Sample Response: List the two basic questions to be asked about government in the United States and (or any other nation) and show that they are distinct questions. Who should govern? And the ends toward which they should work or to what extent they govern? The first question addresses who governs, because their personalities, beliefs, virtues and vices can and will affect what they will do. The second questions goes beyond who governs but and looks at how they govern or how they make decisions that will impact our lives for the better or worse.
