’ school for half a year! Already I feel like part of the furniture, in a good way of course! And I can honestly say that my first term and half has been filled with delight, enthusiasm, team spirit and lots of fun. It has been a busy but productive first half of the year, working with a fantastic team, amazing children, great families and supportive governors.

In September we welcomed back 2 members of staff alongside many new ones; one new teacher, one new SENDco, 3 new members of support staff and a new office manager. At Christmas we said a fond farewell to Mrs Williams who has played a large role in the school in various capacities for many years. She is now enjoying looking after her gorgeous Grandson.

The autumn term Open Days were well attended and the School Council and PSA members proudly showed off our school to appreciative local families. Ensuring a creative curriculum played a large part in the first term, as we introduced more musical opportunities for our children; weekly singing assemblies, a Percussion club as well as Ocarina lessons. It was a pleasure to be able to take a group of budding singers across to the URC last term to sing at the Lunch Club. Harvest and nativities were also enjoyed by all and enabled our children to perform with confidence to a range of audiences. This term we have introduced Well Being Boosters in year 1 and 2 every Friday afternoon which includes pottery, sewing, gardening, Forest School, yoga/dance on a carousel system. Further enrichment activities have been run for the whole school to be part of, one of the many benefits of being ‘small’! We took the whole school to the pantomime at the Yvonne Arnaud Theatre at Christmas and everyone enjoyed a Perform dance workshop. We ran an Advent Pause Day where children spent time in every class hearing different parts of the

Christmas story and completing art and craft activities. The School Council have been busy building inter-generational links with the residents of Pilgrim Wood Care Home. Alongside a fabulous Elf Event the Councillors were thoroughly spoiled when we went to decorate the residents rooms with our ‘school made’ Christmas decorations! (Do take a look at our new school website for photos of just some of the events that have taken place since September http://www.st-nicolas-guildford.com/gallery/) The PSA have worked tirelessly to raise funds for the school and it has been a joy to work with them. The Christmas Fair was well attended and superbly organised by our new PSA chair, Laura Hinton. Mufti days, cake sales, tea towels, Christmas cards, Mother’s Day Breakfast are just a few of the events they have organised so far this year! Computing is an area we have invested in recently with the help of PSA funding and we have just taken delivery of 6 tablets and 15 new laptops for the children.

Open the Book continues to delight the children in assemblies every fortnight with Liam, our new Children and Families worker. Father Andrew is a regular visitor to the school; running assemblies, helping with trips, attending PSA meetings and events as well as being an active member of the governing body. It has been a delight to attend Messy Church with my son once a month and get to know the many wonderful people at St Nic’s Church and the URC. Name, address and constitutionThe full name and address of the church is The Parish Church of St Nicolas Guildford, The Parish Office, Bury Street, Guildford GU2 4AW. The Parochial Church Council (PCC) is abody elected by those eligible to vote at the Annual Parochial Church Meeting. The PCC is registered with the Charity Commission. The PCC membersare trustees of the charity and are therefore bound by the laws relating to the CharitiesAct 1993.

The PCC works with the Rector in promoting in the parish the whole mission of the Church, pastoral, evangelistic, social, and ecumenical.

OrganisationThe PCC currently comprises 9 elected, 1 co-opted, and 7 ex officio members.As required by law, the PCC has delegated to nominated members the power to transact the business of the PCC between its meetings, subject to any directions given by the Council.The PCC also has a standing committee which meets in order to prepare and review the agenda for the meetings of the full PCC.

Significant changes and developments and plans for the futurePlans are in hand for the redevelopment of parts of the Community Centre; conservation works in the Loseley Chapel have progessed well and are substantiallycomplete as at the end of the year.

The electoral roll and church attendanceAt the start of the Annual Parochial Church Meeting on 18 March 2018there were 139 names on the roll; of these, 66 are resident within the parishand 73 are resident outside the parish.

The number of regular communicants averages 59 per week.

Transactions and Financial positionThe financial accounts are set out on pages 7 to 17. The financial statements have been prepared in accordance with the Church Accounting Regulations 2006 and in conjunctionwith the Statement of Recommended Practice for Accounting and Reporting by Charitiesissued by the Charity Commission for England and Wales in March 2005. The trusteesconsider that the financial performance by the charity during the year has been largelyas expected.

The Statement of Financial Activities shows a deficit of net incoming resources for the year ofa revenue nature of £80,591, and net realised incoming resources of a capital nature of £Nil, making overall a net deficit of incoming resources of £80,591. The total reserves at the year-end stand at £2,210,107 of which £75,999 are restricted funds and £2,134,108 areunrestricted.

Specific changes in fixed assets

There has been no change in our fixed assets, other than in their valuation.

Availability and adequacy of assets of each of the funds

The Board of Trustees is satisfied that the church's assets are available and adequate to fulfil itsobligations.

Policies on reserves, investment policies and investment performance

Surplus cash reserves are placed in interest earning accounts operated by the church's bankers. Securities held are managed by FSA authorised investment managers; a list of investments is detailed in note 9 in the accounts. The PCC has reviewed its investments toensure that they are acceptable on ethical grounds. The PCC adopts a low risk policy in the management of its investments and seeks to maximise the income derived from them.

Effectiveness of fundraising policies

The church relies for its income substantially on regular planned giving by members of thecongregation. Steps are taken regularly to remind members of the benefits to the church of making such giving in a tax efficient manner. Income is also derived from investments and from property rentals and from other activities as detailed in the notes to the accounts.

The Church's grant making policies

Special collections are held throughout the year and these, together with other amounts from the church's reserves, are gifted in furtherence of the church's charitable objectives. Details of these donations, totalling £14,079, are shown in note 7 to the accounts.

The major risks to which the church is exposed and reviews and systems to mitigate risks

The PCC seeks to identify the major risks to which the church is exposed each financial yearwhen preparing and updating its strategic plan, in particular those related to the operations andfinances of the church. The PCC then reviews any major risks which have been identified, and establishes procedures to mitigate those risks. The PCC is satisfied with the procedures thatare in place to mitigate such risks.

The church is open to the usual financial risks of any organisation, and the PCC has introduced controls to minimise these risks, such as two signatures being required for all payments from bank accounts. In addition, the accounts are regularly presented to members of the PCC and are open for members' inspection at any time.

The PCC has an established safeguarding policy and has a named children's safeguarding representative and a named vulnerable adults' safeguarding representative.

Legal Status

The church is an unincorporated association that is recognised under the Charities Act 2011.As with many other PCCs within the Church of England, the PCC registered with the CharityCommission during 2010 and is now required to file accounts with the Commission.Copies of the accounts must also be made available to members of the public on request.

Statement of Trustees' Responsibilities

Charity Law requires the Trustees to prepare financial statements for each financial year which give a true and fair view of the state of affairs of the church as at the end of the financial year and of the surplus or deficit of the church. In preparing those financial statements the Trustees are required to :-

Treasurer's Report

Our basic financial performance in 2017 is summarised in the following table; this shows - as last year - our heavy reliance on the contribution received from the Dorothy Grover Trust. These figures summarise the first column in the main report, i.e. these exclude the restricted and the designated funds, and therefore reflect our core performance.

Once again we have an apparently healthy surplus at the end of the year, but this - as has been the pattern of the last few years - is made possible by the funding received from the Dorothy Grover Trust. It is, nevertheless, pleasing to note that our income, including the amounts given by members of the congregation as 'planned giving', held up well when compared with last year. Rental income fromSt Catherine's House suffered as we were without tenants for the last two months of the year and welost one or two regular users of the community centre, but these were largely compensated elsewhere,with congregational giving up by more than £1,000 and an increased contribution from the Hope Baillie Trust. Expenditure showed a similar pattern to that of last year and continues to reflect the commitment by members to maintaining effective controls.

The substantial expense amount in the 'Designated' column of figures in the main report is largely the continuing, now almost complete, refurbishment of the Loseley Chapel, which has been transformed and is now in regular use for mid-week services. This expenditure has been made possible by the receipt ofthe bequest from the estate of Marjorie Spooner, supplemented by a further bequest from the estate of Peggy Fletcher. The remaining balance from these bequests (and other contributions) will be put to usein the planned enhancement of the community centre, for which there has already been substantial outlay.

There has also been considerable activity within our restricted funds, with the Dorothy Grover Trust again providing funding for several activities, including - early in the year - £30,000 to cover the cost of repairs to the church roof, and later in the year, funds for the replacement of the two church boilers. Alsoongoing as at the year-end is the refurbishment of much of the brickwork in the church tower;this is being funded out of the Hazelden bequest.

VAT has been reclaimed in respect of the expense on the new boilers and where available on the Loseley Chapel project.

Independent Examiner’s Report to the PCC of St Nicolas Guildford

I report on the accounts of the PCC for the year ended 31 December 2017, which are set out on pages 7 to 17.

Respective responsibilities of the PCC and examiner

The members of the PCC (who are also the trustees of the charity) are responsible for the preparation of the accounts. The trustees consider that an audit is not required for this year under section 144 of theCharities Act 2011 (the 2011 Act) and that an independent examination is needed.

It is my responsibility to:

examine the accounts under section 145(1)(a) of the 2011 Act;to follow the procedures laid down in the general Directions given by the Charity Commission under

section 145(5) of the 2011 Act; andto state whether particular matters have come to my attention.

Basis of independent examiner’s report

My examination was carried out in accordance with the general Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures inthe accounts, and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit and consequently no opinion is given as to whether the accounts present a ‘true and fair view’ and the report is limited to those matters set out in the statement below.

Independent examiner’s statement

In connection with my examination, no matter has come to my attention:

(1) which gives me reasonable cause to believe that in any material respect the requirements:

- to keep accounting records in accordance with section 130 of the 2011 Act; and - to prepare accounts which accord with the accounting records and comply with the accounting

requirements of the 2011 Act have not been met; or

(2) to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.

1 Accounting Policies

Accounting Convention These accounts have been prepared under the historical cost convention.

IncomeIn general, income from all sources is treated on a cash basis. Some items of income receivedin the current year, however, may be deemed more properly to belong to future years,and are therefore held over as deferred income to be reported in the appropriate year's accounts.The main instance of this is sales receipts and advertising revenue received during the year inrespect of the following year's magazine. Some sponsorship income has similarly been received early and held over as at the year-end; these amounts are specified in Sundry Creditors.

The anticipated tax refund in respect of planned giving and other donations received has been accrued.

ExpenditureOrdinary running costs are brought to account in the year to which they relate. Minor items ofcapital expenditure are written off to repairs in the year in which they are incurred.

Special Collections and DonationsThese include receipts from all collections held for a specific purpose: home boxes and other specific donations including the 'monthly good causes' and the luncheon voucher scheme. All such income is reported as 'restricted fund income'. Details areshown in note 7. Distributions to the beneficiaries of the 'monthly good causes' may be enhanced by an allocation from the PCC's own funds, also shown in note 7, any such additional amount being assessed by the Council during the year.

Restricted FundsAlso shown as 'restricted fund income' are contributions received from the Dorothy Grover Trust that have been given for a specific purpose, usually in connection with substantial outlay onmaintenance to the fabric of the church and of the community centre.

Donations received specifically for the purchase of flowers for the church are reported as restricted funds income.

Designated FundsThe PCC may designate certain bequests received during the year, or other funds received, tobe applied to particular purposes, as shown in the accounts.

InvestmentsSecurities held have been revalued and are shown at their market value as at the year end.

The property at 72 Wodeland Avenue, St Catherine's House, was acquired during 1994 at a cost of £160,000; 17 Chaucer Court was part of a bequest received in 2003; 209 Stoughton Road was purchased during 2010 at a cost of £237,500.The valuations in this report of all three properties were obtained in February 2017.

Cashflow statement

The PCC has taken advantage of the exemption in Financial Reporting Standard No 1from producing a cashflow statement on the grounds that it is a small charity.

Fixed assets

Consecrated property and movable church furnishings

Consecrated and beneficed property of any kind is excluded from the accounts by section 10(2) of the Charities Act 2011.Movable church furnishings held by the Rector and Churchwardens on special trust for the PCC, and which require a faculty for disposal, are accounted for as inalienable property unless consecrated. They are listed in the church's Inventory which can be inspected (at any reasonable time). For inalienable property acquired prior to 2002 there is insufficient costinformation available and therefore such assets are not valued in the accounts. Items acquired since 1 January 2002 are capitalised and depreciated in the accounts over their currently anticipated useful economic life (initially five years) on a straight line basis.All expenditure incurred in the year on consecrated or beneficed buildings, on individual items of £2,000 or less, or on the repair of movable church furnishings acquired before 1 January 2002,is written off.

Other fixtures, fittings and office equipment

Equipment used within the church premises is depreciated on a straight line basis over four years. Individual items of equipment with a purchase price of £2,000 or less are written off when the asset is acquired.

10 Finance.i.TheChairthankedIainFergusonandthemembersoftheFinanceAdvisoryCommitteefortheirveryimportantroleofhelpingustobudgetonamoresustainablebasis,relyinglessonthelegaciesofpastmembers.ii.PresentationoftheAnnualAccounts.Patricktoldthemeetingthattheincomeandexpenditurepatternwassimilartopreviousyears.TheSOFAshowedanetsurplusof£17kalthoughthiswasafterdonationsandbequestsof£53k,£36kfromtheDorothyGroverTrust,£5.5kfromtheHopeBaillieTrustand£10kfromtheestateofMargaretHenwood.Congregationalgivingwasthesameasthepreviousyear.TheParishGivingschemehasbroughttaxforwardintothiscurrentyearsotheimpactwilllessenovertime.The£91kexpenditureispredominantlyontheLoseleyChapelrestoration.Therehasbeena£25krevaluationgainonourinvestmentportfolioandanincreasein£270kontherevaluationofthethreepropertiesownedbythePCC.LookingattheBalanceSheet,PatricknotedthatthevalueoftheflatatChaucerCourthadbeen

decreasedfrom£375kto£325kastheleasenowhaslessthan50yearstorunandthePCCwillneedtoconsiderthebestcourseofaction.TheCommunityCentre&LoseleyChapelRedevelopmentFundismadeof£411kismadeupofmoniesfromtheestatesofMarjorieSpoonerandPeggyFletcher.Todatetherehasbeena£35kgainoninvestingthosefunds,withexpenditureof£14konarchitectfeesand£78konLoseleyChapelworktotheendoftheyear.NocostsareincludedintheaccountsfortheCommunityCentreanditishopedthattherewillbesufficientfundstocompletebothprojects.PatrickalsoreferredtothebalanceoftheHazeldenFundwhichmustbespentonthetower/bells.PhilipHooperqueriedthedoubletaxbenefitofGiftAidclaimsin2016.DavidCoomexplainedthat2016benefitedfromtaxbeingpaidupfrontin2016butthattherewouldconsequentlybelesscarriedoverin2017.TheChairthankedPatrickforallhisworkasTreasurerandforDavidashisworkasParishStewardshipPromoter.iii.PhilipHooperproposedthatthemeetingadopttheaccountsandDavidGreenwoodsecondedthemotion.Allpresentvotedinfavour.iv.PatrickconfirmedthatJulianAnsellwashappytocontinueasIndependentExaminer.

11 ElectoralRollTheChairremindedthemeetingthatitwasimportanttokeeptheElectoralRolluptodatetotrulyreflecttheworshippingcommunity.CathAndersonandPhillipHoopergavethefinalfigureas133,64livingintheparishand69outsidetheparish.19membersdidnotattend.

12 Churchwardens’ReportItwasreportedthattheLoseleyChapelwasopentodayforchurchmemberstoviewontheirwayout.Themaintombisalmostfinishedandshowssignsofbeingrestoredinthepast.CatherineFergusonstatedthattheBrocasmemorialwastheoldestinGuildford,madebymasonswhoworkedfortheclerkofworksforRichardIIinWestminsterHall.ShethankedMarianCoomandPeterOldroydfortheiroversightoftheproject.TheredevelopmentoftheCommunityCentreisprovingdifficultwithdesignshavingtobechangedforthepre-applicationprocess.Planningpermissionwouldbesoughtwithinthenextfewweeks,followedbycostestimatesandquotes.Theplanswouldincorporateabetterkitchen,anenlargedentrance,widercorridorandpossiblynewheating.UnderfloorheatingisalreadyinstalledintheLoseleyChapel.TheChairreiteratedthethankstoMarianandPeterandremindedthemeetingthattherewouldbeapresentationontheLoseleyChapelbyCatherineonTuesday23rdMay.

13 OpenForum.i.Followinguponpointsraisedatlastyear’smeeting,theChairinvitedmemberstoaserviceonMonday24thAprilat8pmwhenSisterGracewouldmakeherLifeVowstotheSingleConsecratedLifetoBishopJo.Hereportedthatthesoundsysteminchurchisnowworkingwell.HeremindedpeopletosignupfortheWatchonMaundyThursday.HementionedtheexcellentnewchurchwebsiteandpraisedTimWoodfordfortheimportantcontributionhehasmadeasDirectorofMusic.Heexpressedhisgratitudetohimandpraisedthequalityofthemusic.Timthankedeveryonefortheirsupport.Heishappilysettledinhisnewhome.HeplansnewmusiclinksonthewebsiteandhopestodevelopaChildren’sChoir.ii.CatherineFergusonwishedtomakespecialthankstoherteamofservers.Theyoperateattheirbestwhentheyareinvisible,butshedidnotwishherthankstobeinvisible.iii.RoryFennerqueriedwhethertheglassdoorscouldbewedgedopenonSundaystobemorewelcoming.Mariansaidthatthedoorswouldstandopenbutitcouldbeverydraughty.iv.StuartMurdochsaidthathefounditpersonallyunsettlingthatmembershipoftheQuakerswasbeingpreachedaboutfromthepulpitandfeltthatthisunderminedthechurch.Hewasalso

uneasyaboutthedescriptionoftheCreedasbeing“likepoetry”andsuchsubtleandinvidiouschangesshouldonlybemadeinaconsultativemanner.HeaskedthatFrAndrewstateclearlyandunequivocallythathebelievesinGod,heisaChristianandthathisQuakerjourneydoesnotunderminehisroleasaparishpriest.FrAndrewrepliedthathedoesbelieveinGod,thatheisaChristianandthathedoesnotfeelhisroleisundermined.Hesaidthatheappreciatedwhathewassayingandsaidthathewouldbecarefulhowheexpressedhimselfinfuturesermons.v.JuliaAndrewstatedthatshehadbeenpleasantlysurprisedbytheFamilyService.vi.AnneCoopertoldthemeetingthatshewasstayingatStNicolas’.ShepraisedFrAndrewforhisgoodtrainingandexpressedhergratitudetoeveryonefortheirsupport.vii.Thechurchwardensexpressedthemeeting’sthankstoAnneandJeremyandthankedFrAndrewforhisleadership,careandloveforusallandJackyforhersupport.viii.MaureenHibberdthankedFrAndrewforthechangesmadeatchurchunderhisleadership,especiallythemovetowardsacceptingwomenpriestswhichmeantthatwenowhaveAnnewithus.ix.EmmaShawsaidthatweshouldbeencouragedthatGodisatworkherethroughthesuccessesatCaféPlay,HolidayClubandMessyChurch.WeshouldnotbediscouragediftherewereonlyafewchildrenatchurchonSundays.x.AndrewRustellsaidthatDeanerySynodistalkingaboutsharingfaithandoneelementofthisischildren’sworksoweareverygratefultoEmmaforherwork.
