1 WELCOME TO COUNTRY AND MEETING PURPOSE

Linton Pike (meeting facilitator) provided a welcome to country and welcomed CRG members to the meeting, outlined the process and explained that the meeting will:

• Provide a project update; • Explain the status of various project elements including design development, procurement and the delivery program; • Seek CRG comment on the key design components to inform potential tenderers of community and stakeholder views of the project; • Identify and discuss community opportunities and issues associated with the project; • Explain the development and construction timing and process.

A list of meeting 2 participants is provided above. The meeting 2 agenda is provided at Attachment One. Linton thanked all members of the CRG for taking the time to participate in the group.

2 PREVIOUS MINUTES

CRG members were asked to provide comment on the previous Minutes to identify errors or omission: • No changes were requested.

The following discussion and clarification resulted:

• Is Roger Cook invited to these meetings? No, he didn’t nominate but we will follow up invitation. ACTION: FT

• Pages 16 and 17 of the previous minutes includes a staging diagram showing completed works. These should really be labelled earlier works or stage 0 works as it will be confusing to community members who will think it shows works that have already been done. Please add a note showing a timeline or notation to clearly identify works to be done as part of this project that will have been completed prior to commencing subsequent stages.

Action from Previous Meeting Close out Action Reported at This Meeting

Provide most recent configuration of Ghostgum Avenue at the next CRG meeting (FT) This will be done as part of this meeting.

JK to provide information to FT regarding current traffic volumes and splits on Liddelow Road. This has been done.

CG will present the proposed cycle path routes at a future meeting with landscaping component also. Additional information to be provided as part of this meeting.

AJ to revisit cyclist detour and determine if a safer route is possible.

Other options have been considered and a new solution has now been adopted to reflect CRG feedback. This was revised last week and an update will be provided as part of this meeting.

LL to provide details to BM regarding future signage opportunities

LL met with the relevant people within MRWA to discuss this. Their advice was that this part of the project is controlled by the Alliance and the Alliance will take the lead in planning and installing temporary signage via Amir and other Project Team members with Amir as the first point of contact. Permanent signage will require MRWA involvement and input. The first point of contact in that task will be AM or LL.

MRIA to provide offset requirements and information at next meeting.

Physical and monetary offsets resulted and LL to provide offset information for IT. ACTION: FT

3 DESIGN UPDATE

Chris Grant provided a design overview explaining that: Ghostgum Avenue intersection configuration:

• All four potential turning movements will be provided for at the Ghostgum Avenue intersection in response to community feedback; • A roundabout intersection treatment is likely to result;

Armadale Road to North Lake Road Project: • The Armadale Road to North Lake Road Project consists of a number of elements including:

• Bridge between Armadale Road and North Lake Road with two lanes in each direction; • Grade separated roundabouts at Tapper Road and Solomon Road; • New north facing on/off ramps to Kwinana Freeway from the new bridge linking North Lake Rd to Armadale Rd; • Improved access to Cockburn Central Activity Centre; • Improved access to and from Cockburn Central station car park; • Reduced congestion at Armadale Road, Beeliar Drive and Kwinana Freeway intersection; • Kwinana Freeway widening in the northbound direction.

These are shown diagrammatically over the page.

Chris went on the explain that two options are being considered for Armadale Road west of Ghostgum Ave: • Option A - Armadale Road passes over Tapper Road and over Solomon Road; and • Option B - Armadale Road passes over Tapper Road and under Solomon Road.

A final decision will not be made until a Design and Construction contract has been awarded and detailed design is complete.

Street Lighting Design: • Main Roads standard lighting to illuminance subcategory V3 • LGA Sections will be lit to Western Power Standard lighting to illuminance subcategory V3 • Both Western Power and Main Roads use the same yellow High-Pressure Sodium lights • PSP is directly lit to Main Roads Standard when there is insufficient spill back lighting from the main street lighting. This exceeds illuminance

subcategory P2. • Some special decorative lighting may be required for the LGA sections

Principal Shared Path (PSP): • A 4.0 m wide PSP will be built on the north side • It will be set to the back of verge • At grade crossings will result at intersections • Shared paths will be provided around roundabouts and connecting to the local road and path networks

Urban Design and Landscaping Design: • Chris explained the proposed landscaping treatments using the diagrams below and on the following pages.

A number of questions resulted as follows:

Q Why does one of the options propose that Armadale Road goes under and the other over Solomon Road? A The option going under Solomon Road has potential impacts for ground water, the priority water mound and underground existing services and utilities with significant associated cost or remediation. It will be retained pending detailed design to better understand its potential suitability.

Q Does the North Lake Road bridge pass over the freeway? A Yes.

Q What will happen with road naming? A The final naming will ensure legibility, street addressing and emergency response clarity with the solution currently proposed as:

• North Lake Road will extend over the freeway as far as Beeliar Drive; • It will then become Armadale Road east of Beeliar Drive; and • Beeliar Drive will remain as is.

Q Will noise attenuation be provided for residential properties near Tapper Road? A Noise attenuation will be provided at existing residential interfaces where forecast noise levels exceed the acceptable targets set by the EPA.

Q Why do forecast traffic volumes on Liddelow Road increase by 40% by 2031? This is not consistent with City of Cockburn forecasts. Is that traffic redirection resulting from this project? A The increase in traffic comes from linear growth over time and reflects planned development. It is not redirected traffic resulting from this project. ACTION: CS to contact AM to confirm forecast volumes and then follow up with IT and NR.

Q Why is Warton Road intersection such a poor level of service? A Warton Road will need to become three lanes in each direction by 2031 to meet forecast growth with no planned commitment to do so at this time. The forecast level of service reflects that.

Q Will the full project length be lit when finished? A Yes.

Q Why are the PSP’s turning quite sharply when approaching intersections? A To slow cyclists down as they approach intersections to be crossed.

Q When Armadale Road increases to 6 lanes over time what happens to the PSP? A The PSP remains in its current location and the lanes move closer. W-beam barriers are used at high risk locations including turning vehicle locations.

4 CONSTRUCTION UPDATE AND TRAFFIC MANAGEMENT LOOK AHEAD

Amir Miri explained that: Recent works from June to August 2018 includes:

• Installation of temporary traffic barriers • Clearing and Mulching • Service location for construction works • Import embankment fill material – Liddelow Road intersection

Planned works include: • Construction of temporary diversion at Nicholson Rd intersection • Construction of temporary diversion at Taylor/Wright Rd • Construction of temporary diversion at Warton Rd intersection • Relocation of Western Power assets at Nicholson Rd intersection • Construction of Project site office • Construction of temporary and permanent works at Liddelow Rd.

AM used recently flown drone video to explain planned traffic changes and impacts as follows:

Upcoming detours and lane closures at night on Armadale Road – Ghostgum Avenue to Nicholson Road • Starts 18 June 2018 and continues throughout July • 7pm to 5am on intermittent nights, Monday to Friday

Traffic management • lane closures, stop/slow traffic control and signed detours

Night work activities will include: • signage relocation • barrier installation including the temporary closure of Wright Road at Armadale Road • line marking • removal of existing road medians

Upcoming traffic changes and impacts: Armadale Road / Liddelow Road temporary disconnection – November 2018

• Detour route as is for current arrangement

• Community consultation and communication:

– Involvement of CRG in planning process

– Written notice to local residents – VMS boards out in advance – Well signed detour route

Upcoming road closures and traffic impacts: Armadale Road / Wright Road temporary closure week of 18 June to February 2019

• Closure will enable the construction of the new roundabout and the detour will be via Rossiter Ave. Looking to reopen as a roundabout February 2019 to make safe left and right turns.

Other planned closures include:

• Armadale Road and Nicholson Road plugs and new temporary intersection, mid-late October 2018

• 4 week closure of Taylor Road, January 2019 • 4-week closure of Rossiter Avenue, March 2019 • 4-week closure of Armadale Road for beam installation, mid 2019

Sand trucks will be running on Liddelow Road towards the middle of 2019 with two or three trucks every hour. Liddelow Road is being utilised as a gated access route for trucks. It is the best route for road safety and not having sufficient room due to environmental constraints to turn trucks around onsite along Armadale Road. Advisory signage will be erected on Armadale Road with Variable Message Signs (VMS) speed advisory sign already up.

The following questions resulted. Q Are project earthworks currently in place at finished level? A The new lanes are around 1m lower than the existing road. We will build the new carriageway and then lower and reconstruct the existing section of Armadale Road at the lower level.

Q What is planned at the intersection of Taylor and Wright St at Armadale Road? A It will be reconfigured as a roundabout in the future. Wright St was recently closed. There are lots of underground services and utilities in the area with water pipe and sewer protection works required along with some service relocations. Some land resumption is required in the north eastern quadrant. Traffic barriers will be erected soon to enable works to commence.

Q Will noise walls be provided at the residential development north of Armadale Road near Wright St? A Noise walls will be built by the developer as a condition of development approval. We will undertake some localised noise monitoring at six isolated buildings near Warton Road.

Q How will Nicholson Road bridge be built in a constrained site? A The existing underground fuel tanks have been removed. We will start construction of a temporary diversion of Armadale Road soon and traffic will move further north with a roundabout constructed as an interim measure at the intersection with Nicholson Road. We will then complete the service relocation work and build the new bridge. We are planning to finish that by June 2019. This will result in a number of short temporary closures of both Nicholson and Armadale Roads to build the diversion and erect the bridge beams. Notifications will be provided to road users and the local community. ACTION: AM to provide more detailed traffic management information at the next CRG meeting. FT to include in the Agenda for the next CRG meeting.

Q How will access to Alfred Skeet Oval be provided? A Both temporary and permanent access changes will result. In the short-term access will be limited to one point at times. In the longer-term access will be provided to a similar level as now but with a different configuration with works planned for the end of 2018. Signage and lighting is a critical consideration with night time use of the oval for training. A turning lane is proposed for vehicles turning into the oval.

Q Access for turning vehicles to and from Tapper Road is poor with a short traffic signal phase for this movement. Can that be improved? A AM to review traffic signal phasing at the intersection.

Q Is a four-week closure required as shown on the earlier slides? A Not in all cases. Full closure for four weeks may be required at Nicholson Road. Other closures will occur for short periods over four weekends.

Q The information provided tonight shows 2 or 3 trucks an hour along Liddelow Road but recent experience was very different with lots of truck movements? A We don’t have enough trucks operating to generate higher truck numbers with our 7 trucks resulting in a 30 to 40-minute journey cycle. The vehicles will be from other projects or initiatives. ACTION: AM to confirm vehicle frequencies and identify possible source of other truck movements. AM will provide simple vehicle movement results for project related vehicles and ensure that project trucks are clearly identifiable with appropriate signage.

5 COMMUNITY AND STAKEHOLDER ENGAGEMENT

Fiona Taite provided a summary of community contact to date explaining that the project team has received 22 customer requests for information or action, 12 consultation contacts, 11 general enquiries and 8 complaints. The topics of discussion are shown over the page.

TBC 2018 • Public information session to be held with Armadale Road to North Lake Road bridge project team

FT offered a two week look ahead as done for Murdoch Drive Connection to explain what the community can expect to see happening. CRG members accepted and were asked to tap into their communication networks to distribute the updates more widely. ACTION: FT to provide fortnightly updates to CRG members similar to those provided by JL for Murdoch Drive Connection

Q Is it possible to get information in a format that is more easily shared via Cockburn Chat with PDF’s difficult to work with? A Yes, we will try to find a more suitable format ACTION: FT to liaise with LK to agree a more suitable approach.

Deanie Carbon I will email City of Cockburn traffic volumes for Liddelow Road to Fiona to close out Jadranka’s earlier action.

I have some traffic comments and concerns: • Tapper Road traffic lights signal phasing needs to be modified to reflect changing conditions and congestion. • Traffic making U-turns near Midland Brick is a problem.

Amir explained that the U-turn movement has been assessed by the team and more bollards will be added to limit u turn movements. Midland brick entrance will remain and is and will continue to be used for u turns and is beyond our control.

Ian Thurston

Regular updates on project related truck volumes along Liddelow Road would be useful please as a standing agenda item in fortnightly updates. AM advised that truck access to Nicholson Road bridge for earthworks delivery would generally use Nicholson Road when travelling from the north and Nicholson Road and Rowley Road when travelling from the south The material presented was very informative and easily read thank you.

Carole Frost I am interested in the traffic management solution proposed for Alfred Skeet Oval and the supporting communications to sporting groups including football and soccer.

Ben Marie I am interested in the detours that will result from Wright Road closure and the information provided to residents to keep them informed.
