Chief Statistical Specialist
The quest of Philippine Statistics Authority- Al-
bay Provincial Office for 2017 is, indeed, a break-
through. It was a testament that it takes more than
effort and perseverance to achieve success. It takes
dedicated people who are willing to invest themselves
in yielding worthy triumphs to deliver solid, responsive,
and world- class service.
In 2017, PSA Albay humbly earned its utmost
feat, the successful pursuit of earning the ISO
9001:2015 Certification, which came from the team-
work and heavy labor of Philippine Statistics Authority;
thus, of the PSA Albay team. Also, we were awarded as
the 14th Place in the Provincial Category and 2nd Place
in Partnership and Linkages Provincial Category in the
2017 Field Awards. Moreover, looking back to more
achievements and accomplishments of PSA Albay, we
gladly provide you our 2017 Annual Report - a genuine
documentation on how we dedicatedly fulfilled our mis-
sion in bringing statistical and civil Registration service
and awareness through statistical operations, information dissemination, partnership and linkages,
and civil registration and human resource activities.
With these, it is of my sincere and warm regards to thank everyone for giving their best shot in
accomplishing every appointed task, through adversities we, PSA Albay team, remain resilient and
steadfast. To our stakeholders, especially to the Association of Civil Registrars of Albay (ACRAI), Inc., I
am truly pleased of the constant support and cooperation you give in bringing our service closer to the
people. To the Top Management and to our dearest Regional Director, Engr. Cynthia L. Perdiz, I would
like to extend my deepest gratitude for the endless support and guidance you give to our undertak-
ings throughout 2017. Above all, to our Creator who made all things possible.
As we venture 2018 carrying an ISO 9001:2015 Certification, I am optimist that PSA Albay is
geared-up to bring Statistical Operations and Civil Registration services into another level.

Awards and Recognition Every year, PSA Albay gives its all-
out and just service to its clients and stake-
holders; thus, to be recognized for our ef-
fort and hard work, indeed, it all paid off.
As we embark to a new year, let us
gladly share with you the awards and
recognition we got from 2017:
• ISO 9001:2015 certified, officially an-
nounced during the National Planning
Workshop (NPW) last 24 November 2017
at Taal Vista Hotel, Tagaytay City;
• 14th Place (Top 15 Provinces); and
• 2nd Place in Partnership and Linkages
(Provincial Category).
These notable achievements would
not be possible without the unity of the
great people of PSA Albay.

Highlights of 2017 Fulfilling the mandate of delivering relevant and reliable statistics and efficient
Civil Registration services to our clientele, PSA Albay organized and participated to vari-
ous activities throughout 2017.
JANUARY Aspiring to provide the best service to its clientele, PSA Albay, In the pres-
ence of RO II Cross Doreh L. Lee, attended two (2) major trainings on Civil Registra-
tion: (1) Training Course on the International Classification of Dieases Version 10
(ICD-10) for Coders, and (2) Training on the Analysis of Causes of National Deaths
for Action (ANACONDA).
Meanwhile, an Adopt-a-School was organized by PSA Albay last 31 January
2018 for Basud Elementary School and its students after being struck by the may-
hem of Typhoon Nina. The office and staff munificently gave out school supplies,
used clothing, and monetary donation.

FEBRUARY
PSA Albay systematically highlighted the vital
role of Civil Registration to its clients and stakehold-
ers during the 2017 Civil Registration Month celebra-
tion with the theme “Pilipinong Rehistrado, Matatag
na Kinabukasan ay Sigurado.” The office and the Lo-
cal Civil Registry Offices (LCROs) of Albay initiated
and organized worthwhile activities that primarily
aims to provide complete coverage of Civil Registra-
tion. In entirety, the office participated in five (5) Mo-
bile Registrations and in five (5) forums/ symposia/
trainings (all of which were attended by selected
PSA personnel and a few of them served as Re-
source Speaker/s); furthermore, partook in two (2)
Mass Weddings as witness(es) and Feeding Pro-
grams, organized one (1) training, and participated
in a Gift-Giving Activity.
Highlights of 2017
MARCH In celebration of Women’s Month, PSA Albay provided a well-rounded infor-
mation dissemination of the statistical data result of Women and Men Statistics
(taken from the generated result of the 2015 POPCEN) and Civil Registration lec-
tures to members of women organizations in Guinobatan, Albay during the conduct
of Women’s Month Culminating Activity 2017 held last 30 March 2017 at FTC, BUCAF
Compound, Guinobatan, Albay. On the other hand, PSA Albay organized a forum and
an activity that helped nurture one’s mind with efficient ways to strengthen family re-
lations and profound ways to deal with stress, hardships, and adversities through
Women’s Forum on Family and Relations and Tie-Dye Making session last 16 March
2017 at PSA Albay Provincial Statistics Office (PSO).

APRIL Presentation of the 2014 ASPBI Survey-
Results and 2014 Survey on Tourism Estab-
lishments of the Philippines (STEP) were
presented to stakeholders during the 2016
Annual Survey of Philippine Business & Indus-
try (ASPBI) Regional Data Dissemination and
Respondent’s Forum held last 26 April 2017
at Hotel St. Ellis, Legazpi City. CSS Cecil G.
Brondial, SS II Diosdado B. Basquinas and
other PSA personnel led the forum to discuss
supplementary topics on legal authority and
confidentiality of information and basic guide-
lines in accomplishing questionnaires and re-
quired data items for every type of question-
naire according to industry group. About 35
stakeholders from the different business sec-
tors attended the said activity.
Highlights of 2017
MAY
Personal, social, and environmental renewal set the month of May 2017.
PSA Albay had its revitalizing moment during the Group Learning Session (GLS)
carried out last 20- 21 May 2017 at Caramoan Island, Camarines Sur. Apart from
the assessment of activities for the 1st Quarter of 2017, the two-day session was
also organized to develop camaraderie amongst the team through social activi-
ties. Also during this month, a satisfying Coastal Clean-up activity in Brgy.
Malobago, Manito, Albay was organized by the provincial office last 12 May 2017
to help its biodiversity live with clean and fresh surroundings.

JUNE
Philippine’s 119th Independence from Spanish colonizers were duly commemo-
rated by PSA Albay through a Civic and Military Parade held from Vel-amor Subdivi-
sion to Peñaranda Park last 12 June 2017. Likewise, the day was also in celebration
of the 58th Legazpi City Charter Day with the theme: “Kalayaan 2017: ‘Pagbabagong
Sama-Samang Balikatin.” A Freedom Day Zumba Fitness Party was conducted at Al-
bay Astrodome, afterwards. The month of June also delivered jam-packed fine points
on Agriculture Statistics to PSA personnel, bringing their level of competency to an-

JULY In support of the National Disability Preven-
tion and Rehabilitation Week celebration, the pro-
vincial office achieved to provide Statistical
awareness to Persons with Disability (PWD) of
Brgy. Mayao, Oas, Albay last 26 July 2017. High-
lights of the Results of 2010 Census of Population
and Housing was presented to them. This in-
cludes (1) Household Population with Disability by
Age Group and Sex: Albay; (2) Household Popula-
tion Five Years Old and Over by Type of Function-
al Difficulty and Sex: Albay, 2010; and (3) Percent
Distribution of Household Population 5 Years Old
and Over by Type of Functional Difficulty and Sex:
Albay, 2010. The activity also included simple gift-
giving of toiletries to participants.
Highlights of 2017
AUGUST
Celebrating the 26th Year Anniversary of Ibalong Festival 2017, PSA Albay
participated in the Ibalong Fun Walk organized byB’Friends Production from Que-
zon Avenue (Ayala Malls) to Legazpi City Boulevard, Puro, Legazpi City held last
26 August 2017. The annual celebration primarily seeks to introduce the well-
known Bicol epic, Ibalon, to everyone.

SEPTEMBER
September marks the merging of four
distinct government agencies to create an in-
stitution that will provide a well-rounded
statistical service to its clientele. Hence,
reaching Philippine Statistics Authority’s four
(4) well-founded years with the theme
“Leveling-up,” PSA Albay organized a Coastal
Clean-up Drive in Bgy. 59 Puro, Legazpi City
on 12 September 2017, as part of the office’s
CSR, a Thanksgiving Mass, and a simple pro-
gram to celebrate and enjoy the occasion.
Apart from this, a one-day Maginhawang Pam-
ilya Exhibit was participated in by the provin-
cial office to provide Civil Registration service
during the 25th National Family Week 2017 on
27 September 2017.
Highlights of 2017
OCTOBER Enjoined to support the 28th National
Statistics Month (NSM) celebration with the
theme “Facts and Figures for the Future: Sta-
tistics for Evidence-Based Decisions Towards
AmBisyon Natin 2040,” PSA Albay spread sta-
tistical awareness to Albayanos through orga-
nized and co-organized fora, training, orienta-
tion seminars, and Information Education
Communication (IEC) activities. Some of
which were fora conducted for Senior High
students, school faculty and staff, residents of
BJMP- Guinobatan, and citizens of different
barangays within Albay in the month of Octo-
ber. In addition, the provincial office extended
its effort to spread statistical awareness to
Senior Citizen during the Forum on Civil Reg-
istration for Senior Citizen last 25 October
2017 in San Roque, Sto. Domingo, Albay, in
support to the 2017 Elderly Week celebration.

NOVEMBER In pursuit of ISO 9001:2015 Certification, PSA Al-
bay fruitfully reap the product of its hard work last 24
November 2017 after the official announcement made
during the 2018 National Planning Workshop at Taal
Vista Hotel, Tagaytay City. After months of keen evalua-
tions, the provincial office proved that the caliber of its
Quality Management System equally corresponds with
the private and government institutions that follows in-
ternational standard, which consistently provides prod-
ucts and services that meet customer and regulatory
requirements all the more with Statistical Operations
and Civil Registration. Indeed, ISO 9001:2015 accredita-
tion served as the utmost achievement of PSA Albay in
2017.
Highlights of 2017
DECEMBER As the year marked its end, PSA Albay organized its 2018 Provincial Planning
Workshop (PPW) on 08- 09 December 2017 and productively planned and prepared
its 2018 Work Program. Making it bigger, the provincial office attended the 2018
Regional Planning Workshop (RPW) and 2018 General Assembly last 20- 22 Decem-
ber 2017 and pre-arranged and budget the programs, trainings, and activities for
2018. Consequently, a denim-themed Christmas Party was organized last 28 De-
cember 2018 and Fire and Earthquake Orientation and Drill on the next day in De-
cember 2018 as a part of its Risk Reduction Management program. The month also
let the office publish the Maiden issue of its newsletter entitled, The Emergence.

Labor Force Survey
The Labor Force Survey (LFS) is a na-
tionwide quarterly survey of household con-
ducted by Philippine Statistics Authority
(PSA) to gather data on the demographic
and socio-economic characteristics of the
population. This survey aims to provide a
quantitative framework for the preparation
of plans and formulation of policies affecting
the labor market.
The survey is conducted quarterly
during the months of January, April, July
and October. For the province of Albay , a
total of 1,704 sample households were inter-
viewed and processed by the office. As
shown in Table 1, the province recorded the
highest response rate of 94.83 during the
month of April. While the lowest response
rate was obtained last October 2017.

2017 Annual Poverty
Indicator
Survey (APIS)
The 2017 Annual Poverty Indicator
Survey (APIS) is a nationwide survey con-
ducted for years when the Family Income
and Expenditure Survey (FIES) are not
conducted. The APIS is primarily designed
to provide non-income indicators related
to poverty at the national level. The survey
is the source of data on family income that
serve as inputs in the computation of first
semester poverty incidence and poverty
threshold at the national level.
For the APIS 2017, only one repli-
cate was covered for enumeration. Thus,
the province has a total workload of 97
sample households . To augment the man-
power requirement, three (3) Statistical
Researchers were hired to conduct enu-
meration.
All accomplished questionnaires
were manually processed at PO and were
submitted to RSSO V. The narrative report
( in PDF) on the APIS operation was sub-
mitted to C.O. and RSSO on August
15 ,2017.
In addition to the APIS as rider sur-
vey to July 2018 LFS, a subsample for
APIS 2017 were selected wherein Water
Quality Test (WQT) Module questionnaire
was administered and water quality test-
ing was conducted. A total of 18 sample
households were enumerated for the prov-
ince conducted by RSSO V staff.
Household-based
2017 Survey of
Overseas Filipinos
(SOF)
The 2017 Survey of Overseas Filipi-
nos (SOF) is a rider-survey in the conduct
of October 2017 Labor Force Survey
(LFS). The survey gathered information
on the Filipinos, including overseas work-
ers who left abroad during the five years
preceding the survey that was October
2012 to September 2017. Sample house-
holds were the same samples for the Oc-
tober 2017 round of LFS.
A total of 31 SOF Form 1 were pro-
cessed from 24 PSUs. Manual and ma-
chine processing were conducted in the
provincial office. Clean data files were
submitted on December 13, 2016, way
ahead from the deadline on January 8,
2017.

Household-based
Farm Price Survey
(FPS)
Farmgate Price is price received by farmers, livestock and poultry rais-
ers for the sale of their produce, at the first point of sale, net of freight cost.
The main objective of FPS is to generate estimates on farmgate prices of
major agricultural commodities, to measure the purchasing power of growers
of selected agricultural products, analyze the seasonal trends and variations in
agricultural prices, to assist policy makers in the formulation, implementation
and administration of economic programs. These also guide farmers/ raisers in
their decision making relative to their agricultural activities geared towards im-
provement of their profitability.
The survey is conducted monthly during the last ten (10) days of the
month; quarterly for commercial hogs and chicken layers; and semi – annually
for commercial cattle.
Average farm gate price of abaca, eggplant, camote, coconut and sugar
cane increased form 2016 to 2017. A remarkable increase of farm price was
exhibited by abaca and sugar cane. On the other hand, there was a slight de-
crease in price of tomato form 2016 to 2017 and the price of cassava re-
mained for the two-year period.

Palay and Corn Stock
Survey (PCSS I)
The PCSS1 is a monthly survey which produces estimates of the current
stocks of rice and corn in farming and non-farming households. The survey is con-
ducted in the first four (4) days of the month with the 1st day of the month as the
reference period. It makes use of one (1) replicate of the PCPS, with the barangay
as the primary sampling unit and the household as the secondary sampling unit.
However, for purposes of PCSS1, additional five (5) non-farming households in
each sample barangay are selected during field operations using simple random
sampling. The information being collected are the palay, rice, corngrain and corn-
grits stocks held in the households as of 6:00 a.m. of the 1st day of the month. In
coming up with the estimates of rice and corn stocks, palay and corngrits are con-
verted into rice and corngrain equivalents, respectively.
The objective of the survey is to generate estimates on current stock of rice
and corn in farming and non-farming households. The data generated from the

• serve as input in the analysis of the seasonal trends and variations in the supply of rice and corn;
• serve as input for forecasting future supply and demand of palay and corn; and
• assist policy-makers in the formulation, implementation and admin-istration of agricultural economic programs.
Data collection for this survey is done during the first four (4) days of the
month. Strict adherence to the data collection schedule is required to minimize
memory bias and to come up with the palay/ rice and corn stock estimates at the
earliest possible time. For the province of Albay, there were 10 palay and corn
farming barangays selected from the PCPS, a total of 196 farming households
and 100 non-farming households.

Palay and Corn Production Survey
(PCPS)
The Palay Production Survey (PPS) is one of the major agricultural surveys conducted by the Philippine Statistics Authority (PSA). This generates estimates and forecasts on palay production, area and yield and other production-related data that serve as inputs for policy making and programs on palay/rice. It is one of the two modules of the PCPS, the other one being the Corn Production Survey (CPS).
The Palay Production Survey (PPS) is a quarterly survey which covers sam-ple farming households in sample barangays in 79 provinces except Batanes in-cluding Zamboanga City and Davao City. For the province of Albay,20 palay ba-rangays (204 households) and 20 corn barangays (172 households) were sur-veyed for each quarter of the year. Figure 2 shows the trend of production of Palay and Corn in Albay for 2017.
In 1st Quarter, total palay production was recorded at 44, 492 metric tons. It in-
creased to 59,897 metric tons or 34.62% in from 1st quarter to 2nd Quarter. A
drop in 3rd quarter for about 35.39%, or 21,200 metric tons difference then it grad-
ually increased to 61,738 equivalent to 59.54% increase rate.

Monthly Palay and Corn Situation
Reporting System (MPCSRS)
Household-based
The MPCSRS primarily aims to:
Update the estimate of the current quarter
based on standing crop and forecast for the
next quarter based on planting intention;
and
Provide monthly updates on area and pro-
duction of palay and corn across the coun-
try.
The MPCSRS is conducted monthly, in between
the PCPS rounds, during February, March,
May, June, August, September, and November
covering all provinces except Batanes but in-
cluding Zamboanga City and Davao City.
It covers sample farming households in sample
barangays from one (1) replicate of the PCPS.
PCPS employs the replicated two-staged strat-
ified sampling design with the barangays as
the Primary Sampling Unit (PSU) and farming
household as the Secondary Sampling Unit
(SSU). Albay province had a total of 105 house-
holds – 10 palay farming barangays and 10
corn farming barangays.
The data gathered from Palay Production Survey (PPS) and Corn Production
Survey (CPS) includes actual harvests for the current period and forecasts for the
next quarters based on standing crop and planting intentions. Forecast data are sub-
ject to changes depending on weather conditions, inputs and outputs, prices and
other factors which contribute largely to the deviations of the actual data from the
early forecasts. In such case, a close monitoring of the growing conditions and actu-
al plantings of the crop is deemed necessary. This is done through the Monthly Palay
and Corn Situation Reporting System (MPCSRS).

Crops Production Survey
(CrPS)
The CrPS generates basic statistics on area, number of bearing trees for fruits,
vegetable and root crops, and non–food/ commercial and industrial crops. The generat-
ed statistical data will be used in planning, policy formulation, and program
development of other agencies, academe, agribusiness sector, cooperatives and indi-
vidual involved in crop farming. Data collection is done every last 10 days of the month
of the reference quarter on a quarterly basis.
Household-based
In 2017, eggplant production escalates from 2,627.68 of 2016 to 2680.72. For tomato production, from 1095.22 of 2016 it increased to 1,101.11. Camote production recorded an increase of about 2.88 % or 39,394.03 from 2016 to 40,560.38 in 2017. A flop in cassava production will be noticed, from 17,000.14 in 2016 to 15,545.40 in 2017 or 8.56% decrease rate.
In 2017 abaca production decreased to 1,354.45 metric ton from 1,478.28 met-ric ton in 2016. Coconut production increased in 2017, from 109,055.15 metric ton in 2016 to 111, 905.47 metric ton or about 2.61% increase rate. Sugarcane production also increased in 2017, from 16,474.59 metric tons in 2016 it increased to 17,298.32 or 5% increase rate.

Backyard Livestock and Poultry Survey (BLPS)
Backyard Livestock and Poultry Survey (BLPS)
aims to generate data on the supply and disposition of
livestock and poultry commodities from backyard farms.
It also aims to generate information on the existing live-
stock and poultry inventory in the farm; number of born
live by the female breeder; disposition of livestock and
poultry by intention; and chicken and duck egg produc-
tion. The data from this survey will serve as guide for the
government and private sector in making plans and deci-
sions with respect to farm production and improvement
of livestock and poultry industry.
In Albay a total of 260 sample households with 160
farming and 100 Non–Farming households were covered.
The BLPS is done quarterly for swine and chicken, while data collection for cara-
bao, goat, duck, and other animals/ birds is conducted semi-annually. Survey operation
is undertaken every seven (7) days of the month after the reference period.

As of July 2017, Chicken has the most accounted production with 81,761 metric tons. It was followed by duck with 173,007, it was followed by Duck with 173,007 metric tons production. Hog recorded 95,610 metric tons production, Carabao has 81,761 metric tons while Goat has 53,010 metric tons production. Cattle has the least number of production with only 7,282 metric tons.

Household-based
Quarterly Inland Fisheries Survey (QIFS)
This survey covers operations involving all forms of raising and culturing of fish
and other fishery species in marine, brackish and freshwater under controlled condi-
tions. The survey generates data on quarterly volume and value of aquaculture pro-
duction by province.
This survey was done quarterly on the 3rd week of March, June, September,
and November 2017. The province’s workload in 2017 for this survey included the fol-
lowing: 10 sample respondents for brackish fishpond; 13 respondents for fresh
water fishpond; three (3) respondents for fresh water cage; and three (3) respond-
Quarterly Aquaculture Survey (QAqS)
This survey covers inland fishing household and generate data on volume and
value of species. Data on catch from rivers, lakes, swamps, creeks, dams, reser-
voirs, and other bodies of water are collected from households where there is one or
more member/s engaged in inland fishing.
This survey was conducted quarterly on the 3rd week of March, June, Septem-
ber, and November 2017 to one (1) sample barangay with 10 respondents.
Quarterly Municipal Fisheries Survey (QMFS)
This survey covers fishing oper-
ations carried out without the use of
boat or the use of boat of three (3)
gross tons or less.

For the year 2017, fisheries production in Albay increased from 22,052.49 metric tons
to 22,855 metric tons. A 3.64 percentage increase was noted due to increased fishing
activities in commercial and municipal fishing sectors in the 3rd and 4th quarter of the
year. This was attributed to generally good weather that favors fishing in the open
seas.

The Agricultural Labor Survey (ALS) is one of the regular surveys conducted on a
semi – annual. The survey aims to generate estimates of average wage rates of agricul-
tural farm workers, specifically for the four (4) major crops: palay, corn, coconut and
sugarcane. This is to establish basis of computing the average wage in agriculture and
determine the national and regional averages and variations on wage rate by type of la-
bor, generate gender – based data wage rates and determine the extent of women’s par-
ticipation in agricultural production activities.
Statistics on wage rates are useful inputs in investment decisions, policy making
and program formulation related to the agricultural sector.
For palay and corn, sample sizes are set at 20 while for coconut and sugarcane,
samples sizes are set at 15. The reference periods for palay and corn are July to Decem-
ber for January Survey Round and January to June of the current year for July Survey
Round. For coconut and sugarcane, the January survey round.

Consumer Expectation Survey (CES)
The Consumer Expectation Survey (CES) is a household-based survey on the con-
sumer’s assessment of their family income, financial situation, and the economic condi-
tion of the country. It is a joint undertaking of the Philippine Statistics Authority and
Bangko Sentral ng Pilipinas conducted quarterly.
The results of the consumer expectation survey will guide planners in forecasting
the direction of change of the economy as well as the behavior of key indicators such as
inflation rate, interest rates and exchange rates.
Albay had 48 sample households every quarter in the 2017 CES. The highest re-
sponse rate was recorded in January 2017 with 94%. While the lowest was in July 2017
with only 73 %. It was noted that during the said survey round there were more vacant
housing units sampled thus, resulted to lower response rate.

2017 National Demographic and
Health Survey (NDHS)
The 2017 National Demographic and Health Survey (NDHS) is a national sample
survey conducted by Philippine Statistics Authority designed to provide information on
population, family planning, maternal and child health, child survival, HIV/AIDS, and re-
productive health in the Philippines and also part of the international DHS Program. It
is the eleventh in a series of demographic surveys conducted every five years since
1968. The 2017 NDHS is the first that make used of computer-aided personal interview
(CAPI). There were 90 teams nationwide were involved.
In Albay, the 2017 NDHS enumeration was conducted in July 14 to October 12,
2017. Prior to the operation, Field Supervisor (SA Lea R. Toledo) and two recruited
Field Interviewers attended 2nd Level Training on July 10-29, 2017 at Hotel St. Elis,
Legazpi City.
Albay had a total workload of 313 sample household consisting of 12 PSUs. Of
the total sample households there were 270 eligible women aged between 15 and 49
identified and interviewed. As a result of the interview, 89 percent were successfully
interviewed and 97.12 percent response rate on the eligible women.
The use of Computer Aided Personal Interview (CAPI) facilitate the conduct of
interview and shorten the processing procedure. The clean data file was submitted on
October 13, 2017 while the narrative report was submitted on October 27, 2017 to Cen-
tral Office.

2016 Annual Survey of Philippine
Business and Industry (ASPBI)
The Annual Survey of Philippine Business and Industry (ASPBI) is a continuing ac-
tivity of the Philippines Statistics Authority (PSA) which aims to provide information on
the levels, structures, performance, and trends of economic activities of the formal sec-
tor in the entire country. One of the designated statistical activities of the government is
to generate essential statistics required for economic planning and analysis.
The data collected will be used in constructing national and regional income ac-
counts of the Philippine economy; formulating and monitoring plans/ policies in the at-
tainment of national and regional economic goals; determining and comparing regional
economic structures and performances; analyzing the performance and contribution of
MSME’s to the total economy; conducting market research and feasibility studies; and
updating the frame of establishments.
ASPBI Data Dissemination and Respondent’s Forum was successfully conducted
last April 26, 2017 by this office at Hotel St, Ellis, Legazpi City. It was participated in by
invited personnel from the different business sector specifically , those coming from the
sample establishments. The activity was held prior to the distribution of 2016 ASPBI
questionnaire.
For the 2016 ASPBI, the province had total of 224 sample establishments were
the sample of the province of Albay , of which 216 were original samples and 8 were 8
referrals from other provinces. About 202 questionnaires or 93.5 % were collected as

2017 Monthly Integrated Survey of Selected
Industries (MISSI)
This survey is a designated statistical activity of PSA which aims to provide
timely flash indicators on the performance of growth-oriented industries in the manu-
facturing sector. It gathers monthly data on employment, compensation, production,
net sales, inventories and capacity utilization.
The province has four (4) sample establishments for this survey. Manual pro-
cessing and data encoding were done before submission of data file to central office..
For 2017 , a total of 44 datafiles were sent .

Quarterly Survey of Philippine Business and Industry (QSPBI) is a survey that
gathers data on revenue, employment, and compensation from establishments with
Total Employment (TE) of 20 and over to provide information on trends and economic
activities for all sectors of the economy with the exception of agriculture, forestry and
fishing. The quarterly data (4th Quarter of 2016 to 3rd Quarter of 2017) were used as in-
puts in the estimation of the quarterly national accounts.
A total of 227 questionnaires for 4th Quarter of 2016 to 3rd Quarter of 2017 in Al-
bay in 2017 comprised the workload of Albay. As of December 31, 2017, a response
rate of 95.5 percent was recorded for all the quarterly survey conducted within the

Producer Price Survey (PPS)
The Producer Price Survey (PPS) is also one of the designated statistical activi-
ties of PSA which gathers monthly producer prices in selected products of establish-
ments included in the market basket. The result of PPS is used in the generation of
Producer Price Index which is used as deflator of MISSI to derive indicators for indi-
ces on volume of production and volume on net sales.
The sample establishment for PPS is the same sample establishment in MISSI. It
is conducted monthly together with the MISSI. Like the MISSI all accomplished ques-
tionnaires were manually processed and encoded before transmittal of data files to
central office. In 2017, PSA Albay submitted 45 data files to CO. Of the total monthly
data submitted in 2017, only 87.5 percent were submitted on time.

Monthly, the Consumer Price Index survey is conducted in six (6) outlets in the
province and bi-monthly in two (2) outlets which are located in Legazpi City. In 2017, a
total of 115,872 price quotations were collected monthly for the CPI (2012=100), CPI
(2006=100), and CPI (2000=100).

Products (WSSPP)
Weekly Survey on Retail Prices of Petroleum Products (WSRPP) is conducted
weekly and gathers the retail prices of petroleum products such as kero-
sene,diesel,gasoline and liquefied petroleum gas. For either week 1 or week 2 of the
month, six price quotations of 7 items are collected in the 2006-based CPI while for
the 2000-based CPI, six price quotations of 4 items are collected from sample out-
lets. For weeks 3-5, as the the case may be, only two price quotations are collected
for 7 items included in the 2006-based CPI, and two price quotations of 4 items in the
2000-based CPI.
The prices are processed and reports are submitted every Friday for the gen-
eration of the CPI of the housing, water, electricity, gas and other fuels commodity
group.

Weekly Cereals and Fertilizers Price Monitoring
Weekly Cereals and Fertilizers Price Monitoring (WCFPM) was conducted every
Wednesday-Tuesday. It aims to generate data on weekly prices of palay and corn at all
market level and covers prices of four fertilizer grades. Prices for Wholesale Selling
and Retail Selling was based from the sample respondents of Farm Prices Survey
(FPS) Wholesale Price Survey (WPS) and Retail Price Survey (RPS). Commodities col-
lected: Farm Prices Survey: 1. Palay, 2. Corn, Wholesale Selling: 1. Well Milled Rice
(WMR), 2. Regular Milled Rice (RMR) Retail Selling Price: 1. Rice, Special, 2. Rice Pre-
mium, 3. Well Milled Rice (WMR) Regular Milled Rice (RMR), 4. Corn grits Yellow and
Prices of Fertilizers: 1. Urea, (45-0-0) 2. Ammosul, (21-0-0) 3. Ammophos, (10-20-0),
and 4. Complete (14-14-14).
The prices gathered for the week were disseminated weekly through the Weekly
Cereals and Fertilizers Price Bulletin Board. It contains prevailing prices and price
ranges for the week from all provinces. The gathered prices were
compared to the previous week’s previous month’s and last year’s price level.
Price watch is conducted weekly (Friday) of Selected Agricultural Commodities
the Wholesale Selling and Retail Selling: 1. Cereals 2. Vegetables 3. Roots and Tubers
3. Meat products 4. Fishery products.
The data is collected from 5 respondents based on the WPS and RPS samples. It
is conducted to determine the lowest and the highest price of the commodity by com-
paring last week’s price and support reasons for any price
movement.

ers or distributors sell their commodities to oth-
er distributors or retailers.

The series data are usually requested by
the researchers coming from the academe, and
policy and decision makers from both public and
private institution.

Commercial Livestock and Poultry Survey
(CLPS) aims to generate primary data on the supply
and disposition of livestock and poultry animals from
commercial farms. This survey gathered information
on the existing inventory; number of animals born live
by the female breeders; received/ acquired by the
farm; disposition by intention and area of destination;
assessment of farm production; and average live
weight disposed livestock and poultry animals.
The survey covers all provinces except Ba-
tanes, including Dinagat Islands and two (2) char-
tered cities (Davao City and Zamboanga City). The
province of Albay has a total of 51 sample commer-
cial farms with twelve (12) broiler farms, seventeen
(17) swine farms, three (3) layer farms, four (4) cattle
farms, two (2) goat farms, and thirteen (13) duck
farms.
The CLPS for swine, and layer and broiler is done quarterly while semi-annually
conducted for carabao, cattle, goat, duck, and sheep. Survey operation is
undertaken during the last ten (10) days of the reference period.

Domestic Trade Statistics (DOMSTAT) is an administrative-based statistics
aimed to compile data on the inflow and outflow of commodities in the different re-
gions in the country carried out through water, air, and rail transport system. The
data produced serve as bases in the formulation and implementation of various re-
gional development programs and port planning.
In 2017, the total freight value of commodities carried through air system
amounted to Php 3,297,060. This was gathered from 1, 938 airway bill documents
processed for the said year. On the other hand, Albay posted total of Php 6.42 billion
of commodities traded in the province through water transport. The month of Febru-
ary of the same year marked the highest value in trading of Php 676,679,000, while
the month of January marked the lowest of Php 133,374,000. Manufactured goods
topped of them all. Of the total value of commodities coming out from this province,
the major regions of destination were Central Visayas, Caraga, and Eastern Visayas.
While from the collected passenger manifests in 2017, a total of 254,501 pas-
sengers travelled via sea from the busy port of Tabaco City to the island province of
Catanduanes. Tabulated statistical tables are available in the form of publications

The Philippine Statistics Authority is currently improving its agricultural statistics
(AGstat) data system by focusing on updating the sampling frame and revision of sam-
pling design in all related surveys. One of which is the updating of the list of aquacul-
ture farms (ULAF), concerning on the updating of the sample frame of the aquaculture
subsector. Specifically, the ULAF aims to generate sampling frame for quarterly sur-
veys on aquaculture. Information to be gathered includes culture system, management
system, area and/ or volume of aquaculture farm, species cultures, and location of the
aquaculture farm.
The activity is conducted in all provinces in the entire country based on its Philip-
pine standard geographic code (PSGC) classification. Province is the domain of the
study. All aquaculture farms located within geographic area, regardless of residence of
operator, are accounted in the province. Likewise, all aquafarm in operation during the
past two (2) years are covered.
A total of 2, 197 aquaculture farms were updated and listed in the entire province
of Albay. Of which, 933 were permanently close or converted , while, 36 were still ex-
isting during the visit and 528 were found to be new aquaculture farms.

Permits The approved building permits issued by
LGUs are collected monthly for the generation
of an administrative-based data on building
construction at the municipality level nation-
wide. Among the statistics generated are: num-
ber of of units/building; floor area of the build-
ing; type of construction; and value of con-
struction.
Construction statistics from approved

Survey of Slaughter Houses of Poultry Dressing
Plant (SSPDP)
The activity is geared towards improved data collection,
consolidation, and organization of data. CDSPDP aims to ensure the accuracy of
slaughter data and generate the number of animals slaughtered in the slaughter-
houses, number of birds dressed in poultry dressing plants, and carcass / dressed
weight of animals slaughtered/ birds dressed. Statistics generated from CDSPDP
are used for validating the average carcass weight, providing the information on
the number of slaughterhouses and poultry dressing plants, and policy and pro-
grams formulation related to meat safety.
The CDSPDP covers all provinces with slaughterhouses and
poultry dressing plant including the Locally Registered Meat Establishments
(LRMEs). The province of Albay had thirteen (13) operational slaughterhouses and
three (3) poultry dressing plants.
The data on animal slaughtered in slaughterhouses and birds in poultry
dressing plants shall be gathered every 1st to 5th working day of the month.
In 2017, Albay had a total slaughtered of 1, 354 heads of carabaos, 4,870
heads of cattle, 43 goats and 174,582 hogs.

2017 Geotagging of Building Structures
Tablet Aided Geotagging of Building Structures
The main purpose of conducting the Geotag-
ging activity is to identify andmark building struc-
tures as points in the digitized maps and attrib-
uting these buildings with pertinent geographical
information for use in various statistical undertak-
ing of the PSA. The geotagging activity covers all
selected sample PSUs for the years 2020 to 2021
with a total of 192 PSUs.
The 2017 Geotagging of Building Structures
started on April 24, 2017 with 8 MDCs and 1 MDS.
In Albay, 192 PSUs were completed and submitted with 100% clean data files on
Sept 15, 2017. A total of 69,755 building structures were Geotagged.
Census-based
2017 Listing of Farm Households (LFH)
The 2017 Listing of Farm Households
(LFH) is a nationwide activity that aims to up-
date the agricultural-based survey frame infor-
mation for agriculture-based surveys. All house-
holds within the selected sample LFH barangays
for palay and corn farm PSUs will be enumerat-
ed to determine the presence of household
member/s who operated a crop farm and/or a
livestock/poultry farm for the period of Septem-
ber 2016 to August 2017. These household
members will be interviewed to collect data on
the details of their farm/ holding.
In Albay, six (6) Team Supervisors and 30
Enumerators were hired to conduct the activity.
As per timetable, the operation started as
scheduled on September 11, 2018. The comple-
tion of the activity was extended until November
25, 2018 to fully covered the areas under the
workload of the province. About 29,960 house-
holds were enumerated/with completed inter-
views in the entire operations.

28th National Statistics Month
The annual observance of the National Statistics Month (NSM) is pursuant to
Presidential Proclamation No. 647, “Declaring the Month of October of Every Year as
the National Statistics Month“ issued on September 20, 1990 by the then President
Corazon C. Aquino.
The NSM is aimed to: (a) promote, enhance, and instill nationwide awareness
and appreciation of the importance and value of statistics to the different sectors of
society; and (b) elicit the cooperation and support of the general public in upgrading
the quality and standards of statistics in the country.
Enjoined to support the 28th NSM celebration with the theme “Facts and Figures
for the future: Statistics for Evidence-Based Decisions Towards AmBisyon Natin
2040,” the PSA Albay Provincial Statistical Office had given attention on
my riad activities that truly promotes the essence of the celebration – conduct fora,
training, orientation seminars, and Information Education and Communication (IEC)
activities.
Prior to the 28th NSM celebration, the following preparatory activities were un-
dertaken by the office: (1) prepared and submitted 28th NSM Calendar of Activities for
PSA RSSO V; (2) Coordinated with LGU and LCROs on the conduct of symposia and to

In the year 2017, a total of eighty-three (83) applications, thirteen (13) new and
seventy (70) renewal applications for Certificate of Registration and Authority to Sol-
emnize Marriage (CRASM) were accepted, processed and released by provincial office
of Albay. The application forms and attached requirements presented by the solemniz-
ing officer were completely submitted to the PSA- Regional office for processing and
issuance of CRASM on time.
Trainings/ Seminars/ Conventions on Civil Registration
The Philippine Statistics Authority - Albay
Provincial Office conducted two (2) trainings on
Civil Registration in the year 2017.
Aimed to reinforce knowledge in Civil
Registration, the Albay Provincial Office in co-
ordination with Association of Civil registrars of
Albay, Inc. (ACRAI) conducted Training on Civil
Registration - Module 2 on February 10, 2017 at
Lolay’s Food Station in Alternate Road, Legazpi
City. The said training was designed to provide
knowledge on Civil Registration and apprised
the updates in Civil Registration. It was attend-
ed by the PSA employees and Local Civil Regis-
trars of Albay.
It was followed by Civil Registration and
Vital Statistics Training for Stakeholders on
March 28-29, 2017 at Kanzo Hall Restaurant in
Legazpi City. The training was attended by fifty-
five (55) health workers; health facility and
parish/church/court staff.

47, 230 civil registry documents comprising 31, 550 birth, 9,664 death and 6,016
marriage documents. All these documents were submitted to CRD within the 45-day
deadline.

Batch Request System (BREQS)
The BREQS is scheme where PSA authorizer a partner to receive requests
of PSA –issued copies and certification of civil registry docments from the public
and issue the same to the clientele. The actual processing of the request is done by
the Serbilis– Outlet assigned to serve the authorized partner (called BREQS User).
This request system is being implemented for the purpose of decongesting the vol-
ume of requesting public in the Serbilis-Outlet. This is also one way of bringing ser-
vice closer to the people.
Seven (7) out of 18 LGUs of Albay were BREQS users in 2017. This is about
39 percent of the local government units (cities and/ or municipalities) in the prov-
ince.

FINANCIAL RESOURCES
Source of Funds
The PSA – Albay Provincial Statistical Office has a total budget of
Php 13,278,282.48 from the pooled resources. Funds were utilized based on the
targeted level of the programs/activities/projects’ measurable output, schedule of
procurement and bidding process, and corresponding financial requirements, as
reflected in the Work and Financial Plan.
The Office strongly practiced its good stewardship of resources and ob-
served key areas of good governance in terms of fiscal discipline, strategic re-
source allocation and operational management. Total expenditures reached to
Php 13,181,101.99 with utilization rate of 99.27%.

The PSA-Albay Provincial Statistical Office has a total of 21 personnel as
of December 31, 2017, of which 10 or 48 percent are females and 11 or 52 per-
cent are males. Of the total personnel, 12 or 60.87 percent are permanent em-
ployees, 6 or 26.09 percent are Job Orders, and 3 or 13.04 percent are service
contractuals.

Staffing Complement
To augment the personnel com-
plement of PSA Albay in the conduct
of regular statistical surveys, the of-
fice hired a total of 118 Service Con-
tractual (SC).
Seventy percent of the hired SC
in 2017 were females. For all the sur-
veys requiring SCs, females outnum-
bered the males.
As for the type of survey,
household based-survey utilized more
hired SCs. About eighty percent of the
hired SCs were employed for the field
operations of household-based sur-
veys.

Capacity Building
The management has been steadfast in organizing activities to capacitate
staff in various discipline in its desire to upgrade the learnings of its human re-
sources.
The PSA – Albay Provincial Statistical Office personnel participated in various
trainings/seminars/workshop organized by PSA Central and Regional Office includ-
ing those sponsored by other organizations.
The capacity building program of the PSA covers various subject-matter/
topics, census/survey operations, statistical analysis, information dissemination,

A. RESEARCHERS/ COMPLIMENTARY DATA REQUESTS SERVED
PSA Albay is receiving numerous letter
and e-mail requests from the academe, pri-
vate person, other government agencies and
public institutions every year to primarily ask for
statistical data. Throughout 2017, a total of four-
teen (14) requests from the different sectors
were received and catered by the office. Mostly
the researchers requested data on population
and some demographic data .
Meanwhile, the PSA Accredited Data Cen-
ter in Albay, Bicol University General Library, is currently maintained but as per
the center’s report, no researcher used the materials/ document provided.
B. PUBLICATIONS/ PRODUCTS PRODUCED
Publications were one of the media of communication of PSA Albay to provide
transparency and easy access to the generated Statistical data and various activities
organized and/ or conducted by the provincial office. As a whole, the provincial office
produced thirty-eight (38) publications: fourteen (14) monthly Consumer Price Index
(CPI) Special Release, twelve (12) AlbayQuickStat, five (5) Special Releases of
POPCEN 2015 Highlights (in the cities of Legazpi and Ligao, municipalities of Polan-
gui and Guinobatan, and Household Population, Number of Households, Average
Household Size, and Population Density), five (5) Special Releases on Livestock and
Poultry Situation, one (1) Vital Statistics 2013- 2016, and one (1) newsletter.

C. DATA DISSEMINATION
The Philippine Statistics Authority
(PSA) is accountable to uphold aware-
ness to its clients and stakeholders with
timely and accurate pieces of vital infor-
mation on Statistics and Civil Registra-
tion. Thus, PSA Albay made use of vari-
ous ways to liaise the most recent up-
dates on Statistics and Civil Registration
to different society in Albay.
Throughout 2017, PSA Albay con-
ducted twenty-nine (29) episodes of ra-
dio program “ Aranduyog sa Pag-
Uswag” aired over CARE 104.3 DWAY
FM every Monday at 10:30 a.m. to 11:30
a.m. and three radio program guestings.
CSS Cecil G. Brondial, SSS Cross Doreh
L. Lee and SS Diosdado B. Basquiñas
took turns in these regular radio pro-
grams and guestings featuring the differ-
ent Services and activities of PSA. Con-
sequently, a total of eight (8) interviews
for ABS-CBN Bicol News program was
made. AO 1 Betty Narra appeared in
each of these interviews reporting the
updates on crops and other wet market
items.
In the course of Women’s Month
Culminating Activity 2017, PSA Albay in-
formatively disseminated Women and
Men Statistics (based on the generated
data from the 2015 POPCEN). Overview
on Civil Registration and Updates on Civ-
il Registration Laws to members of wom-
en organizations in Guinobatan, Albay
held last March 20, 2017 at FTC, BUCAF
Compound, Guinobatan, Albay.
PSA launched the 2016 Annual
Survey of Philippine Business and Indus-
try (ASPBI) Regional Data Dissemination
and Respondents’ Forum last April 26,
2017, 1:30 P.m. at Hotel St. Ellis. High-
lights of the Survey Result of 2014 ASPBI
& 2014 STEP were presented in this pro-
gram/activity. Objectives, Legal Authori-
ty in the conduct of the Establishment-
based surveys, Instructions on Filling out
Questionnaire were discussed in the said
activity. This was participated by
bookkeepers, accounting staff, humanre-
source staff & other representatives of
selected sample establishment from dif-
ferent industries/sector.
An information dissemination for
Persons with Disability (PWD) and Senior
Citizen was also organized by the office
last July26, 2017 in Barangay Mayao,
Oas, Albay and October 25, 2017 in San
Roque, Sto. Domingo, Albay.
PSA Albay relayed the results of
surveys on the Highlights of the Result of
2010 Census of Population and Housing
specifically on 1) Household Population
with Disability by Age Group and Sex: 2)
Household Population Five Years Old and
Over by Type of Functional Difficulty and
Sex: and 3) Percent Distribution of
Household Population 5 Years Old and
Over by Type of Functional Difficulty and
Sex. Thus, PSA Albay imparted the Data
Appreciation – Bicol Facts and Figures,
and Overview on Civil Registration.

D. MAINTENANCE OF LIBRARY
PSA Library served as one of the portals to easily access generated
statistical data of Philippine Statistics Authority. Thus, to keep it up-to-
date, a copy of the inventory of library collections was transmitted to PSA
Central Office last 20 July 2017 with information such as title of publica-
tions received from DISD with the corresponding number of copies, date
of publication, and date received in the provincial office.

A. SOCIAL RESPONSIBILITY
As an agency that upholds the
improvement of the welfare of our soci-
ety, PSA-Albay realizes activities that
will partake in such improvement. On
January 31, 2017, the office donated
school supplies and clothes to the stu-
dents of Basud Elementary School,
Tabaco City devastated by typhoon Ni-
na last December 25, 2016. Through
the effort of the staff and OJTs, the of-
fice collected ample amount of school
supplies and clothes that gave smile to
the students.

2. Environmental Related Activities
To help protect the nature, the
office spearheaded two (2) coastal
clean-up. The first one was conducted
in Malobago, Manito, Albay last May
12, 2017 and the second one was on
September 12, 2017 in Brgy. Puro
Legazpi City which was in connection
with the celebration of the office’s
fourth year anniversary. Together as
one, the office staff conducted the
clean-up activities in the shorelines of
the aforementioned barangays.
In partnership with the LGU
Jovellar, specifically the Municipal Civil
Registrar’s Office, the office conducted
a feeding program and gift giving activi-
ty to the pupils of San Roque Day Care
Center last February 17, 2017. Pupils
were fed with hot macaroni soup. After
that, school supplies and umbrellas
were distributed to the pupils and to the
parents.
Last February 25, 2017 the office
assisted in the feeding program initiat-
ed by the Municipal Civil Registrar’s Of-
fice of Daraga conducted in Sangang-
daan, Binitayan, Daraga, Albay. Enter-
taining games were also conducted.

In 2017, a total of 30 On-the-Job Trainees (OJT’s) were accepted by the of-
fice. The OJTs were from different public and private schools around the province

D. CONDUCT OF ACTIVITIES RELATED TO VARIOUS SECTORS
To highlight the support of the office to various sectors in the community,
trainings and for a were organized and conducted. On 30 March 2017 a forum was
conducted at FTC, BUCAF Compound, Guinobatan, Albay and participated in by the
women of Guinobatan. This activity was conducted in celebration of Women’s
Month.
In celebration of the National Disability Prevention and Rehabilitation Week,
the office organized a another information dissemination forum to provide statisti-
cal awareness for PWDs in Mayao, Oas, Albay on 26 July 2017.
For the elderly sector, the office conducted statistical awareness through a
forum participated in by the senior citizens of barangay San Roque, Sto. Domingo
on 25 October 2017.
