TO OUR MEMBERS 2008 and 2009 HAS BEEN AN EXCELLENT YEAR FOR THE MEDICAL TOURISM

ASSOCIATION™, OUR MEMBERS, AND THE MEDICAL TOURISM INDUSTRY. MTA’s growing membership network joined together to focus on transparency of quality and pricing throughout the world. Our primary commitment to upholding and providing best practices involving safety and quality when dealing with patients crossing borders for healthcare was central to our work on this initiative. Together, we worked to create a positive environment to foster growth for our member companies. MTA also expanded the array of educational programs we provide to our members inclusive of up to the minute important information in assisting our member companies in developing, growing and seizing upon market opportunities. The MTA serves as the voice of the Medical Tourism Industry globally throughout the world. In 2008 and 2009 the MTA advocated for better transparency for patients who cross borders for healthcare. We Worked on educating international employers, associations and insurance companies on the opportunities available to them through medical tourism alternatives and reinforced the availability of high quality of healthcare within these global healthcare options. The MTA has worked hard to promote its membership network and to educate the general public, insurance companies, relevant association and private sector employers on the importance of working with MTA members. In September 2008, the MTA held the first ever medical tourism convention in the world referenced as the World Medical Tourism & Global Health Congress, in San Francisco, California. This event was targeted towards international insurance companies, medical tourism facilitators and employers interested in finding international healthcare partners to send patients to. Over 850 attendees gathered from over 45 countries and 53 exhibitors and sponsors highlighted their services at this Congress. In October 2009 the MTA hosted the 2nd World Medical Tourism and Global Health Congress, with approximately 1,500 attendees, 160 speakers and over 120 exhibitors and sponsors from over 60 countries. This was the first-ever event for insurance companies, government agencies, hospitals, facilitators, medical and other associations coming together to openly discuss medical tourism and learn about medical tourism trends while building and networking business relationships. The Congress’s focus on relevant and timely industry issues of quality, legal liability, after care insurance coordination within an international healthcare environment were just some of the major tracks presented at this world-class Congress event. The MTA expanded it’s relationships with a number of strategic international insurance companies, foreign governments, leading medical tourism facilitators and top international hospitals. Through these efforts, the medical tourism industry providers witnessed some of the first greenfield medical tourism programs implemented between health insurance companies and employers. The MTA has been conducting complimentary workshops around the world in its continuing effort to raise awareness and educate providers and governments on the opportunities in medical tourism and the central benefit of continuous improvements in the quality of care at a local level. Simply put, the trend of healthcare globalizing and commoditizing is here to stay in this 21st century. The MTA also has worked diligently in opening regional offices and appointing Strategic Development Officers (SDOs) to build and manage those offices. The MTA currently has offices in United Arab Emirates, Turkey, Israel, Argentina, and Costa Rica. The MTA’s 3rd World Medical Tourism & Global Health Congress will be held on September 22-24th, 2010 in Los Angeles, California, USA, www.MedicalTourismCongress.com. The Medical Tourism Magazine continues to be a huge success both in print and online version www.MedicalTourismMag.com. Distribution extends worldwide, and consumers from over 60 countries read each issue of the magazine. As the only magazine in the world dedicated to medical tourism and cross border healthcare the Medical tourism Magazine assists in educating patients, insurance companies, employers, medical tourism facilitators, hospitals, clinics, associations, individuals and other agencies on the most relevant issues within the growth of medical tourism. Recently the MTA also launched the online Health Tourism Magazine, www.HealthTourismMagazine.com, the only magazine in the world dedicated to health and wellness, inclusive of hot topics such as medical spas, integrative medicine, prevention, and the A-Z of wellness treatments. Looking ahead in 2010, the clarion call for medical tourism and cross border healthcare has never been greater. The recent economic debacle and lingering recessionary pressures worldwide are forcing countries throughout the world, multinational corporations, regional business, insurance companies and all employers to reevaluate how much they spend on healthcare and where they spend those dollars. It is the MTA’s primary goal that every patient crossing borders to engage in medical tourism should have access to the highest quality of care, with access to full transparency, and receive the proper aftercare with patient safety protocols firmly established in place. Since inception the MTA has been committed to aligning our organization with best practices, inclusive of transparency in our management operations.

EVERYONE HAS A VOICE ~ 2009 Membership Committees

Aftercare Committee

The Medical Tourism Association's™ Aftercare Committee met on a bi-monthly basis through

teleconference calls to discuss the top issues in aftercare. Members of this committee met together to

discuss ways to improve aftercare, current advancements in aftercare and patient safety, and how to

provide patients with the best care after surgery and when they return home.

Medical Tourism Facilitator Committee

The Medical Tourism Association’s™ Medical Tourism Facilitator Committee met on a bi-monthly basis to

discuss developing a set of standards for the facilitator side of medical tourism, problems that other

facilitators are facing, and help new members who are just entering the industry. This committee

monitored the development of the certification program and discussed improvements as the industry

developed.

Industry Direction Committee

The Medical Tourism Association’s™ Industry Direction Committee met on a bi-monthly basis through

teleconference calls to discuss the top issues affected in the industry. Members of this committee met

together to discuss how the industry was growing and what can be done to promote the industry in a

positive direction, creating a more solid foundation and protecting the reputation. This committee

discussed ethics and industry drivers.

Membership Committee

The Medical Tourism Association’s™ Membership Committee met on a bi-monthly basis through

teleconference calls to discuss issues affecting the Medical Tourism Association™ generally and the

members specifically. This committee looked to generate increased membership for the MTA as well as

increasing member involvement and improving member benefits.

Legal Committee

The Medical Tourism Association’s™ Legal Committee met on a bi-monthly basis through teleconference

calls to discuss the top issues in the legal field. Members of this committee met together to discuss

reducing the risks and liability in medical tourism, legal forms and documents, and how to network with

the right legal teams in medical tourism. The Committee is chaired by a legal expert in medical tourism.

Quality Indicator Committee/Quality of Care Project

The Medical Tourism Association’s™ Quality Indicator Committee met on a bi-monthly basis through

teleconference calls to discuss the Quality of Care Project. This project sought to create a single set of

quality indicators that may be used universally, a single methodology and validation method. The goal is

to create indicators understandable to the consumer.

Medical Tourism Documentary ~ Angels Overseas ~ Costa Rica Edition The Medical Tourism Association™ has released its first medical tourism documentary which was premiered at the 2nd World Medical Tourism and Global Health Congress and will be on the MTA’s website for people to watch. The one hour long documentary shows the entire experience of an American traveling to Costa Rica for a double knee replacement. The documentary provides significant insight into the high quality of care that international hospitals provide to foreign patients. Quality Indicator Project

The MTA Quality of Care/Quality Indicator Project will change global healthcare. Currently patients, insurance companies and employers from around the world cannot compare or assess a hospitals quality of care, because each hospital uses a different ―methodology‖ in how they collect and report hospital statistics and quality indicators. The leading hospitals from around the world are working with the Medical Tourism Association™ to create a ―single methodology‖ for reporting. This project will change Global Healthcare as we know it, and will allow, for the first time ever, patients, employers and insurance companies around the world to be able to compare the top international hospitals quality of care. The information gathered from the quality of care project will be posted on the Medical Tourism Association website, which allows people to view the quality of care of international hospitals online in one place. This project should help the growth of medical tourism and help patients to feel more comfortable and confident when going overseas for surgery. This project was launched as part of the Medical Tourism Association’s™ mission to provide ―transparency‖ as to quality of care data in the

medical tourism/global healthcare world.

Accreditation & Quality

The MTA works with governments around the world to focus on accreditation and quality. The MTA believes that local patients as well as foreign patients should receive high quality of care. The MTA works and supports local governments in initiatives to increase quality in their country and to understand and implement accreditation on the local level. Education and Adoption of Medical Tourism by Insurance Companies The MTA has the largest initiative in the world to educate insurance companies around the world about medical tourism and cross border healthcare. The MTA has many active projects, including working closely with insurance companies to initiate better understanding of medical tourism while assisting in the development of initiatives. MTA also aids them in the implementation process, which is a valuable tool. Transparency The Medical Tourism Association™ seeks to provide transparency in both quality of care and pricing. Everyday we see more and more that the globalization of healthcare has created a very flat world. We exchange technology, information, communication, physicians and patients. In order to ensure patient safety, it is our goal to create a transparency about the quality of healthcare that can be found in each country. With this, it is increasingly important to create a transparency in pricing as well as ensuring patients traveling overseas for care can be sure of what they are receiving without hidden costs or un-foreseen expenses. The Medical Tourism Association™ is also working on the Quality of Care Project, which will change the way we look at the reporting of global healthcare statistics and the quality of care available at hospitals around the world.

Medical Tourism Facilitator Certification™

The Medical Tourism Association™ has launched a certification of

medical tourism facilitators who are involved in the coordination

of patient care for patients traveling from one country to

another. The certification process is a detailed process of

evaluation which may take up to 120 days to

complete. Those Medical Tourism Facilitators who have applied

for certification will be listed on the website as ― In Application

Process.‖ Successful Members will be listed on the website as

―Certified Members.‖ Applying for certification is not a

guarantee of Medical Tourism Certification and certification can

be revoked at any time for any cause.

The medical tourism certification program is a ―living and breathing‖ program so requirements may

change as development and input is received from the medical tourism industry. Successful Members will

receive a two year certification. A reevaluation form is required to be submitted after one year subject

to review. Governmental Projects The MTA is actively working with governments throughout Latin America, Asia, the Middle East and other parts of the world to understand the opportunities of Medical Tourism and assist them in the proper marketing of their country.

Bringing together the Right Players The MTA has brought together all the players involved in the whole patient process from hospitals, doctors, facilitators, governments, insurance companies, travel agents, hotels, airlines, rehabilitation and recovery centers, and others to put together the important processes in place to ensure patient safety when patients travel for healthcare.

Complication & Other Forms of Liability Insurance The MTA is actively developing insurance products with international insurance companies that will protect patients, employers, facilitators and insurance companies. Creating Healthcare Clusters / Medical Clusters The MTA actively works with hospitals, clinics, providers and governments to establish healthcare and medical clusters with the purpose of promoting a certain destination and assisting in increasing the quality of care in that specific city or region.

Public Private Partnerships Public Private Partnerships (PPP), cooperative ventures that leverage the expertise of public and private entities to optimally meet project objectives, have been applied to many healthcare projects around the globe. Properly executed, PPP arrangements can help ensure that resources and capital are appropriately allocated and that risks are sufficiently managed. Public Private Partnerships can take many forms and the models continue to evolve to support particular situations and different scales of projects. For situations where medical tourism has been identified as a strategic priority, PPP could offer a way for the government to stimulate the development of new facilities efficiently and effectively. Highly complex to establish and execute, the performance record in healthcare mixed. Further complicating success is the limited number of firms with the experience and expertise to contribute from the private sector. Countries that have the most experience in PPP applied to healthcare development are the United Kingdom and Canada. As a result, many case studies, lessons learned and templates are available to help other organizations considering or pursuing partnerships. Successful Public Private Partnerships are achievable given the right setting, the right partners, the right preparation and the right execution. Medical Cities Increasingly, people are living in urban settings. When coupled with the strong population and economic growth of many developing nations, the need for new cities and new approaches to their development is expanding at a tremendous rate. Paramount to the long term sustainability and success to these cities is the proper integration and distribution of healthcare. While traditionally a medical city has taken on the appearance of a medical cluster – a centralization of services, not necessarily coordinated, the medical city of the future will be oriented much more strongly along the continuum of care, emphasize wellness and, in many ways, be integrated much more strongly to its surrounding community. In essence, the boundaries of the medical city would extend to the boundaries of the community. Care would be comprehensive and coordinated. The destination aspect of the development extends beyond healthcare components and extends to the entire city itself. The medical city is instrumental to the overall economic growth of new developments, helping to attract foreign expertise and investment while serving the basic needs of the community.

Medical Tourism City ~ First Online Social Network in Global Healthcare & Medical Tourism

The Medical Tourism Association™ has launched the first online social network in Medical Tourism and

Global Healthcare. Currently as of October 2009 the social network had over 600 members from over 50

countries. Members of the social network represent international insurance companies, health

insurance agents, medical tourism facilitators, hospitals, clinics, governments, doctors, healthcare

providers, consulting firms, pharmaceutical companies, medical supply companies and more. Medical

Tourism City is an initiative of the MTA to allow people from all over the world to come to one place to

share ideas, become educated, and to network. The social network is also a ―think tank‖ where people

from different countries share and debate ideas and concepts.

The online social network and community allows users to:

1) Create their own private blog

2) Create forums and post messages

3) Share photos and videos

5) Create private online networking groups and allow people to join them to discuss ideas

6) Create a private network of business contacts (―friends‖)

7) Privately email people and connect with potential business partners

Familiarization Trips

The Medical Tourism Association™ has completed 6 successful ―FAM‖ Trips during the past year. The goal of

a Medical Tourism Familiarization Tour is to highlight the quality of care within the specific region. One of

the main reasons is to introduce the region as a destination for medical tourism and to generate an interest

from ―buyers‖ to send patients to the hospitals and clinics visited on the tour. During the trip, buyers will

visit hospitals and clinics, and also engage in tourism activities, similar to what a potential patient may

enjoy. The idea is for the buyer to ―walk in the footsteps of a patient‖ while they are in your country or

destination. The trips are fully funded by the providers or government organizing the tour and so the

delegation participating in the tour has no out of pocket costs.

Membership Committees The MTA held teleconferences on a monthly basis for its 6 MTA member committees to help move the indus-try forward in a positive direction and help develop best practices. The committees included After Care, Facilitator, Industry Direction, Membership, Legal and the Quality Indicator/Quality of Care Project committee. Medical Tourism Magazine and the Launch of Health Tourism Magazine The Medical Tourism Magazine provides a comprehensive & cost effective way to reach buyers of healthcare and those involved in the Medical Tourism Industry on a bi-monthly basis. With the largest readership in the world in both its print edition and online edition, MTM is the only magazine dedicated to bringing those involved or interested in the industry the most cutting edge information. The circulation of the MTM, on average, for its printed version ranges over 90 countries around the world in all 5 regions. The magazine’s readership is over 120,000 per year, its printed distribution goes to International Hospitals, International Health Insurance Carriers in the Middle East, US, UK and Canada, healthcare providers throughout the world, the travel industry, directly to potential medical tourism patients considering going overseas for surgery, and anyone interested in the industry. The magazine also is distributed to a majority of the health plans which administer Self Funded Employer health plans in the U.S. Medical Tourism Magazine offers advertisers a direct line of communication to both ―buyers of healthcare‖ and ―sellers of healthcare‖ from around the world. What the MTA is Working On: Key Challenges and Issues~

Healthcare Clusters~ Forming a healthcare cluster or medical cluster is probably the single most important step in establishing a medical tourism destination and enhancing the location’s chances of success as a destination for medical tourists, thereby increasing patient flow. All the medical tourism stakeholders, such as hospitals, doctors, Ministries of Health, Tourism, and Economic Development, tourism operators, hotels and more must work together to promote this image of high quality healthcare to establish a ―Brand‖ name for the location throughout the world. A healthcare cluster is generally an independent organization of hospitals, clinics, medical professionals and the government in a specific city, state, or region. A healthcare cluster is funded by all the participants in the healthcare cluster and represents the interests of all the members and may also be supported by government funding. The purpose of a Healthcare Cluster is to promote the members of the healthcare cluster and build a reputation of providing extremely high quality healthcare. Carefully targeted collective action by the members of the healthcare cluster often produces results that individual members are incapable of obtaining by or for themselves. Also, before patients travel to these destinations, the reputation established must be one of quality, and include infrastructure support and governmental sponsorship. No one individual member can do this. A healthcare cluster can adopt and promote high stan-dards of ethical and professional medical care. These standards will need to be developed based upon the existing medical requirements and licensure standards for the country, state, city or region. Marketing standards and goals for the cluster need to be evaluated and designated to the appropriate entity or groups. Advertising budgets need to be developed as well and tie in with the Department of Tourism and Department of Health for governmental support. Finally, appropriate aftercare systems need to be created to appropriately handle patients. This means that tourism organizations, hotels and/or recovery centers need to be incorporated into the cluster for the purpose of creating safe and reliable aftercare networks. In this way, the healthcare cluster can create self-regulation within the location to achieve its goals of being established as an independent arm of the healthcare and tourism sectors. Ministerial Roundtable Meeting~ The MTA held its first roundtable of Health and Tourism as ministerial delegates came together to outline the future of medical tourism and the steps required to give it the necessary thrust. The high-powered congregation of senior ministers and policy makers discussed the opportunities and requests for assistance in medical tourism from international organizations, including the World Health Organization (WHO - PAHO) and Organization for Economic Co-Operation and Development (OECD). The focus of the meeting was on increas-ing the quality of healthcare worldwide, patient safety, policy relations and possible collaborative roles of global agencies in fostering medical tourism development worldwide. This inaugural edition was convened during the 2nd annual World Medical Tourism and Global Health Congress, October 27th, 2009 in Los Angeles, California. The second edition of the ministers' roundtable on medical tourism will be held at the 3rd World Medical Tourism and Global Health Congress in Los Angeles, September 22-24th, 2010. http://www.MedicalTourismCongress.com

1. Tell me a little more about MTA’s mini-conferences and workshops? The Medical Tourism Association™ (Global Healthcare Association) organizes and provides workshops throughout the world. The Medical Tourism Workshops fulfill one of the MTA’s main tenets of ―Education.‖ The MTA provides workshops that range from half-day medical tourism workshops, full-day and multi-day workshops. The MTA Provides Medical Tourism Workshops to the following organizations:

Governments Hospitals, Clinics, and Healthcare Providers Doctors (continuing education) Medical Tourism Facilitators Insurance Companies, Employers and Health Insurance Agents Other Interested Parties

2. Why was the 2009 Latin American Medical Tourism Conference in Monterrey Mexico

canceled? In April 2009 Monterrey Healthcare City cancelled the 1st Latin America Medical Tourism and Health Tourism Congress in Monterrey based upon information provided by the CDC, WHO and US State Department and the recommendations of the Governor of the State of Nuevo Leon. This decision was made to take preventative measures and assure the safety of all delegates. Unfortunately, Monterrey Healthcare City opted not to pay the balance of the contract with MTA in order to provide 100% refunds to the exhibitors and delegates. MTA paid from their own funds, 50% refunds. Unfortunately, no cancellation insurance policies cover incidents of communicable diseases like H1N1. 3. What happened in the litigation between IMTA, IMTAA and MTA? The Medical Tourism Association™ has invested a tremendous amount of time and effort in developing an international brand as well as developing a trademark in the United States recognizable to insurance companies, employers and patients. In 2009, IMTA financed and created a US division called IMTAA with the specific purpose of duplicating the efforts of MTA, thereby violating MTA’s trademark and creating confusion between the organizations. Under legal advice from MTA’s legal committee, MTA attempted an amicable resolution to this trademark infringement. When counsel for IMTA and IMTAA, Dale Vandemark, Esquire terminated settlement discussion, MTA’s legal counsel filed suit against both IMTA and IMTAA to protect our brand. Since that time, IMTAA has dissolved, having never performed any business activities. IMTA has also dissolved and settled with MTA amicably, with a letter from former IMTA President, Ruben Toral, in support of MTA’s activities forthcoming.
