Project Coordinator, Vernon College“ ”The Red River Valley Local Food Expansion Project aims to increase the

consumption and sales of local agricultural products through the promotion and expansion of regional farmers markets and by training new and established farmers to develop, promote, and expand direct producer-to-consumer market opportunities. While Valley area has a long tradition of agriculture, recent environmental and economic changes have created economic hardships in the agricultural sector. Goals include increasing local food access and availability and increasing sales and market opportunities for regional farmers. Outcomes will include an increase in sales at regional farmers markets, the creation of a regional local food network alliance to coordinate a local food campaign, and the development of new market opportunities for local farmers.

Consumers want to buy meat from local sources where they know the farmer and the practices, but the bulk purchases farmers offer are not appropriate. Locating markets for sustainable, local, & organic products involves finding people who share your mission and values and are willing to pay the extra production costs. This work is a crucial element to understanding how a meal kit can be used to give low income families culturally appropriate, satiating, and nutritious food choices. Although creating a meal kit requires efforts in logistics, packaging, and food safety, my thesis focuses on the community's participation in the creation of a meal kit, and how a meal kit for SNAP users moved from an abstract idea to a product on the shelf. Two of the goals are to identify best practices for meal kit development and recommendations for how to include meal kits in SNAP policy.

“ ”The Wireless EBT Project is the State’s EBT farmers market project. The State solicits participation from direct marketing farmers selling food products at places such as their local farmers markets, road side stands, or on-the-farm sales. The Project allows Food Assistance recipients the ability to purchase food products via a wireless POS using their EBT benefits. The State offers individualized support to the direct marketing farmers with obtaining a wireless POS device, training and ongoing support.

“ ”In 2014, the U.S. Department of Agriculture Agricultural Marketing Service convened a team of regional economists and food system specialists to develop a best practice Toolkit for evaluating the economic impacts of local food system activities. The Toolkit is made up of seven modules that can be grouped into two stages of food system planning, assessment and evaluation. The first set of modules (1-4) guides the first stages of an economic impact assessment and includes framing the system, relevant economic activities and assessment process as well as collecting and analyzing relevant primary and secondary data. The second set of modules (5-7) provides a more technical set of practices and discussion of how to use the information collected in stage one to conduct a more rigorous economic impact analysis.

Northern Colorado Case Study, Dept. of Ag and Resource Economics at Colorado State University

“ ”This research uses a case study of a winter farmers market in Fort Collins, Colorado to understand the barriers to consumer participation in farmers markets. 6,000 coupon mailers were sent to a random sample of households within 12 miles of the market, each carrying a $10 value. The only differentiating factor--informationally and visually--was the informational nudge between both types of coupons. Results from this study provide important insight into the efficacy of information provided to overcome one perceived barrier to consumer participation, and opportunities to enhance consumer attendance and farm sales at farmers markets.

Agricultural Economist, Univ. of Arkansas Coop. Ext. Service

“ ”My goal is to develop a framework of tools and resources for specialty crop production in field grown and high tunnel production systems. These tools/resources will engage farmers in an interactive process that begins with evaluating their skills and resources and ends with evaluating estimated costs and returns by enterprise. Specifically, enterprise budgets provide estimates on production cost and potential returns on an acre basis and allow comparisons across different enterprise mixes for field grown and high tunnel production systems. These tools/resources will aid users in identifying and managing agricultural production, financial and marketing risks. We currently have five field grown enterprise budgets available (tomato, cucumber, bell pepper, squash, & watermelon).
