Board of School Trustees Welcome to Our Annual ReportWelcome to Our Annual Report
In its 2012-2013 strategic plan, the Board of Trustees of the Richmond Community Schools established 2020
as the year in which RCS will be the highest performing school system in East Central Indiana. Annual goals
were set for the school y ear as a final step in realizing the 2020 Vision, and three were assigned as priority
goals for the District, forming a component of administrative performance evaluation.
1. Ensure that 98% or more students demonstrate
responsible behavior on a daily basis.
2. Ensure that 100% of employees received 30 or more
hours of high-quality, best practice professional
development within their area of expertise and in
support of the Richmond Community Schools vision
and mission.
3. Ensure that more than 61% of students are reading at
or above grade level.
These prioritized goals have driven our efforts this year;
however, they represent only a portion of the set of goals
adopted by the Board to reach the 2020 Vision. 17 other
goals are in the areas of:

Climate of AchievementClimate of Achievement
Benchmark assessments are in place in grades
K-8, and results of these assessments, as well as
results from common formative assessments,
have been used by teachers to guide instruction.
The coming year will see a focus on increasing
teacher access to brief, standards-based
assessments to further track student mastery of
critical grade level standards.
Data walls are in place in grades K-12, and have
been used to track student progress. At the high
school, the data cards give teachers a visual
representation of their students’ progress toward
graduation, tracking credit completion,
attendance, successful completion of End-of-
Course Assessments, and post-secondary
planning. Student portfolios/data folders are in
place at all grade levels 3-8, and both teachers and students are able to refer to the data to discuss
student progress. Training and planning are ongoing to standardize the data tracking process in
further support of this goal.

Curriculum Richmond Community Schools continued the implementation of the Indiana Reading Framework and continued its
pilot of Pearson’s Reading Street in grades K-6. The new edition of Reading Street was adopted this spring and will be
utilized through the next six-year cycle in grades K-4.
Standards-based instruction was further developed to guide instruction and common formative assessments, as well as
summative assessments K-12, were implemented.
The Indiana Science Initiative was fully implemented in grades K-6. An initiative supported by Purdue University, this
hands-on kit and inquiry–based science program became very popular for students.
Early College programs continued to develop and expand. The Hibberd Building was the new site for the Early College
Academy, as well as LOGOS and life skills programs. The Academy was expanded to include additional grade levels
and spans grades 5-8. At Richmond High School, Early College expanded its cohort groups to 50 students per grade
level and cohort I completed their sophomore year.
The high ability program also experienced some expansion and program enhancements. A program referred to as
Wings bussed elementary students to the Hibberd Building for new pull-out opportunities.
RCS has now partnered with Notre Dame University and expanded its Advanced Placement (AP) offerings for students,
beginning in 2013-2014 school year. These additions will make RHS one of the top high schools in Indiana in the area
of AP offerings.

The Board of Trustees approved a $7,750,000 bond issue to maintain their facilities for 21st
Century Learning. This bond makes possible…
Upgrades to HVAC and humidity control systems at Fairview, Vaile, Westview and Hibberd;
Renovation of the east wing at Charles Elementary School;
Renovation and new bus drive for safety at Dennis Intermediate School; and
Richmond High School’s physical education facilities.
Richmond Community Schools is committed to having all of their facilities well maintained and
continue to be a source of pride for their neighborhoods and for all citizens in Richmond and
Wayne County.
Richmond Community Schools’ students in the architectural
program are working with Mr. Ron Maze to create drawings for
the east wing renovation at Charles Elementary School and to
create tracking programs for progress.
