A year of evaluation and renewed focus

In response to a rapidly changing global environment at home and abroad, characterised by a diversification of stakeholders, a more prominent position of Asia and Asian studies, and dwindling support for the Humanities and Social Sciences in Academia, IIAS, under its new director, Dr. Philippe Peycam, formulated new strategic directions. The new IIAS position, mission, and ambitions for the coming years were laid down in a policy document “Strategic Directions for IIAS, 2010-2015”, written by the Director and sanctioned by the IIAS Board in June of the same year.

While the Institute’s original mission remains as relevant as before, IIAS’s answer to its new environment is to increase its focus while furthering its institutional identity and visibility through the originality of its programmes and initiatives. The objective is to strengthen IIAS’s position as an independent and flexible small institution built on global networks, mutually-beneficial collaborative partnerships and well-targeted quality services.

An important concrete step was taken with the definition of three programmatic and thematic clusters in phase with contemporary Asian currents: Asian cities, the global projection of Asia and dynamics of Asian cultural heritages. These clusters will serve as focal points for future activities. The aim is to use these thematic umbrellas in order to cultivate synergy and coherence between people and projects while generating more interaction with Asian societies.

To stress the new directions taken by IIAS, plans were immediately drawn up to redesign the IIAS website and the IIAS Newsletter. The pull-out focus section of The Newsletter’s summer edition was entirely devoted to urbanisation in East Asia. Activities were also planned in line with the new thematic approach: one of the first was a Round Table on the practices and approaches toward cultural heritages in Asia and Europe, held on 2 September 2010 in cooperation with the Asia-Europe Foundation (Singapore). One of the outcomes of the meeting was the organisation of an international Summer School followed by a conference on the same topic, to be held in Leiden in June 2011.

Throughout the year, IIAS has continued to hold (and plan) workshops and other academic events, to receive fellows and other guests, and to publish monographs and edited volumes in the field of Asian Studies. 2010 was a year of changes and reorientations, preparing IIAS to hold a more pronounced and focused role in a rapidly changing environment.

The International Institute for Asian Studies

organises its research along programmes and

various types of individual research projects.

IIAS research is characterised by the facilitation

for researchers and the thematic flexibility

regarding long-term programmes, welcoming

different academic disciplines and regional

specialisations.

In addition, the institute’s network provides researchers and their projects an opportunity to ‘embed’ in an international, academic and non-academic, environment. IIAS maintains a balance between humanities and socialsciences, and between ‘full-blooded’ science and ‘science for society’. On the one hand, IIAS supports programmes that unravel complex processes and provide points of impact for renewal and improvement, such as research in linguistics, literature, music and arts, media, history, and so on. On the other hand, IIAS is involved in research programmes that address and seek to solve societal questions, such as in research on regulation and governance, civil society, sustainable development, etc. All research programmes are jointly funded by IIAS and partner organisations within the Netherlands and abroad.

FellowsIn addition to those scholars visiting IIAS as part of agreements, a large number of researchers come to Leiden orAmsterdam to work on their individual projects as a visiting fellow. This provides an opportunity to make use of theextensive collections in Leiden (KITLV, Kern Library, and other specialized libraries), The Hague (National Archive) and Amsterdam (International Institute of Social History, for example). Others use their time to write up research findings or finish a manuscript. Many of these fellows are supported financially by national and international funding agencies. In 2010, IIAS hosted fellows with grants from:

Asian Research Institute of National University of Singapore; Alexander von Humboldt Stiftung; Asiascape; Chinese Academy of Social Sciences (CASS); Fritz Thyssen Stiftung; J. Gonda Foundation; National Institutes for the Humanities (NIHU); Numata Foundation; Organisation of Scientific Research (NWO); and the Royal Netherlands Academy of Arts and Sciences (KNAW).

AgreementsIIAS has many different kinds of international cooperation agreements in the field of academic research and seminars. With three partners, IIAS has agreed an annual fellow exchange programme and/or joint conferences:

ProfessorsIIAS also appoints professors as part of an agreement with Dutch universities, foreign ministries and fundingorganisations. These IIAS affiliated professors teach at Dutch universities to strengthen existing BA and MA teaching programmes in Asian studies. Annually, IIAS hosts the following professors:

• European Chair of Chinese Studies, co-sponsored by the Ministry of Education, Taiwan

• European Chair of Malay Studies, co-sponsored by the Ministry of Higher Education, Malaysia

• Visting scholar in Korean Studies, co-sponsored by the Academy of Korean Studies (AKS), Seoul, South Korea

IIAS extraordinary chairs were established to stimulate Asian Studies at Dutch universities where Asian Studies is not a major focus or to stimulate specific fields of study at universities with a well-established reputation in Asian Studies. Qualified scholars are appointed for one day a week at the host university. IIAS provides the funding for the teaching replacement of the scholar at his or her home university.

• Prof. Tak-Wing Ngo is appointed at the Erasmus University Rotterdam to teach on the history of Asia (1 May 2008 – 1 May 2012).

• As of 1 July 2009, Prof. Gerard Persoon is appointed at the Institute of Cultural Anthropology and Developmental Sociology of Leiden University to teach on environment and development, with special attention to indigenous peoples in Asia (1 July 2009 – 1 July 2014).

The International Convention of Asia Scholars

(ICAS), founded in 1997, is a platform for

representatives of academia and civil society to

focus on issues critical to Asia and by implication

to the rest of the world. ICAS is the premier

international gathering in the field of Asian

studies.

ICAS SecretariatThe ICAS Secretariat (hosted by the IIAS) guarantees the continuity of the ICAS process, which is characterised by a comparative cross-border / cross-discipline approach. ICAS specifically encourages the participation of young academics. The ICAS Secretariat is an active accelerator of research and has produced initiatives such as the Convention, the ICAS Publications Series and the ICAS Book Prize.

ICAS Book Prize The ICAS Book Prize (IBP) seeks to honour the best of Asian Studies and is awarded for outstanding Asian Studies English-language works in the fields of the Social Sciences and Humanities. The winner of each category is awarded 2.500 euro in prize money. The IBP Reading Committee consists of Asia scholars from Asia, North America and Europe.

2010 saw the establishment of a separate Best PhD Reading Committee, with last year’s winners of the best PhDs Iza Hussin (Social Sciences) and Birgit Abels (Humanities) becoming its first members. The Committee was asked to increase the number of PhDs submissions for the Book Prize.

The number of submitted books rose to 200 involving more than 40 Asian Studies publishers, whereas the number of PhDs tripled to nearly 40. The 2010 winners will be announced during the 2011 ICAS convention in Hawai’i.

AAS-ICAS Joint Meeting in Honolulu 2011In 2010 preparations were well underway for the joint meeting of the (American) Association for Asian Studies (AAS) and the International Convention of Asia Scholars (ICAS), to be held in Honolulu in April 2011. The selection of submitted abstracts and panels was made by the Academic Committees of both ICAS and AAS. During a preparatory joint meeting of the Academic Committees in Detroit in September 2010, 770 panels were selected for the 2011 AAS-ICAS Joint Meeting.

ICAS 6 will be hosted by the Chungnam National University (CNU), the Center for Asian Regional Studies (CARS) and Daejeon Metropolitan City and will be held in the Daejeon Convention Centre. The overarching theme is: Think Asia! More than 1,500 Asia Studies specialists are expected in Daejeon. This city is located in the heart of the Korean peninsula and successfully merges its long history of culture and tradition with leading research in science and technology.

The International Convention of Asia Scholars (ICAS) is one of the largest biennial gatherings for Asia scholars to meet and discuss new developments in the fields of the Human and Natural Sciences. Since 1998, ICAS has brought more than 5,000 academics from 60 countries together at five conventions.

With the launch of a full digital version

The Newsletter became also available as a web

publication, offering subscribers the choice

between receiving a print or an email version.

Downloadable from the website and with a print circulation averaging 7,500 per issue, in 2010 The Newsletter enjoyed a readership of nearly 20,000 individuals and institutes in 78 countries, making it the largest-circulated publication in its field.

As well as being a window of the institute, The Newsletter links IIAS with the community of Asia scholars and the interested public worldwide. As the gulf between specialist knowledge and public discourse grows wider, The Newsletter bridges the gap and continues to prove itself as a thought-provoking instance of science journalism for Asian studies. Each issue contains commentary and opinion, short research essays, photography essays and book/film reviews, as well as coverage of IIAS-organised events, research programmes, publications and new initiatives. The majority of contributors were associated with IIAS as fellows, through research networks, or via IIAS-sponsored workshops and conferences.

Each issue featured the Focus, a collection of articles with a common theme, coordinated by a guest editor:

WebsiteIn 2010 the IIAS website www.iias.nl had an average of 4,000 page views and 2,000 visitors per day, and contained information about the institute, its research activities, fellowships, publications, and network activities, as well as an online version of the IIAS Newsletter.

In the fall of 2010 much preparatory work went into a complete new design and new information structure of the IIAS website, which had become necessary due to the

formulation of the new strategic directions for IIAS earlier in the year. In order to meet the new communication strategy - from information to more interaction- it was decided that the website was to be re-designed and re-built from scratch. By the end of 2010 the new website was not yet available, but well on its way for its launch in 2011.

The IIAS and ICAS Publications Series both consist

of monographs and edited volumes.

IIAS publications result from research projects conducted at IIAS but also from research conducted elsewhere. The series promotes interdisciplinary studies on Asia and comparative research on Asia and Europe. Two monographs and two edited volumes were published in 2010.

Most ICAS publications are the outcome of contributions at the ICAS conventions. The series takes a multidisciplinary approach to issues of interregional and multilateral importance for Asia in a global context, and stimulates dialogue amongst scholars and civil society groups at the local, regional and international levels. One monograph and three edited volumes were published in 2010.

Both series are published and distributed by Amsterdam University Press (AUP). The distributor in the United States is Chicago University Press and the distribution in Asia is done by several academic publishers. Distinguishing features of the series are: Expedient production of books (in less than a year); relatively low prices (between 30-50 euro); considerable PR because of the globally distributed IIAS Newsletter, the well-visited websites and social networks; exposure at the two-yearly International Convention of Asia Scholars where the books of the series are launched; excellent distribution in Europe, the United States and Asia; and last but not least all the books in the series are available online through Open Access at AUP.

Both series have editorial boards consisting of eminent scholars in their respective fields and the manuscripts of both series are peer-reviewed before being accepted. The General Editor of the IIAS and ICAS series is Dr Paul van der Velde. Martina van den Haak (MA) is Publications Officer.

Asia-Europe Workshop Series (organised by ASEF and the European Alliance for Asian Studies) Since 2002, IIAS has a successful cooperation with the Asia-Europe Foundation (ASEF) in Singapore. ASEF promotes greater understanding between Asia and Europe through intellectual, cultural and people-to-people exchange, and contributes to policy debates in the Asia-Europe Meeting (ASEM) framework by providing a common platform for stakeholders from civil society, government and multilateral institutions.

The annual Asia-Europe Workshop Series, which are jointly organised with the European Alliance for Asian Studies supports academic institutions to organise workshops on themes of common interest to Asia and Europe. The workshop series reinforces and creates specialised academic networks throughout Asia and Europe. In addition to the academic participants and attendants of the workshop, participation by representatives of NGOs, policy makers, and other interested parties is encouraged.

The ‘Europe-Asia Policy Forum’ is a three-year

programme with financial support from the

European Commission, run by IIAS and its

partners the Asia Europe Foundation (ASEF)

in Singapore, the Singapore Institute for

International Affairs (SIIA) and the European

Policy Centre (EPC) in Brussels. The programme

was set up in 2009 and will run until the end of

2011.

This programme, also referred to as the EUforAsia programme after its website address, aims at contributing to an improved European understanding of the Asian region and to an ever more comprehensive engagement between Europe and Asia for effective bi-regional co-operation in addressing policy issues of European or common concern. The overall objective is to promote mutual understanding between the EU and Asia, in the fields of development, health, education, governance, regional cooperation and integration, multilateralism, environment and sustainable development thus contributing to an ever more comprehensive engagement between the two regions for effective inter-regional co-operation and to impact European policies towards Asia: The Europe-Asia Policy Forum encompasses a series of activities pertaining to policy research and think-tank

dialogues, networking and modern communication programmes, namely:

• An Internet Forum, including a regular on-line electronic Newsletter;

• The Brussels Asia Briefings on contemporary issues (8 Briefings a year) for officials, researchers, NGOs and others working on Asian affairs;

• A Europe-Asia sustainable development Panel Series: one panel per year on Clean Development mechanisms, Poverty, Water and Health as well as Pollution and Health (respectively)

Governments are seeking ways to trim and reduce social welfare, health-care, including pensions systems, unleashing sbustantial public debate and insecurity. Many Asian governments are facing comparable dilemmas, involving both state and family. The researchers in this network shed light on how both Asian and European nationas are reviewing the social contract with their citizens. Translating (Japanese) contemporary artThis project focuses on (re)presentaion of ‘Japanese contemporary art’ in art critical and theoretical discourse fromthe late 1980s in the realms of English and Japanese languages, including artists’ own critical writings. The project is a subject of (cultural) translation rather than an art historical study, with which the researcher intends to explore the possibility of multiple and subversve reading of ‘Japanese contemporary art’ in order to establish various models for transculturality in contemporary art.

The research concentrates on cities that have successfully made the transition from colonial to postcolonial nodes in the global network (e.g. Hong Kong, Singapore and Shanghai). A key factor in the research is architectural typology, whereby architecture is examined to see how it can create identity and ethos and how in the postcolonial era these building typologies have been superseded by the office building, the skyskraper and the shopping centre, all of which are rapdily altering the older urban fabric of the city.

Plants, people and workThis research programme consists of various projects that study the social history of cash crops in Asia (18th to 20th centuries). Over the past 500 years Europeans have turned into avid consumers of colonial products. Production systems in the Americas, Africa and Asia adapted to serve the new markets that opened up in the wake of the ‘European encounter’. The effects of these transformations for the long-term development of these societies are fiercely contested. This research programme contributes to the discussion on the histories of globalisation by comparing three important systems of agrarian production over the last 200 years: tobacco, sugar and indigo in India and Indonesia.

Senshi SoshoThis project aims to translate a maximum of 6 official Japanese publications of the series known as ‘Senshi Sosho’ into the English language. From 1966 until 1980, the Ministry of Defense in Tokyo published a series of 102 numbered volumes on the war in Asia and the Pacific. Around 1985 a few additional unnumbered volumes were published. This project focuses specfically on the 6 volumes of these two series which are relevant to the study of the Japanese attack on and the subsequent occupation of the former Dutch East-Indies in the period of 1941 until 1945.

Financial accountingIn 2010 a few factors were important for the financial accounting: • In April 2010 our new director Philippe Peycam made his

entrance into the IIAS. In June 2010 he presented his Strategic Plan 2010-2015, containing his plans for the future for the IIAS, and the plans were discussed with the Board of the IIAS, the Academic Committee of the IIAS and the staff of the IIAS.

• In March 2010 the first digital Newsletter with a new design was launched. The database of Newsletter subscribers was updated and IIAS made an inventory of subscribers receiving the Newsletter in hard copy and in electronic version. Currently, IIAS has 7,500 subscribers (receiving either a hard copy or the digital version).

• In December 2009 it was decided to transfer the ICT of IIAS to the new ICT Shared Service Centre of Leiden University. This transfer took place in the autumn of 2010.

• Funds have been earmarked for: courses for IIAS staff, seminars, shared projects (matching), initiating more activities at the Branch Office in Amsterdam, and international travel costs.

• In the autumn of 2010 a start was made with the development of a new IIAS website, to be completed in 2011.

Management accountingFrom a management accounting perspective the institute’s financial position is transparent and solid. Activity-based costing and project management have been instrumental in planning, controlling and decision making. Financial obligations are duly matched and IIAS is able to benefit from a proper financial planning. On 1 January 2010 the reserve of IIAS amounted to € 345.033. The operating results of 2010 were € 239.096. On

31 December 2010 the reserve of the IIAS rose to € 584.129. The reserve position of IIAS thus reached a level higher than the required 5% norm. In 2011 we expect that the number of activities will increase and the operating result will be more in line with the proposed budget.

Key ratio

IncomesThe funding provided by the Ministry of Education (€ 1.374.000) is still the most important source of income. Furthermore in the 1st cash-flow the income for the seminars was € 58.823. The income for the 2nd cash-flow from KNAW/NWO was € 92.328 and from the 3rd cash-flow projects € 767.045. The total revenues were € 2.459.430.

ExpensesNon-research staff expenditure amounted to € 748.558, or 56% of 1st cash-flow expenses. Total staff expenditure amounted to € 612.373, or 44% of 1st cash flow expenses. Expenses for seminars, fellowships and research programmes (incl. matching 2nd and 3rd cash-flow= € 155.825) were € 343.366 or 25% of 1st cash flow expenses. For publications, The Newsletter and network the expenditures were € 143.907, or 11% of the total expenses. Expenditures for the 2nd and 3rd cash-flow projects were € 538346, or 28% of 1st cash flow expenses.

The IIAS logo is a chandrasa, or bronze axe-head,

found in East Java. It was probably produced during

the Early Bronze Age (c.500 BC) in North Vietnam

(Dong Son). The flying predatory bird holds another

chandrasa in its claws. The function of this object is

unclear. The bird motive returns in IIAS stationary as

well as in this Annual Report.
