“TRAINING ON ENVIRONMENTAL LAWS AND POLICIES FOR TEACHERS” On 18 December 2008, the Supreme Court (SC) issued a decision under G.R. No. 171947-48 ordering the dependant government agencies (14 mandamus agencies) in accordance to their mandates “to clean up, rehabilitate and preserve Manila Bay, and restore and maintain its waters to SB level (Class B seawater per Water Classification Table under DENR Administrative Order No. 34-1990) to make them fit for swimming, skin diving, and other forms of contact recreation”. One of the strategies under the Operational Plan for the Manila Bay Coastal Strategy (OPMBCS) is the capacity building or training of personnel involved in the implementation of OPMBCS. The capacity building is also one of the targets of this Office under the Work and Financial Plan for CY 2016.

ENVIRONMENTAL LAWS

AND POLICIES FOR

TEACHERS”

3. To inform the participants on the latest policies and updates in the implementation of OPMBCS with regards to the Liquid Waste Management Cluster;

5. To elicit their support in cascading the information to their respective students.

1. Basic Concepts of Ecology o Consists of the components of the earth’s life support

system, levels of organization in the biosphere, biological evolution, population dynamics, keystone and foundation species, species interaction, biodiversity and energy flow.

7. Climate Change o The topic of the presentation showed what causes

climate change and how it affects the environment, it also gives time to the people to discuss strategies, how to avoid climate change and how to adapt the environment to climate change.

o Was enacted to respond to increasing problems associated with toxic chemicals and hazardous and nuclear waste.

o It mandates the control and management of the import, manufacture, process, distribution, use, transport, treatment, and disposal of toxic substances and hazardous and nuclear wastes in the country.

6. Women and Environment o The presentation explains how gender influences the

use of natural resources in roles and responsibilities, access to and control over resources, knowledge, and participation in decision making.

o It also explained the impact it has on women, that products used by women contains toxic chemicals, the infectious diseases that are obtained in cosmetic products and ways to stop/avoid them.

8. The RA 9512

o advance the right of the people to a balanced and healthful ecology in accord with the rhythm and harmony of nature, and in recognition of the vital role of the youth in nation building and the role of education to foster patriotism and nationalism, accelerate social progress, and promote total human liberation and development, the state shall promote national awareness on the role of natural resources in economic growth and the importance of environmental conservation and ecological balance towards sustained national development.

9. The Supreme Court Order (Manila Bay) and OPMBCS o The presentation relays the background history of The

11. Role & Accomplishment of: o the Liquid Waste Cluster

i. The Liquid Waste Management Cluster aims to reduce the water pollution load from point and nonpoint sources by at least 50%.

ii. This will be done through the delineation of the water quality management areas, rehabilitation/cleaning-up of the target major river systems, establishment and construction of sewerage systems and septage treatment plants, among others, by concerned agencies/entities

o The Solid Waste Cluster • WACS is a requirement to be undertaken in the

development of a local government unit’s 10-Year Solid Waste Management Plan. The results of the study can be used in developing waste projections for the next 10 to 20 years, which bring pertinent value in the determination of adequate waste collection and disposal systems. Furthermore, WACS results can be utilized in designing waste processing and diversion facilities such as Materials Recovery Facilities (MRFs) and Composting Facilities.

o The Informal Settler Cluster

• The goal of this ISF component is to provide Technical Assistance to LGUs located in the Manila Bay Area and its connecting waterways, in terms of developing their Local Shelter Plan (LSP), and Resettlement Action Plan (RAP).

o the Habitat and Ecosystems Restoration Cluster i. By 2015, critical habitats and resources show

promising signs of improvement and recovery and contributing to the reduction of pollution in Manila Bay.

ii. Development and Implementation of Integrated Rehabilitation Plan (for critical habitats, natural and cultural resources).

12. The ABMP-Pampanga o With the cooperation of the Provincial Government of

Pampanga and the member of the Technical Working Group (TWG) for Area Based Management Plan represented by Mandamus Agencies, Academe, Private Sector, LGUs and other stakeholders, the proposed strategies to be done by the proponent during project implementation were as follows:

i. –Community Organizing and Involvement ii. –Public-Private Partnership (Submission of project

proposal to financing/funding institution) iii. –Participation of stakeholders (Non-Government

Organization (NGO), People’s Organization (POs), church, civil society, and academe)

iv. –Inter-Local Government Relation (eg. Consolidation of resources, counterparting)

v. –Initial Assessment of existing projects and program
