1 ANNUAL REPORT FOR THE YEAR 2006 1. INTRODUCTION This Annual Report on the working of the University is prepared and presented by the Executive Council to the General Council in pursuance of the requirement under Section 12(2)(iii)(a) of the NALSAR University Act, 1998. The period covered is from January, 2006 to December, 2006. 2. ANNUAL REPORT FOR THE YEAR 2006 1. 4. ACADEMIC PROGRAMMES B.A.,LL.B. (Hons.) The ninth batch of admissions for the B.A., LL.B. (Hons.) Degree Programe was made during the year under report. The All India Entrance Test was conducted on Sunday the 21st May, 2006 at Ahmedabad, Bangalore, Chandigarh, Chennai, Cochin, Delhi, Guwahati, Hyderabad, Jodhpur, Kolkata, Lucknow, Mumbai, Vijayawada, Visakhapatnam and Bangkok. Out of a total of 4,367 who applied for the test, 4003 candidates took the Test. 80 students were admitted including 43 Girls. Six students from Bhutan, two from Nepal, two from U.S.A., one each from Brazil, Singapore and Seychelles were admitted under foreign national category. The remaining 67 students come from 15 different States in the Country. The session started on 1st July, 2006. LL.M. Admissions for the fifth batch of the LL.M. Degree Programme were made during the year through the All India Entrance Test organized on 21st May, 2006. Out of a total of 107 who applied for the test, 83 candidates took the Test. Twenty one students were admitted including nine girls. Out of the admitted students two are from Bhutan and the remaining 19 students come from 10 different states in the country. NALSARPro NALSAR Proximate Education launched its Sixth batch of admissions for the Post-Graduate Diploma programmes for the year 2006-07 in February, 2006. The Sixth batch admissions exceeded the enrolment figures of the previous batches. The breakup of enrolment for various courses for the year 2006-07 is as under: (1) P. G. Diploma in Patents Law: 324 (2) P. G. Diploma in Cyber Laws: 111 (3) P. G. Diploma in Media Laws: 19 (4) P. G. NALSAR Proximate Education were the resource persons for the Patents Law Diploma seminar classes. Mr.Rodney Ryder, Advocate, Supreme Court, Mr.N.L.Vijayashankar, Cyber Law Consultant, Chennai, Mr.R.Muralidhran, Patent & Trademarks Attorney, Bangalore, Mr. V.K. Unni, Asst. Professor, Ms.M.Maithreyi, Lecturer, NALSAR Nalsar University and Prof. V.C. Vivekanandan were the resource persons for the Cyber Laws Diploma seminar classes. The first round of Seminar classes for P.G.Diploma in Media Laws were held on 7th & 8th October 2006 at Hyderabad centre where Mr.R.Muralidhran, Patent & Trademarks attorney, Bangalore, Prof.M.Sridhar, Professor, NALSAR and Prof. V.C. Vivekanandan were the resource persons. The examinations for the Fifth batch (2005-06) for P.G.Diplomas in Patents Law, Cyber Laws and Media Laws were conducted on 1st & 2nd July 2006 simultaneously at five centers – Hyderabad, Mumbai, Bangalore, New Delhi & Chennai. The examinations for the P.G.Diploma in International Humanitarian Laws were held on 27th and 28th July 2006 simultaneously at six centres – Hyderabad, New Delhi, Colombo, Katmandu, Myanmar and Manila. The results have been declared and the following number of candidates has become eligible for award of the Diploma: Patents Law 155 Media Laws 14 Cyber Laws 29 International Humanitarian Law 13 The “Award of Diploma” function was organized on 21st January 2007 for the successful candidates where Dr.Syed E. Hasnain , Vice-Chancellor, Central University of Hyderabad was the guest of Honour.

Post Graduate Diploma and Certificate Course in Alternative Dispute Resolution (ADR) and Post Graduate Diploma in Family Dispute Resolution (FDR) The presentation of Diplomas for the students of ADR (Evening Course) and Certificate in ADR was done on 22nd July, 2006. Hon‟ble Mr. Justice G.S. Singhvi, Chief Justice of A.P. distributed the P.G. Diplomas in ADR (evening course) to 25 candidates and P.G. Certificate in ADR to 24 candidates.

Certificate Course in ADR (Visakhapatnam) 33 5. FOURTH ANNUAL CONVOCATION The Fourth Annual Convocation of the University was held on 15th July, 2006. Hon‟ble Mr. Justice Y.K. Sabharwal the then Chief Justice of India was the Chief Guest and delivered the Convocation Address. Hon‟ble Dr. Y.S. Rajasekhara Reddy, Chief Minister of Andhra Pradesh was the Guest of Honour. Hon‟ble Mr. Justice G.S. Singhvi, Chief Justice of Andhra Pradesh High Court and Chancellor, NALSAR conferred the Honorary Degree - LL.D. on Mr. Soli J. Sorabjee, Senior Advocate, Supreme Court of India. At the Convocation, the Hon‟ble Chancellor also awarded the Ph.D. Degree on one candidate, LL.M. Degree on five students and B.A., LL.B. (Hons.) Degree on 57 students besides Postgraduate Diplomas as follows: Patents Law - 128 Cyber Laws - 28 Media Laws - 01 International Humanitarian Law - 08 Insurance Laws - 07 29 Gold Medals were also presented to the meritorious students of the B.A., LL.B. (Hons.) Degree Programme. 6. CAMPUS DEVELOPMENT During the year under report, the construction of Convention Centre with 24 rooms with all amenities along with common dining facilities has been completed. The University has taken up the construction of Auditorium with a seating capacity of 750. The Hon‟ble Mr. Justice Y.K. Sabharwal, Chief Justice of India has inaugurated the Video-Conferencing Facility at M.K. Nambyar SAARCLaw Centre on 15th July, 2006.

7. FINANCES During the period under report, the Government of Andhra Pradesh released Rs. 392 lakhs to meet the expenditures on buildings, other infrastructure facilities and for campus development. In addition, revenue receipts have been to the extent of Rs. 391 lakhs. Also the University Grants Commission has released an amount of Rs. 100 lakhs out of Rs. 200 lakhs sanctioned under the General Assistance Development Scheme for the X Plan period and an amount of Rs. 50 lakhs out of Rs. 100 lakhs sanctioned under the Special Development Grant for Young Universities. And an amount of Rs. 50 lakhs received from Mr. K.K. Venugopal for Video-Conferencing Facility in SAARCLaw Builkding. The capital expenditure during the period has been Rs. 432 lakhs while the recurring expenditure has been to the tune of Rs. 418 lakhs. 8. LIBRARY Library has achieved significant IT based infrastructure during the year and is fully automated with VTLS Library Software and RFID security system. Acquisitions

Printed

There has been significant growth in the collection of printed as well as Electronic resources since last year. During the period under report 1951 new titles in print resources, including titles from the World Bank, International Monetary Fund and Corpus Juris Secundum, Encyclopedias, digests and other books have been added. At the end of December 2006 library collection is 16974.

We have also developed our collection for “Centre for Environmetal Study”. Under this we have purchased 153 titles.

The University expresses its gratitude for generous donations it received from Dr. P.C. Rao, Mr. C. Ramakrishna, and faculty members.

Electronic Resources

Library has also added to its subscription E-database “Hein Online” which covers more than 1100 Law relateing International journals in addition to our regular databases, Maupatra, Westlaw, and World Bank Online resources.

CD-ROM resources

Library is subscribing AIR version on CD-ROM for all High Courts & Supreme Court and Judicial decisions on CD-ROM SSC online (Full Text Verson).

IT INFRASTRUCTURE

CD Server Library is equipped with a Network Attached Storage (NAS) CD Server which allows more than 1000 Gigabits of storage. This Server has four accessible drive bays to easily customize to meet various storage needs. It Supports linear storage use or use multiple drives as primary and back-up storage. It includes powerful RAID hardware and software for safe storage across multiple drives.

Workstations

Eight desktops with latest hardware configuration are procured to enable students to browse E-databases, CD-ROM resources, Online library catalogue and other information services.

9. OTHER ACADEMIC AND RESEARCH ACTIVITIES NALSAR – GRIFFITH Exchange Programme: Under the Memorandum of Understanding signed by NALSAR and Griffith University, two students from Griffith spent one semester at NALSAR during January – May, 2006 and two students from NALSAR spent one semester during February – July, 2006. The student exchange programme is very satisfactory with the Griffith University. University of Oklahoma, U.S.A. A Memorandum of Understanding was signed with University of Oklahoma, U.S.A. in February, 2006 for exchange of Faculty and co-operative research. Santa Clara University, U.S.A. Santa Clara University, U.S.A. has signed a Memorandum of Understanding in April, 2006 for exchange of Students, Faculty, Academic Publications and also for co-operative research.

Southern Cross University, Australia The University has signed a Memorandum of Understanding with Southern Cross University, Australia in October, 2006 for exchange of Students, Faculty, Academic Materials and Co-operative Research. Max Planck Institute for Intellectual Property, Germany The University has singed a Memorandum of Understanding with Max Planck Institute for Intellectual Property, Munich in November, 2006 for exchange of Students, Faculty, Academic Materials and co-operative research. Microsoft Scholars Programme Under the Memorandum of Understanding signed by NALSAR with Microsoft Corporation of India Pvt. Ltd. on 30th September, 2005 for „Microsoft Scholar Programme‟, three students of final year were awarded the IPR scholarships for the research papers on Intellectual Property Rights for the year 2006. Microsoft Corporation of India Pvt. Ltd. has extended the „Microsoft Scholar Programme‟ to selected National Law Schools and Law Colleges and Law Departments at a programme organised at NALSAR on 28th November, 2006 which was attended by Vice-Chancellors and Heads of Law Departments from these selected institutions. Alumni Accomplishments The fourth batch comprising of 57 students graduated in May, 2006. Some of these graduates are currently pursuing higher studies at George Washington University (U.S.A.), Cardiff Law School (U.K.), University of Dundi (U.K.), London School of Economics (U.K.), NYU (U.S.A.), University of Vienna (Austria), University of Illinois (U.S.A.), School of Diplomacy and International Relations, (Geneva), Missouri University (U.S.A), Kings College (U.K.). Placement Training Students of the B.A.,B.L.(Hons) course are placed with non-governmental organisations, national and international institutions and organisations, lawyers and law firms. The placement is arranged by the University by liasioning with these various organisations. The liaison aims to find out what the requirements of the organization are, what the expectation from the students is and also the extent to which these expectations were later in fact fulfilled. Before the placements the students are oriented to the set up and activities of the organisations. They are sent with express placement goals and are required to submit a report on the placement to the University which is evaluated for research competence, sensitivity and understanding.

Students have been given placement with Hon‟ble Judges of the Supreme Court; of the High Courts in couple of States; Senior advocates of the Supreme Court and different High Courts; Attorney General of India, New Delhi; Chairman, Bar Council of India, New Delhi; various UN organisations in New Delhi; well known Corporate Law Firms, several Non-Governmental Organisations (NGOs) doing work in law related areas; other financial and law related organisations. The commitment and hard work demonstrated by the students at these places have uniformly received recognition and praise. Scholarships Two students from Bhutan were sponsored by the Royal Civil Service Commission, Bhutan for pursuing the LL.M. Degree Programme at the University. The University extended financial assistance to 18 students to the extent of Rs. 4,11,000/-. The Ministry of Education, Department of Adult and Higher Education, Bhutan has sponsored six students for the B.A., LL.B. (Hons.) course. Seminars / Conferences / Workshops / Training Programmes Training Programme for District Co-ordinators (LAPL) Under the Legal Assistance Programme for Land (LAPL) Project sanctioned by the Society for Elimination of Rural Poverty, the University organised the District Co-ordinators Training Programme during 22-28th July, 2006. The District Co-ordinators who got selected through a test conducted by the University got benefited and are placed in different districts of Andhra Pradesh. Critical Legal Conference The Critical Legal Conference, 2006 hosted by NALSAR University of Law, Hyderabad from September 1 – 3, 2006 was instrumental in addressing concerns pertaining to the “Law of the Law in an Age of Empire”. The multifarious nature of the post-colonial world was aptly represented by the vast contingents of delegates from all corners of the globe. The Conference brought together a diverse range of issues from the broad spectrum of law, politics, culture, gender etc. A total of sixteen sessions were organized over three days by scholars from different countries on a range of concerns – human rights, disability studies, environment, labour, legal theory, sexual orientation, legal education,

colonialism, to name a few. Approximately hundred well researched papers were presented and critically debated both in and outside the formal sessions. All in all, the event, an important thought-canvas in voicing the opinion of the Third World, was an unprecedented and ebullient success. State Dialogue on HIV / AIDS and Trafficking NALSAR in collaboration with National Legal Services Authority (NALSA) organised a discussion on “Development of a Manual for Judicial Officers and Judges and other Legal Professionals on the subject of HIV / AIDS and Trafficking and to discuss whether HIV and Trafficking can be incorporated in the Curriculum of the Law Schools or Institutions of Legal Learning in the Country” on 10th September, 2006. Hon‟ble Mr. Justice K.G. Balakrishan, Judge, Supreme Court of India inaugurated the programme as Chief Guest. Hon‟ble Mr. Justice G.S. Singhvi, Chief Justice of A.P. High Court, presided over the programme and Hon‟ble Mr. Justice Bilal Nazki, Judge, A.P. High Court was the Guest of Honour. Teachers, N.G.O.s and other Government Officials working in the area have attended the programme and participated in the deliberations. Sensitisation workshop on “Patent Pre-grant Opposition NALSAR in collaboration with the Centre for Trade and Development organised the one day Sensitisation Workshop on Patent Pre-grant Opposition on 22nd September, 2006. Mr. K.M. Gopakumar, Centad, Delhi; Mr. M.D. Nair, Consultant, Chennai; Mr. C. Niranjan Rao, Centre for Economic & Scoial Studies, Hyderabad; Mr. Feroz Ali, Advocate, Chennai; Mr. Tahir Amin, Initiative for Medicines, Access and Knowledge, Bangalore, Mr. Gopakumar G. Nair, Mumbai and Mr. V.K. Unni, Assistant Professor, NALSAR were the speakers and delegates from various parts of the country participated in the deliberations. International Seminar on Intellectual Property Education and Research International Seminar on Intellectual Property Education and Research was jointly organised by World Intellectual Property Organization (WIPO), Max Planck Institute for Intellectual Property, Competition and Tax Law and NALSAR University of Law during 16th – 17th November, 2006. As many as 11 delegates from Germany and two delegates from Geneva were among the Resource Persons. 120 participants from all over India were benefited out of the deliberations. Hon‟ble Mr. Justice G.S. Singhvi, Chief Justice of Andhra Pradesh High Court was the Chief Guest at the Valedictory Address. International Conference on Impact of TRIPS INDO-US Exchange NALSAR University of Law in collaboration with The University of Oklahoma, U.S.A. and Michigan State University, U.S.A. organised the International

Conference on Impact of TRIPS INDO-US Exchange during 15th – 16th December, 2006. Mr. G.V. Prasad, Executive Vice-Chairman and CEO, Dr. Reddy‟s Laboratories was the Chief Guest and Mr. Dominic Keating, Attache for Intellectual Property, U.S. Embassy, New Delhi was the Guest of Honour at the inauguration of the Conference. Representatives of various reputed Universities in U.S.A. and Canada were among the Resource Persons. As many as 45 candidates participated in the conference. Research Projects Legal Assistance Programme for Land The Society of Elimination of Rural Poverty (SERP) has sanctioned a project for selection, training and orientation of Para-Legals and District Legal Co-ordinators under the LAPL Programme. The project also includes training for the Revenue Officials of the State and preparation of materials on issues relating to tribals and land. The project is outcome of work done by NALSAR as part of its Clinic programme under Prof. Ghanshyam Singh, who is the Director for the project. Project on Sub-national Governance The Inter-State Council, Ministry of Home Affairs, New Delhi has entrusted Two projects on Sub-national Governance under 5th and 6th Schedules of Constitution of India. The study includes Indian experience with reference especially to administrative, judicial and socio-economic impact of models of sub-national governance under 5th schedule and 6th schedule areas, Panchayats and urban local bodies with reference to impact on core issues like

interdependence, sharing of powers and the related procedural aspects.

Endowment Lectures First Justice M. Seshachelapathy Endowment Lecture The First Justice M. Seshachelapathy Endowment Lecture was organized on 21st January, 2006 at Shameerpet Campus. The Lecture was delivered by Mr. Soli J. Sorabjee, Senior Advocate, Supreme Court of India and Former Attorney General of India on “Constitution, President‟s Rule and Courts.”

As Chief Guest attended the Valedictory function of the forum meeting on “Forensic Sciences and Society” organized by A.P. Forensic Science Lab, Hyderabad as a part of 93rd Indian Science Congress, at Hyderabad on 6th Jan, 2006.

Attended the meeting of the Expert Committee of UGC to evaluate the various proposals submitted by different Universities under X-Plan on 18-19 Jan, 2006.

Participated in IPR Summit – 2006 organized by CII at Hyderabad on 1st Feb, 2006 and spoke on “Experiences from IP Litigation in India”.

As Chairman of the D-PAC Sub-Committee on Legal Issues on DNA Profiling attended meeting organized by CDFD on 7th Feb, 2006.

11. STUDENT ACTIVITIES Rhodes Scholarship Mr. Raghavendra P. Shankar, student of final year B.A., LL.B. (Hons.) Degree Programme is selected for the Rhodes Scholarship, 2007 to pursue his Master‟s Degree at Oxford University, . He is the second student to achieve this distinction from NALSAR. Student Bar Council During the year under report the Student Bar Council was reconstituted through election and election for the eight functional Committees namely: Academic; Cultural; Hostel and Campus Welfare; Literary & Debating; Mess and Hospitality; Moot Court; Sports and Student Welfare was conducted. The new office bearers for the year 2006 took oath of office on 1st July, 2006. Each committee consists of a General body and an Executive Council. The General Body of each committee consists of such students who opt to join the General Body of that functional committee. However no student should join the General Bodies of more than two committees. The Executive Council of each committee comprises five elected members one from each class of the B.A.,B.L.(Hons). Each committee has a Convenor. The Executive Council of the eight Functional Committees forms an Electoral Collegium which elects from among themselves five office bearers of the SBC. The office bearers of the SBC are Mr. Raghavendra P. Shankar as President, Mr. Talha Abdul Rehman as Vice-President, Mr. Ram Kakkar as Secretary, Mr. Aniket Prasoon as Joint Secretary and Mr. Manu P. Kulkarni as Treasurer. Moot Court NALSAR students participated and earned accolades in the several Moot Court Competitions during the year under report; more important among them being the following:

Mr. Digvijay Singh and Mr. Kumar Uday attended the Asian Law Student Association (ALSA) Conference at Singapore.

Mr. Akash Prasad attended and presented a paper at the International Conference held at Harvard Law School in September, 2006.

Mr. Ketan Mukhija and Ms. Debarupa Banerjee presented a paper at the 57th International Astronautical Congress organized at Valencia, Spain in October, 2006.

Mr. Anirudh Krishnan and Ms. V. Anjanakshi attended the IASTED International Conference on Law and Technology (Law Tech 2006) held at Cambridge, U.S.A. during October, 2006.

Ms. Hina Doon has attended and presented a paper at the International Conference on Business, Law and Technology held at Copenhagen, Denmark in December, 2006.

Cultural The Cultural Committee with the enthusiastic general body members has been functioning from July 2006. The Committee celebrated the 90th Birthday of the senior most Professor of NALSAR, Prof. Vepa P. Sarathi. The Committee has organised various events like „Musical Nights‟, „Antakashri‟, etc. Teams were also sent for Participation in various College Festivals throughout India. NALSAR has been successfully represented in „Malhar‟(Mumbai), „Saarang‟(IIT-Chennai), Andaz-e-Chaos‟(IIM-Ahmedabad), „Unmaad‟ (IIM-Banglore). The NALSAR team stood first in the Rangoli competition at IIm-Ahmedabad fest, third in the Mono Acting, and first in Westren Solo Singing competition at IIT-Chennai. A trip to Golconda Fort was another adventurous initiative of the Committee. Also screening of documentary films proved to be an interesting experience for the NALSAR students. Various Regional Cultural Festivals were also organised.

Law Fest - Summons 2006 The annual College Festival of NALSAR, University of Law was held successfully in the month of September 2006. Various Universities and Colleges from different parts of India participated in this fest. Various Cultural, Sports and Literary events were organised. Eminent persons from Hyderabad city judged the performance of the participants. A play reading was one of the attractions of the Fest. Various workshops like Salsa dance workshop was organised for the participants as well as the students. The performance by „JAL‟ the band was refreshing and entertaining. 12.
