If a week is a long time in politics, then the last four years in London’s higher education feels like an epoch or two.
IbecameChairofLondon Higherinthesummerof2010.Notallthatfarintothecreditcrunch,withanewcoalitionGovernment,andleadinguptotheground-changingBrowneReviewaswellastheabyssofaComprehensiveSpendingReview,London’shighereducationseemedsetforaroller-coasterride,asneverbefore.
Andyethereweallare.So,what’schanged?Well,forstarters,we’reallmuchmoreawareofourowninstitutionalfragility,andlackofguaranteesforthefuture.Forsomeithasbeenacrucialperiodofredefinition;forothersperhapsnomorethanatimeforraisingeyebrows.Butwhetherinstitutionconcernswereaboutmanaginginternationalstudents,theStudentNumberCap,theResearchExcellenceFramework,ordealingwithchangingNHScontracts,noLondoninstitutionwasimmunefromthesechallenges,howeverrobustitsinheritance.
Butneitherwerewealone.ThroughoutthisturbulentperiodLondon Higherhasbeenby,andmoreimportantlyon,ourside.Weallrealizethat,amidthecompetitionandcut-and-thrustofLondonlife,practicalcooperationoftenmakesgoodsense.
Oneexamplewillsuffice.ThisFebruarywewerealertedtonewconditionsbeingimposedonourmemberswithstaffinpensionsschemesfallingundertheLondonPensionsFundAuthority.WithintwoweeksLondon HigherhadconvenedameetingoftheaffectedinstitutionsalongsideHEFCE,theAssociationofCollegesandapensionsspecialist,thusallowingtheseinstitutionstocontemplateacollectiveresponse.WithintwomonthsLondon HigherhadengagedwiththeUniversitiesandCollegesEmployersAssociationoverfurtheractiontosupportitsmemberswithpensionersinallotherschemes.AndshortlyLondon HigherisrunningbespokeworkshopsforLondonFinanceDirectorsandPayrollManagers,alertingthemtointricaciesofthepensiontime-bomb.
ThisisLondon Higheratitsbest:quicktoreact,trustedtoguideinstitutionalresponses,anddedicatedtosupportingthefollow-through.
London Higherwastherealso,inrespondingtotheBrowneReviewwhenfewotherswerethinkingofspecialLondonfactorssuchasLondonWeighting,inchampioningthe2012OlympicGameswhen,earlyon,noothersectorbodysawtheroleforcoordinatedhigherandfurthereducationparticipation;andinensuringthelegacyofLondon’sAimHigheractivitiesin2011,whenthissuccessfulaccessinitiativewassuddenlywoundup.Inthese,andsomanyotherways,London HigherhasbeenlookingoutforandpromotingthecommoninterestofLondonHE.
Readingthroughtheimpressiveanddiverseachievementsoutlinedinthesepages,itisclearthatLondon’sHEhasbeenwellservedinrecentyears,andthatnow,amidfurtherwavesofchange,London Higherismorerelevantthaneverbefore.

London Higher is where universities and higher education colleges come together to identify the opportunities and address the challenges of working in London.
Weareanot-for-profitcharityandcompanylimitedbyguaranteeestablishedin1999byoverfortyLondonhighereducationinstitutions(HEIs).

We currently manage four core collaborative programmes, each with its own stream of research and advocacy activities and we are constantly developing and testing new ideas:

Research Excellence GroupChairedbyProfessorGeoffRodgers(BrunelUniversity),thegroupaimstopromoteresearchexcellenceacrossthecapital.
ThisyearthegrouphasbeenactiveinlobbyingonOpenAccessandVATonresearch,co-ordinatingresponsesonbothissuesacrossGovernment.
InNovember2013thegrouporganisedauniqueconferenceonhowthesectorshouldrespondtothereviewoftheRCUKOpenAccesspolicy,drawingupaprojectbrieftoestimatetheHEcostsofimplementationwhichisnowanactiveproject.
ThroughouttheyearthegrouphasengagedwithkeystakeholdersinUKresearchincludingmeetingswithHEFCE,theTechnologyStrategyBoard,theNationalCentreforUniversitiesandBusinessandtheN8group.
London Europe GroupThisyearthegroup,chairedbyDrYuliaMatskevich(BrunelUniversity),hassuccessfullydevelopedamajornewinitiativetoenhanceLondonHEengagementwiththeEU(seeSpecialProjects).
TheGrouphascontinuedtolobbyontheformatofEUfundinginLondon,submittingapan-LondonresponsetotheLEPconsultationonthenewESIFstrategyinNovember2013andmaintaininganHErepresentativeontheLondonProgrammeReviewGroup.
Onresearch,weco-ordinated(withUCLandConnectingHE)fourworkshopsinNovember2013andFebruary1014forstaffseekingtosubmitproposalstothenewHorizon2020programme.
The Case for HE
The Case for HE is a core work stream of London Higher, resourced primarily by member contributions in association with HEFCE.
Theprogrammeaimstocreateanongoingandrobustevidence-baseinsupportofHEinthecapital.Inparticularitseeksto:
• UnderstandthechallengesandopportunitiesLondon Highermembersandpartnerinstitutionsface;
• Conceive,developandmanageresponsesthataddressthesechallengesandopportunities;and
• PromotetheimpactofLondon’sHEsectoronthesocial,culturalandeconomicdevelopmentoftheregionandbeyond.

London Centre Group TheLondonCentreGrouprepresentsthoseUKHEprovidersbasedoutsideLondonbutwithcampusesorcentresinsidethecapital.WecurrentlyworkwithsevenLondonCentres.
TheGroupmetthreetimesduringtheyeartoshareexperiencesandtodiscusswaysinwhichtooperatemoreefficiently.
ForexampleinMarch2014wearrangedaspecialmeetingtointroducethegrouptotheservicesofferedbytheUniversityofLondonandinMayweheldameetingdedicatedtostudentverification.
SurveysWehavecontinuedtousetimelyonlinesurveystohelpourmembersgetamoreaccuratepictureoftheshiftingHElandscapeinLondon.InadditiontoourpopularHESA-basedHEFactsheets(seePublications&Reports),wehaveconductedorassistedstakeholderswithanumberofsurveysformembersandpartners:
• AsurveyonUKandinternationalpostgraduaterecruitmentwasconductedduringSpring2013andareportonthefindingswasreleasedinAugust2013.TheresultsweredisseminatedtotheResearch
Professional NetworksProfessionalnetworksgrewoutofourearlyworkinsharedserviceswhere,throughourdiscussionswithvariousseniorHEadministrativestaff,weidentifiedaninterestamongmemberstodiscusscertainissuesinformallyandinmoredetailamongthemselves.Wenowhavefoursuchgroups:
• Finance Directors’ Group. Thisyearweorganizedworkshopsonaccessingcapital,receivinginternationalpayments,pensionsandinternationalfeeguaranteeschemes;
• IT Directors’ Group. InformalnetworkexaminingthechangingroleofITinLondon’sHEsector;
• HE Planners’ Group. Meetingsin2013/14haveexaminedchangesinBAMEnumbersinLondon,theOfficeforFairTradingconsultation,UCASclearingandend-of-cyclereports,HEFCEgrantlettersandLondonWeighting;
• Creative and Performing Arts and Design (CPAD). WorkshopsonEUandCreativeEuropefundingduring2014;
• London Student Experience Network.TwentymemberinstitutionshavejoinedthisnewnetworkwhichseekstoexploretheLondonstudentexperience.
In2014wealsobeganworkingwithasmallgroupofDirectorsofMarketingtoexplorewhetherthereisasharedagendatopromoteLondondomestically.

London Medicine & Healthcare brings together senior representatives from across London’s schools of medicine, dentistry, clinical academic disciplines, nursing, midwifery and the allied health professions.
ThroughitstwostandingmembershipgroupsLondonMedicineandtheHealthcareEducationGroup,LondonMedicine&HealthcarecontinuestoprovideadiscussionplatformandadvocacyofthedeliveryofmedicalandhealthcareeducationandtraininginLondon.
ThisyearLondonMedicine&HealthcarewasdelightedtowelcomenewmembersintheformofLondon’sthreeLocalEducationandTrainingBoards.HealthEducationNorthCentralandEastLondon,HealthEducationNorthWestLondonandHealthEducationSouthLondonwereformallywelcomedinSeptember2013.
London MedicineLondonMedicineischairedbyProfessorPeterKopelman,PrincipalofStGeorge’s,UniversityofLondon.LondonMedicinefocusesonmattersrelatedtoacademicmedicine,dentistryandclinicalacademicdisciplinesandprovidesaregularforumtodiscussanddebatepolicyissuesthathavedirectrelevancetoacademicinterestsofLondon.

Breakfast BriefingsInMarch2014theLondonMedicinegroupwerejoinedbyRobSmith,HeadofPlanning&Information,HealthEducationEngland(HEE)todiscussHEE’snewWorkforcePlanforEngland2014/15.ThegroupdiscussedmedicalanddentalcommissioningnumbersandimpactonLondon’sHEIseducationandtraining.
AdvocacyNumerousmeetingshavetakenplaceoverthedurationoftheyeartodiscusstherepatriationofCambridgeclinicaltransfersstudentsoutofLondon.LondonMedicinehascontinuedtoadvocateonbehalfofstudentchoiceandtheexcellenceoftheeducationandtrainingofferedinLondon.
InNovember2013LondonMedicineandwasquotedinaTimesHigherEducationarticleregardingclinicaltransferstudentstoLondon.AprivatedinnerwithProfessortheLordAraDarzi,ChairoftheLondonHealthCommission,washeldinJune2014.AtthemeetingtheLondonMedicinegroupdiscussedhowLondonHEI’scanfeedintotheworkoftheLondonHealthCommission,specificallyregardinghowLondon’shealthcarecanbeimprovedthroughourworldclasseducationandtraining.
London Life ScienceLondonLifeScienceaimstoestablishacommunityoflifesciencepractitionersbuiltaroundasharedinterestinthefacilitiesandservicesavailableinandaroundLondon.Throughitsinteractivewebsite,www.LondonLifeScience.com,userscancreateanonlinepresencetorepresent,connectandexploretheLondonlifesciencecommunity.

Healthcare Education GroupTheHealthcareEducationGrouphasbeenchairedbyProfessorFionaRoss,DeanoftheFacultyofHealth,SocialCareandEducation,KingstonUniversityandStGeorge’s,UniversityofLondon.TheHealthcareEducationGroupfocussesontopicsrelatingtothehealthcareprofessions,includingnursing,midwiferyandthealliedhealthprofessions.Thegroupdiscussesemergingissuesinthedeliveryofhealthcareeducation,researchandservicedelivery.
Advisory Group MeetingsTheHealthcareEducationGrouphascontinuedtohostpaneldebatesandseminarswithhighprofilestakeholderstosupportLondon’shealthcareeducationandtraining.

AdvocacyInJune2013theHealthcareEducationGrouphostedaprivatedinnerwithLondonstakeholderstodiscusstheimpactoftheFrancisInquiryintoMidStaffordshireNHSTrustontheeducationofhealthprofessionalsinLondon.AtthedinnerthegroupdiscussedhowLondon’suniversitiescanworkwithNHSpartnerstoensurethatthehealthcareworkforceispreparedwiththerightvaluesanddutyofcandour.
InFebruary2014,theHealthcareEducationGroupalongwiththeLondonMedicinegroupsubmittedajointresponsetotheLondonHealthCommission’sCallforEvidence.Theresponseoutlinedhowmemberinstitutions,throughtheireducationandtraining,bestsupportLondon’sfuturehealthandhealthcareneeds.
London Healthcare Higher Education Access ForumTheHealthcareEducationGroup’ssub-group,theLondon Healthcare Higher Education Access Forum,continuedtomeetanddevelopideasregardinghowtoimprovetheaccessandsuccessofhealthcarestudentsacrossthestudentlifecycle.ThegroupwasjoinedbyrepresentativesfromacrossLondon’sschoolnetwork,UCASandNHSCareers.
InJune2013wepresentedataconferencetargetedatschoolsinEastLondontogatherschoolinterestintheAccessForum.
AdatabaseofresourcemappingwascreatedandmemberscompletedasurveyregardingformalisingtheAccessForumandcreatinganinteractivemobileApptodisplaythedata.

AccessHE Expo ProgrammeAccessHEdeliveredfourone-day‘expo’multi-HEIlearnereventsacross2013-14bringingtogetherover150learnersinYears9to13from12differentschoolswithover15HEIsfrominsideandoutsideLondon.
AccessHE
AccessHE is a pan-London initiative that supports cross-sector collaboration to enable HEIs, schools and colleges to achieve their objectives on widening access to HE more efficiently and effectively.
AccessHEisnowinitsthirdfullyearofoperation.OurvisionisthatHEcanbeaccessedbyeveryoneinLondonwhohastheabilityandcapacitytosucceed,regardlessoftheirbackgroundorcharacteristicsandwenowhave27memberHEIsand42school/collegesmembers.
AccessHE AdvocatesOver200LondonschoolsandcollegeshavenamedAdvocates,thatis,membersofstaffwithresponsibilityforHEprogressionwhohavebeennominatedbytheirHead/PrincipalasAccessHEAdvocates.
In2013-14Advocatesreceivedover40weeklyE-bulletinsoutliningover100differentactivitiesthatpartnerHEIsandAccessHEaredelivering.TherehavealsobeentwoAdvocates’conferencesinvolvingover100schools/colleges.
Action ForumsAccessHEActionForumssharebestpracticeanddevelopcollaborativesolutionsinareasofpan-Londonaccesspriority.Wehavecontinuedtooperatefivedifferentactionforumsin2013-14,eachwithanexternalchairfromamemberHEI:
• Supporting progression in the creative arts: Thisgrouphasbeenworkingtowardsapan-Londoneventtosupportpractitionersworkinginschools,collegesandcareerstoraiseawarenessofthedifferentartscoursesandcareersavailable.

Theexposfocusedonincreasingstudents’understandingofHE,thefinancialsupportavailable,howtomakewell-informedchoicesregardingPost16study,theimpactthesechoicescouldhaveonHEoptionsandthebenefitsandchallengesofstudyingoutsideLondon.
The London Access Target Project TheLondonAccessTargetprojectbeganin2013-14.Initspilotyeartheprojectisdeliveringauniqueprogrammeofactivitiesto200Year10pupilsfrom10schoolsacrossLondonwiththeobjectiveofmakingareal,measurabledifferencetotheirattainment.Thecollaborativeprogrammeoffersattainmentraisingactivitiesinover20differentsubjectareasfrom14AccessHEmemberinstitutions.Thisisthelargestmulti-HEIprogrammeeverattemptedinLondonwhichaimstosupporttheacademicperformanceoflearnersfromYear10.Itisanexcellentwayforschoolstodemonstratehowtheyarespendingtheirpupilpremiumeffectivelyonaninterventionwhichisconcentratingonclosingtheattainmentgapbetweenstudentsfromdisadvantagedandmoreaffluentbackgrounds.TheOfficeforFairAccess(OFFA)isapartnerinthisproject.
The London Postgraduate Mentoring Project (LPMP)AccessHEdevelopedacollaborativeproposaltotheHEFCEPostgraduateSupportSchemeinSeptember2013ledbytheRoyalVeterinaryCollege.TheLPMPisaninnovativeprojectthatwilldevelopanewmodelofoutreachactivitiesforundergraduatestudentsfromunder-representedbackgrounds,toencourageandsupporttheirprogressionintopostgraduatestudy.
Theprojectwillidentify,train,payandsupporttaughtpostgraduatestudentsfrom9differentHEIstoactas‘mentors’forundergraduatelearners.TheprojectbeganinJanuary2014andwillbecompletedbyOctober2015.

EventsTherehavebeenovertwentyNEONeventsacrossthecountrycoveringarangeoftopicsanddifferentareasofthecountry.InJune2013over120peopleattendedthefirstNEONSummerSymposiumandsincethenwehaveestablishedsixWorkingGroups,eachledbymemberstotakeforwardanagendaindifferentareasofaccesspractice.

Podium Legacy ProjectGrantfundingforPodiumendedattheendofJune2013.
Followingasurveyofmembersinautumn2013weestablishedagroupoffourteenHEIsandFurtherEducationColleges(FECs)toexplorealegacyprogramme.Duringtheyearthegrouphasbeeninvestigatingwaysfortheirinstititionsandstudentstoengageinavarietyofprojectsrelatedtomajorsporting,culturalandeducationaleventsbothdomesticallyandinternationally.
InJuly2013London Higherenteredintoanine-monthfundingagreementwiththeBritishOlympicFoundation(BOF)tosupplyarangeofvolunteering-relatedservices.Podiumhashelpedtointerviewandrecruitmorethan150studentmentorsfromcollegesanduniversitiesacrosstheUK.Additionally,Podiumhelpedfiveinstitutionstohostroadshowsfortheprogramme,whichgainedeachvenuemediaexposureand£1,000.
PodiumcontinuestoworkwiththeOlympicPublicAuthority(OPA)inBrazilandWorldCityLinkstohelpUKinstitutionsshareknowledgeandbuildpartnershipsaroundtheOlympicandParalympicGames.AdelegationoffourspeakersspokeattheOPA’sinauguralRio2016educationconferenceinSeptember2013.

TwentymemberHEIshaveelectedtojointheinitiativewhichaimstoexploreabroadrangeofissuesincluding:howtoengageseniorstaff,supportingtalentedstaff,
evaluatingdisseminationbestpracticeandlookingatfactorssuchasunconsciousbias,recruitingtovalues,andtheeffectofexecutivesearchandselection.
TheprojectisbeingchairedbyProfessorLynnDobbs(UniversityofRoehampton).
‘London is our Campus’ – mobile phone app competition Emergingfromour‘Enhancingthestudentexperience’networkthisisaprojecttocreateamobilephoneapp,designedbythestudentpopulace,toenhancetheirexperiencewhilststudyinginthecapital.
NineteenLondon HighermembershavesigneduptotheprojectwhichwillexplorehowHEinLondoncandomorecollectivelytocommunicateusefulinformationoropportunitiessuchaslocatingapprovedstudentrentalaccommodation,findingthenearestuniversitylibrarytheycanaccess,locatingstudentclubsorsocietiesorlearningaboutvolunteeringorinternshipopportunities.

It has been a challenging year financially for London Higher, not least because of sector-wide uncertainty but also because we have changed our Financial Year.
InJuly2013wetookthedecisiontochangeourFinancialYear-endfromMarch2014toJuly2014,toalignwiththatofourmembers.Thishadtheeffectofextendingthe2013-14FinancialYearbyfourmonths,monthswhereexpenditurehasremainedconstantbutincomehasnot.(ThischangealsomeansthatthefigureswepresenthereareactualuptoMarch2014butprojectedthroughtoJuly.)
InacknowledgementofdecreasingmarginsforthelastthreeyearstheBoardalsotookthedecisioninJuly2013topartlyrestorethemembercontribution.Werestoredmembershipcontributionsto94%ofthe2010
level(London Highervoluntarilyreduceditsmembercontributionsin2010tohelpmembersthroughtheworstofthefinancialcrisis.)
Theresultoftheextendedyearhas,asexpected,impactednegativelyonourforecastedout-turnbutnottothepointoftakingusintothered.Carefulcostcontrol,therestorationofmembercontribution,increasedrevenuegenerationandsomenaturalcontractionhasallowedustoreturnamodestsurplusifcarry-overfrom2012-13isincludedandforecastsruntoplan.
Overalltheorganizationcontinuestorepresentremarkablevalueformoney,comprisingjust0.01percentofoverallmemberrevenue.

Accounts for 2013-14UnauditedaccountsfortheyearendingJuly2014showthatLondon Higherreceivedincomeofc.£1.3m(downc.18%on2012-13unauditedfigures)anddisbursedc.£1.2m(downc.14%on2012-13unauditedfigures),leavingasurplusofc.£80,000(downc.50%on2012-13unauditedfigures).
Itshouldbenotedthatwithaccrualsandprepaymentsthepicturewillchange.Asusualweexpecttocarry-oversurplusinto2014-15,lessanyagreedtransferstoReserves.
Weholdc.£205,000inreserveswhichisroughlyequivalenttothreemonth’srunningcosts,asisrequiredbyourFinancialRegulations.
AuditbyKingstonSmithisscheduledforSeptember2014.Finalaccounts,togetherwithourTrusteesReportwillbefiledwiththeCharitiesCommissionandCompaniesHouseintheautumn.
OutlookWeexpecttheorganisationtocontinueitsapproachtowardsabalancedbudgetin-year(i.e.excludingcarry-over).Thiswillbeachievedbycontinuedgrowthinrevenuegenerationandfurtherevaluationofexpenditure.However,theorganisationremainsweakoncash-flowandwewillcontinuetoexplorehowwecanmitigatethisweakness.TheReservespositionisappropriate.

Like most people, I have searched anxiously for signs of economic recovery. According to official figures at least growth seems to have returned - output is increasing, unemployment is falling (in certain age-groups, locations and sectors). So, as far as the wider economy is concerned, a recovery.
YetIhaveremaineduneasy.OnereasonisthatIwonderabouttheextenttowhichhighereducation(HE)willshareinthis?Ifeartheanswermaybelesspositivethanourpre-electionGovernmentwouldhaveusbelieve.
WeareintheearlyphasesofanewerainHEinwhichmarketforcesareexpectedtoshapeprovision.IfthemarketwerefullyfunctionalhighereducationinstitutionsinLondonwouldhavelittletofear.ThereisnoothercityinworldthatisasattractiveorfriendlytoHE.
ButthemarketforHEisnotfullyfunctionalandinsomescenariosmayneverbeso.Thatisadangerousplacetobeforanyproviderofgoods,butespeciallyoneaspreciousashighereducation.
ThesignsseempositiveforundergraduaterecruitmentinLondon,buttheyarelesssoforpart-time(animportantcomponentoftheLondonHEmarket)andmanyofusareconcernedforpostgraduate(amajorpartoftheLondonpiece).DespitethebesteffortsoftheHomeOffice,internationalstudentscontinuetocometoLondonbuttherearesomeuncertaintiesnowabouttheflowofthisimportantstreamoftheHEeconomy(againoneinwhichLondonfarexceedsotherUKregions).Addtothistheundoubtedadditionalcostsofoperating(andonthepersonallevelofliving)inaglobalcitylikeLondonandonebeginstoquestionifthe‘level’playingfieldislevel.
WeatLondon Higherhaveseensomeofthesmallsignsofrecovery.Aftermanygrant-lessyears,wewontwonewgrantsthispastyear.AccessHE,ourpan-LondoninitiativesupportingHEIs,schoolsandcollegesachievetheirobjectivesonwideningaccess,isakeypartnerinanextensiveprojectlookingathowpostgraduatestudentsfromtargetgroupsarebeingsupported.Inasecond,HEFCE-fundedproject,weareexploringwithanumberofinstitutionsacrossLondonhowdiversityinHEleadershipcanbeenhanced.

nBoththoseprojectsstemfromrealorperceivedmarketfailures.Thereareothersyettobeaddressedandstillmorelikelytocome.InMay2015theremaybeanewnationalGovernmentandthefollowingyearperhapsanewMayorofLondon.Moreuncertainty,then.Itbeingstofeellesslikeastablerecoveryandmorelikethelullbefore(yetanother)storm.
Throughouttheturbulenttimesinoursectoroverthelastfouryears,London Higherhasbenefittedfromoneparticularconstant–thecommitmentofouroutgoingChair,MalcolmGillies.OnbehalfofusallIwishtothankhimformallyforallworkhehasdoneforandonbehalfofLondonHEIs.Throughhissupportandjudgment,theenthusiasmofourBoard,thesupportofourmembersandtheenergyandskillofourExecutivewehaveweatheredthedarkdaysthatMalcomreferredtoinhisintroduction.
UnderGeoffPetts,ourincomingChair,London Higherwillbepreparingforthenexttests.Thesecouldbearoundfurtherreformstothefeesystem,threatstoremoveLondonWeighting,furthervisarestrictions,adropinpostgraduatenumbersand/orshiftsinthe
patternofpart-timeHE,pensionsorNHSreform.Sadlythelistgoeson.OneveryoneoftheseissuesLondon Higherhasalreadytakenaction,oftenleadingoralertingthesectorasawhole.Wewillcontinuetodoso.
Ofcoursethereisalwaysapositivecasetobemadetoo.ForLondonisthejewelinthiscountry’sHEcrown–shiningoutasanationalandinternationalasset.Benefitsfromitflowaroundtheseislandsinmanydifferentways.Weintendtotellthisstoryandtotellitwell.Ourmessageis-asithasalwaysbeen-Londonworks.Everyonehopesforarecovery,butwealsowantLondonHEtobeempoweredtodoevenmore.I’llbelookingoutforthosegreenshoots.
