    AsPresidentotheAssociation

    oProprietaryColleges(APC)anorganizationthatrepresents26degree-grantingproprietarycollegeson36campuses,serving50,000studentsinNewYorkState,Iamproudtoleadagroupthatisdedicatedtoimprovingourstateseconomythrougheducation.

    Thisreportexplainswho

    weareandwhatwedo.Ourrolebeginswithasustaining

    mission:Proprietarycollegesexisttoprovidestudentswhoneedordesireaocusedentrypointintotheworkorceaclearpathtothatgoal.Inademanddriveneconomy,whereemployerscravejobapplicantstrainedorspecicemploymentunctions,studentschoosecollegesthatcansharplypivottomeetthoseneeds.Weexist,quitesimply,toeducatestudentsorthejobsthatareavailabletodayandwillbetomorrow.

    Ourmissionalsoistolistencareullytowhatemployersneedandplanaccordinglysothatbothtraditionalandnon-traditionalstudentscanbestgainthecareerskillstheyneedtoachievetheullpromiseoAmericanlie.

    Toulllthismissionrequiresacommitmenttoqualityeducation.Weknowtherearenoshortcutsorourstudentsacademicsuccess.Thatiswhywenowoerdegreesrangingromassociatedegreesthroughdoctoraldegrees.

    Studentschooseproprietarycollegesbecausetheyoerexibleschedules,smallerclasssizes,acultywithrealworldexperienceandremediationwherenecessary.APCCollegeshavealaser-likeocusoncareerplacement,meetingthedemandso

    anever-changingmarketplace.Wehavebecomeanadapter,connectingstudentstotheactualskillsneededtolaunchcareersinournewlyat

    economicworld.

    Consequently,wellavitalnicheamongtheoursectorsohighereducation.Eachotheoursectorsservesasustainingroleenrichingopportunitybymeldingacollegeeducationtostudentaspirations.Fromthisdiversestructureohighereducationcomesanacademicstrengththatenhancesourstateseconomicdevelopmentprospectsduringthistryingtimeoscaltravail.

    Weoperateonasimpleeducationalmodelthatholds:Iwedeliveraproductpeoplewantinourcase,anemployablegraduatewestayinbusiness.Ourinstitutionshavebeenatthismissionoraverylongtime,somegoingbackto1854.Outothiscontinuitycomesanenduringcommitmenttoourstudentsandourcommunities.

    About the Association of ProprietaryColleges (APC)

    APCCollegesempowerstudentstoBelieve,Achieve,Succeed.

    APCisoneoNewYorksoursectorsohighereducation,representing50,000studentspursuingassociate,bachelors,masters,anddoctoraldegrees.Withsmallclasssizes,exibleprogramsandcareer-ocusedinstruction,APCCollegesconnectstudentstomeaninguljobsinavarietyotraditionalandemergingproessions.

    Frombusinessadministrationtocomputerprogramming,healthcaretovisualarts,APCstudentshaveaccesstotheup-to-datecurriculumandthepracticalskillsandeducationtheyneedtosucceedintodayscompetitiveworkplace.

    WeenjoycloserelationshipswithNewYorksbusinesscommunitybecauseweprovideemployablegraduateswhoareeducatedtomakeimmediateandvaluablecontributionsintheworkorce.Ourcollegeshavesomeothebestjobplacementratesashighas98percentamongallNewYorkcolleges.

    Asthisreportshows,APCmembercollegesaretaxpayinginstitutionsthatreceivenodirectstatenancialassistance,investmillionsodollarsannuallyincapitalimprovements,employthousandsoNewYorkersandaccountormillionsodollarsineconomicimpactintheircommunities.APCCollegesprovidemillionsodollarsinannualscholarships,positivelyimpactingincome-qualiedstudentsandtheiramilies.

    Inaddition,comparedtotheothersectorsohighereducation,APCCollegesarethemostraciallydiverseandservethelargestpercentageonanciallyneedystudents,increasingthequalityotheirlivesastheybecomeproductivecitizens.

    Theproprietarysectorcontinuestobetheastestgrowingdegree-grantingsectorinthestate.Asyouwillreadinthisreport,enrollmenthasnearlydoubledsince1980,andthestateprojectsuturegrowthtooutpacetheotherthreesectorsohighereducation.

    ThehallmarkoanAPCCollegeisinthewayittreatsitsstudents.Fromthehands-oneducationbyeld-qualiedaculty,tothesmallclasssizesandgenerousgrantprograms,totheextensivecareercounselingandplacementservices,APCCollegespreparestudentsorulllingcareers.

    A Proud Tradition

    In1978,thevepresidentsoAlbanyBusinessCollege,MonroeCollege,RochesterBusinessInstitute,UticaSchooloCommerceandtheWoodSchoolormedtheAssociationoPrivateDegreeGrantingInstitutionsthroughincorporationbytheNewYorkStateBoardoRegents.Thesecollegeleaderssuccessullyarguedthattheirinstitutionswereno

    dierentthanothercollegesandthereoreshouldhavetheauthoritytoawarddegrees.

    ThehistoryoproprietarycollegesinNewYorkisrichanddeep,anditgoesmuchurtherbackthanthecreationothisassociation.BryantandStrattonCollege,whichwasoundedin1854,JamestownBusinessCollege(1886),andUticaSchooloCommerce(1896)arestilloperatingsuccessully.Manyotherproprietary

    institutionscametobeinthersthalothe20thcentury;TheCollegeoWestchesterwasoundedin1915,BerkeleyCollege(1931),MonroeCollege(1933)andManhattan-basedLIM(1939).APCCollegeshavedeepandsolid

    rootsinNewYorkState.

    APCCollegesarestructuredtorecognizeandadjusttotrendsintheworkorce.Asindustriesemerge,weworkwiththebusinesscommunitytomakesureweareeducatingthenextgenerationoproessionals.Ourbusinessmodelisespeciallyrelevantintimesoeconomicturmoilandtremendousjobloss.Whilesomanyareocusedoncuttingcosts,includingjobs,APCCollegesareocusedonllingthejobsthatarebeingcreated.

    actorinthestateseortstodevelopahighqualityandsustainableworkorce.

    NewYorkStateEducationDepartmentdatashowstheproprietarysectorisexperiencingstrongandsustainedgrowthindegrees

    awarded,duetoconvenientlocations,atargetedcurriculumandexibilityoschedules.Highplacementratesmeanthesegraduatesentertheworkorceimmediately,becomingpartotheWorkForceSolution.Inparticular,thegrowthothemastersandbachelorsdegreeprograms,asshownbelow,istestamenttothesectorsabilitytoadjusttothedemandsobusinessandindustry.

    The growth of the masters andbachelors degree programs is

    testament to the sectors ability toadjust to the demands of business

    and industry.

    APC Colleges adjust curriculum in

    consideration of industry and employer

    needs, as well as employment growth

    trends. More than 18,000 jobs open up

    annually in New York in the following

    professions: Accounting and Financial

    Management; Business Management and

    Administration; Computer Software and

    Systems; and Computer Information Systems

    Management. APC Colleges offer degrees in

    these and other high-growth job markets.1

    MeetingtheNeedsofStudentsandBusinesses

    AcornerstoneoAPCCollegesisthecareerservicestheyprovidetostudents.

    Bryant&StrattonCollege,whichhaseightcampusesinourupstatemarkets,hasullystaedcareerservicesdepartmentsineachmarket.Thedepartmentplacesstudentsininternshipsandull-timepositionswithtopemployersthroughoutNewYork,ensuringthatstudentssupplementtheirclasstimewithhands-oncareerexperiences.

    LikeotherAPCColleges,Bryant&Strattonenlistslocalbusinessleadersandproessionalstoserveonadvisoryboards.Theseboardshelpshapecurriculumtomeettheneedsobusinesses.InSyracusealone,Bryant&StrattonhasadvisoryboardsortheBusiness,GraphicDesignandMedicalAssistingdegreeprograms.Graduatesarehiredbysomeothestatesmostrespectedbusinesses,includingAlbanyMolecularResearch,RensselaerPolytechnicInstitute,M&TBankandStrongMemorialHospital,tonameaew.

    TheCollegeoWestchesterhasacareerservicesstrategythatleadstohighplacementratesaswell.Othe243studentswhograduatedwithassociatedegreeslastJune,95percentoundjobswithinsixmonths.

    AttheLaboratoryInstituteoMerchandising(LIM),studentscompletethreerequiredinternshipswithsomeothebiggestnamesinashionmerchandisingandretail,suchasTommyHilger,Gucci,DKNY/DonnaKaranIntl.,GiorgioArmani,Macys,KennethColeandRalphLauren.LIMcontinuestoproducehighqualitygraduates,morethan90percentowhomlaunchcareerswithNewYorksashiongiantswithinsixmonthsograduation.Thecalibero(LIM)studentsisarsuperiortotheotherschoolsIveworkedwith,saidGucciHumanResourcesManager,LoriStrober-Lewin.

    Becauseothecareer-speciccurriculumatAPCColleges,studentsentertheworkorceabletoquicklyadapt.MariaCruz,ofcemanagerattheNYUHospitalorJointDiseases,reportedthatourohersevenstamembersaregraduatesotheMandlSchoolinManhattan.With29physiciansinabusyorthopedicspractice,itsimportanttohavewell-trainedmedicalassistants.TheresumesIwasreceivingromothersourceswereinadequate,Cruzsaid.ButoverthepasttwoyearsIvehiredMandlgraduates.Itsbeenagreatrelationship.Mandlstudentsaretrainedverywell.

    OneofaKind

    APCCollegesareknowntoquicklychange

    curriculuminresponsetothedemandsoevolvingindustries.Acaseinpoint:Intheheart

    oNewYorkCity,theLaboratoryInstituteo

    Merchandising(LIM)isalreadyuniqueamongUnitedStatescollegesanduniversitiesinthatits

    missionandocusisonthestudyobusinessand

    ashion.Inurthertestamenttoitseducationalvision,LIMhasnowestablishedamasters

    degreeinbusinessadministration(MBA),with

    concentrationsinFashionManagementandEntrepreneurship.TheLIMMBAistheonly

    programoitskindintheUnitedStatesandoneoahandulosuchprogramsworldwide.

    ThroughoutNewYork,APCCollegesaredistinguishingthemselvesorqualityand

    innovation.Forveconsecutiveyears,students

    romMonroeCollegeintheBronxhavewontheregionalcompetitionandadvancedtothe

    nationalnalsintheprestigious.Studentsin

    FreeEnterprise(SIFE)competition,inwhich

    studentsapplywhatislearnedintheclassroomtoimprovingcommunities.Inonesuchproject,

    CupidinBusiness,studentsprovidedwomeninshelterswithmotivationalskills,vocational

    trainingandnancialliteracy.In2005,MonroestudentswonthenationalSIFEcompetition.

    andnanciallyneedythanstudentsromothersectors,andtheymustsecureundsrombothNewYorksTuitionAssistanceProgramandtheederalPellgrantprograminordertoattendcollege.

    Amajorityoourstudents,especiallythosewhoattendAPCsurbancolleges,wouldnothaveaccesstothetypesoeducationoeredbyourcolleges,wereitnotorthegrantsandscholarshipsavailable.Inact,whilelow-interest

    loansareavailabletocollegestudents,manystudentsintheproprietarysectordonotqualiy

    orloansbecauseosocioeconomicactors.

    Withoutgrants,collegeissimplynotanoption.

    Additionally,manystudentsenteringcollegetodayarenotpreparedortherigorsostudyandrequiresomeleveloremediationtosucceed.APCCollegeshavedevelopedhighlyeectiveremediaprogramsthathaveresultedingraduationratesonparorbetterthanothersectorsandbetterthanthestateaverage.

    Students Are Choosing Proprietary

    Colleges

    Theproprietarysectorhasundergonetremendousenrollmentgrowthinthepast28years,accordingtotheStateEducationDepartment.Ashighlightedbelow,enrollmentintheproprietarysectorhasnearlydoubledsince1980,dramaticallyoutpacingthegrowthotheothersectorsohighereducation.

    Theproprietarysectorisalsooutpacingother

    sectorsohighereducationinbothprojectedgrowthandpercentoenrollmentincreaseorour-yearinstitutions.Thesetrendsclearlyindicateanincreasingdemandbyincomingstudentsoracareer-orientededucation.

    Similarly,thestateprojectsahigherpercentageostudentswilloptorproprietarysectorcollegesinthecomingyearsovertheothersectorsohighereducation.

    ProprietarycollegesarestrongnancialenginesorNewYorkState.Whilenonprot,independentcollegesaretaxexemptandreceiveastatesubsidy,APCCollegesaretaxpayingbusinessesthatreceivenodirectstateaid.Theyrepresentasubstantialsavingstotaxpayers.

    InNewYork,asurveyoAPCmembercollegesshowedasignicantcontributiontoNewYorkseconomy,including$41millionincapitalinvestmentsoverthepastveyearsalone.Inaddition,APCCollegespaidmorethan$130millioninpayrollin2007andonaveragedisbursemorethan$15millionannuallyinscholarshipstostudentsinneed.

    ThestructureoAPCCollegesprovideanenvironmentorstudentsuccess.Whenstudentsaresuccessul,theygraduatewithjobsandbecomecontributorstoNewYorkseconomic

    engine.Researchshowsthatindividualswithhigherlevelsoeducationarelesslikelythanotherstoliveinhouseholdsthatparticipateinsocialprograms.5StudentswhoattendAPCColleges,manyowhomareromlow-incomeamilies,haveachancetobreakawayromgovernmentsubsidizedsocialprogramssimplybycompletingcollegewithaneducationleadingtomeaningulemployment.

    The Impact of Higher Education

    AccordingtoananalysisotheOrganizationorEconomicCooperationandDevelopment

    data,theU.S.decitindegreeattainmentposesaseriousthreattothenationseconomicwell-being.Otherhighlycompetitivenationsareimprovingthequalityotheeducationtheyprovidetheiryoungpeople,whilealsoradicallyincreasingthecapacityothesystemsthatservethem.ThesenationshaveovertakentheUnitedStateslong-timepositionastheworldleaderindegreeproductionrelativetopopulationasawhole.2Whileestimatesvary,American

    universitiesawardabout18degreesorevery100ull-timestudentsenrolled.Theleadingnations(Japan,Portugal,andtheUnitedKingdom)awardabout25degreesper100students.Thesenationsareexperiencingmorepositivereturnsontheirinvestmentsinhighereducation.2

    Accelerated Study Works forStudents

    StudentswhoattendAPCCollegesareabletodosoyear-round,thankstoinnovativeacceleratedstudyprogramsavailableprimarilyintheproprietarysector.Acceleratedstudyprovidesstudentswithaastertracktotheworkorcebecauseyear-roundstudyenablesthemtoearnanassociatedegreeinayearandahalandabachelorsdegreeinthreeyears.

    OneexampleoasuccessulacceleratedstudyprogramisatPlazaCollegeinQueens,whichhasdevelopedprogramsthathelpreducedropoutratesandacceleratecompletion,saidCharlesE.Callahan,vicepresident.Byoeringclassesthroughouttheyear,studentscanenjoyuninterruptedstudy,yieldinghighergraduationrates.

    Overthepastseveralyears,PlazaCollegehasrecordedjobplacementrateso91percent.

    jobsaremorethanjustapaychecktoindividualsandamilies.Theybringhealthinsurance,pensionplansandotherbenetsthatmanymayhavereceivedromthegovernmentbeorenishingcollege.

    Asshowninthechartbelow,collegegraduates,nationally,payanaverageo$10,500intaxeseachyearcomparedto$6,600paidannuallybythosewithoutacollegeeducation.Federalandstatenancialaidisaninvestmentintheuturethatisquicklyrepaidbyrecipients.

    GraduatesoAPCCollegesmakealastingeconomicimpact.AstudybytheCollegeBoard

    notedthatthetypicalbachelorsdegreerecipientcanexpecttoearnabout61percentmoreovera40-yearworkingliethanatypicalhighschoolgraduateearnsoverthesameperiod.Thestudyalsoshowedthathigherlevelsoeducationcorrespondtolowerunemploymentandpovertyrates,reducingthecostosocialprograms.Additionally,theearningsoworkerswithlowereducationlevelsarepositivelyaectedbythepresenceocollegegraduatesintheworkorce.5

    Moreover,acollegegraduateworkingull-timeyear-roundpaidalmost80percentmoreinederastateandlocaltaxesthanatypicalhighschoolgraduate.7

    TheroleAPCCollegeswillhaveinNewYorksutureeconomicsuccesshasneverbeenmorerelevantthannowgiventhestatescurrenteconomiccrisis.Asnewbusinesssectorssuchasnanotechnology,bioinormaticsandcleantechemergeandgrow,ourcollegeswillbeabletodevelopeducationalprogramsthatwillproducetheworkersneededatalllevels.

    Between1990and2005,NewYorklostandreplacedapproximately380,000jobs.Thoselostjobswereprimarilyintheprivatemanuacturingsectorandhadaweightedaveragesalaryo$61,796.Theywerereplacedwithlowerwagepositionsinthepublicandpublicly-subsidized

    privatesectorsthatpaidanaverageweightedsalaryoonly$45,905,alossoabout25percent.6

    ForNewYorktobesuccessulreversingthistrend,itmusteducatestudentstolljobsintheseemergingindustries,aswellasexistingindustriesthatmustalwaysstrivetokeeppacewithchangingtechnologies.

    AndNewYorkmustnotlimititseltocollege-agestudentsbecausethetypicalcollegereshmanisnotlimitedtorecenthighschoolgraduates.Youngpeoplewhowouldnothaveconsideredcollegeinthepast,adultswhohaveneverbeentocollegeandworkingpeoplelookingtoimprovetheircircumstancesareenrollingatAPCCollegesinsearchoaneducationthatwillleadtothesenew,higherpayingjobs.
