Balanced the need for tougher penalties for those committing crime, along with more treatment options for those seeking recovery.

KEY HIGHLIGHTS:
PRISON: Creates law that could make importing or distributing with intent to sell punishable of up to 10 years incarceration.
MEDICAID COVERAGE: Allows more flexibility for paying for facilities and treatment.
DISTRIBUTION OF NALOXONE: Can be treated and administered from appropriate agencies.
TREATMENT MONEY: Immediate ten million dollars to go directly into treatment facilities. Also portions of collections captured in criminal justice system to be treatment. The following year, an additional 24 million dollars to be sent out for treatment programs.
NEEDLE EXCHANGE: Local option for health departments of needle exchange programs to reduce HIV, HEP C, etc.
