Message

For Rights Jessore (RJ ) 2017 is the remarkable year of making steady progress to fulfill its goal and Mission . From the very beginning of its journey. Rights Jessore is dedicated to the protection and promotion of human Rights particularly for vulnerable people in the society. Since then RJ has been emphasizing on networking, capacity building of the stakeholders, Community involvement in the development process and documentations of human rights violations incidents to create an enabling environment for the prevention and protection of human rights particularly for the vulnerable people in the society. The organization has always been a catalyst to bring the community voice to the policy makers which helps hasten the development process. About two decades of its effort for introducing innovation in program approach and remarkable achievements in the field of prevention and protection of human trafficking made RJ a specialized organization of its genre. This annual Report highlights the major initiatives and achievements of Rights Jessore for the year 2017. The readers will also get some useful information from the report about the survivors. Rights Jessore works for, and their struggle, enthusiasm and hard work for better life. In this connection, we are thankful to the members of the Executive Committee and General Body of Rights Jessore who provided us the strategic directions and contributed in developing the policy guidelines. We are expressing our gratitude the development partners including donors and international agencies who provided us financial and technical assistance to move forward. We believe that the achievements of Rights Jessore are the result of concerted efforts of the beneficiaries of the organization. We are grateful to the stakeholders for their efforts and contribution towards our development initiatives. . I would also like to thanks Mr. Binoy Krishna Mallick for his dedication and dynamic leadership for the great contribution to promote human rights in Bangladesh under the umbrella of RJ. Foreword

I am pleased to present the annual Report of Rights Jessore for the years 2017 to the members of Rights Jessore family, donor, international agencies, different stakeholders of Rights Jessore including governmental officials and development partners and networking organizations. Rights Jessore has been implementing different program/projects for improving the human rights situation in Bangladesh particularly to improve human rights situation of the most vulnerable section in the society. The multi- pronged efforts are promoting programs related to combating human trafficking, Promotion of safe migration, promotion and protection of human rights etc. Rights Jessore implementing its programs through capacity building of the stakeholders and networking NGO’s human rights education, establish social safety net at grassroots level, providing hotline support etc. This approach helps its beneficiaries in finding their way of life in a better situation. Executive Committee members and General Body has been continually contributing to Rights Jessore’s organizational growth and development. I express my sincere thanks and gratitude to the members for their contributions in developing policies and guidelines for implementing its program/projects. I would also like to express my appreciation to donor’s different organizations and the networking NGOs/CBOs community to help achieve the goal and objective of Rights Jessore . Rights Jessore is a leading human rights organization in Bangladesh dedicated to protection and promotion of human rights. A group of philanthropic persons from different professional groups formed Rights Jessore in 1991 to uphold human rights of the people of Bangladesh with special focus on disadvantaged women and children. Since its inception Rights Jessore has been emphasizing on networking, capacity building of the stakeholders and documentations of human rights violations incidents to create an enabling environment for the prevention and protection of human rights. Till date wide range of advocacy and capacity building initiatives have been implemented on women and child rights, promoting good governance, safe migration promotion, health rights, civic and voter education, HIV/AIDS prevention and generic human rights issues. Rights Jessore believes in ensuring community participation in the development process. The organization has always been a catalyst to bring the community voice to the policy makers which helps hasten the development process. About two decades of its effort for introducing innovation in program approach and remarkable achievements in the field of prevention of human trafficking made Rights Jessore a specialized organization of its genre. Our community mobilization initiatives have been internationally recognized and awarded by Arab Gulf Fund for United Nations. Legal Status of the Organization:

Rights Jessore is registered with the NGO Affairs Bureau

Registration No. 1303 dated on 26 October 1998 and Social Service Department Registration no. 303 dated on 21 March 1993.

Vision Rights Jessore envisages a society in Bangladesh where every human being irrespective cast, creed, religion, color, culture, gender, and profession living with human dignity and free from all sorts of human rights violation.

The Mission of Rights Jessore is to protect the human rights of all people especially women and children by building awareness, creating sensitivity among the duty bearers and establishing good governance.

Rights Jessore's Thematic Areas: ■ Human Rights: From the very beginning Rights Jessore strongly holds the spirit of Universal Declaration of Human Rights (UDHR).Rights Jessore is working for elimination of distinction of any kind, such as race, color, sex, language, religion, political or other opinion, national or social origin, property, birth or other status. We work for the right to life, liberty and security of person. We demand equal protection of the law. We are against torture, cruelty, inhuman or degrading treatment, or punishment. We are for freedom of thought, equal property rights, freedom of expression and opinion and all the issues covered by universal declaration. ■ Anti-trafficking Human Trafficking is one of the brutal business and heinous crime. Rights Jessore is active against this crime from its inception. Rescue, recovery, repatriation, reintegration, legal aid, advocacy, community mobilization all are covered under this thematic area. From the point of perspective of donor support it is the biggest area of operation.

■ Safe Migration Promotion: During the Course of Action Rights Jessore has identified "Unsafe Labor Migration" as a major area what should be dealt with separately as an independent issue. Although there is close link between human trafficking and unsafe migration but due to difference in definition and legal implication it is essential to deal the problem separately. ■ Women Rights & Women Empowerment Women are half of the population but due to their social status and position they are subject to frequent abuse, torture and violations. Rights Jessore strongly believes in the equal opportunity of women; they should enjoy the freedom of life without the fear of being abused, tortured, trafficked or killed. Rights Jessore dedicated to make sure women's participations in social programming so that they are empowered in the community and can defend their rights. ■ Child Rights: Children are the future leader of the nation. Rights Jessore is against any form of violation against children. We believe in the safe, secured and violence free environment for every child with adequate opportunity for their education and development. ■ Good Governance: In principle Rights Jessore promotes good governance and the issue has been a part of organizational focus area. Till date Rights Jessore has been engaged with different sorts of activities and campaigns which promote good governance in public service delivery mechanism. Rights Jessore is one of the proponents to fight corruption at district level. It’s good governance promotional activities include advocacy for establishing citizen charter to enhance public access to information and to ensure social accountability of public service delivery, open budget at union Parishad, activating village court, civic and voter education, anti-corruption campaign and introducing social audit in Rights Jessore’s development project evaluation.

■ HIV/AIDS: HIV/AIDS is one of the major growing concerns. Rights Jessore worked to reduce the HIV vulnerability among the cross border mobile and promoting the rights of the people living with HIV /AIDS (PLWHA). Rights Jessore already established a Voluntary Counseling and Testing Centre (VCT) within general government hospital in Satkhira. Rights Jessore wishes to work further to reduce HIV vulnerabilities among the at risk populations. A few numbers of HIV positive repatriated survivors has been reintegrated in their family too. Linkage and liaison has been made by Rights Jessore to other service provider Offices for their essential services. ■ Environment & Climate Change: As environmental degradation and climate change emerge as one of the major development challenges in our endangering human life and livelihood is contributing enormously towards the number of incidents of human rights violations. It is happening as floods, cyclones and draughts, water salinity, rise of sea level or crisis of underground water or soon coming up as matter of growing concern. Rights Jessore supports and advocates for environmental justice for safe habitat in Bangladesh and beyond.

The organization has an Executive Committee consists of nine members. This Executive Committee is working as policy making body. This Committee approves all the programs of the organizations and helps General Secretary for smooth implementation of all activities of Rights Jessore. The General Secretary holds the sole authority. He is working as Executive Director (As per Constitution) of the organization. Under the guidance of the Executive Committee he is conducting all programs and administration to achieve the aims and objectives.

Executive Summary:

Rights Jessore implemented its Project wise activities as given guide lines. Rights Jessore is a nongovernmental non profitable human Rights organization. Its most of the activities emphasized on defending of human Rights, Right based activities, Protection of Child Rights, Prevention of human trafficking & promotion of safe migration Protection of women violence, and other social safety net activities. Rights Jessore has implemented its project smoothly in the year 2017 Rights Jessore Reached population 272888 of them 67267 were male, 124623 were female- 80998 were children. RJ continued its familiar initiative of survivor repatriation, rescue & reintegration 104 numbers of trafficked victims and Jail case survivors repatriated from India. Rights Jessore has provided 49 benefit package for the trafficked victim survivors in the year 2017. Besides this, Rights Jessore documented human Rights violation activity which was collected from various news papers. RJ also conducted Cross border Net working & collaboration meeting in the year 2017. Rights Jessore conducted 1448 number of programs to create awareness rising against human trafficking & promotion of safe migration it was as follows Community meeting with vulnerable women & girls, School Orientation, School debating , capacity building training of CTC ( Counter trafficking Committee ) , Street drama, Life skill training for girls student, Capacity building training of Police, Consultation Meeting with Government Official etc. In Implemented some project of Rights Jessore volunteer group are being organized field level activities. Thus the project is getting sustainable shaped. Through these activities Rights Jessore tried to create awareness rising against human trafficking & promotion of safe migration from its various project.

Rights Jessore has implemented the following projects activity in January’17 to December’17.

School Orientation:

Objective: Children’s vulnerability to human trafficking has been reduced

During the reporting period The project initiated and organized 25 School Orientation where 2736 participants participated of them 1176 were boy’s student, 1459 were Girls students , 74 were male teachers and 27 were female teacher . During the period the target of completing 25 school orientations in which 2500 students will be covered. RJ successfully organized 25 school orientation and 2736 participants covered. Plus deviation has been achieved. Its reason was boys and girls spontaneously participated in the school orientation. Most of them are able to identifying the

tricks of traffickers and they are communicating regularly through Hotline numbers and most of them are conducting peer session at school premises. The discussion points in the school orientation session was, Human Trafficking, Migration, Cause of human trafficking, consequence of human trafficking , prevention of human trafficking , step of safe migration , Role of students in prevention of human trafficking

and promotion of safe migration Results:

2736 students, teacher and female teacher have orientated on the issue of human trafficking and safe migration.

The knowledge of students regarding on human trafficking and safe migration has been increased, it was known by feed back during school orientation session.

Most of the students are taking part to inform massage to other people. Students are informing massage to their relative also.

IEC materials development and distribution (incl. Billboard Placement) containing of safe migration and anti-trafficking messages.

Objective: IEC Materials in context of human trafficking and safe migration are developed and distributed.

In the reporting period, RJ completed IEC materials development, in this period Leaflet – 5000 copies, Poster- 2500 copies, Flip Chart – 200 copies Stickers- 5000 copies Bill board – 10 Nos were prepared .Each PNGO has supplied this IEC material under mentioned number. A Stage drama is going on at Laxmanpur Union, The

name of the drama is “Abong Kalo Manush “

Results:

Field level activities are completing smoothly, both facilitator and participants are benefited through IEC materials.

Local people are getting massage through these IEC materials.

Bill board is playing vital role in increasing knowledge on the issue of human trafficking and safe migration in the project area.

Organize mass orientations by help of stage drama and songs. Objective: Level of understanding of potential migrants and vulnerable women and children on human trafficking and migration issues increased. Stage drama has been one of the most popular events as behavioral change tool. Stage drama attempts to diffuse the development message to its target audience through entertainment. It tries to depict the contemporary social context which helps the community people to approve the message comparing with their daily life activities. Usually such event is ideal to outreach large size audience at a time as it gets organized at public places like open fields close to villages. The project considers stage drama as a viable channel of message dissemination. Total 5 stage drama has been performed by PNGOs in their working area in which total 4785 community people participated in those stage dramas of them 1515 were female participants and 3270 were male participants. Target was 3750. 1035 Plus deviation has been occurred. Due to huge popularity of this event in the rural area 1035 plus deviation has been occurred. Results:

Mental recreation and massage receiving has been happed jointly. Community people aware in the issue of human trafficking and safe migration through

stage drama. 4785 community people are provided message through cultural program.

Organize mass orientations by help of Rallies for Celebration of international days like Human rights, trafficking and Migrant days. Objective: Level of understanding of potential migrants and vulnerable women and children on human trafficking and migration issues increased. During the reporting period, the project organized rallies to celebrate World anti human Trafficking day 2017, International Migration Day and World human Rights day 2017. Total 783 participants took part in the Rally of them 338 were female 445 were male participants.

A Rally is going to be inaugurated on the occasion of

Migrants day 2017.

Results: The general people on the street

were come to know about day observation on World anti human trafficking day, International Migration day, and human Rights day.

The name and fame has been extended of Donor Agency and RJ.

The attraction of colourful Rally has been fascinated to general people on the street.

Community meetings: Objective: Level of understanding of potential migrants and vulnerable women and children on human trafficking and migration issues increased. One of the major components of the project is the community meetings at community level. It is an outreach activity in nature to outreach the community people at their premises in support with the project partner NGOs. Two Counter Trafficking Committee CTC members as well as CVG members are entrusted to facilitate the event along with the partner NGO staffs. In this activity the CVG members select a house as prospective place for the community meeting and invite the neighbors around beforehand to sit together for a group discussion. CTC members arrange required sitting mats from the nearby households for around 30 persons sitting on a court yard. At the beginning the CTC and CVG members greet the participants as part of the ice breaking of the people gathered then, the CTC and CVG members start discussing the project issues like What is human trafficking, what are the main causes & consequences of human trafficking, what we can do together to stop human trafficking from the communities, what are the existing legal instruments and service settings via which we can seek Justice, what is migration, what is the benefit of safe migration, what are the ideal steps of safe migration etc. At the letter stage of the meeting, the facilitators seek feedbacks from the participants in a bid to measure immediate result of the discussion.. The partner NGO staffs and Rights Jessore project staffs support the CTC members for organizing and facilitating the community meetings in the project working villages.

During the reporting period, the project organized 35 community meetings at the community level covering all 10 working unions reaching 1548 (Female 1125 and male 423) project beneficiaries. Results:

1548 community people were orientated on the issue of prevention human trafficking and unsafe migration and other cross cutting issue like as prevention of early marriage.

In the Village Shamkur, CVG Members are campaigning as a part of door to door campaign on the issue of prevention human trafficking and promotion of safe migration.CVG Member Alamgir & Shadurl are providing message.

A community Meeting is going on at Laxmanpur Union where CTC & CVG Member are facilitating the session.

The community people were spontaneously participated in the community meeting to prevent human trafficking and unsafe migration in their locality and they are working with CTC and CVG members together in order to prevent of human trafficking.

The knowledge levels those who attended in the community meeting

on the issue of prevention human trafficking and unsafe migration has been increased.

An environment was created for the prevention of human trafficking and unsafe migration in the locality.

Community people assured they were determined to prevent human trafficking in their locality.

Gradually the incident of human trafficking is reducing and the incident of safe migration is increasing in the working unions. (Analyzing the register of Union Parishad )

Door to Door Campaigns

Objective of this event: Level of understanding of potential migrants and vulnerable women and children on human trafficking and migration issues increased.

In the Reporting period , 2 door to door campaign has been performed by PNGOs in which total 7706 community people got message on prevention human trafficking and safe migration issue of them 4204 were female and 3502 were male participants. This event was facilitated by CVG and CTC members, Union facilitators provided technical support to them and monitor their activities. In this event CVG & CTC members visits house to house in their locality and provide massages on preventing human trafficking and safe migration in brief.

An Advocacy Meeting is going at Satkhira PTRC conference Room on 28/10/2017. Mr. SM Azharul Islam is facilitating that Advocacy Meeting.

Results:

Total 7706 community people were sensitized on the issue of human trafficking and safe migration.

The relation between household owner CTC/CVG members created friendly environment through this event.

Participants were very much interested of getting message of prevention human trafficking and safe migration through door to door campaign.

Individual Meeting Objective: Level of understanding of potential migrants and vulnerable women and children on human trafficking and migration issues increased. In the reporting period 10 individual meeting was performed by PNGOs in their respective 10 unions in which total 502 participants took part in the individual meeting. Of them 205 were female participants and 297 were male participants. Individual meeting also facilitated by CTC and CGV members too. Union facilitator provides technical support and monitors the activities. The venue of individual meeting were as follows, Tea stall, Farm field, Mosque, Play ground, household, by the side of river, household, School corridor, etc

Results:

502 community people were got massages on the issue of human trafficking and safe migration issue.

Relation between CTC/CVG members and PNGOs staff and community people has been enhanced through this event.

District level Advocacy workshop with police concerned ministries and other stakeholders:

Objective: Law enforcement agencies, lawyer’s judges are playing proactive role and coordinate efforts in dealing with human trafficking and unsafe migration cases. In the Reporting period 02 District level Advocacy workshop with police concerned ministries and other stakeholders were organized by PNGO’s in which total 49 participants participated , of them 40 were male participants and 09 were female participants . One is organized in the district of Jhenaidha and another is organized at Satkhira district.

A Participants of Consultation Workshop is expressing her view during consultation workshop at Satkhira.

Results:

3 police official has been recruited in Jhenaidha district for monitoring the cases of

human trafficking at Jhenaidha district.

Coordination among law enforcement agency and other Governmental official in order

to prevention human trafficking and promotion of safe migration has been improved.

Consultation workshop and orientation with stakeholders including Judiciaries, lawyers, law, enforcement authorities journalists etc. Objective: Law enforcement agencies, lawyer’s judges are playing proactive role and coordinate efforts in dealing with human trafficking and unsafe migration cases. In the reporting period, 02 Consultation workshops and orientation with stakeholders including Judiciaries, lawyers, law, enforcement authorities’ journalists were organized by PNGO and RJ. One is

organized at Jessore District and another is organized at Satkhira district. Total 56 participants participated of them 48 were male participants and 8 were female participants. Results:

A separate room was provided by Jessore Court for ensuring friendly prosecution

environment of children and women.

Better coordination has been ensured between law enforcement agency and judiciaries

Survivor’s home visits by CTC and CVG members: Objective: Repatriated human trafficked survivor will be followed up by the social stature. In the reporting period, 04 survivors home visit was organized by PNGO’s in which total 88 human trafficked survivor were followed up by CTC & CVG Member. Of them 77 were female survivors and 11 were male survivors. Results:

88 Repatriated survivors were followed up by the social structure.

Information has been gathered of repatriated 88 survivors.

CTC Member Selina & CVG Member Samsunnahar are visiting Romesha’s house, a human trafficked survivors at Jhenaidha during survivors home visit .

Promotion and Operation of Hotline Services:

Objective of this Event: People/Target people will be available for getting service of any social Hazards all in sudden.

In the reporting period total 12 hot line services provided by 3 PNGOs SNUP, RDC &DRO in their working areas. During the reporting period, the project lunched 3 hotline numbers, 01959-975888, 01959-975999,01959-975777 at three working district and by this time, a total of 141 phone calls received and recorded through the hotline services where most of the cases related to human trafficking, early marriage, unsafe safe migration cases. Its details are as follows Human Trafficking-10,Unsafe Migration-15,,Murder-1 , Murder by BSF-1 Rescue- 9 Violence against women -3, Early Marriage-45, ,Sexual Harassment-2,Rape-6,Kidnap-3,Police Torture- 2,Missing-14, Child repression-1,Eve Teasing-4, Cyber Crime-1 Advice of safe Migration -1 Torture by BSF -2, suicide-1, Torture by BGB-1, Acid throwing-1 Others-18 Total 141 calls recorded Total 141 people got services through hotline services, of them male were 85 and female were 56. Results:

Cross cutting issue were addressed promptly through hotline services.

Local people are being benefited, through these services; PNGOs name and fame are being extended.

Social hazard are being minimized all in a sudden.

These services are getting popularity day by day in the locality.

Active media work to promote awareness and hotline services:

Objective of this event: To aware people on the issue of human trafficking and safe migration through media work.

The project has initiated to broadcast some human trafficking and safe migration related information and with hot line services through local TV Channel and huge number audience are getting information through the channel. Total 213700 audience watch this TV scroll and gathered information from these TV scroll and informed about the HOT LINES Numbers and HTDS Law 2012, anti trafficking and safe migration related massage. Of them 77175 were male and 136525 were female audience. Results:

Viewers are getting massage through media in sitting home.

Psycho Social Counseling Training for Selected CTC and CVG Members:

Objective of this event:

CTC and CVG have psycho-social counseling skills.

During the reporting period 3 Psycho Social Counseling Training was organized by PNGO in which total 63 participants participated of them 51 were female participants and 12 were male participants. Target was fulfilling. No deviation has been occurred. DRO Organized one Psycho Social Counseling Training for Selected CTC and CVG Members at Laxsmanpur Union Parishad, sharsha, Jessore on 20/9/2017 Total 13 participants participated all were female participants. RDC organized one event at Shamkur Union Parishad on 25.9 .2017 in which total 13 participants participated of them 6 were male and 7 were female participants . Crescent , VDP , SNUP Organized one Psycho Social Counseling Training for Selected CTC and CVG Members at Training Room, Rishilpi Internaitonal, SadarSatkhira in which total 37 Participants Participated of them 6 were male and 31 were female participants and Rights Jessore facilitated the training and most of the participants developed their knowledge how to build relationship between counselor and Clint and also person to person and increased the understanding level on emotional and interpersonal nature as well as self-determination and care giver . The training was participatory and enjoyable. The participants learn how to provide counselling support to human trafficking survivors as well. Results:

Capacity has been developed of 63 CTC & CVG Participants on Psycho Social Counselling. (It was known by pre and post test evaluation of the training )

Selected CTC and CVG members were very much confident to conduct Psycho Social Counselling for the trafficked victim in their locality.

Capacity building training for School Teacher/ Religious leader on human trafficking and safe migration issues: Objective: Teachers of working area has been capacitated on delivering message in the issue of human trafficking and safe migration.

In the reporting Period, PNGO’s of RJ organized 05 capacity building training for School teachers /Religious leader on human trafficking and safe migration issue in which total 146 participants participated , of them 91 were male participants and 55 were female participants . Participants target was 150. 4 Minus deviation has been occurred due to business of teachers.

One event was organized, by RDC on 20.06 2017 at Nepa Union Parishad , Moheshpur , Jhenaidah in which Total 28 participants were attended in the activity, of them, 19 were male and 09 were female. Crescent Organized one event at Nalta Fazil Madrasa on 15 july in which 30 participants participated. Of them 14 were male participants and 16 were female participants SNUP organized one event at Langaljhara Union Parishad, Kolaroa, Satkhira, on 13/9/2017 in which 30 participants participated of them, 14 were male and 16 were female participants.

A Capacity building training is going on for Police Official on the issue of prevention human trafficking and promotion of safe migration at Jhinaidah

VDP organized one event at Baikery Union Parishad, Sadar Satkhira, on 17/9/2017 in which 28 participants participated of them, 24 were male participants and 4 were female participants. DRO Organized one event at Bahdurpur Union Parishad, Sharsha, and Jessore on 23/9/2017 in which 30 participants participated of them,

20 were male participants and 10 were female participants. Results:

146 teacher s and religious leader capacitated on prevention human trafficking and safe

migration. (Pre and post test evaluation).

They are working as an information bank in the community on the issue of prevention

human trafficking and promotion of safe migration.

Capacity building training to police officials: Objective: Police Official has been capacitated of the working area they distinguish easily human trafficking case unsafe migration case. Filling case of human trafficking is going on smoothly. In the reporting period, 1 capacity building training to police Official was organized by RDC & RJ at Police Office

Conference Room, Jhenidah on 30/12/2017 in which total 22 participants participated of them, 19 were male and 03 were female participants.

Achievements:

22 police official has conceptually rich on human trafficking and safe migration.

Participants gained clear concept on repatriation and rescue.

Participants also achieved equal knowledge on the law of HT 2012 and promised to complete investigation of human trafficking case faster.

RJ Hotline number will be preserved in all police Station of Jhenaidah district.

6000 community police also be distributed hotline number of RJ .

Capacity Building Training & Formation of CTC including inclusive representation as per guideline: In the reporting period, PNGOs organized 10 CTC formations in their Respective union parishad. Total 270 CTC members Participated in the Capacity building training, of them 232 were male CTC Members and 38 were female CTC Members. Target was 300 CTC Members in 10 capacity building training but we have achieved 270, 30 were minus deviation due to business of CTC Members. Local elected representative are very busy personnel they have a lot of work in their locality.

Each PNGO Organized 02 Capacity building training & Formation of CTC including inclusive representation as per guideline in their assign Unions. Training & Advocacy Officer Sauwly Sultana of RJ conducted these training session and Union facilitator assist her .

SNUP Organized 02 Capacity building training of CTC in the Union Karagachi & Lalgaljhara under Kolerwa Upazila of Satkhira district dated 27.3.17 & 11.5.17 in which total 56 CTC Members attended of them 47 were male CTC Members & 9 were Female CTC Members.

VDP Organized 02 Capacity building training of CTC in the Union Kushhali and Baikary under Satkhira Sader Upazila of satkhira district dated 13.4.17 & 24.7.17 in which total 53 CTC Members participated, of them 46 were male CTC Members and 7 were female CTC Members.

DRO Organized 02 Capacity building training of CTC in the union Laxmanpur and Bahadurpur under Sarsha Upazila of Jessore district dated 15.4.17 & 20.7.17 in which total 51 CTC Members Participated of them , 43 were Male CTC Members & 8 were female CTC Members.

Crescent Organized 02 Capacity building Training in the Union Varasimla & Nalta Under Kaligonj Upazila of Satkhira district dated 24.4.17 & 22.8.17 in which total 54 CTC Members participated of them, 46 were Male CTC Members and 8 were female CTC Members.

Results:

Successfully 10 CTC formation and 270 CTC Members capacity building on prevention human trafficking and promotion of safe migration was completed in those Unions according to NPA.

Capacitated CTC members are taking part in organizing and conducting awareness session in their locality and they were working shoulder to shoulder with CVG members in order to prevention human trafficking and promotion of safe migration.

In the reporting period project has organized 10 capacities building training of CVG members in which total 315 CVG member participated of them 178 were male CVG Members and 137 were female CVG Members . Annual Target was to Organize 10 Capacity Building training and Participants Target was 330 CVG Member. But 15 minus deviations were occurred in participating CVG Members due to sickness and urgent piece of business of CVG Member.

Each PNGO’s Organized 2 Capacity building training of CVG Member in their assign Unions. Training & Advocacy Officer of RJ Sauwly Sultana conducted these training sessions and union facilitators assist her.

SNUP Organized 2 Capacity building training of CVG Members in the Union at Keragachi & Langaljhara dated 22.4.17 & 28.8.17 under Kolaroa Upazila of Satkhira district in which total 66 CVG Member Participated, of them, 35 were male CVG Member and 31 were Female CVG Member .

DRO Organized 2 Capacity building training in the Union Parishad at Laxmanpur & Bahadurpur dated 27.4.17 & 26.8.17 Under Sharsha Upazila of Jessore district in which total 63 CVG Member participated of them, 41 were male CVG Member and 22 were female CVG Members.

VDP Organized 2 Capacity building training, in the union Parishad at Kushkhali & Baikary dated 22.5.17 & 26.9.17 under sadar Upazila Satkhira of Satkhira district in which total 60 CVG Member participated of them, 34 were male CVG Member and 26 were female CVG Member.

RDC Organized 2 capacity building training in the union Parishad at Shamkur & Nepa dated 25.5.17 & 14.9.17 under Moheshpur Upazila of Jhenaidah district in which total 61 CVG member participated of them 41 were male CVG Member and 20 were female CVG Member.

Crescent Organized 2 capacity building training in the union Parishad at Varasimla & Nalta dated 18.5.17 & 21.9.17 under Kaligonj Upazila of Satkhira district in which total 65 CVG Member Participated of them 27 were male CVG Member and 38 were female CVG Member .

Results:

CVG was successfully formed in the respective Unions and 315 CVG Member were capacitated ( Pre & Post test evaluation of the training )

They determined to carry on prevention of human trafficking and promotion of safe Migration related activities for sake of community people.

The Project is gaining gradually sustainable shape in 10 unions through CVG Member.

They are known as safe Migration advisor in their locality.

PNGO of RJ organized 12 Meeting but total participants attended 669 in which 87 Minus deviations was occurred due to urgent piece of business of the CTC & CVG Member on the meeting day. VDP Organized 2 Monthly Meeting with CTC & CVG Member in the Union Parishad Kushkhali Under Satkhira Sadar Upazila of satkhira district dated 20.4.17 & 21.12.17 in which total 111 CTC & CVG Member participated , of them 82 were Male CTC & CVG Member and 29 were female CTC Member . SNUP Organized 2 Monthly Meeting with CTC & CVG Member in the Union Parishad Keragachi under koleroa Upazila of Satkhira district dated 25.4.17 & 15.06.17 in which total 118 CTC & CVG Member participated of them , 80 were Male and 38 were Female . Target has been fulfilled no deviation has been occurred. Its details as follows: The exposure visit was headed by Mr.Binoy Krisna Mallick Executive Director of RJ , Mr. Azharul Islam , Program Manager RJ, Selection criteria: They all are good in conduction of the meeting of international level. They are habituated of conducting a participatory meeting also. Mr. Binoy Krishna Mallick : He is well known In India as well as with networking NGO in India. Usually he participated in nationally and internationally forum on the issue of prevention human trafficking and promotion of safe migration. He is very much experience on rescue of human trafficked survivors and repatriation of survivors. Mr. SM Azharul Islam: He is too much habituated of the conduction any sorts of meeting of national level or International level. He is also very much experienced on the issue of prevention human trafficking and promotion of safe migration. He is also well known to high Government level officials both in India and Bangladesh. He is experienced in networking with networking NGO’s and experienced in rescuing trafficked survivors as well as repatriation. He has a good understanding of SOP. During the exposure visit in India under mentioned subject was discussed with Net working NGO.

Strong networking establishment:

All visited networking NGO’s authority emphasised on strong net working. Without establishing

strong network the expected achievement cannot be achieved they realised. Regular Cross

border networking meeting should be arranged in this purpose. Experience sharing on rescue,

repatriation and integration of human trafficked survivors must need. Regular Exposure visit of

two country’s networking NGO’s is very much needed.

SOP Monitoring :

Visited all networking NGO are agreed with this point for monitoring of SOP. In the previous cross border networking meeting some decision was taken it was as follows Review and Reform of SOP:

1. There is a need of putting greater emphasis on preventive measures by addressing the

structural and root causes of trafficking. This would also contribute in sustainable social

integration of the survivors (which would also contribute in preventing re-trafficking).

2. There still exists push-back and other informal return/repatriation of the victims

organized by the formal institutions even though the SOP has clear directives on human

rights-based process ensuring dignity and respect of the survivors.

3. The SOP and MoU have not given due emphasis on Bangladesh being a trafficking

destination of Indian citizens. There is a need of addressing this concern as a priority.

4. In the SOP and MoU, there are no clear directives on what would be the status of the

children in case of the children who are born at destination while the mother is being

trafficked.

5. There are some norms that have evolved over the period (such as the children below

the age of five are repatriated with the mother without any further due). However,

these are not taken into account by the SOP which has further complicated the

repatriation process. The experience of the actors with practical experience of

repatriation is now needed to be heard in reviewing the SOP.

6. The MoU identifies the commitments of the state parties to address all forms of human

trafficking- this needs to be incorporated in the SOP so that the coverage is expanded to

cover men along with women and children in relation to trafficking.

Implementation of SOP and Monitoring: 1. There is a need of strengthening the monitoring of SOP implementation process for

which the RRRI Taskforce needs to be strengthened. At the same time, there is a need of

organizing civil society monitoring. The NGOs across the borders need to strengthen

networking and carry out a shadow monitoring of the SOP which the SOP has already

assigned to the NGOs. The shadow monitoring can also be published as annual reports.

2. Apart from the responsibilities of monitoring of human rights of the survivors, the SOP

has assigned the NGOs with certain responsibilities of assisting the governments in

some specific areas of interventions (such as, training and awareness raising etc.) - there

is now a need of assessing the modalities and priorities in relation to these

responsibilities.

3. There is a need of an effective coordination in the multi-agency interventions and for

taking seedy decisions through RRRI Taskforce - the NGOs can facilitate the process of

strengthening of RRRI Taskforce.

4. The MoU needs to be transformed into a formal agreement between the two

governments.There is also an urgent need of making the SOP binding by being referred

in relevant Acts and Rules. This will also facilitate effective implementation of the SOP.

5. There is an urgent need of raising awareness raising, sensitization, dissemination and

capacity building on the MoU and the SOP among the relevant administrative actors,

CSOs and community actors.

6. Protection offered to the NGOs and social workers (protection in case of threat,

defaming and false cases etc.) working in addressing the agenda of human trafficking

carried out in good faith- needs to be included in the SOP.

It is crying need of reviewing, implementation and monitoring SOP both government India and Bangladesh have to work together in this regards. Multi agency coordination: Net working NGO realised that in both country multi agency coordination is very much needed for stooping human trafficking. Net working NGO in India will try to include multi agency coordination for stopping sex trafficking in India. RRRI tasks force in Bangladesh is already working to involve multi agency coordination for stooping human trafficking it is narrated in NPA (National Plan of action ) . Jail case: All networking NGO in India was agreed Bangladeshi National is in numerous terrible those who have Jail case in India. The networking NGO will try utmost to dissolve jail case of the Bangladeshi national. They will also help to Rights Jessore in this regard. Besides this , RJ team listed 21 Bangladeshi national for immediate repatriation from various home in India . Results:

A net working NGO in India has been realized to work shoulder to shoulder both India and Bangladesh in order to prevention human trafficking and for repatriation of human trafficked survivors.

Information of 21 survivors has been collected from various homes in India who are waiting for smooth repatriation from India.

All networking NGO were agreed to strengthen collaboration in order to prevent human trafficking and for repatriation of human trafficked survivors.

Net working NGO realized to organize cross border meeting with Bangladesh and Indian Government as well as Net working NGO’s.

A Coordination meeting with Police, BGB (Border Guard Battalion) & lawyer is in proceeding at RJ Conference room, Jessore . The chief guest was Mr. Hossain Showkat ADC General Jessore district.

Organize Coordination Meeting with Police /BGB and lawyer: Objective: Coordination system has been built up among the law enforcement agency (BGB, Police, Lawyer) trafficked survivors are getting proper justice. In the month of November 2017 one Coordination Meeting with Police /BGB and lawyer organized at RJ Conference Room, Jessore dated 24.11. 17 in which total 21 participants participated, of them, 17 were male participants and 4 were female participants another was organized by RDC at Bar Association Hall Room, Judge Court, Jhenidah dated 21/12/2017 in which total 24 participants participated of them 17 were male and 7 were female participants . Results:

45 Participants were more participatory in the meeting.

Effective coordination has been set up among BGB, Lawyers and police in the prevention of human trafficking and promotion of safe migration in Jessore & Jhenaidah district.

A Good coordination has been set up between law enforcing agency, lawyer in regards of prevention human trafficking and promotion of safe migration.

45 participants were sensitizing on the issue of prevention human trafficking and promotion of safe migration.

The commitment of lawyer law enforcement agency and government official for

prevention human trafficking and promotion of safe migration was achieved.

Outcome-3: Sozio- Economic Reintegration of Human Trafficking Survivors and Unsuccessful Returnee Migrants. Counseling support by project staffs such as capacitated CTC and CVG members to victims, their families and communities: Objective: Self Confidence of survivors is strengthened. In the Reporting period, Total 56 human trafficked survivors counseled by the project staff, of them 53 were female, and 3 were girls. Annual target was 20 . 36 Plus deviation has been occurred due to need based activity.

Counseling support is providing a human trafficked

survivor in her house by RJ Staff.

Results:

Through counselling support 56 human trafficked survivors became mentally boosted up.

They provided advice how to maintain their life in the incoming days.

They were urged to contact immediate if they fail in any trouble.

Community people have supported these survivors in time of integration.

The trafficked survivor got mentally support through this event.

How they will behave with the community, they learnt from this session. How they will pass the incoming days, it was learnt by them and how they will become a fruitful citizen of the society, they also learnt from this counseling session.

Repatriation of victims:

Objective: Survivors are rescued by CTC Rights Jessore and Members of Cross Border network and cases of survivors are filed. In the reporting period, 51 trafficked survivors repatriated from India, Saudi Arabia (1) and Lebanon (1) of them,50 were female and 01 were male survivors by the support of AWO International. All survivors were integrated in their family successfully. Results:

These 51 human trafficked survivors get opportunity to meet with their family members again and they came back in their native land.

People of surrounding area are got learning from these survivors. They never failed trap of broker for human trafficking.

People of surrounding area are helping them for mixing in the mainstream.

08 Survivor has developed economical status after getting lively hood support from RJ.

All repatriated survivors successfully reintegrated in their family.

Shame and resilience training for survivors: Objective: Self Confidence of survivors is strengthened.

In the reporting period 01 batches of repatriated human trafficked survivors provided shame and resilience training. In the shame & resilience training total 30 repatriated female human trafficked survivors participated. Annual Target has been full filled. 5 Plus deviation has been occurred

Of them 3 were male and 6 were female. 08 survivors are new and 01 is old survivors all cases are in process. There is verdict yet. Annual Target is 7 but we have completed 9 . 02 Plus deviation has been occurred. Results:

These human trafficked survivors get opportunity of trail free of costs.

They hoped all offenders will be punished in the incoming days.

.Rescue operations and initiation of repatriation for survivors and need assessment for survivors:

Objective: Survivors are rescued by CTC Rights Jessore and Members of Cross Border network and cases of survivors are filed.

In the reporting period , total 29 survivor rescued by RJ with support of AWO international in which 21 were female and 8 were male .

Results:

All Rescued survivors escaped from imminent danger.

29 survivors rescued from being human trafficked.

Entrepreneurship and skill development trainings and assistance for job placement: Objective: Survivors started to earn for their livelihood. In the reporting period, 8 human trafficked survivors provided Entrepreneurship and skill development training. Annual Target was 8, we have achieved 8. No deviation has been occurred. These 8 survivors have been provided cow and sewing machine as a livelihood support. Results :

Above mentioned survivors are gradually getting economical solvency and now in days

they are passing days peacefully.

The vulnerability of re- trafficking of these survivors has been reduced.

Partner Coordination meeting quarterly: Objective: Better coordination has been established with PNGOs. In the reporting period RJ performed 02 partner coordination meeting in which 36 participants from partner NGO participated. Of them 30 were male participants and 06 were female participants. There is no deviation in organizing Partner Coordination Meeting but in attending participants 4 deviations has been occurred due urgent piece of business of the participants. Sharing experience of the last performed activities and to increase the level of understanding of the assigned field staff as well as to develop the capacity of the project staff. The participants of the meeting were the executive directors & union facilitator of the five partner NGOs, staff and

Annual Report must be submitted within 7 January, 2018.

In CTC Meeting regulation copy all Unions activity must be narrated, It will be submitted

in RJ with Monthly Report.

Some suggestions were given by the participants it is as follows:

In order to build capacity of CTC and CVG Member residential training should be

organized.

Government Official such as Women affairs Officer, Union Parishad Chairman and Secretary are required counseling training

Results of the event:

Objective of the meeting has been gained.

Experienced has been shared of the last six months activities.

Capacity has been developed of the assigned field staff in the meeting. It was

assessed by feedback.

PNGO' staff got the future direction of the activity for the incoming days .

Half Yearly Partner Coordination meeting: Objective: To share the experience of the performed activities and future planning of the incoming activities In the reporting period, 02 Half yearly Partners coordination meeting was held at Rights Jessore’s conference Room. Total 48 participants from PNGOs participated. The annual target was completing 2 half yearly coordination meeting and participation of 40 participants. 8 plus deviation has been occurred due to first time 10 CTC & CVG member has been participated.

Some decisions were made in the half yearly coordination meeting it was as follows

School Orientation session will be in two part, in first half 50 students will take part and in Second half other 50 students will take part.

Partners Annul reporting format will be reviewed & squeezed, then it will be provided to PNGO’s as soon as possible by monitoring officer.

Those CTC & CVG member are trained on Psycho social training who are suggested to visit survivor’s house.

Monitoring Officer of RJ will look after Survivors case Monitoring issue.

CTC & CVG Member will visit nearby district for survivor’s home visit.

In next meeting, five PNGO have to present their progress in power point presentation.

Those who will not be able to prepare power point presentation they have no need to come in the meeting.

Any sorts of malpractice cannot be tolerated.

Each PNGO have to submit project lesson learn, Main barrier and Next year plan within 15 December 2017 to RJ.

Each PNGO have to come with 10 local issues for preparing project in the next meeting. Results:

Capacity of CTC & CVG member as well as union facilitator has been enhanced.

Capacities of PNGO’s are being gradually enhanced like as 3 PNGO’s has presented their performance in power point presentation in this meeting.

.Union level monitoring by partner organization: Objective: Executive Director will be capacitated on Monitoring issue. In the Reporting period, PNGO of RJ visited 80 field visits for monitoring purpose. The target was 60 .20 plus deviation has been occurred in this section. The following PNGO paid monitoring visit as under mentioned number SNUP – 23, RDC- 15, Crescent- 16 DRO- 22 VDP- 16. Monitoring tools and monitoring Report is also preserved by PNGOs Results:

Coordination meeting with Govt. Agencies at Dhaka: Objective: Coordination between Government agency and RJ will be enhanced. As a active member of RRRI taskforce project attended 4 times meeting at Dhaka and contributed a great contribution on Rescue, Repatriation as well as safe migration issues on the other hand Executive Director RJ has contributed to develop a National Plan of Action 2015-2017 which has already published. As a result the process of repatriation has become easier than the previous timing. Prevention of human trafficking has been reduced RJ documentation cell Report says in the year 2016 human trafficking incident was 648 in Bangladesh But in the Year 2017 human trafficking incident was 282.

Capacity building training for staff: Objective: Project staff will be capacitated, In the reporting Period, 1 Capacity building training for staff was organized at RJ Conference room on 26-27 May 2017 in order to develop skill on Report Writing & Monitoring in which Total 24 participants participated, of them 18 were male and 6 were female. CBSG (Capacity building service Group) provided this training. All PNGO and RJ staffs of AWO International funded project took part in this two days training. Results:

26 staff capacitated on the issue of report writing and monitoring. (Pre & Post

evaluation )

Objective wise achievement: • Potential migrants women and children‘s vulnerability to human trafficking has been

reduced and justice for trafficking survivors is ensured.

1. Tricks of human trafficking Potential Migrants women & Children are very much

known in the community they prevent human trafficking herself at present.

2. Children are getting message from human trafficking related message in the

community from CTC & CVG Member; they are sharing it to their parents, Nahibour

and friends.

3. 09 case of human trafficking has been under trail in the Year 2017.

4. Women are getting awareness from CTC & CVG member in the community gradually

human trafficking case are reducing. CTC & CVG Member stopped 02 cases in the

Prevention, protection and prosecution (3p) are effectively addressed at union and district level by social structures supported by the project

School Orientation: In the reporting period total 91 school orientations sessions were organized in the working area by the project in which total 4771 children participated. In these School Orientation children were orientated about child Rights, CSEC and human trafficking issue; they were also oriented how to report on CSEC issue. Results

old in Jhenaidah district on May 25, 2017.

Skill development training for students: In the Reporting period, Project organized 11 Skill developments training for students in which total 330 Students participated in the working area. Children were trained about their Rights and life skill training in these training sessions. Results :

330 children were trained about their Rights and on life skill.

In the working area, CSEC issues are reducing gradually.

Children are receiving this training spontaneously and they are discussing it with their

friends.

Organize school debate issues of child Rights: In the reporting period, Project organized 12 School debate on Child Rights and human trafficking issue. Total 1162 Children participated in the School debate session. They learn about Child Rights and on human trafficking issue through these School debate sessions. Observing these School debate session visitors from Netherlands are very much appreciated.

Home investigation & repatriation: In the reporting period, Project Repatriated 35 children from India. They were trafficked in India and failed very vulnerable situation. With the help of Bangladesh Government, Indian Government, Networking NGO in India and Rights Jessore they were returned back in Bangladesh and reintegrated in their family. Results:

Counseling support is being provided to a human trafficked survivors by Thamina , a counselor of Rights

Jessore.

Shame & Resilience training is being provided to human trafficked survivors at RJ Conference Room.

Counseling support and follow up for survivors: In the reporting period, Project achieved Counseling support 113. DTZ project Counselor provided counseling support going physically in their home. For providing counseling support most of the human trafficked survivors came in normal life and they became mentally boosted up and living normal life and they are working as a change agent in the community. Some of them working in beauty parlor and promoting prevention CSEC issue there.

Shame and resilience training for trafficked victim: In the reporting period, 2 batch shame & resilience training provided to human trafficked survivors in whom total 55 participants participated of them 37 were children and 18 were female. In order to boost up their mental health this type of shame & resilience training was provided by the project at RJ conference Room. Results:

Reintegration of Survivors:

In the reporting period, 35 repatriated human trafficked survivors were reintegrated in their family successfully by the project. They all are living normal life with their parents and with family members.

Results

35 human trafficked survivors successfully reintegrated in their family.

They are instant example of surrounding neighbors for not responding in false promise to unknown broker in the community.

They are mixing with mainstream of the society.

Organize training / workshop with the community level: In the reporting period, project organized 12 training/workshop with the community level in which total 342CTC Members participated. Of them 270 were Male participants and 72 were female participants.

Results

342 CTC Members were sensitized on the issue of prevention CSEC and human trafficking.

Some of them were earned ability of the facilitation of this training session independently.

They were promised to prevent CSEC issue as well as human trafficking issue from their locality.

Community Meeting: In the reporting period project organized 91 communities meeting in the working area in which total 3096 community people participated. Of them 171 were male participants, 2717 were female participants, and 208 were children. Through community meeting the message was delivered for prevention CSEC issue and upholds the Rights of Children and prevention of human trafficking. In that community meeting, community people responded spontaneously. Results:

Community people have known about service providing agency, Risk factor and well

coordination has been established among Government agency.

Community people have learned about referral system.

Formation & capacity building of CVG: CVG (Community vigilance Group) a non government affiliated group has been formed in the community by the project they are acted as a watch dog in the community. The project have been formed this group for the sake of community people and for protection of the children. 20 members exists each of CVG. The youth group of the community, Students of School College, UP member, local elites , local leader, house wife are the member of this group. In the reporting period, 06 CVG group has been formed and 120 members are trained on the issue of prevention CSEC issue, Child Rights, and the issue of prevention human trafficking. Of them 66 were male CVG member and 54 were female CVG Member. Results:

120 CVG members are capacitated on the issue of prevention CSEC, Child Rights and on

the issue of prevention human trafficking.

CVG Member are delivering message to RJ regarding CSEC issue, through hotline

numbers.

CVG and CTC members are working shoulder to shoulder in order to prevention CSEC

issue and human trafficking.

CVG member also informing about service providing agency to the community people

for the protection of children.

Capacity building training & formation of CTC: CTC (Counter trafficking Committee) is a Government affiliated committee. It was formed according to NPA (2015-2017) in Union, Upazila, and in district level for foresees prevention of human trafficking and promotion of safe migration . Most of the Union level CTC Member is union level elected members; teachers and elite person of Union level is also member of the committee. In the reporting period, 04 CTC has been formed and capacitated on the issue of prevention CSEC, Child Rights & prevention human trafficking. CTC & CVG Member are working shoulder to shoulder in the community for the prevention of CSEC and human trafficking and uphold the rights of children. Results:

Total 106 CTC Member capacitated on the issue of prevention CSEC human trafficking

and for upholds the Rights of Children.

CTC helping Child Protection Committee in the community.

CTC is promoting hotline service in the community.

Sensitization workshop with CTC to develop a child protection Mechanism: In the reporting period, project organized 12 Sensitization workshops with CTC to develop a child protection Mechanism in which total 163 CTC Member participated of them 127 were male CTC Member and 36 were female CTC Members. Results

Judiciary authority of Jessore court has provided a separate room for ensuring child

friendly environment at Jessore Court. .

Meeting with the local Government and Other concern ministry: In the Reporting Period, project Organized 05 Meeting with the local Government and Other concern ministry in the working districts. These meeting were taken place at Jessore, Jhenaidah, and Khulna and in Kushtia district in which total 102 participants participated of them 74 were male participants and 28 were female participants. In these Meeting, Governmental Official was sensitized on the issue of prevention CSEC and in the issue of prevention human trafficking and on Child Rights issue. Governmental official committed all sorts of assistance will be provided to Project. Results:

Capacity building of police, Judge, advocate on CSEC and child safe justice: In the reporting period, project organized 04 capacity building training on CSEC and child safe justice in the working district in which total 111 participants participated in these capacity building training, of them, 79 were male participants and 32 were female participants. Results:

111 police, Judge, advocate, were capacitated on the issue of CESC on Child Rights and

prevention of human trafficking it was known by feed back during capacity building

training on them.

They committed the project will get assistance during implementation period by them.

Lobbing meeting identified Companies management: In the reporting period, Project organized 04 Lobbing meeting with identified Companies management , in which total 70 participants participated , of them 60 were male participants and 10 were female participants , by this activity 70 private sector management Official were sensitized on the issue of prevention CSEC issue , Child Rights , and prevention of human trafficking . Results

70 Private sector officials were sensitized on the issue of prevention CSEC issue, Child

Rights and prevention of human trafficking.

Private sector company management committed their organization will be CSEC free

and they will abide by the rules of Child Rights in their family and they will advertise of

the message out side of the organization.

Interaction with marketing branding and communication staff of identified companies: In the reporting period, Project organized 04 Interaction with marketing branding and communication staff of identified companies in which total 94 participants participated, of them 92 were male participants and 02 were female participants. Results

94 participants were sensitized on the issue of prevention CSEC, Child Rights as well as

prevention of human trafficking.

Private sector companies, include CSEC issue in their HIR.

Advocacy Meeting with the private sector developing MOU: In the reporting period, Project Organized 04 Advocacy meeting with the private sector developing MOU in which total 06 MOU have been developed with the Private sector regarding on the issue of prevention CSEC issue as well as Child Rights and prevention of human trafficking .

94 staff of Private Sector was sensitized on the issue of prevention CSEC, Child Rights

and prevention of human trafficking.

O6 MOU was signed by Private Sector for CSEC free environment, Protection of Child

Rights and for prevention of human trafficking.

The Private Sector companies committed to provide service of CESC affected victim in

their companies.

Besides this this Project achieved under mentioned specific sing during implementation of the project activity .

Sing Children a) 18.10.2017 Uzangram Secondary high School: Uzangram Child Protection Committee organized a awareness session headed by Maria , Students of class ten in which 10 students were attended . the discussion point s were Child rights , early marriage, anti trafficking , and CSEC . At the end of discussion they distributed RJ hotline number among the attended participants. This is their own initiative .In this Peer education session; also Child protection advisory committee Mr. Md. Ali Zinnah, Assistant teacher of Uzangram high School was attended. b) 17.11. 2017, A Member of Child protection Committee at Uzangram named Habiba often was pray of eve teasing by some impudent boys in their locality in the mean time she informed her parents and teacher but no remedy came then she came forward in the time of eve teasing and bite slap in check of the eve teaser than they run away. c) 18.10. 17 , Occurrence Place : Machpara Sadar Kustia, Shathi , a student of class Eight of Jhudia high school Sader, Kushtia, , age ,13, she was studying in Jhudia Coaching Center , Her parents arranged her marriage in nearby village , she informed this information to her friend Named Rashal Mhamud , a member of Child protection committee of Uzangram , then he informed this information to Islami University police station , then police came to spot and the arrangement of marriage has been postponed. d) The students of Bolabaria High school organized a school orientation in their school premise on 25.11.2017 with the motivation of school orientation and school debate organized by Rights Jessore. They discussed about child rights, CSEC and Child trafficking. They also disseminate the hotline numbers of Rights Jessore. Total 40 students participated in the orientation. e ) The students of Atra Shreenath high school have formed a child protection committee on 28.10.2017. They are working as peer educator, volunteer and roller of social stigma and discrimination. On 18.11.17 and 23.11.17 they arranged a discussion meeting on their school premise.

Community 1. The community people are accepting the survivors as social stigma decrease with awareness raising program like community meeting. There was a great effort of CVG members of Down to zero projects to integrate survivors their own community. The trafficked survivor Tania, village: Dhakuria, Fultola, Khulna successfully integrated in her family. 2. On 28.11.17 Ruma Yesmin, Teacher of Fultola Govt. Girl's high school conducted a session on Child rights and Child trafficking in school class room.

2. The community people are more conscious about their children through CVG members. The

CVG members are organizing community meeting. On 23.12.2017 CVG member Ritu,

Atragilatola, Khulna organized a discussion meeting in Eastern Jute mill colony. 30 female and

girl students participated in the meeting

3.A elite person , Named Shamim Ahmed , Philpnagar, Daulatpur Kushtia ( Mobile

01713914664) on 11 December 2017, has informed Rights Jessore that 17 person of his locality

are in Indian Jail . After getting this information, Rights Jessore has been started process of their

repatriation.

Government 1. Union Level CTC now reporting their case to Rights Jessore. Halima Begum, UP and CTC member of Fultola Union, Khulna Referred a trafficking case on 27.11.2017. 2. 12 Union CTC Committee has been prepared high Risk women list in their locality. Union Parishad are providing them job in various project. 3.SI (Sub Inspector of Police) of Kotwali Modal Police Station Mrs Kadiza 1o missing rescued children survivor handed over to Rights Jessore for their smooth integration in their family . 4. Judge Court Jessore has been provided a Special Room for ensuring child friendly procession at Jessore Court. 5 Special. Public Prosecutor of Kushtia Judge court Mr. Akram Hossain has committed to ensure child friendly prosecution at Kushtia Judge Court. 6. Child welfare board has included CSEC subject in their agenda.

They will also include CSEC subject in their HIR Policy 2. Eden Shoe Factory Jhenaidha, Divine Group Chowugacha has commited they will provide awareness of CSEC from their company. 3. Those survivor will be affected by CSCE issue they will provide Job in above mentioned company; the authority of that company has been committed.

Survivor's Sign 1. Trafficked survivor Tania was repatriated (16.8.2017) from India. She lived in an insolvent and unaware family as a result she was trafficked by a trafficker. But after reintegration (22.8.2017), rehabilitation support and regular follow up now she is stable in her life. She is a college student and now attending her class regularly. Rights Jessore has provided her a sewing machine, cloths and educational support from Down to Zero and (EGCBEF) Malala Project. Now she is earning money from tailoring and affords her family, her daily necessaries and her own study. She also discusses with her friends and known persons about trafficking and sexual exploitation and its hazardous consequences regularly. Now she thinks over and over before arrive any decision. 2. Sultana Akhter Brishty was repatriated on 7.6.2017. She lived in a poor family as a result she was trafficked by an unknown broker. She was reintegrated in her family on 17.6.2017. Rights Jessore has provided her a sewing machine and cloths from Down to Zero Project. She works in a garment and besides that make cloths in home. Now she is self dependent and bears her family and other expenses. Her family is now economically solvent. She discusses about trafficking and sexual exploitation and its dangerous effect with her Colleague and known persons regularly. Now she thinks over and over before reaching any decision.

This project is being implemented from 8 May 2017 to 31 December’17, Extension Period January 2018 December 2018. This project is being implemented in the district of Jessore and Narail . This project is working on the issue of prevention human trafficking and promotion of safe migration. The project already gained popularity in the working area for the implementation of the activity. Skill Development Training for Peer Leader: Peer Leader is a non Government affiliated organization in the community whose member came forward voluntarily to educate people on the issue of prevention human trafficking and promotion of safe migration for the well being of community people without any remuneration. A few Number of youth people of the community are involved in this sacrificing job. They are working as a watch dog in the community.

Training for Potential Migrant at District Level: In the Reporting period, Project Organized 03 training for Potential Migrant at District Level, in the district of Narail-1 Jessore-02 in which total 247 Potential Migrants participated of them 238 was Male potential migrants and 09 were female Potential migrants. Results

247 potential migrants oriented on the issue of prevention human trafficking and promotion of safe migration.

They also orientated if any hazard persist while going to abroad how they encounter it.

During feedback session, they answered all safe migration related questions.

Meeting to establish Referral Mechanism with GO/NGOs Service Provider: In the Reporting period, project Organized 01 Meeting to establish Referral Mechanism with GO/NGOs Service Provider in which total 16 GO/NGO Officials participated of them 09 were male participants and 07 were female participants. Results:

16 GO/NGO Officials were sensitized on Referral Mechanism.

GO/ NGO Officials were agreed for MOU with Rights Jessore on this purpose.

School Orientation: In the reporting period, Project Organized 10 School Orientation in which total 426 students participated of them, 175 were boys and 251 were girl’s students. These School Orientation session were organized and conducted by Peer Leader The message provided to students regarding human trafficking, causes of human trafficking, consequence of human trafficking, Migration, Step of safe migration, Prevention of human trafficking, hotline services etc. Results:

Day Observation: In the reporting period ,Project observed 2 day observation like as world day against human trafficking 2017 and Migrants day 2017 , The colorful Rally and discussion meeting were organized in this occasion . In the rally total 662 participants participated of them, 389 were male participants and 273 were female participants. Results

662 people were sensitized on the issue of prevention human trafficking and promotion of safe migration.

General people of outside of the road area shown the colorful rally with great interest and read the message on placard regarding prevention human trafficking related massage as well as promotion of human trafficking.

IEC Materials distribution: In the reporting period, Project distributed IEC Materials to project participants during conduction of various awareness raising activity. Total 1395 project participants were distributed IEC Materials of them 328 were male, 641 were female, 175 were boys and were 251 girls. Among the distributed IEC Materials leaflet, Flyer, Poster, Sticker were in list. Results:

1395 project participants understand the message of prevention of human trafficking and promotion of safe migration easily by IEC Materials.

IEC Materials acted the role of catalyst to the participants in understanding the message regarding prevention human trafficking and promotion of safe migration.

02 repatriated human trafficked survivors were mentally boosted up and got legal support free of cost.

02 repatriated human trafficked survivors will get justice against human trafficker in the long run.

Hot Line Service: In the reporting period, 83 people got the opportunity to avail Hot line service through hotline number, of them, 45 were male and 38 were female. Through hotline service many cross cutting issue like domestic violence, early marriage, information of human trafficking , information of unsafe migration eve teasing related information community people informed to Rights jessore and Rights Jessore acted on this information accordingly .

“Prevention of child Trafficking and Promotion of Safe Migration by Strengthening Institutions and communities” Funded by TDH/INCIDIN Netherlands. This project activity is being implemented in the union Upashar, Ramnagar, Kochuha of Sader Upazila of Jessore district and in Rangpur,Sadar and Kurigram Sadar of Rangpur and Kurigram district . The project is working on the issue of prevention child trafficking. Weekly discussion sessions are conducted on child rights and child trafficking with students by teachers at Sutighata High School, Ramnagar Union Parishad; Hazi Mohammad Mohsin High School, Namej Sardar High School, Natun Khaertala High School and Islamia Girls High School under Jessore Sadar Upazila, Jessore district.

Teachers are conducting debate competition on child rights and child trafficking with students in their own initiative in different time at Sankarpur High School, Sadar, Jessore Published in newspapers.

Mr. Modasser Ali, Chairman of Narinderpur Union Parishad, Sadar Jessore has set up two anti-trafficking billboards in the local market areas in order to increasing awareness among the community people.

Sahina Akhter, Upazila Anser & VDP Officer issued a notice for Anser & VDP members to inform any human trafficking cases to CTC Committee and Rights Jessore (PCTSCN Consortium member) trafficking hotline number.

The Jessore Sadar Upazila Education Office has developed and sent anti-trafficking actions by sending SMSs through mobile phones to all officials (1000) under its jurisdiction inscribing hotline number of Rights Jessore.

Md. Nasir Uddin Molla, Deputy Director, Islami Foundation distributed anti trafficking IEC materials of PCTSCN Project among the Imam, Teachers of Mosque based child education program.

“Combating Human Trafficking in Bangladesh through the Promotion of safe Migration and Protection (RJ – CHTBPSMP)” Funded by “Relief International. This project activity is being implemented in the district of Satkhira and Jessore . This project is also working on the issue of prevention human trafficking and promotion of safe migration. Significant results of the project: 1. Information about human trafficking, its reason, method, result and how to prevent

trafficking disseminated to the students through awareness raising school orientation by youth forum. The students assured that they will accept offer and connect with any risky activities with consideration. They also assured that they will inform their friends and classmates about human trafficking.

2. The Union CTC members assured that they will discuss about human trafficking related issues in their CTC meeting.

3. In information session of safe migration at grass root level the participants got clear concept about safe migration steps and if any of their known person willing to go to abroad they must follow those rules.

4. Livelihood supported survivors expressed their satisfaction and told that they will try to be self sufficient nourishing that cow. Mst. Anawara Khatun from Satkhira, seek the blessing and also said that she will try to be self reliant.

5. The chairman and UP members realized the importance of union CTC and assured to activate it. It ensures the participation of local representatives in those combat human trafficking activities.

6. The preparatory field of prevention human trafficking and unsafe migration is being prepared by the orientation of youth forum.

7. A preparatory field for the leadership of young generation has been established at union level.

Empowering Girls through capacity building and education to Prevent CSEC” (Commercial Sex Exploitation of Children) Funded by Free a girl Netherlands. This Project is working in the district of Jessore and Jhenaidah since 1 Aug 2017 and will ended 31 July’2018. Mainly this project is working to empower and build up the capacity of the girls to prevent CSEC Issue. This Project is also working for educating CSEC affected girls in the working area.

Providing Educational Materials and Coaching Support : Project provided to 4 girls Providing Educational Materials and Coaching Support Tania had been illegally trafficked from bangladesh to India by her boyfriend, rakib on 14 May

2016 and sold in a brothel after 3 days. She was abused and sextually expolited and after 15

days she was rescued by CID of Indian Police from Red alert area . She was in a shelter home of

India and had been started to learn how to do tailoring . Rights Jessore, with the help of

Bangladesh governement repatriated her on 16 August 2017.

Tania’s family is very poor. She is living with her parents and one younger brother. The monthly income of Tania’s family is 6000 BDT which is not enough for fours livelihood supports.She wants to continue her study and wants to train on tailoring works for future livlihood. She is a student of Bussiness studies in Dowlotpur College, Fultola, Khulna.

Community-led Outreach on Safe migration in 12 Districts of Bangladesh. This project has been working since August 2017 and will be continued February 2018. This project activity is emphasized on promotion of safe migration which is already responded tremendous responses among the rural areas community people. This project is working in the area Dyara, Kisimpur Union Under Jessore Sadar Upazila, Chougacha , Pasapole Union Under Chougacha Upazila, Magura Gonganandopur Union Under Jhikargacha Upazila of Jessore District . Moharajpur & Paglakahnai Union Under Jhenaidah Sadar Upazila , Mirjapur & Phulhori Union Under Shoulkupa Upazila , Kapashatia and Chandpur Union Under Horinakundo Upazila of Jhenaidah district . The demand of labor migration is plenty among the rural areas people. People wants to go abroad maintaining safe migration process but broker and fraudulent reciting agency are very much active for depriving innocent rural area’s people. The project is working to increase awareness about safe migration issue in the working area. The project activities are being implemented with the support of IOM. The numerical achievement is as under mentioned.

This activity was gained popularity among the rural areas people as because metal recreation and message receiving was happened in a time by the participants. Results:

8. Combating Human Trafficking through Empowering Women & Providing Protection Services for the Survivors supported by BONO & Chance Swiss. This project is started from 1 Aug 2017 and will be continued 30 , September 2018 its working area are Bosundia, Under Jessore Sadar Upazila of Jessore district, Simulia Union Under Jhikargacha Upazila of Jessore district. Moharajpur Union & Paglakanai Union under Jhenaidah Sadar upazila of Jhenaidah district. In the year 2017, this project has not started its field level activities due to not get permission of NGO-AB. So its activities were not narrated.

Repatriation update 2017 : Repatriation is a process in which the citizen of a country returns back his/ her own country from other country through governmental process of two countries which they hold by the law enforcement agency of destination country due to not bearing legal documents with him/ her. In the year 2017, Rights Jessore repatriated 93 human trafficked survivors and 11 Jail Case with the negotiation of Indian Government.

Repatriation Process : An elaborately process is being maintained for repatriation activity. The following activity is being done for the repatriation process by Rights Jessore. It is as follows

Rights Jessore Informed about victim through E-mail by its net working NGO at abroad.

Application to Executive director by parents or guardian of victim’s family.

HIR (Home Inquiry Report) is completed by fact finding officer of Rights Jessore.

Application to MOHA (Ministry of home affairs in Bangladesh) is sent by Rights Jessore on the behalf of victims’ family.

MOHA sent it to SB (Special branch) .

Special branch checked its nationality.

Special branch sent it to MoFA & MoHA

MoHA issued repatriation order

MoHA sent it different places like as Rights Jessore and concern authority

MoHA Sent it to RRRI task force

RRRI task force sent it to concern country authority

MOHA sent it to Bangladeshi Embassy of the respective country.

Concern Embassy is issued travel permit.

The process takes time at least six months. But the guardian or family members are passed very anxiety moment in that period. They dialed the mobile number of Rights Jessore and asked when will come the concern. But it is nothing does when the above mentioned process will be completed by the Government than the victim will return home.

Like as human trafficking, Kidnapping, Rape, Murder, Acid throwing, violation against women and other different human Rights violation incidents are occurring in the daily life of the general people. Rights Jessore is an organization which is committed to develop and defending of human rights. Its documentation cell regularly documented and keeping the records of violation of human rights incidents. This information is collected from the daily newspapers. RJ compiles these incidences and publishes it through press conference every year. In the year 2017, RJ’s documentation cell analyzing data says a total 19139 people has been affected of the 19880 numbers of human rights violation incidents. The most number of the affected people are women and children among the total affected people. On the other hand in the case of murder, suicide, robbery, and political violence incidence most of the numbers of affected people are male. The reasons of these incidences are as follows, Poverty, lack of awareness, Lack of proper utilization of law, though law is existing. Alluring proposal by broker and the good opportunity of crossing border are the cause of human trafficking. On the other hand poverty, discrimination of men and women in the society, especially gender based violence, the affect of the misconception in the society, lack of awareness etc reasons are the responsible for the incidents of violence against women .While Rights Jessore gets any news of any incidents of violence of human Rights then it played the role of assistance or giving support doing fact finding of the incident, Rescue of the trafficked victim, Reintegration, ensuring the legal support of the victim through its different existing project. It is notified that, we are watching, through recruiting agency a lot of people are prey of labor trafficking aiming to go in the country Jordan, UAE, Iraq, Iran, Lebanon. Rights Jessore is providing support and playing role of catalyst through its existing project while informed the incident of violation of human Rights, They are doing fact finding of the incidents, Rescued the victim of trafficking, Reintegration the human trafficked victim, providing counseling support & livelihood support,

Human Trafficking: In the year 2017, 282 people have been trafficked according to RJ documentation cell report. Of them, 136 were women, male were, 46, male children were 52, and Female children were 48. Of them 31 victim has been rescued by police and local people during human trafficking Among the rescued people, the residence of the victim in the district of Jessore, Khulna,, Satkhira, Narail, Dhaka, Narsingdi, Bagerhat, Manikgonj, Barisal Patuakhali, were found. Only 53 cases have been filed in the newly enacted TIP law 2012. A few traffickers have been arrested by law enforcing agency of the total human trafficking cases. Traffickers are applied the most number of the tricks of false premise and fake mirage of the incidents. The main cause of it unemployment in the country, for this reason the number of death is being increased by sinking boat in the ocean for the purpose of going abroad and the number of Bangladeshi prisoner are being increased in the foreign jail . But lack of awareness, malpractice of broker, Negligence of low enforcement agency is the main reasons of the human trafficking. Among the remarkable incident of human trafficking. The human trafficker uses as a route of human trafficking of the district Cox’s-bazar, Jessore,& Satkhira . According to the news in newspaper, it was found, 232 numbers of Bangladeshi national were repatriated by the help of NGO and Government of Bangladesh in the year 2017. Of them 81 survivors were repatriated by Rights Jessore. 15 survivors were rescued during in the time of human trafficking.

Migration: The number of legal worker export has been reduced for this reason; the numbers of irregular migrants are being increased. Some dishonest Recruiting agency are continuing their efforts of sending aspirant migrant to abroad by boat through ocean without valid documents . The documentation cell of Rights Jessore says in the year 2017 (January- December) 257 Bangladeshi national (Men, women and children) were arrested by BGB for entering India from Bangladesh and entering Bangladesh from India without valid documents. Of them 73 were Women, 100 were men, Male children were 53, and Female children were 31. Among the bordering area where they were arrested by BGB it were as follows Gatipara and Sadipur under Benapole of Jessore district , Kolaruwa, Hesoldi and Kakdaka bodering area under Satkhira district, Voberpara under Mujibnagor of Meharpur district , Damurhuda of Chuhadanga district, and Nolitabari of Sharpur district. . Most of them they were handed over to local police Station and filled cases in the act Passport Law.

Murder: In the Year 2017, Total 1280 persons were murdered of them 280 were women, 782 were male boys were 129, and 89 were minors girls .Most number of the incidents of Murder were occurred in the Month of January and lowest number of incident of Murder was occurred in the Month of August . By analyzing the report it was found, family dispute, Dowry, land dispute, Gun encounter with law enforcement agency, Political violence, East Antiquity, extra marital relationship, rape etc were the main reason of murder Incidents were occurred by stabbing, strangled, hacked to death, shooting. If it is analyzed published news we can find that family dispute, dowry, dispute related to land, political violence, previous enemy, extra marital relationship, rape etc were the main reason of murder.

Especially due to the reason of dowry 48 women was murdered and after rape 13 women were killed and for the reason of family dispute 79 women were pray of murder. Due to hindrance in extra marital relation 12 people have been killed. After kidnapping 7 persons have been killed. In the custody of law enforcement agency and encounter with law enforcement agency 32 people have been killed. 95 persons were killed due to political violence. 24 persons were killed for mysterious reasons. During the time of theft, robbery and snatching 23 people were killed by massacre. Almost each and every district in Bangladesh the incident of killing was occurred its number was few or larger. Women were killed by their husband and father in law, Mother in law, sister in law and other relatives. On the other hand, men were killed by terror, business encounter, political and family encounter. Most of the numbers of incident have been occurred in the district of Dhaka 90, Jessore 75, Chittagang -51 Commilla 49, Khulna 41, Faridpur-41 . Of them 233 cases were filled in the local Police station, of them the number of arresting accused was very poor by the law enforcement agency. On the other hand, the family members of victim were spending unsecured live filling case against offender.

Dowry: Dowry is one of the worst systems in the society which influence the violence against women. In the year 2017, January to December 130 women failed the prey of repression of dowry. Of them for the reason of dowry most of the women are victimized of mental and physical torture. Not only that, for the reason of dowry Murder, divorce, multiple marriage like these incidents has been occurred. In the district of Jessore, , Barisal , Gopalgonj, Sylhet, D the most dowry incident was taken place abundantly. The most of demanded dowry amount is between Tk.50000- 100000.The most of the cases the main accused was husband and its relatives. Total 28 cases have been filled in the respective local police station for dowry incident.

Repression to women & Men : Due to gender equity and gender discrimination women and male were being tortured physically, mentally, socially and economically by the family member. In the year 2017, January to December total 688 persons were tortured. Of them 238 were female and 450 were male. According to news, Reason of gender based inequity women and female children were the victim of violence from the family members. Like as mental torture, physical torture economical torture they faced. In the year 2017, 238 women have been tortured in different way. Analyzing the report, the reason of the repression of women were as follows illegal relation of husband, Not agreed of husbands second marriage, family dispute, , Not agreed in the proposal of illegal sexual act . Most of the incidents have been occurred in the district of , Jessore, Barisal, Satkhira, perojpur . On the other hand, on the account of very simple reason wife were tortured by their nearest relative like as husband, mother in law, among the torturing event, hand and leg was broken by them of their wife some time they cut the hair of their wife too. Most of the victims were admitted in the nearest hospital in serious condition. 53 cases have been filed in the local police station on this regards.

Acid throwing: In the Year 2017, 29 persons have been victimized of acid throwing. Of them, 19 were women, 4 were men, and 6 were female children. The main reason of acid throwing were as follows, Family dispute, previous enmity, not agreed in the proposal of love, dispute of land property. 11 cases have been filled in local police station in this regards. The Most of the incidents have been occurred in the district of Kishoreganj and Tangail.

Early Marriage: In the year 2017, 114 early marriage incidents have been occurred throughout the country for the reason of, security problem of female daughter, misconception regarding early marriage, and unawareness regarding this issue. Of them 16 incident of early marriage have been completed. 92 Female children have been escaped from early marriage with the help of TNO, District women and children affairs Officers, Mobile Court, Police, UP Chairman, UP member and local people. Mobile Judiciary court has been punished the accused according to the law in many occasions. They were husband’s father and mother, husband, matchmaker, and marriage registrar. The punishment was jailed and monetary plenty. According to documentation Cell Report of RJ, among the different districts of Bangladesh, the most number of early marriage incidents have been occurred in the district of Jessore-5 Tangail,-7 Netrakona -5.

Suicide: For the reason of family dispute, not paying dowry, not to get proper justice of rape cases, poverty, unsuccessful in love, illegal relation of men and women, Failed in examination, disagree with the parent’s decision, in the year 2017 total 554 individuals selected the path of suicide. Of them women were 220, Men were 185, Male children were 34 and female children were 115. Of them, family dispute caused suicide 39, women and men, Sexual harassment caused suicide 13 women and children, and silly matter caused 24 persons suicide, after rape 6 girls committed suicide, and 05 girls committed suicide when they were forced to early marriage by the parents. Most of the suicide incidents occurred in the district of Jessore, Chittagong, Barisal & Dhaka.

Sexual harassment: In the year 2017, a total 142 women and female children were prey of sexual harassment throughout the country. Sexual desire, not agreed in the proposal of marriage, not agreed of the proposal of love, Eve teasing by youngster to girls, pulling dress of school college goers girls by the youngster, not agreed in the proposal of sexual act, It was seen youngster tried to rape female school teacher and female neighbors, were the main reason for sexual harassment to women and female children. 41 cases have been filled in the respective local police station in this regards. Most of the incidents have been occurred in the district of Dhaka, Mymensingh and Natore .

Rape: Rape is one of the worst examples of inhuman repression. The main process of rape was as follows kidnapping, false promise of food, and false promise of marriage. The rapist killed the

victim after rape these incidents also been happened. In the year 2017 the number of incidents of rape was 403. Of them, 96 were women and304 were female children . 03 male students of Madrasa was prey of rape by the teacher of that Madrasa. This incident was taken place in the district of Dhaka. 71 women and girls were victimized of gang rape. Generally female students of school and college and minor girls were victimized of rape. Besides these, 23 disable female children were also victimized of rape .188 cases was filled in the local police station in this regards. In the some cases accused were arrested but most of accused could not arrested by law enforcement agencies due to various reasons. Most of the incidents were occurred in the district of Jessore, Magura and Sunamgonj.

Kidnapping: In the year 2017, total 394 incidents of kidnapping were occurred throughout the country. Of them, 37 were women, 258 were male, 33 male children, 66 were female children. The reasons for kidnapping were as follows demand of money for rescuing, previous enemy, not to agree in love or marriage, and the incidents of fishermen kidnapping by buccaneer was also occurred. The incidents of fishermen kidnapping were 80 of total kidnapping incidents. A total 177 incident of kidnapping was filed cases 60 incidents filed GD in local police station. The most number of incidents of kidnapping was occurred in the following districts Jessore-86, Khulna-59, Satkhira-13, Perojpur-9, of them, 116 people were rescued by exchanging a lot of money to Kidnapper. On the other hand law enforcement agencies arrested 130 offenders in this regard. In the same time they were trying their best for rescuing kidnapped victim according to the report published in the news paper.

Repression of Police: In the year 2017, 265 individuals were victimized of police repression. Of them women were 3, Men were 251, Male children were 7 and female children were 4.In the most of the incident it was found people protested of misconduct of police and they were prey of false allegation by police and taken in the police Station or police custody and bitten by them hence 104 individuals were injured .

Missing: There is a deep relation between missing and human trafficking. In the year 2017, 333 individuals were missing throughout the country. Of them, the numbers of women were 36, men were 146, male children were 109 and female children were 42. Of them, the most mysterious incident of missing has been occurred against maid wife, Students of School, College, and Madrasa. Most of the incidents of missing were occurred in the district of Dhaka, Jessore, and Barisal. 278 incidents of missing was filed GD in the local police station in this regards. But in Most of the cases the victim was not rescued or there was no trace of the victim.

Killing by BSF: In every month, the news of killing Bangladeshi nationals by BSF was published in the national news papers. In the year 2017, the bordering area of the northern and southern part of the

country 38 women, men, and children were killed by BSF. Of them 1 was woman, 36 were male. The most incidents were occurred in the bordering area of the district Satkhira, Chapahinababgoj and Naogan.

Kidnapping by BSF: 14 incidents of Kidnapping by BSF in the year 2017 were occurred according to RJ documentation cell report. Of them 02 were women, 30 were men, male children were 12, and female children were 4. After kidnapping, in the most of the ceases the victim were returned by BSF after arranging flag meeting between BGB and BSF. In the year 2016, the most number of the incidents of kidnapping by BSF was occurred in the bordering district of Satkhira, Thakurgaon, Meherpur and Kurigram .

Repression by BSF: In the year 2017, total 44 men and women were repressed by BSF. The Most number of incidents were occurred in the bordering district of Jessore, Satkhira, Kushtia, Moulavibazar,Lalmonirhat, and Thakurgaon. The reason of repression by BSF were found to graze the cattle in the bordering area, illegal movement in the bordering area, For these reason BSF hammered Bangladeshi national by stick , shoot by gun, Number of Bangladeshi national was wounded by BSF in these incidents.

Repression of children: In the year 2017, 295 children were repressed throughout the country. Of them 120 were female children and 175 were male children. The process of repression were as follows hammering by stick and locked in room for the offence of steeling, Teachers hammered students in the class room for not reading at home, Teachers fractured hand of students in the time of beating in the class room for the simple matter, Children were tied with the chain were the most repression incident against children. Of them, the most number of incidents were occurred in the district of Barisal perojpur, Jessore, and Khulna.

Theft: In the year 2017, total 150 theft incidence has been occurred throughout the country. The process of theft were as follows Senseless through chemical, breaking lock of the house etc, Thief in the most of the occasion was stolen cash money, Mobile phone, Gold Ornaments, bicycle, dress, Motor bike, statue etc. The number of most incident of theft has been occurred in the district of Jessore- 34, , Khulna-25 Barisal-4 Satkhira-8, . 36 cases have been filled in the local police station in this regards.

Snatching: In the year 2017, total 145 incidents of snatching were occurred throughout of the country according to the RJ documentation cell report. In the most of the cases victims were wounded through stabbing by hijacker while obstructed in the time of snatching. Even death was occurred also in this regard. Snatching goods were as follows cash money, gold ornaments, Motor car, hand bag, Mobile phone, Laptop, Trucks, Easy bike, Motor cycle etc. The numbers of

snatching incidents were occurred in the district of Jessore-31, Dhaka-14 Barisal- 9, and Khulna-8, incidents were occurred. In some occasions police rescued the snatching goods conducting the raid and arrested snatcher. Most of the incidents of Snatching were not filed case in the local police Station.

Robbery: In the year 2017, 131 incidents of robbery have been occurred. Of them, during robbery victim was killed by hacking, wounded, the incident of blasting bomb was occurred while obstacle made by victim. The most of incidents have been occurred in the district of, Jessore-12 Khulna-13, Barisal-8, Faridpur-6 .The robber looted precious things like as gold ornaments, laptop, Mobile Phone, Charger, Motor bike, Truck, etc.

Judicial Judgment; In the year 2017, in different district of Bangladesh, the honorable learned court gave judgment on 268 human Rights violation incidents. The learned court gave judgment of the following numbers incidents as follows murder -160, Rape-25 dowry-07, Sexual harassment -34, Kidnnaping-2, Repression of women-1, Acid throwing -2, early marriage- 19. The mobile court gave the judgment of the incident like Eve teasing and early marriage in these cases the punishment were jailed to impudent boy, the father, the grandfather of early marriage victims .

Repression of minority groups: 47 incidents were occurred in the year 2017, of them 1 women and 35 male were prey of violence. On the other hand, houses, business centers of minority groups (Hindu) were destroyed and torched temple and many statues were destroyed also. Most of these incidents were occurred in the district of Gopalgonj, Jessore, Barisal, Jhenaidah,and Bagerhat, .

Political violence: In the year 2017, 476 number of political violence incident was occurred in which, 7560 people was prey of political violence. Of them 316 were female, 7227 were male and female children were 17. 98 people were killed on the ground of political violence. The topmost incident of political violence was occurred in the month of January. The main reasons of this political violence were internal clash among the different political parties member, to dominant in the area by the political party members. Among of the incidents, violence of the Upazila and Union Parishad election were top most of the incidents, besides this, The land was the Apple of discord between two political party members. The most incident of political violence were occurred in the district of Faridpur, Jessore,Dhaka, Jhenaidha Chittagong,Barisal, Brahmanbaria,Shariyatpur, Bhola, Magura, Sirajganj, and Kushtia

Road Accident: The reasons of the road accident were as follows, Dam Care attitude of the Driver, sleeping tendency in the time of vehicle driving of the driver, Careless walking on the high way by the people. In the year 2017, total 6317 individuals were prey of road accident. Of them women

were 408, male were 5384, male children were 305 and female children 220. Most of the incidents, were in the district of Jessore, Dhaka, Bagherhat, Gazipur, Chittagong, Khulna , Faridpur, Rajbari and Gopalgonj .
