THE COVER STORYAOS BLUE ANGELS of STELLA MARIS The apostleship of the Sea - Taiwan has organized a volunteer program dubbed as AOS Blue Angels of Mary, Our Lady Stella Maris, through the initiative of Ms. Rose Lin, the AOS Pastoral Worker and Volunteers’ Coordinator. They have been organized as ship welfare visitors and prayer partners of Seafarers whose life and commitment are to imitate the life of Mary, the Star of the Sea and protector of seafarers. Blue is the coolest color - the color of the sky and the ocean. The ancient Egyptians used “lapis lazuli” to represent heaven. Blue symbolizes the Virgin Mary as she uses it as a color of her belt fastened around her waist when she appeared to Bernadette Soubirous in Lourdes, France. A pure blue is the color of inspiration, sincerity and spirituality.

Some volunteers have their initial experience of visiting the vessels in Taichung port. Their experiences with the seafarers on board have opened their eyes and hearts to the difficult realities of the seafarers’ life at sea.

The AOS Blue Angels of Mary are not only ship visitors but also the prayer partners and co-journeyers of the seafarers. They are Catholic volunteers who dedicate themselves in prayers, ship visit, and support to the seafarers through the Stella Maris Seafarers’ Center. The members are devotees of Mary, Stella Maris.

Members will undergo ship welfare visitors’ course, study of the “Motu Proprio” Stella Maris on the Maritime Apostolate, the social

doctrine of the Catholic Church, regular Marian prayer meeting, regular updating on Maritime conventions and laws, etc.

透過海員宗會的牧靈工作者和志工協調員林玫瑰女士初

步的行動，台灣海員宗會已經有了一支志工組織，他們就是海

員宗會瑪利亞的藍衣天使。

他們進行船舶福利的訪問，並成為生活和目標效法聖母瑪利亞

的海員朋友們一起祈禱的夥伴。藍色是最酷的顏色 -天空和海洋的色彩。古埃及人使用青金石代表天堂; 聖母瑪利亞在法國露德的貝爾那德顯現時所繫的腰帶也是藍色的。純藍色象徵：

鼓舞人心、真誠和神聖的。

有些志工在台中港參與訪船活動，而有了首次的經驗。

透過和船員的聊天、互動，明白了船員們在海上生活的困境和

辛酸。海員宗會瑪利亞的藍衣天使，不只是到船上的參訪者，

更是海員們在祈禱時和航程的陪伴者！他們是一群願意為海員

奉獻祈禱、訪船並且透過海星海員中心協助來訪船員的天主教

志工；同時也是熱愛海星聖母的朋友。

所有的志工必須接受船舶福利課程訓練、學習教宗在海

員相關文告上所提及天主教會對海上朋友的使命，和明白海上

福傳的宗旨，並且定期參加祈禱會及了解海事公約及法律等相

關事宜。

Message for Holy Easter 2011

Dear people of the sea,

On the Great Vigil of Easter this announcement resonates once again in every Christian community and I would like it to reach all of you wherever you are.

In spite of the dark clouds hovering over the maritime world because of the increasing number of pirates attacks, the dangers of criminalization, the fear of unemployment and many other problems that often are making your life more difficult, the celebration of the resurrection of Christ is a powerful message of encouragement, hope and perseverance which brings joy and new life.

A message of hope, brought to you by the hundreds of dedicated AOS chaplains and volunteers who every day, in different ports of the world, visit your ships, open the doors of the Stella Maris centers and of their hearts to welcome you as brothers and sisters without any discrimination. With His resurrection, Christ has defeated the forces of division, jealousy and animosity and has brought unity, love and cooperation.

A message of encouragement, coming from the people who, in various governmental and non-governmental organizations, are working hard to develop and implement legislations that will guarantee the protection of your dignity as workers and persons. Christ, who suffered and died on the cross for our salvation, has revealed how important is every human being.

A message of perseverance, for those who among you feel discouraged, depressed and especially for the almost 800 seafarers in the hands of the pirates, since nothing will separate you from the love of Christ who has conquered the powers of evil. Your hearts should not be filled with fear and uncertainty even after hearing the tragic news of wars, violence and natural calamities around the world, because Christ is walking on your side, giving courage and strength to face the hardships of life.

Dear people of the sea, look ahead with confidence to the future, accept the life of the Risen Christ as your new life, let the joy of the resurrection fill your hearts, share it with your families and friends and, like the disciples, witness that Christ is risen.

STELLA MARIS - TAIWANMESSAGE FROM THE BRIDGE

Attention! Crew on deck, this is your Chaplain speaking!

The AOS - Stella Maris Seafarers’ Center in Taichung Port has been sailing for three months now. So far, we are sailing smoothly with our clear direction of bringing dignity and honor to the people of the sea. I would like to thank God for His guidance and to Mary, the Stella Maris, who is always sparkling brightly in the sky as a GPS in our journey. Since the beginning of our voyage last January until now, there were more than 230

international seafarers visited our center in Taichung Port and we hope that the number will rise in the near future. I would like to thank our AOS Blue Angels of Mary (volunteers) who come with us in our regular ship visit. Their presence boosts the maritime apostolate of the Diocese of Taichung. We hope that many will join the AOS Blue Angels of Mary to form the Apostleship of Prayer for the seafarers.

The Chinese Regional Bishops’ Conference through the Episcopal Commission for the Pastoral Care of Migrants and Itinerant People/Apostleship of the Sea-Taiwan will host the 2nd AOS East and Southeast Asia Regional Conference on May 9-12 upon the recommendation of the Pontifical Council for the Pastoral Care of Migrants and Itinerant People - AOS International Desk in Rome. 40 delegates from East and Southeast Asia will gather at Splendor Hotel in Taichung City to discuss the progress of the AOS apostolate in the Region in preparation for the AOS World Congress in Rome in 2012. The AOS Taiwan is grateful to the Pontifical Council in Rome for choosing Taiwan as the venue of this important international conference. Representatives from International Transport Federation-Seafarers’ Trust (ITF-ST) in London and the International Committee on Seafarers’ Welfare (ICSW), Southeast Asia Region together with the representatives from the local maritime bodies and government agencies will be coming after the AOS Conference to officially open the Stella Maris Seafarers’ Center in Taichung Port on May 12.

The Taiwan National Seafarers’ Welfare Board, in which I am one of the members of the board of directors, is also sailing smoothly through the able leadership of Mr. Benjamin Yan, the president of the Glory Shipping Agency in Taichung. The cooperation between the AOS of the Catholic Church and the National Chinese Seamen’s Union (NCSU) is gaining proper momentum in responding to the needs of the international and local seafarers. Hopefully, this cooperation will expand to other major ports in Taiwan.

All these efforts in the maritime apostolate have been encouraged with unwavering support of the Chinese Regional Bishops’ Conference (CRBC) through the bright vision of Bishop Bosco Lin Chi-Nan, the President of the Episcopal Commission for the Pastoral Care of Migrants and Itinerant People and the AOS National Bishop Promoter in Taiwan and Bishop Martin Su, the Bishop of Taichung. And of course through the prayers and support of our local AOS Benefactors, volunteers, and friends.

All hands on deck now as we continue our journey towards the realization of our vision.

甲板上的水手大家好！

台中港的海星船員服務中心啟航至今已經三個月了。目前，我們本著為海員帶來尊嚴和榮耀的明確方向，順利地向前航行。在此，感謝上主和海星瑪利亞在黑暗中不斷明亮地在航行中指引我們。該中心至今已有230名的國際海員蒞臨，我們希望有更多的朋友能夠前來接受我們的服務。

在此，感謝偕同我們一起登船參訪的海員宗會瑪利亞的藍衣天使（志工），他們促進了台中教區對海員牧靈的工作，期待有更多的志工投入為海員祈禱的志工行列。天主教會台灣地區主教團透過主教團移民觀光牧靈委員會的海員宗會，經由宗座移民觀光牧靈委員會的海員宗會建議，將於五月9-12日假台中金典酒店舉行第二屆海員宗會東亞和東南亞地區會議。來自東亞和東南亞各國共有40名代表，即將前來與會，也為2012年即將於羅馬舉行的海員宗會全球大會做準備，研討各地區海員宗會的工作和進行情況。台灣海員宗會在此感謝教廷選擇台灣為本次會議地點。

來自倫敦的國際工人運輸聯盟海員信託部門的代表和國際海員福利委員會東南亞代表，將偕同本地的海員機構代表及政府官員代表，於五月12日會議結束後為本船員中心進行隆重開幕式。

我身為台灣國家海員福利委員會的董事之一，在此感謝精明的董事長，同時也是國耀船務代理股份有限公司負責人顏貽溪先生全力協助。天主教海員宗會和中華海員總工會的合作，增進了對國內外海員的服務。但願這樣的合作模式能擴展到台灣其他的重要港口。

為海上福傳的所有努力，得到了天主教會台灣地區主教團和充滿遠見的主教團移民觀光牧靈委員會主席林吉男主教、台中教區蘇耀文主教及所有的志工、朋友、贊助者所給予我們最大的肯定和鼓勵。

THE TAITAR FLEET

The Taitar vessels, the liner fleet carrying LNG from Qatar are the first fleet that the AOS Blue Angels visited. Most of the crew are Filipinos. Capt. Hitoshi Yoshino, the general manager of Nimic Shipping Management Co. opened the door for the AOS to visit the fleet every time they docked at CPC Terminal. Through Capt. Yoshino, AOS is permitted by the CPC terminal management to come and go inside the terminal with the AOS Blue Van and board the vessels without much hassles in port’s security procedures. The AOS Blue Van is permitted to carry the crew for their shore leave.The AOS Team is grateful to Capt. Histoshi Yoshino and his staff at Nimic Ship Management for their concern to the crew of Taitar fleet and for making it possible for the crew to be more closer to the Church on land.

AOS & SEAFARERS:As organizer of the AOS Blue Angels, I see a great challenge

ahead. Studying the origin of AOS in Glasgow, Scotland in the early 20th century, I came to know that it was founded by lay people who belonged to the Apostleship of Prayer. On the 4th of October 1920, a small group of lay people (Mr. Peter F. Anson, a convert from the Anglican Church, Mr. Arthur Gannon and Bro. Daniel Shields S.J.,) gathered in Glasgow and decided to unify these efforts among seafarers in a single work. Getting inspiration from the movement of the Apostleship of Prayer, they called it Apostleship of the Sea (AoS). On the same occasion, Peter F. Anson advanced the idea that became the seed for the development of AoS. Besides the religious aspect, he introduced the dimension of assistance to the seafarers. This area became the purpose of AoS and later was spelled out in the first Constitution: “to promote the spiritual, moral and social development of seafarers” (Message 90th anniversary of AOS).

Originally, the lay people are the protagonists of this apostolate, so much so that in Taiwan we are getting inspirations from these people who selflessly offered their lives for the sake of the people of the sea. The AOS Blue Angels of Mary, Stella Maris, has been organized to be the harbingers of faith, hope, and love to these “almost forgotten” people of God.

Every time a volunteer climb up that slippery gangway of a huge ship, he / she looks like an angel in a Marian blue bringing the message of comfort to those weary souls who traversed the endless horizon of the blue ocean. The blue angels bringing the comfort of mother Mary to her children, who, for months facing the fury of nature in the water world, and the feeling of uncertainty to reach their destinations.

Once on shore, they need to be welcomed and accommodated and more so, they need to be comforted with the Word of God, to be spiritually refreshed through prayers, and to be nurtured through the Eucharist.

Our services are not only limited to the Catholic seafarers but also extend to the seafarers belonging to other faith orientations for they too need to be assured of the love they need. We offer assistance with so much respect to their faith and encourage them to express their faith in a way they practice it.

The members of the AOS Blue Angels of Mary take inspirations from prayers and devotion to the Immaculate Heart of Mary who, at the same time, the Lady, Stella Maris.

We are grateful to the Shipping Agencies in Taichung Port, especially the Glory Shipping Agency, to Benjamin Yan, Tom Chen, and Allan Lin as well as to the Nimic Ship Management Co., to Capt. Histoshi Yoshino and his staff and their associate Ship agents for their cooperation and assistance in providing us information about the schedule of the vessels calling to Taichung Port.

The Ship Welfare Visitors’ (Course) Training workshop held at Glory Shipping Agency Corp. on April 29-30 was a great success for the 7 participants. I personally thank Mr. Benjamin Yan for his generosity for allowing us to use his beautiful conference for the training as well as for facilitating our visit to China Rescue and Salvage vessel as part of the training.

My Experience on board! - A sharing of a Chinese AOS Blue Angel volunteer

從協助翻譯海員宗會的相關文件中，一直期待著能夠參與到船上參訪工作。心中的小小聲音果然被聽到了；經過台灣海宗會主任司鐸那禮叟神父的邀請，我懷著興奮和緊張的心情期待那日到來。就在原訂船訪的那天，寒流來襲，風大雨大，神父來電告知，船隻無法靠岸，必須取消！期待愈高，失望就愈大！但是，一想到船上那些朋友，得因無法靠岸而必須在狂風中漂流，在大海中徘徊，立刻轉變心情為他們的安全祈禱。

經過一週，神父再次告知船訪時間。這天，仍然下著雨，出發前，神父一直要我們暫時等候他的聯絡進度，是否這天氣能讓志工登船？因為港口的風浪大，可能對我們登船是有危險的。接近中午時，確認可以前往，我們便啟程往台中港的海星海員中心集合著裝出發。對第一次到國際貨輪參訪的我而言，一切都是很新鮮和好奇的！有經驗的志工告訴我，今天要去的船上有很多粉塵，必須好好戴上防塵口罩，安全帽也是必要的。

我們需辦妥所有的登記和許可才能進出港口。看到眼前的大輪船，好興奮！好長的小梯子，在風中和細雨中搖晃，走得好辛苦，好怕失足…緊拉著旁邊的大繩子，才順利上船，而大繩子上的油污也把我全身衣服都弄髒了。這船上的朋友都是菲律賓人，大家在雨中的甲板上工作，等待雨停，就得讓貨櫃上岸。我們和船上的朋友們聊天，同行的兩位志工朋友和神父都是菲律賓人，接著走出來一位帥氣的船長前來歡迎我們。大家用菲語和英文穿插交談，此時，我算是該船的〞外國人〞！我鼓起勇氣和船長聊天：他上一次來台灣是1984年，而他從19歲開始就開始在海上工作，至今已經有二十多年的海員經驗了。這些年來，最大的遺憾是，孩子的成長過程中從來沒有他的陪伴，在1980年代，通訊不發達，只有靠信件往來，而且很久才能拿到信；1990年代，可以透過電話聽到家人的聲音，算是很不錯了，但是他最希望的是看到孩子幼童時和妻子在一起玩鬧的可愛模樣！至今，通訊發達，可用電腦視和家人見面，但是孩子長大了，妻子也於前幾年因癌症過逝了，他錯過人生和家人相聚的黃金時期，這是他語重心長的最大遺憾！

對登船訪問工作從一開始的新鮮好奇轉換成對海上朋友的佩服和尊重，船隻雖然靠岸，卻不能隨心所欲地下船出遊，長期在大海中工作，整艘船就是他們的世界。我們帶著一些海員的相關文宣和船員們分享，神父帶著隨身電腦讓船員們輪流和家人視交談，大家看到家人出現在電腦的螢幕上，臉上露出了滿意的笑容！有時，我們在船上舉行彌撒或是祈禱活動，同時告訴這些海上的朋友本地教會的最新動態。也會帶著一些海員朋友到海員中心喝咖啡和使用各種設備，陪同他們一起去市區購物。

海員宗會的司鐸和志工在世界各地，每天不斷地做著這些事，為靠岸的船舶進行訪問和牧靈關懷。我很榮幸成為台灣海員宗會的志工，讓我也把愛帶到船上與來自不同國家的朋友分享！歡迎您一起加入海員宗瑪利亞的藍衣天使志工行列。

A tale of an aos blue Angels of Mary

When I join the AOS Blue Angels of Mary, I never realized the

immensity of the challenges we faced with the seafarers. Fr. Loloy told

us that AOS blue angels will bring spiritual and psychological

comfort to the people of the sea as a Church on land meeting the Church

at sea.

When we arrived at the port, berth #

5, in our aos blue van, a gigantic

vessel carrying soda ash from Portland, USA was right in front of us. The

all Filipino crew were so excited to meet us at the gangway. Once onboard, the

guard of the day registered us in their guestbook then we proceeded to meet

the Captain and some of the crew. The crew of M/V Malto Blossom were so

accommodating and offered us some drinks while waiting for the other crew

to come for our faith sharing. My first impression as I thought to myself,

“these people are different!” Different in the since that they are confined in

their own world. For more than a month sailing in the vast ocean without

seeing lands, they missed the people from the outside world to be with where

they can express their stories at sea. During our faith sharing, they

expressed their thirst for the Word of God, some showed to us their little

prayer booklets and the pictures of the Blessed Mother in their wallets as

their companion in their journey. Some shared that when they are

confronted with typhoons at sea,

their captain will call them to

pray for their safety. The only

thing in their minds when fears get holds in their hearts was their

families. These are their stories that caught my heart. What I knew of

seamen before were people who escaped from the reality on land, people

who don’t care about others. But I was wrong, they are the people who

silently give comfort to the people on land through the goods they are

bringing. The people who

dreamt for a better future of their families. They are the sailing

Church whose faith is always confronted with so much challenges

and trials at sea. They are the people physically separated from

their loved ones and yet connected with them in thoughts and

prayers.

The AOS Blue Angels of Mary is there to bring healing to their

wounded hearts, to assure them that the Church on land cares so

much for their safety, and to become a channel of love to those

people whom they care about.

"The difficult living and working conditions

of seafarers often make them and their families invisible to wider society. However, seafarers and their families are not invisible to God and they should not be invisible to the eyes of the leadership of the Church and their brothers and sisters in Christ around the world."

"Already in 1965, 46 years ago, the Bishops

of the Church highlighted the needs of maritime people." The Second Vatican Council in the Decree Christus Dominus [“Christ the Lord”] on the pastoral office of Bishops (28 October 1965), N. 18, says: “Special concern should be shown for those members of the faithful who, on account of their way of life, are not adequately catered for by the ordinary pastoral ministry of the parochial clergy, or are entirely deprived of it. These include the many migrants, exiles and refuges, maritime people and civil aviation personnel, nomads and others. Suitable pastoral methods should be

developed: conferences of Bishops, and especially national conferences, should give careful consideration to the more important questions relating to these categories. In doing this they should determine by common agreement and common effort, suitable means and directives, to cater to their spiritual needs.”

"Nearly 14 years ago, on 31 January 1997,

Pope John Paul II issued his Apostolic Letter Motu Proprio “Stella Maris on the Maritime Apostolate”." In this Apostolic Letter, Pope John Paul II for the first time calls maritime workers the “People of the Sea”." This shows how seriously the Church takes “the requirements of special pastoral assistance for people involved in commercial shipping and in fishing - as well as their families, port personnel and all who travel by sea.”" I would like to share a few reflections taken from this inspiring document of Pope John Paul II." My remarks are based on a talk entitled “The work of the maritime apostolate according to John Paul II” by Archbishop (later Cardinal) Stephen Fumio Hamao, who was – at that time – the President of the Pontifical Council for the Pastoral Care of Migrants and Itinerant People (cf. People on the Move - N° 82, April 2000).

"In his Apostolic Letter, Pope John Paul II

answers the questions 'why' and 'for what reasons' there is a need of a well-organized maritime apostolate." A number of people around the world, not only Catholics, not only Christians, have committed themselves to work for the material, social and spiritual welfare of seafarers." This is also the purpose of the maritime apostolate, known by its official title “Apostleship of the Sea”." Material and social factors are what people talk about most, but we should never forget the spiritual well-being of maritime people." The Apostleship of the Sea is not a simple “welfare organization”, like many other welfare organizations. Our commitment has much deeper roots and a higher ambition.

The Church has a concern for seafarers because Jesus had a concern for those who

worked on the water." Indeed, many of the apostles were fishermen who earned their livelihood by working on the water." Pope John Paul II said this beautifully: “Jesus Christ accompanied his disciples in their vessels (cf. Mt 8,23-27; Mk 4,35-41; Lk 8, 22-25), helped them in their work and calmed the storms (cf. Mt 14,22-33; Mc 6,47-52; Jn 6, 16-21)." So, following the example of Jesus, the Church accompanies seafarers, caring for the special spiritual needs of those who for various reasons live and work in the maritime world." Pope John Paul II could also have added that Jesus went fishing with his apostles – and brought them luck! The Church has a responsibility, which is both pastoral and missionary, towards maritime people, to accompany them, to help them, to calm the storms, and to bring them luck." And maritime people, in their turn, through the example of the fishermen on the shore of the Sea of Galilee, have much to contribute to the Church and to their co-workers." For a long time the Popes have said that the people of the sea should not only receive, they should give; the people of the sea are not only to receive the care of the Church, they must also show the Church’s care for others.

Pope John Paul II writes: “The Maritime Apostolate ensures the specific pastoral care of the people of the sea, [and] it seeks to support the action of the faithful who are called to witness to their Christian life in this sphere.”" It is the responsibility of the Chaplains and the authorities of the Apostleship of the Sea to strive to see that the people of the sea are provided abundantly with whatever is required to lead a 'holy life', a full life, like their land-based brothers and sisters; they will also recognize and support seafarers’ own efforts to promote Christian life in the maritime world." For this, seafarers need the support of an organization like the Apostleship of the Sea."

To conclude: The concrete reality of the maritime world is made from the very dispersion of maritime people around the globe, of their continuous movement sailing the seven seas, of their working and living in naturally hostile – even life-threatening –

And their world itself is changing: seafarers used to sail ships flying the flag of their own country, under the laws of their country. They were then itinerant people. Now most of them have become migrant people." When they are on ships flying the flags of countries not their own, they are on that country’s territory, under the laws of that country." A seafarer may have to change countries on every voyage." Many may have to accept the hard consequences of sailing under a flag of convenience.

In spite of or because of their diversity, the People of the Sea share much in common, in terms of culture and human values. They share also the same need, as people of the sea and as Christians: to feel part of humanity, part of the Church. Addressing this need is exactly the role of the Apostleship of the Sea.

This Stella Maris Seafarers' Center in Taichung Port will welcome maritime folks from Taiwan, but also the tens of thousands of seafarers from many countries who will visit Taiwan." I hope that this Center will bring many seafarers closer to God in the fellowship of the Church." May God bless the work of this Center and make it fruitful."

今天很榮幸能代表教宗本篤XVI世，在此祝賀台中港天主教海星國際服務中心

的啟用典禮。海星國際服務中心是天主教

台灣海員服務中心、天主教台中教區、華

人海員公會及國際運輸工人聯盟所通力合

作的成果，謹向所有努力使這個中心得以

落成的人員表達恭賀之意。

"" 早在46年前，即1965年，天主教會的

主教們就已經在梵蒂岡第二次大公會議

（1965.10.28）中特別強調海事人員的重要性。在第18號決議中，他們說道：「應該特別關注那些因為其生活方式，而未能被

一般教區神職人員所照顧到的信徒。這包

含了許多移民、遊民及其他。因此，應該

安排合適的教牧：主教團以及特別是在全

國會議中，應特別關注這方面的問題。藉

此主教們需透過有著共識及合作的關係，

來照顧這些人的精神需求。」

"近14年前，1997年1月31日教宗若望保

祿二世在海員宗會這個議題上也主動發表

了宗座牧函「海星-海事牧靈」。在這篇牧函中，教宗若望保祿二世首次將海事人員稱為「海上之人」（ “ Pe o p l e o f t h e Sea”）。這顯示教會總是相當嚴肅地看待對於商業及漁業海事人員（及其家庭）、

港務人員及所有搭乘海上交通工具的人所

需的牧靈工作。在此，希望能分享幾段教

宗若望保祿二世這篇牧函中發人深省的

話，收錄在由Stephen Fumio Hamao總主教（當時為移民及觀光宗座委員會主席，後

晉升為樞機主教）所撰一篇名為「教宗若

望保祿二世海事牧靈工作文集」中 (請參見 People on the Move - N° 82, 2000年4月)。

"在這篇宗座牧函中，教宗回答了「為

什麼」及「基於哪些理由」需要成立一個

負責海事牧靈工作的完善組織。在這個世

界上有許多人，不僅是天主教徒，都為了

海員在物質、社會及精神上的福利工作而

努力。這也是名為「海員宗會」所負責的

海事教牧的工作目標。人們最常提到的是

在海上生活的人不應只有接受還應給予；在

海上生活的人們除了接受教會的照顧之外，

還必須將教會對他們的關心傳給其他人。

"教宗若望保祿二世寫道：「海員宗會確

保著海上之人所需的牧靈關懷，並且支持著

那些在此領域中見證著基督徒生活的教

友。」因此，確保海上之人可以有著可以如

同其在陸上生活的兄弟姊妹般，得以過一個

「聖潔」、充實生活所需的豐富資源，是神

職人員及海事牧靈工作者的責任，他們同時

也認可且支持著海員們在海事界推動基督徒

生活所各自做出的努力。為此，海員們需要

一個如同海員宗會般的組織支援。

"總而言之，基於海事領域是由散佈在世

界各地的海事人員所組成的這個事實，海事

人員持續在七大海域中穿梭，並總得離鄉背

井持續面對著惡劣（甚至危及生命）的自然

環境。同時，海事的世界本身也在轉變：從

前海員們賴以航行的船隻所掛的是自己的國

旗，並遵循著自己的法律，當時海員們是流

動人口。而今，他們大多數成為移民，他們

大多不再自己國家的船隻上航行，而是遵守

著他國的法律。船員們甚至在每趟航行中都

踏上不同的國家，並且需面對在其他國家的

國旗下航行的艱難處境。

"儘管（也或許是因為）海上之人有著如此的多樣性，他們也有了許多在文化及價值

觀上的共通性。同時做為基督徒及海員，他

們也有著相同的需求，亦即：做為人類全體

及教會整體的一部份。而海員宗會的角色正

在於滿足這個需求。

"位於台中港區的海星船員中心，不僅將接待台灣的海事人員，也將接待成千上萬到

訪台灣的海員們。誠摯地希望這個中心能帶

領更多的海員接近上主。願主降福於海星船

員中心的事功，並結出豐碩的果實。

This afternoon, we witnessed the beginning of a great welfare work for the seafarers and fishers in Taichung port. As we know, Taichung port is the emerging International port in asia with more than 6,000 vessels calling to this port annually with an average of 30

International crew per vessel. Taichung Port has been in existence for 35 years now and now the Catholic Church of Taichung, in her vision to bring dignity and honor to every person, has included in her pastoral program the pastoral care to the people of the sea as mandated by God Himself through His Church. The Church has never forgotten the seafarers. The people of the sea chosen by Jesus

became the foundation on which Christianity was built. The Church founded on Rock (Peter), Simon Peter and the first apostles were seafarers, they were fishermen who became the fishers of men.""In the maritime world, there are roughly 1.2 million seafarers around the world and mostly coming from the developing countries like

India and the Philippines. Out of 1.2 million, 30% of them come from the Philippines. Aside from the Church, the global community has recognized the presence of these invisible people of the sea, their sacrifices in connecting the world to bring comfort to the people on land. They brought imported goods from other countries and exporting your local products to other places. They have contributed

to the economic development of the countries they are visiting. It is important to offer welfare assistance or pastoral care to these people for they are away from home for quite a long time, traversing the high ocean for months without seeing lands, confronting the dangerous situation at sea. They are susceptible to stress, depressions and diseases, like malaria and HIV. Not to mention those victims

of piracy and criminalization. The International bodies"have encouraged countries to ratify"the ILO conventions to protect the rights and safety of the people on board international vessels and respect of international waters.""The Catholic Church through her decastery, the Pontifical Council for the Pastoral Care of Migrants and Itinerant People - AOS

International Desk, has joined the global community through the local Churches in promoting the welfare / pastoral care program for the seafarers. In Taiwan, the Apostleship of the Sea has successfully taken the first step in establishing alliance between the Catholic Church and Taiwan's maritime civil society with the support of the International Committee on Seafarers' Welfare - Southeast Asia

Region, the International Transport (workers) Federation - Seafarers' Trust. The creation of the local ICSW National Seafarers' Welfare Board is one of the greatest achievements of this cooperation through the initiative of the National Chinese Seamen's Union and through the able leadership of Mr. Benjamin Yan and Mr. Jerry Sun of NCSU.

"Welfare program for the seafarers is silently enshrined in Taiwan's maritime or seafarers' law which was promulgated in June 23, 1999 and was amended on the 30th of January, 2002, tomorrow is the 9th anniversary of this amendment. In"chapter 4 of this law: on working condition and welfare, Article 57: stated and I quote "The competent authority is entitled to provide assistance for establishing

seafarer welfare facilities in appropriate ports, including seafarer welfare, cultural, recreation and information equipment." (unquote)"I said, "silently enshrined""because it was not given importance yet by the competent authority. So, the Church and the civil society have initiated"in"helping the government in"implementing this particular provision of the law."

所以提供他們福利協助和牧靈關懷是一

件重要的事。他們很容易感染到壓力和

疾病，如瘧疾和愛滋病毒。更不用提及那些因海和犯罪行為所造成的犧牲

者。國際機構已鼓勵各國批准國際勞工

組織(ILO)和國際海事組織(IMO) 公約，為保護這些國際水手的安全和尊重他們

的人權並對國際水域的尊重！

"Rediscover and Plunge the Roots of Our Ministry in Prayer"

* * *

THE BEGINNINGAlready in the nineteen century there were several Church-related organizations offering scattered assistance to

seafarers. The Society of Saint Vincent de Paul opened clubs for Catholic seafarers in Dublin, London, New Orleans, Philadelphia, Quebec and Sydney. On his part, Bishop John Baptist Scalabrini of Piacenza (Italy), was placing chaplains in the ports of Genoa and New York, and assigned his missionaries on board the vessels accompanying the thousands of European migrants seeking a better future in North and South America.It was only in 1890 that the movement of the Apostleship of Prayer, through a series of articles published in their magazine, the Messenger of the Sacred Heart, invited its members to pray for Catholic seafarers and organized the sending of magazines and books to them. Unfortunately, after a few years, very little was left of these activities.Shortly after the Great World War some members of the Apostleship of Prayer brought forward the idea of enrolling the seafarers themselves into the Apostolate and began visiting vessels in English ports and contacting seafarers.THE APOSTLESHIP OF THE SEA (AOS)Finally, on 4th October 1920, a small group of lay people (Mr. Peter F. Anson, a convert from the Anglican Church, Mr. Arthur Gannon and Bro. Daniel Shields S.J.,) gathered in Glasgow and decided to unify these efforts among seafarers in a single work. Getting inspiration from the movement of the Apostleship of Prayer, they called it Apostleship of the Sea (AoS). On the same occasion, Peter F. Anson advanced the idea that became the seed for the development of AoS.Besides the religious aspect, he introduced the dimension of assistance to the seafarers. This area became the purpose of AoS and later was spelled out in the first Constitution: "to promote the spiritual, moral and social development of seafarers".The AOS motto in the words of P. F. Anson was "to reveal Christ to those who go down the sea in ships, and do business in great waters, with the object of bringing them to a deeper knowledge of Christ and his Church" and the logo was an anchor intertwined with a lifesaver with, at the center, the Sacred Heart of Jesus.In 1922 the Archbishop of Glasgow, as Chairman of AoS, submitted to the Holy See a copy of the Constitution. The Holy Father Pius XII responded with a letter addressed to P. F. Anson in which he blessed the "work" of religious assistance to the people of the sea and expressed his hope that the initiative would reach the coasts of the two hemispheres.At that time in the world there were no more than 12 Catholic Centers in six countries and they were not connected to one another. Since then the Apostolate has grown to cover many ports with hundreds and hundreds of dedicated chaplains and volunteers providing for the spiritual and material needs of seafarers and fishers of every culture, nationality or religion.Throughout the years the succeeding Popes have recognized that this organization born lay and independent had a pastoral and ecclesial value. First it was included among the activities of the Church, then it was placed under "the overall direction" of the Pontifical Council for the Pastoral Care of Migrants and Itinerant People with a precise field of action and finally, through the Motu Proprio "Stella Maris" of John Paul II,[1] it was also given the appropriate structure and instruments for fruitful work among the people of the sea.Looking back at its small beginning we rejoice for the great achievements obtained. In all the happenings we can see the providential hand of God who has inspired and provided vision to this Apostolate that on this day – 4th October – while celebrating its 90 years of foundation is called to look back to respond to the challenges ahead.Prayer was the creative intuition at the origin of AoS and has supported it since then: members and supporters were invited to offer prayers for seafarers, fishers and their families, for the port chaplains, ships visitors and volunteers. Religious communities even "adopted" ports to guarantee to AOS the constant help of prayer. It is to prayer that we should attribute the rapid development of this apostolic "Work".I would like to quote Mr. A. Gannon, the General Secretary of AoS, who said the following at the International Conference held in Rome in 1958: "Several founders of this movement have been mentioned. I would like to add here that without the prayers, offerings and the individual assistance of many thousands of members (especially religious in a great number of convents) the wonderful development of AOS in such a short time would not have been possible. Also they are regarded as founders".

STELLA MARIS - TAIWANLOOKING AHEAD

This year when the International Maritime Organiza t ion ( IMO) Counci l has proclaimed the "Year of Seafarer" and on this day, while we are celebrating the 90th anniversary of the foundation of AOS, we are called to reflect on the basic and important elements of our ministry, to support and encourage the ongoing apostolate around the world, and to embark on a journey of renewal and innovation to develop new pastoral strategies and to improve the AoS structure in order to effectively continue the Work of the Maritime Apostolate in the years to come. This is a considerable undertaking which calls for the contribution of each one of us.

Prayer

It is important to rediscover and plunge the roots of our ministry in prayer. Only in it we will find the strength to climb the gangways of all the ships docking in the ports. Prayer will create unity among seafarers of different nationalities and beliefs. Prayer will suggest words of encouragement to distressed seafarers. Prayer will provide inspiration and vision to respond to the new challenges brought by the changing maritime world, as well as consolation in moments of difficulty and failure. Prayer will bring AoS close to the people we are called to serve.

Ships visit

The ships' ever shorter stops, the new safety laws and the distance from the ports to the city greatly limit the opportunities to go ashore. So today, more than ever, visits to the ships are a priority. They make it possible to meet the seafarers, listen to them and not leave them alone in a port which they often do not know, to be an expression of concrete solidarity and, above all, to give attention to the person, his life and work. Without the visits to the ships, the local Church would not exist for the seafarers.However, a visit cannot be improvised. It calls for chaplains and pastoral workers who are prepared and trained: that is, aware of the particular forms of fragility of the people they will meet and the difficulties they will encounter even before they go aboard. For this, formation courses are especially important to prepare the chaplains and volunteers for a better professional level in order to be present pastorally in this specific environment and

for the credibility of the Apostleship of the Sea. The "Manual of the Apostleship of the Sea for Chaplains and Pastoral Workers", offers a broad and valuable range of indications in this regard.[2]Therefore, as at the origin of our Apostolate, chaplains and volunteers are called to reach out to the crews to make visible the love of Christ and the concern of the Church for the material and spiritual welfare of seafarers and fishers.

The local Church

Maritime pastoral care must be marked by concern for hospitality and welcome in the name of the local Chris t ian community. Seafarers as a professional group have always been marginalized. Therefore, the local Church needs to educate her faithful to consider them persons with a job that often keeps them separated from their family and ecclesial community.The dioceses and parishes that look on to the sea are thus called to an "ordinary pastoral commitment" to the people of the sea. The future of maritime pastoral care can no longer be the work of individuals, priests or laypersons, but must develop into making the entire people of God responsible. In this sense, the parishes that are bridge communities between the reality of the sea and that of the land will be fundamental.The Bishops' Conferences, the Bishop Promoters and the National Directors have the responsibility to "foster the Work of the Maritime Apostolate"[3], building awareness and persevering, also through the celebration of the "Sunday of the Sea", so that the Christian communities will become aware of this presence which calls for friendship and hospitality. The pastoral care of seafarers, fishers and their families should become more and more an integral part of the parish pastoral responsibility.

Lay involvement

The role of the laity is important in organizing and carrying out this pastoral care. The Apostleship of the Sea began as a movement of generous volunteer lay persons animated by missionary zeal. The Apostolic Letter Stella Maris specifies that a pastoral worker is someone who "assists the chaplain and, in accordance with the law, substitutes for the chaplain in matters which do not require the ministerial priesthood"[4].Today the Apostleship of the Sea can rely

on a number of lay people who have impor tan t respons ib i l i t i es in our organization: Regional Coordinators and National Directors to whom should be added the pastoral workers who offer their services together with the chaplains. In the A.M. we all work together: bishops, priests, deacons and laypersons, with each one responsible for the Church's mission by virtue of baptism.Nowadays with the decreasing number of priests and consecrated people involved in the ministry, AOS should return to its origins and invite more lay people with specific qualifications (managers, drivers, lawyers, counselors, etc.) to be at the service and respond creatively to the needs of the people of the sea.In this context, the Manual for Chaplains and Pastoral Workers of the Apostleship of the Sea is a valuable instrument for formation and for a common direction and vision.

A common effort

If maritime pastoral care wants to be effective and adequate it will have to develop and keep up good relations with all the partners in the sector: governmental a u t h o r i t i e s a n d t h e m a r i t i m e admin i s t r a t i on , sh ip owner s and employers, workers and labor unions, NGOs and protagonists of the other Churches and ecclesial Communities. Given the globalized character of this apostolate and the international nature of the environment in which it operates, it is essential to work in a network and continue to strengthen ties through communication, dialogue, exchanges and reciprocal aid.A common effort could also prove to be especially useful in moments of crisis in order to help the crew members who suffer prolonged psychological effects from the more and more frequent pirate attacks while their families are also traumatized.Moreover, the depletion of the fish resources, the destruction of the coastal areas and the pollution of the oceans challenge all of us as persons and as a community. The Apostleship of the Sea is thus called to cooperate with its partners to build responsible awareness, which is translated into consistent decisions to protect the marine environment.

18Sihanoukville, Cambodia - The members of the International Committee on Seafarers’ Welfare - Southeast Asia Regional Committee met at New Beach Hotel in Sihanoukville, Cambodia in April 4-8 for its 7th Regional meeting to discuss the development of seafarers welfare program in the region. During the 2-day meeting, the delegates exchanged ideas on how to strengthen the regional committee as well as the establishment and strengthening the existence of the National Welfare Board in every country of the region.Mr. I Diwa Nioman Budiasa, the committee coordinator, expresses his gratitude to the members for their effort in making the past regional program successful. He also presented the direction of the committee for the next six months and beyond which will focus more on the campaign for the ratification of the MLC 2006 as well as the establishment of more welfare facilities in the international ports of the region. Roy Paul, the ITF-ST administrative assistant in charge of the regional project, reminded the group regarding the importance of project planning and management. He also encourages the welfare providers to be steadfast in their work as they serve the people who are responsible of bringing the 90% of world’s import. “Seafarers and shipping are the life blood of world trade. 90% of the things we use everyday are brought to us by ship!” He added. Each country representative gave their country report and the progress of their welfare project.The group went to visit Bishop Olivier, the Bishop of Phnom Penh who happened to be in the nearby Catholic Church, to pay respect. The bishop was encouraged by the effort of the group that prompted him to appoint somebody to be in charged of the seafarers in Sihanoukville port under the Apostleship of the sea program and to coordinate with the local union and port authorities for possible cooperation.On April 7, the Sihanoukville Port Seafarers’ Center was officially opened with the presence of the Autonomous Port Authority officials, and Pilots Association. The establishment of this Sihanouk Seafarers’ Center was accredited to the effort done by Mr. Min Chhan, the member of the Regional committee, through the support of the local port authority and ITF-ST as the funder of the project.The meeting was attended by 20 representatives from the different countries in southeast asia, including the faith-based welfare providers in the region, members of the maritime unions, and government representatives. Fr. Loloy Napiere, MSP attended the meeting representing the Taiwan National Seafarers’ Welfare Board and the Apostleship of the Sea- Taiwan.

ICMA and ISAN forge closer ties

ICMA and the International Seafarers’ Assistance Network (ISAN, better known as the operator of SeafarerHelp, the single number call centre for seafarers) have met several times in recent weeks. The aim was to better coordinate responses to seafarers in crisis.

ICMA met with David Dearsley and Andy Buxton. Dearsley is contracted part-time to cover for Mike Campling, the head of ISAN, who is recovering from illness. Buxton has a one-year contract to manage operations.

ICMA’s team consisted of the chairman, Douglas B. Stevenson, Ken Peters, recently retired ISAN-trustee and member of ICMA’s Executive Committee, Martin Foley, head of ICMA member society the Apostleship of the Sea, Great Britain and current trustee of ISAN. ICMA-general secretary, Hennie la Grange, joined the meetings.ICMA welcomes every effort to improve seafarers’ welfare. ICMA expressed its

support for the single-number-helpline for seafarers.

ICMA stressed that dedicated support was vital for the w e l l b e i n g o f seafarers . ISAN was encouraged to r e f e r s e a f a r e r s t o appropriate sources of assistance. ICMA keenly participates in providing the help seafarers’ need when they are referred to ICMA by ISAN. ISAN was urged to make better use of the ICMA-network of services and personnel. Given that ICMA is able to provide the largest number of frontline contacts and local facilities to meet troubled seafarers face-to-face, ICMA is well placed to respond to seafarers’ needs. ICMA offered ISAN free access to ICMA’s online directory.

ICMA’s general secretary, Hennie la Grange, visited ISAN in Croydon, UK, to tell ISAN’s call centre staff more about ICMA. He explained ICMA chaplains’ role as first responders, emphasizing ICMA’s faith-driven and holistic care to all seafarers without prejudice or discrimination or hidden religious agenda. ICMA personnel understood the limitations of the role of first responders. Therefore, ICMA personnel would be very happy to either recruit local expertise to help seafarers, or to work alongside others to meet the needs of seafarers.

The modus operandi of chaplains was explained: ship visiting, face to face care and seafarers’ centre operations imply that trying to reach chaplains by e-mail may not be ideal for fast response. Chaplains should best be called on their mobile phones to alert them of urgent e-mails. Likewise, while the seafarers’ expect feedback from ISAN, it was a c k n o w l e d g e d t h a t c l i e n t - p r i e s t confidentiality may pose some difficulties for chaplains. ICMA chaplains would be asked

to meet seafarers to ensure that their problems were resolved.

ISAN staff were grateful for the insights into ICMA-chaplains’ working lives.

ISAN welcomed the idea that ICMA should visit more often.

THE INTERNATIONAL CHRISTIAN MARITIME ASSOCIATION

Origins of ICMAICMA was founded in 1969 to encourage ecumenical collaboration and mutual assistance among organisations. Such collaboration works at local level, in port, and at national and international level. In a fragmented and divided society, it is the mission of ICMA to promote unity, peace and tolerance. It is the duty of every ICMA chaplain and welfare worker to serve seafarers, fishers and their dependants regardless of nationality, religion, culture, gender or ethnic origin.

Objectives of ICMAThe objectives of ICMA are the promotion of the spiritual, social and material welfare of all seafarers and the relief of need, hardship and distress among them. This practice is reflected in a variety of different ministries. Some work from seafarers’ centres, while others sail with seafarers on ships. ICMA members may work from international seafarers’ centres at which all seafarers are welcome. In addition, some ICMA members provide national centres which serve as the Church abroad for nationals of different professions. Meeting seafarers where they are, is important to ICMA. Therefore, ship visiting is almost always done, in every port where ICMA-members operate.

In commemorating the 90th anniversary of its foundation and in celebrating the "Year of the Seafarer", the Apostleship of the Sea makes an appeal to all the States to ratify as soon as possible the 2006 Convention on Maritime Labor and the 2007 Convention on Work in Fishing, fundamental instruments for improving the working and living conditions of seafarers and fishers. In this regard, it will be useful to organize meetings and seminars to present, explain and inform the authorities, seafarers, fishers and their organizations about the objectives and contents of the two Conventions.

Conclusion

Looking at the challenges ahead, it seems that the Apostleship of the Sea may face some rough sailing. Therefore, with its 90 years of experience and renewed enthusiasm, AOS can continue to sail the oceans of the world, remaining faithful to the initial prophetic intuition to care for the spiritual and material needs of seafarers.

We feel the duty to express a deep sentiment of gratitude once again to the Venerable Pope John Paul II for the Apostolic Letter "Stella Maris", which continues to be a strong reference point for our work and a reminder to our communities to give witness to their faith and charity to all the people of the sea.

Let us entrust our work to the Blessed Virgin Mary, Stella Maris, port of salvation for every man and all humanity[5], praying that in the maritime world, AoS will continue to be a beacon of hope and a secure port for seafarers, fishers and their families.

On May 9 - 12, 2011, the Chaplains, pastoral workers, volunteers of the Apostleship of the Sea in East and Southeast Asia will gather for the 2nd AOS East and Southeast Asia Regional Conference at Splendor Hotel, Taichung City to discuss the progress of the AOS Regional program in preparation for the AOS World Congress to be held in Rome in 2012. Renowned speakers are invited to update the delegates on the present maritime situation and the difficulties the seafarers are facing. The delegates will also be encouraged through the presentation of the encyclical letter “Caritas in Veritate” of Pope Benedict XVI as a doctrinal foundation of this conference. Aside from

the updating and inputs, the delegates will also share their spirit-filled experiences in serving the seafarers in their areas of responsibilities.

The theme of this conference is “Fan the Flame.” According to Fr. Romeo, the AOS Regional Coordinator, “Fan the flames of love in our ministry. Let each of us consider how to stir the embers of our spiritual fervor and really get on fire for God and the people we minister to.”

The Chinese Regional Bishops’ Conference - Episcopal Commission for the Pastoral Care of Migrants and Itinerant People/AOS Taiwan will host this event with the help of Taiwan Embassy in Rome, AOS Hong Kong, the Manila Economic and Cultural Office, the Dioceses of Taichung and Tainan.

Three months after the blessing of the SMSC last January 29, the grand opening will be held on May 12 to be hosted by the National Chinese Seamen’s Union (NCSU), the secular partner of the AOS in providing welfare to the seafarers. The occasion will be graced by the presence of Mr. Roy Paul, ITF-ST; Mr. Budi, the ICSW SEA Coordinator; and Mr. Butch Lamug of AMOSUP and the ICSW Regional Chairman. The local maritime organizations are also invited to join the celebration including Government representatives, and the harbor bureau.

Bro. Badomero Bejosano, Bro. Buddy as he is fondly called by his friends, is a lay

missionary catechist who volunteered to work in Hualien as a pastoral worker attending to the needs of the Filipino migrant workers and seafarers in Hualien Diocese. He worked

full-time catechist for 3 years under the auspices of Société des Missions Étrangères de

Paris known as MEP or Society of Foreign Missions of Paris and the Bishop of Hualien.Bro. Buddy is a graduate in Bachelor of Arts in Literature, at Ateneo de Manila University

in 1988 before he joined the Christ the King Mission Seminary in Quezon City taking up Associate in Philosophy in 1993. He obtained his MA Academic Units in Language and

Literature at De la Salle University.

In 2007, Bro. Buddy was awarded the Taiwan Scholarship Program at Tzu Chi University Center for Language Studies in Hualien. This is where he fell in love in serving the Filipino Migrant Workers in Hualien and volunteered to work as a

lay missionary catechist.Looking at the future of the Seafarers’ welfare program in Taiwan, Fr. Loloy Napiere, the Apostleship of the Sea

National Director in Taiwan, sent Bro. Buddy to undergo the Critical Incident Stress Management Course in Bohol,

Philippines sponsored by the International Christian Maritime Association (ICMA), ITF-ST, and the ICSW.As he will be assigned to the Diocese of Taichung, Bro. Buddy will work full-time as pastoral worker at AOS Stella Maris

Seafarers’ Center in Taichung Port under AOS Diocese of Taichung.
