Current IDIQ Requirements for M&V Reporting (C.4.2)
M&V reports – Annual is minimum frequency– Provide evidence that continued ECM
performance achieves the guaranteed cost savings
– Contents: ECM performance measurements, calculations, & adjustments to baseline
M&V Summit May 2003
Key issues in M&V reporting: M&V report should have enough context to
make sense alone Access to background information is critical:
– Delivery Order (ECM descriptions, M&V plan, cost schedules), acceptance documentation, commissioning materials, post-installation M&V report, contract modifications
Verification of O&M - per IDIQ section C.6 - C.8, especially C.7.4 – included ESCO verification of government's
maintenance and operations procedures
