Th e past year has been an incredibly exciting time for the Toronto Catholic District School Board, with tremendous growth in development and educational opportunities for our students and our staff .

We celebrated the opening of several new schools and much needed additions to existing school buildings, refl ecting our priority to provide our students with facilities that are conducive to learning.

We were overwhelmed by the sheer number of accomplishments of our staff and students who were singled out for recognition for a wide variety of endeavours—academic, athletic, artistic, environmental, humanitarian. All of these achievements left us feeling both proud and humbled by the excellence in our schools and offi ces.

Th e Board continued to demonstrate fi scal responsibility, with the approval of our fourth consecutive balanced budget which puts students fi rst, and focuses on the areas that matter most to our students, staff and parents.

Our new three-year pastoral plan was launched for September, with the focus on Faith, Hope and Charity. Th e year of faith was marked in a tangible way by the continuing journey of our Witness to Faith Cross, and the launch of our fi rst annual Rosary Day.

It is impossible to capture all the excitement and activity in a single report, but I am pleased to share some of those highlights in the subsequent pages.

▼ Th e past year has given us so much to celebrate. Our students continue to demonstrate improvement on standardized tests and graduation rates continue to rise, which speaks to the commitment of our staff to support student achievement, and to the programs and services that we are providing to engage them in the learning process. As we do each year during Catholic Education Week, the Board recognized students, staff , alumni and members of the Catholic community for their outstanding achievements and lifetime accomplishments in a variety of academic, athletic, artistic and humanitarian endeavours.

Emma Buller (Bishop Allen Academy in Etobicoke): Emma earned 100 percent in Advanced Functions, Calculus and Vectors, Biology, Chemistry, English and French Immersion (Bishop Allen one of only two secondary schools in the Board to off er the Early Immersion French Program at the secondary level.) As well as a top scholar, Emma belonged to the school’s Science Gurus Club, the Volleyball and Badminton Teams and organized a “Locks of Hope” initiative at the school to donate hair to kids with cancer. She is registered to attend McMaster University to study Engineering.

► 21st Century Learning

Our focus on 21st Century learning has been embraced across the system, with the expansion of wireless technology, updating of computer equipment, access to a wider diversity of digital software and hardware and increased training opportunities so that our staff become more fl uent in this digital age. TCDSB’s Department of 21st Century Learning provides professional development for the integration of technology in the classroom. We seek to inform and transform teaching, learning and leading through the development of four key 21st Century skills: Creativity, Collaboration, Communication and Critical Th inking. Th e Academic Information Communication and Technology Department provides professional development opportunities for all TCDSB staff about the integration of 21st Century Fluencies in their teaching. Th e team provides many workshops exploring tools such as Smart Boards, Blended Learning, Growing Success Report Card, Web Marks and all Technology Enabled Learning Rollouts (TEL). Project NEXT provides the framework for all stakeholders as we move from the early phases of 21st Century Learning to the transformation of teaching.

Student well-being goes hand in hand with student success. Th e Board recognizes the importance of physical, mental and emotional health, and we continue to focus on programs and services that support those priorities.

►Student Success

For secondary school students, program pathway options continue to grow, with Specialist High Skills Major programs being off ered at 30 school sites. Th e Board also approved the introduction of the International Baccalaureate program at a third site—St. Mary Catholic Secondary School, which was launched in September 2013. Th e IB program has been operating successfully in two locations for many years—one school in the west and one in the east.

► Full Day Kindergarten

Th e Board continues to move forward with the expansion of Full Day Early Learning Kindergarten Programs. In 2012-2013 eighty three TCDSB schools had introduced the program, which is more than half of our sites. Our parents look forward to the full implementation of this program across the Board, and the expansion of sites off ering the before and after component of the Full-Day program.

► Safe Schools and Mental Health

Bullying awareness, prevention and intervention strategies continue to evolve across the system. All schools participated in a symposium on bullying this year in addition to working locally with their own strategies and projects. Schools have produced videos to illustrate the importance of raising awareness around this issue. Stop the Stigma teams were also active in our schools and communities, and their eff orts received widespread recognition. In May, the Board was pleased to partner with Feathers Against Bullying—an initiative which gave voice to students on their ideas for preventing and responding to bullying through art and other activities. Th e culmination of the year long initiative was a mammoth art installation of some 60,000 individual feathers created by our TCDSB students, which was unveiled at Nathan Phillips Square.

▼ A new Mental Health Strategy was adopted by the Board, closely followed by the approval of a Mental Health and Well-Being Policy, which are further supported by the suicide response guidelines. A video has been developed, along with other training materials, to support professional development in this critical area. Th e Board is committed to ensuring that all staff have a clear understanding of the strategy, policy and guidelines.

► Also in May the Board again celebrated equity and inclusion through the annual Special Mini Olympics which brings together students with special needs with their diff erently abled peers for a day of games and activities which build leadership, a sense of community and compassion.

LUES CONTINUING OUR FAITH JOURNEY AS WE LAUNCH A NEW THREE-YEAR PASTORAL PLAN

▼Th e 2012-2013 school year began with the launch of a new three-year pastoral plan focusing on the virtues of faith hope and charity. Our year of faith coincided with the Year of Faith designated by the Vatican, and fl owed smoothly from our focus in 2011-2012 on the year of Witness. Th e transition between the two pastoral plans was bridged in a very tangible and meaningful way by the two-year journey of our Witness to Faith Cross, which travelled to each and every school across our system. Built by the students at Neil McNeil Catholic Secondary School, the cross became our Olympic torch, as it passed from hand to hand in celebration of our Catholic faith.

► Celebrating our Faith

Opportunities to celebrate our faith throughout the year were numerous. In addition to the usual monthly liturgies,

special prayer services and Masses of celebration, we also had an opportunity to celebrate the canonization of

St. Kateri Tekakwitha, the fi rst Canadian Aboriginal Saint. Our school by the same name hosted a huge celebration in

honour of their patron saint.

▲We were honoured to have Cardinal Th omas Collins join us in welcoming the cross home to the Catholic Education Centre in June, and reminding us that although the initial two-year journey has come to an end, our own journey of faith and hope will continue in the work that we do and the people that we interact with.

► Th e entire school system and Catholic community watched with anticipation as the

Cardinals elected a new Pontiff . Among those called to Rome for the election was our own Cardinal

Th omas Collins, who shared his time with students and spoke to them via Skype sessions about his

experience as part of the Papal Conclave.

and the community. ▲ Th e Board also celebrated its fi rst ever Rosary Day, where students and staff across the system were invited to join in praying the rosary. I was pleased to visit one of our schools and help students with the creation of their own rosaries in preparation for this event.

marginalized. On May 16th, TCDSB teachers and students unveiled the Doors of Hope at the gala. Th e evening

provided guests with an opportunity to view a sampling of 12 artistic

creations, using a door as the canvas to provide unique views into how

charity brings hope, and how these two

forces become more powerful as they are

combined.

Witnessing our Faith—Small Things Can Make a Big Diff erence

Th roughout each school year I am overwhelmed by the incredible generosity of our students, staff and families in their response to the need for help in their own communities and around the world. Participation in community service activities, food and clothing drives, fundraisers and social justice activities continue to be tangible expressions of faith, hope and charity.

◄ As the lowly penny was taken out of circulation, our schools came together to support clean water projects in developing countries through the “We Make Change” campaign led by Free Th e Children. I was very proud to participate in the launch of this campaign at St. Th omas Aquinas Catholic School and celebrate the many students who enthusiastically and compassionately respond to the call for help.

Th e Board continues to build on past years of solid fi scal management, successfully passing its 4th consecutive balanced budget of $1.09 billion for the 2013-2014 school year. Th e budget features a modest in-year surplus. Ongoing funding pressures continue to be a challenge, but the Board was able to achieve a balanced budget without any major reductions to programs and services while maintaining system-wide stability that does not compromise student achievement. Th is budget highlights the Board’s commitment to achieving eff ective and equitable programs and services while better meeting the needs of all students.

The approved budget was the product of the most extensive community consultation process ever undertaken by the Board. It featured an online budget survey with translated versions available in 8 languages, two special public meetings and the fi rst time use of automated computerized telephone messaging to each parent in the board.

Budget Priorities

The Board’s budget also reaffi rmed its investment in 21st century learning, special education, transportation services, school maintenance, parental and student engagement, and specialized literacy programs.

In keeping with the spirit of going green, the Board decided to cut down on waste and save money by reducing the number of printed agendas for meetings, and eliminating the printing of the weekly Director’s Bulletin (staff newsletter) as well. We are also moving forward with a complete meeting and agenda management system to further reduce the need for printing of agendas and minutes. The hope is to have the new system in place in 2014.

Building for the Future

The Board’s budget refl ected the commitment to student achievement and well-being, stewardship of resources andexcellence in governance which are key components of ourMulti-Year Strategic Plan. This disciplined management approach allowed TCDSB to reinvest in our schools and communities through the most comprehensive capital program in our history, which will see the construction of effi cient, state-of-the-art learning environments for our students. Currently, the TCDSB is midway through a fi ve-year, $403 million capital project plan that includes the construction of 12 new schools by the end of 2015. Included in the plan is a commitment to build new additions to meet the critical need to modernize facilities at existing schools and the roll out of new classroom spaces for full day kindergarten. 2012-2013 also saw the start of construction of several new school facilities and additions and renovations to a number of existing schools. The excitement began in September with the opening of the newly rebuilt St. Conrad Catholic School in North York, and continued when St. Nicholas welcomed students and staff to their newly rebuilt facility in Scarborough. A brand new school created for the Morningside Heights area—Blessed Pier Giorgio Frassati—welcomed the community to an open house in the spring, with the school ready to welcome hundreds of students in September 2013.

The Board’s renewal plan will see $48.1 million targeted for maintenance and repair of its school facilities to ensure a safe and healthy environment for students and staff. The plan calls for facility upgrades to address high priority building needs requiring immediate attention. Funding for the renewal program is provided through the Ontario Ministry of Education’s Pupil Accommodation Grant (PAG). The work required ranges from complex building envelope, mechanical, electrical and energy-related improvements like boilers to smaller jobs such as painting and landscaping.

School grounds are also under continuous improvement. Holy Cross and St. Mary of the Angels were among the school communities celebrating the completion of their school yard rejuvenation projects last year.

been built on the commitment and

passion of the staff in our schools and offi ces.

I am continually overwhelmed by the level of expertise, as well as the compassion and caring, guidance and support that our staff provide to our young people each and every day. Th ey demonstrate a dedication to the achievement and well-being of our students in everything they do, and inspire them to be the best that they can be.

All of our teachers, administrators, support staff , caretakers, secretarial and clerical staff ·deserve recognition for their dedication and hard work. Th is past year a few of these individuals were singled out for recognition and have contributed to the sense of pride that we all feel at being part of the TCDSB community.

Facilitating easy access to vital information for our staff was also a priority, and we were pleased to launch our new Employee Portal, including the Employee Self-Service section which features online pay slips, T4 statements and other important forms and letters. As more staff familiarize themselves with the online services, we will be able to move forward with the elimination of printed pay slips and other information for our staff .

“Family Learning Walks” at Holy ·Redeemer which encouraged parents to participate in student-led learning walks, view students’ work, conference and work with their child on specifi c practical “home connection” activities, with the hope that students will become more engaged in relevant visible learning.“Don’t Hate; Appreciate” at Bishop ·Marrocco/Th omas Merton, which focuses on eliminating the stigma associated with mental health issues. “Full Body Involvement: Books, ·Balls and More” at Epiphany of Our Lord, designed to engage intermediate students in academic activities, sporting activities, the arts, technology and community involvement.“Worldly International Student Peer ·Support” at Blessed Pope John Paul II, easing the transition of international (ESL) students into a diffi cult cultural environment and providing supports for intellectual, emotional, physical and spiritual development.“TRIBES Co-operative Program” at ·St. Ursula, which encourages collaboration and friendship across all grades. Madonna’s Ambassadors and Peer Ministers ·program which empower young women to take on a leadership role. “Here Comes the Son”, an original ·liturgical musical which tells the story of Jesus through song. It is produced by St. Eugene teacher Robert Gallo and performed by students.Father Henry Carr’s annual multicultural ·festival, an innovative celebration of local and global equity and inclusion.Father Serra’s student leaders program ·designed to empower students to make positive change in the world and in the community.St. Angela’s “building independence and ·comprehensive literacy”, which utilized a centre-based reading approached by adapting the daily fi ve model to align with literacy in the middle grades.“Navigating the Teenage Years-Love is ·Louder” at Michael Power/St. Joseph, focusing on mental health and bullying awareness.“Leaps and Bounds Math Intervention” ·program at St. Jane Frances, which aims to close the learning gap in the various math strands.Chaminade College’s “W.A.V.E. Youth ·Action Team”, a collaborative initiative with Louise Russo (W.A.V.E.) founder, with the goal of ending community violence by eliminating bullying.Equity Week at Senator O’Connor College, ·which features school wide activities providing opportunities for learning more about the meaning of equity and equitable behaviour in the classroom and the community.Loretto Abbey’s “Project LOVE” aims to ·engage students and staff in volunteer activities, mentorship and leadership.

Th e Board continues to celebrate World Teachers’ Day each October. Th is year, a day was set aside in late October to acknowledge Early Childhood Educators and Childcare Workers, and March 4th was declared as Education Support Staff day to acknowledge our Child and Youth Workers, Education Assistants and Deaf and Hard of Hearing Support staff who support student achievement and well being, most particularly with some of our most disadvantaged, challenging and vulnerable young people.

Labour Peace

I am proud to say that while some boards were dealing with labour strife, we were able to successfully negotiate new collective agreements with all our employee groups following the announcement of the Memorandum of Understanding which became the foundation for those agreements. I commend our unions and association, as well as our own negotiating team, for continuing to work collaboratively to fi nalize the current round of collective bargaining.

Honouring Innovation in Education

Last year, the Board continued a long standing tradition of celebrating innovation and excellence in education with our Exemplary Practice Awards. Th ese awards are just one way for us to recognize and truly celebrate the staff and school communities who are supporting our commitment to the belief that every school is a great school by responding to the diverse needs of the students across the system. Th e Board continues to share good news and important information to more than 1,800 subscribers to our E-News (electronic newsletter service), and in the past year our Twitter followers has quadrupled to more than 5,000.

Sharing information

Th e distribution of written summaries of board highlights and decisions “From the Board” is now being distributed more broadly. Always available through the board’s website, and the weekly Director’s Bulletin, it is now distributed electronically to our parent community via our school administrators and Catholic School Advisory Councils, our parish leaders, City Councillors and Members of Provincial Parliament.

In an eff ort to reach out to as many stakeholders as possible during the 2013-2014 budget setting process, the Board, for the fi rst time, utilized telephone messaging as a way to invite parents, staff and Catholic school supporters to participate in our online survey and public meetings. TCDSB encourages and appreciates the involvement and support of its parents and the wider Catholic community, and is always looking for ways to further improve parental engagement in the education of our students.

All Board meetings continue to be webcast live as they happen, and during the past year the Board has also started airing the proceedings from its three standing committee meetings: Student Achievement and Well-Being Catholic Education and Human Resources, Corporate Aff airs Strategic Planning and Property, and Governance Framework. For those who are not able to attend public board or committees, or view the proceedings during the live webcast, the video footage from these meetings is archived and available for viewing later on.

IMPROVING PUBLIC ACCESS TO INFORMATION

To make news and information readily available to parents, and the general public, the Board launched a new portal website in 2012, and is continuing to review and revise the content and accessibility of the information. Newly redesigned Trustee websites were launched this spring, which will facilitate communication between individual Trustees and the constituents they represent.

◄ New Trustee Elected

Th e school year began with an announcement that Tobias Enverga, Trustee for Ward 8, had been appointed to the Canadian Senate. After much discussion and deliberation, and consultation with constituents, the Board opted for a bi-election to ensure that the Catholic school supporters in Ward 8 had a say in who their new representative would be. Garry Tanuan, formerly a member of the board’s Catholic Parent Involvement Committee, and active member in his school and parish communities, was sworn in as Ward 8 Trustee in December 2012.

Governance Practices

Th e Board of Trustees continues to focus on developing more eff ective governance practices relative to the Multi-Year Strategic Plan. A number of meetings have taken place between the Trustees and the Director of Education and Senior Staff to discuss revisions to the Trustee Code of Conduct, fostering a more positive relationship between Trustees and staff , facilitating positive interactions and practices in the boardroom, and improving communication and collaboration at all levels of the organization.

An extensive review of TCDSB policies has been initiated and will continue throughout the coming year to ensure that the policies are up to date and refl ective of Board priorities. A number of new policies have already been developed, others have been revised, and still others that were determined to be redundant or irrelevant have been rescinded. All Board policies remain easily accessible to staff and the general public through the board’s website.

To facilitate collaborative communication, the newly appointed senior coordinator of communications established a communications roundtable which meets four times each year to discuss issues of mutual concern and discuss opportunities to enhance open and transparent communication among board members, and between trustees and their constituents.

Th e Toronto Catholic District School Board remains committed to the goals of its Multi-Year Strategic Plan, including improved accountability and transparency in all its activities.

To ensure a better representation of the students across the system, and provide peer support for the role of student trustee, the Board updated its Student Trustee Policy and for the fi rst time, approved the election of two

students to the position. Congratulations to William Lawrence from Bishop Allen and Enrique Olivo from Neil McNeil for being elected by their

peers. Th e Board’s thanks and best wishes are extended to outgoing Student Trustee Andrew Walker for his dedication, input and leadership throughout

his term—the 2012-2013 school year.
