Overview

This Annual Report provides information on contract and grant activity for the University ofCalifornia, Riverside (UCR) for the 2010 fiscal year (July 1, 2009 to June 30, 2010), and trendand historical data from prior fiscal years. It includes the number and monetary amount ofproposals submitted, and awards received on behalf of UCR.

Awards are accounted for in the corresponding fiscal year that the award is executed, theexecution date being the date that the terms and monetary amount of the award were agreedupon between the sponsor and UCR. Proposals are amounts requested from a sponsor tosupport research at UCR. Proposals are accounted for in the fiscal year corresponding to thesubmission date of the proposal to the sponsor.

The total funding awarded to sponsored projects at UCR in 2009-10 was a record $115 million.This is an increase of 27% over last year's total of $90 million, and represents a more thandoubling of sponsored funding over the last ten years. This dramatic increase in sponsoredfunding is mostly due to increased funding from the federal research agencies. We received$78 million in federal funding in 2009-10, of which $23 million came from the National ScienceFoundation and $19 million from the National Institutes of Health.

These record funding levels can be linked directly to the effect of the American Recovery andReinvestment Act (ARRA), from which we received 56 awards totaling $13 million. These ARRAfunds were awarded through extremely competitive programs run by federal research agencies.In fact, $9 million of the ARRA funds awarded to UCR came from just two agencies, the NationalScience Foundation and the National Institutes of Health.

It is also important to note how well our assistant professors are competing for federal fundingearly in their academic career. In the year 2009-10, assistant professors in science andengineering received three Faculty Early Career Development awards from the NationalScience Foundation. The Foundation describes these awards as the "most prestigious awardsin support of the early career-development activities of those teacher-scholars who mosteffectively integrate research and education." We are still attracting the best and brightest tocome build their career at UC Riverside. This is a wonderful indicator that the quality of UCRresearch will continue to be very high for the foreseeable future.

Although this surge in research funding gives an enormous boost to research programs atUCR, it has represented a large increase in the workload for all the people who administerresearch activity on campus. Not only are there more proposals to submit and more budgets tokeep track of, but we are required to track all the ARRA funds at a level of detail that isunprecedented. I am indebted to the people in departments, research centers and institutes,and the central offices that oversee research administration for their heroic efforts.
