IntroductionBornean Sun Bear Conservation Centre (BSBCC) was established in 2008 as a collaborative project between Sabah Forestry Department (SFD), Sabah Wildlife Department (SWD), Land Empowerment Animals People (LEAP) and Malaysian sun bear researcher Wong Siew Te.

Located at Sepilok, near Sandakan on Sabah’s east coast, the Centre aims to carry out sun bear conservation, education, research and rehabilitation and provide an improved long term living environment for confiscatedbearsthatcannotbereleasedbackintothewild.TheCentrehas capacity for 40 bears in two bear houses as well as a quarantine building. A total of 42 bears were housed at BSBCC by the end of 2016.

Major milestones during the year included the completion of the second Observation Platform and Aerial Walkway at BSBCC, and the release of Lawa, the second rehabilitated sun bear to be reintroduced back to the wild.

Visitor numbers continued to rise, with BSBCC receiving 61,538 visitors in 2016 compared to 51,858 the previous year.

OperationsBSBCC Board of Directors

During 2016 BSBCC’s board of directors comprised Mr. Wong Siew Te (Founder and CEO of BSBCC), Mr. Frederick Kugan (Deputy Director of SFD) and Mr. Augustine Tuuga (Director of SWD).

Meetings with Partners

Throughout the year, two meetings were held with partners SFD and SWD, on 13th April, and 19th December 2016.

Staffing

Seven new staff joined the BSBCC team during 2016 (see following table). Two staff left BSBCC during the year, Ongkim Ak Anyoh (General Worker) and Abdul Rahim Abdul Kahar (Ticketing Cum Shopkeeper). BSBCC had a total of 26 staff at the end of 2016.

Staff Training

A Basic Tree Climbing Course organized by The Orang Utan Project (Sarawak) and Tree Monkey Project was carried out on 13th - 19th March 2016. The course was participated in by four BSBCC staff and was conducted at Sepilok Bed & Breakfast and My Nature Resort, Sepilok. A complete set of climbing equipment was donated to BSBCC at the end of the course.

New Bears

Wawa Noah

Sun BearsBear Arrivals

A total of 6 bears were sent to BSBCC in 2016. Wawa, a 4-month-old female was found alone at Forest Management Unit (FMU) 16 Pinangah, Telupid and was sent to BSBCC on 18th March 2016. On 27th April two adult sun bears, Along (6-year-old male) and Simone (8-year-old female) arrived. Both were rescued from the Tawau Hot Spring Mini Zoo. Dodop, a 1-year-old female from Singgaron village, Ranau was handed over to SWD before being sent to BSBCC on 2nd June 2016. A member of the public surrendered Noah, a 5-month-old male to SWD after discovering the bear roaming alone in a fruit orchard in Nabawan. The last rescued bear was Nano, a 2-year-old male bear purchased by a member of the public in Kota Marudu with the intention to rescue him. Nano was quarantined at the Lok Kawi Wildlife Park, Kota Kinabalu before being sent to BSBCC on 20th November 2016.

Sun Bear Reintroduction

On 25th July 2016, BSBCC released Lawa into Tabin Wildlife Reserve, the second sun bear to be rehabilitated at BSBCC for reintroduction backtothewild.Lawawasonlyoneyearoldwhenshefirstarrivedat BSBCC in May 2008. Growing up at BSBCC helped Lawa to develop many of the skills of a wild sun bear and she was found to be smart, agileandindependent.Lawawasfittedwithasatellitecollartoenablefurther monitoring after her release. A helicopter was rented from Sabah Air Aviation Sdn. Bhd. to transport Lawa into the core area of Tabin Wildlife Reserve and her movements were observed via GPS-satellite for 69 days. The last signal was received on 2nd September 2016 after which the satellite collar was believed to have malfunctioned and failed. There has been no further information or signs of Lawa since then. BSBCC sincerely hopes that Lawa can survive well in the forest.

Tabin Sun Bear Project (TSBP)

The TBSP is a long term project initiated in 2016 which will function as a platform to facilitate bear cub rehabilitation and research projects on rehabilitated and wild sun bears in Tabin Wildlife Reserve. SWD kindly allowedafieldhouseinTabintobetemporarilyusedbytheBSBCCteam and some minor renovations were carried out in December 2016. Kem Drum (5° 8’41.02”N 118°29’51.81”E) was selected as a potential base camp for the project. The Occupation Permit needed for the construction of the base camp to start was still in progress at the end of the year. Full Circle Foundation, Hong Kong, provided generous funding towards this project.

Bear Escape

There were three incidents of bear escapes from BSBCC in 2016. On 2nd January, two adult female bears, Cerah and Jelita escaped from Pen K after an enclosure door was left unlocked after maintenance work. Both bears were successfully recaptured back to the bear house building with the help from Wildlife Rescue Unit (WRU) vet, Dr. Pakeeyaraj Nagalingam.

On 23rd August, villagers in Abai, Kinabatangan reported a wild adult male sun bear roaming around the village and breaking through the kitchens of their houses. A team comprising of BSBCC and WRU staff captured the bear (named Abai) and transported him to BSBCC the following day, with the purpose of attaching a satellite collar before releasing him back to Lot-5 of the Lower Kinabatangan Wildlife Sanctuary. Unfortunately the bear escaped from BSBCC’s quarantine facility by damaging the cage bars on the morning of 25th August. Search and capture operations were carried out including live traps being set and night patrols. As of the end of 2016, no signs of Abai were found.

On the morning of 24th November, a sun bear cub, Tan Tan was found to be on a tree outside Pen D. She was believed to have escaped by climbing a tree in the pen which had fallen on the fence. The 1–year-old female bear was successfully recaptured back on the same day.

Bear Deaths

BSBCC cared for a 13-year-old adult female sun bear, Teddy who was rescued in December 2015 from the Wilmar Sapi Plantation in Beluran, Sabah, after receiving a report that the captive bear was sick. Unfortunately Teddy’s sickness was found to be severe and did not improve even after veterinary treatment. The vets, with supportfromSWD,madethedifficultdecisionto euthanize the bear on 7th January 2016.

Wildlife Welfare Project

In 2016 the Wildlife Welfare Project was organized by APE Malaysia in collaboration with BSBCC and AZA Orangutan SSP at the Melaka Zoo & Night Safari, Peninsular Malaysia. BSBCC staff Azzry, Mizuno and Lin May participated in the 2-week project which started on 6th November. The team managed to complete a new platform at the existing sun bear exhibit and upgraded climbing structures at the orangutan exhibit in the Zoo. Seminars on Orangutan Veterinary Medicine and an Advanced Husbandry Seminar for sun bears and orangutans were also conducted in conjunction with this project.

Volunteers & InternsBear Action Teams (BATs)

In 2016, six BATs group teams comprising 75 people worked at BSBCC through Outlook Expeditions and World Challenge, helping to repair existing perimeter walkways around the enclosure and tidy up construction materials around the bear house. The outside perimeter trails are used regularly by BSBCC staff to feed and monitor the bears in the forest enclosures. The trails are also daily used for enclosure maintenance.

Volunteer Programme

BSBCC also worked with APE Malaysia on the BSBCC volunteer programme which helps to meet the needs of the Centre in providing care for the rescued sun bears, facility maintenance and education awareness.Atotalof27individualvolunteersfromfivecountriesworkedat the Centre under this programme in 2016, of which 14 were recruited under the APE Malaysia volunteer programme (See Appendix I).

Interns

BSBCC encourages local and international students to conduct their internship at the Centre. Interns can gain experience in conservation on the ground while helping the Centre care for the sun bears and help spread the words about sun bears through the education and awareness programme.In2016,atotaloffiveinternsfromfourinstitutions(University of Adelaide, Universiti Putra Malaysia, Universiti Malaysia Sabah and Universiti Malaysia Terengganu) were recruited.

Infrastructure Development & MaintenanceConstruction of the second Observation Platform and Aerial Walkway was completed on 19th March 2016. The new structure was built as an extension of the existing boardwalk and has enabled the Centre to cater for the increasing number of visitors to BSBCC. After the completion of the aerial walkway, two “tie-on” reinforcement structures and two supporting towers were installed to prevent the walkway and platform from wobbling. These additional support structures were completed in October 2016. The structure was funded by Sime Darby Foundation.

Visitor Centre OperationsIn 2016, BSBCC continued to be one of the main tourism destinations in Sandakan. The total number of visitors to the Centre increased in 2016 compared to the previous year. BSBCC received 61,538 visitors of which 25,027 were Malaysians. Visitors from the United Kingdom (13,991), Australia (5,957) and United States (2,418) comprised the top three overseas countries. (See Appendix II). The month of July saw the highest number of visitors, and January the lowest.

Notable visitors in 2016

BSBCC received several notable visitors during the year, including H.E. Joseph Y. Yun, US Ambassador to Malaysia on 10th January, H.E. Nina Hachigan, US Ambassador to ASEAN on 6th February, Dr. Thomas Lovejoy, renowned conservation biologist on 22nd July and Dr. Angela Macdonald, Deputy High Commissioner of Australia to Malaysia on 14th August 2016.

Educational Activities Group visits

BSBCC continued to welcome group visits to encourage school groups to learn more about sun bears and their habitat. In 2016, a total of 34 local and international school groups comprising 1,385 people visited the Centre. (See Appendix III).

Outreach Programme

With additional staff in the education team this year, BSBCC was able to visit more schools compared to previous years. A total of 31 schools were visited reaching out to more than 11,000 students and teachers in schools within seven districts of Sabah including Sandakan, Kinabatangan, Lahad Datu, Telupid, Beluran, Kota Belud and Kota Marudu. (See Appendix II).

Awareness to Action Workshop

The workshop organized by Raleigh International in collaboration with LEAP, BSBCC and Wild and Stoked Productions was held on 11th – 13th March 2016 at Paganakan Dii Tropical Retreat and the Rainforest Discovery Centre (RDC), Sandakan. One of the main aims of the workshop was to provide young people with perspective skills in going from awareness to action in becoming active global citizens. A total of 30 students from three local schools in Sandakan, SM St. Mary’s, SM St. Micheal and SMK Muhibbah participated in the 3-day workshop. Participants learned about environmental issues at the local, national and international levels, and discussed solutions to these problems. The students learnt about conservation work in action during their visit to BSBCC on the third day of the workshop.

RAMSAR CEPA Programme

BSBCC joined a 5-Day RAMSAR CEPA programme organized by SFD on 23rd – 27th May 2016 in three villages within the RAMSAR area namely Kg. Bongon Besar, Kg. Mumiang and Kg. Abai. Awareness programmes were conducted in the schools of each village and dialogue sessions with communities were conducted to address environmental issues in each village.

EERace

The EERace organized by the RDC under SFD together with many government and private organizations was held on 1st – 3rd September 2016, where participants consisting of staff from the Sabah State Department of Education get hands on experience of environmental related assignments to enhance their knowledge on the environment. BSBCC was one of their stations where participants were assigned to make enrichment for the bears.

‘Sahabat Beruang Madu’ Workshop

The ‘Sahabat Beruang Madu’ or ‘Friends of Sun Bear’ workshop for the Sabah region was held on 8th and 9th of September 2016 at the Felda Residence Sahabat, Lahad Datu. This programme was organized by Malaysian Nature Society (MNS) and FELDA Global Venture (FGV). BSBCC was invited to the workshop to share BSBCC’s roles and efforts in conservation of sun bears in Sabah.

International Eco-school conference

The International Eco-school Conference organized by WWF Malaysia and the Sabah Environmental Education Network (SEEN) was held at the RDC, Sepilok on 13th – 17th December 2016. The programme was participated in by more than 100 students and teachers from 27 schools across Malaysia and Thailand. Visiting BSBCC was one of their activities where participants got to learn further about sun bears. Prior to their visit, Wong presented a talk on sun bears and the environment as one of the Keynote Speakers of the conference.

Sun Bear Explorer activity book

BSBCC collaborated with Dr. Dawn Tanner from the University of Minnesota to produce the Sun Bear Explorer book for children visiting the Centre. A total of 4,000 books were produced in English and Malay languages. Printing of the books was supported with generous grants from Minnesota Zoo Foundation and GEF Small Grants Programme.

Research Projects The following research commenced in 2016:

• “Sun bear ecology and habitat use at Bengkoka Forest Reserve, Sabah, Malaysia” conducted by masters student Ng Wai Pak from Sunway University. The project is partnering with Acacia Forest Industries (AFI), Gerak Saga Sdn. Bhd., and BSBCC.

• BSBCC staff, Tee Thye Lim on his masters study entitled “Estimating Sun Bear Population Densities: The Efficiency of Remote Cameras Versus Non-Invasive DNA to Identify Individual” under the Sunway University in collaboration with BSBCC. Sampling will be conducted at the Tabin Wildlife Reserve, Sabah.

Financial Summary Funding

In 2016, the total income generated was RM2,552,591.61 from tickets and merchandise sales, donations, grants, fundraisers, volunteering programmes and adoption programmes. Most income was generated from ticket sales (44%), followed by donations (17%), which includes the adoption and volunteer programmes, and funds received from Sime Darby Foundation (14%) for the construction of the 2nd Observation Platform and Aerial Walkway.

US Embassy

Fund The US Embassy funded a total of USD22,685.71 for BSBCC’s education programme for a period of one year. The funding included purchasing of equipment, production of signboards, booklets and brochures and outreach programme expenses.

Full Circle Foundation

Full Circle Foundation, Hong Kong SAR donated RM302,663 in May 2016 to fund the establishment of the Tabin Sun Bear Reintroduction Camp and its activities for a year. A vehicle (Toyota Hilux) was purchased under this project.

Brad Josephs Online Fundraiser

Brad Josephs organized an online fundraising campaign through “Go Fund Me” during his volunteering period at BSBCC in April 2016. His initiative, with support from Natural Habitat Adventures, succeeded in generating RM32,854.20 which covered the cost of the release of Lawa into Tabin Wildlife Reserve, including rental of a helicopter and logistic costs.

Noah’s Sun Bear Fundraiser (Sun Bear Children’s Festival), Australia

The Sun Bear Children’s Festival is a joyful, musical and educational gathering, celebrating children’s love of animals and for everyone looking to have a fun day out with family and friends. Noah Dingle, 8 years old, and his mother, Katja Nedoluha, organized this wonderful event on the 2nd October 2016 at the Spring Creek Reserve, Victoria, Australia and a total of AUD750 was raised to help the rescued sun bears at BSBCC.

BSBCC Adoption Programme

In 2016, BSBCC adoption programme generated a total of RM76,115 through 106 purchases of “Gifts with meaning”, 166 adoptions through the “Share Bear” programme and 3 adoptions through the “My Bear” programme. The “My Bear” adoption programme offers individuals and corporate to exclusively adopt our sun bears. In 2016, Steve Denim from the United Kingdom adopted female sun bear, Loki, Borneo Eco Tours Sdn. Bhd., a Sabah-based tour operator company adopted female sub-adult, Bintang and Kim Lin Peng from Negeri Sembilan, Peninsular Malaysia adopted sun bear cub, Noah.

Donations In Kind

FIDO Milk Powder Permanent Sponsorship

TTL Distributors Sdn. Bhd. based in Selangor, Peninsular Malaysia, continued its support of BSBCC with permanent sponsorship of FIDO Milk Powder to meet the needs of rescued cubs at the Centre.

St. Michael’s Secondary School Fruits Donation Program

St. Michael’s Secondary School, Sandakan initiated the “Sun Bear Alert – 1Murid 1Buah” programme in 2016 to encourage its students to participate in and contribute to conservation efforts on the environment particularly sun bears. A series of fruit donations were received from students of the school from July to October to support the care of sun bears at BSBCC.

Fairview International School (FIS) Clay Art Project

A group of 11 students from the Fairview International School in Kuala Lumpur participated in a special sun bear Clay Art Project to support the protection of sun bears. The art project was guided by FIS visual art teacher, Stacey Chiew and Malaysian wildlife artist Suzi Chua. A total of 50 sun bear clay collectibles were donated to BSBCC to be sold at the Centre.

ExpensesThe expenses incurred for 2016 totaled RM1,999,689.58 of which most was for the Centre’s operations (59.6%) which included staff salaries, bear food and medication, education activities and facility maintenance. This was followed by the construction of the 2nd Observation Platform (17.9%) and purchase of merchandise (8.4%). See Appendix V for financialsummarydetails.

Staff Achievements BSBCC’s CEO and Founder Wong Siew Te was awarded an Honorary Doctorate at the University of the Sunshine Coast’s graduation ceremony on 29th September 2016 in Queensland, Australia. The award was conferred to Wong because of his passion and numerous efforts towards wildlife conservation, and outstanding services in his sun bear conservation work. BSBCC has been working closely with the USC since 2013 and the USC students have played an important role in BSBCC’s achievements. We hope that the partnership between USC and BSBCC can continuetobenefitbothinstitutions.

Public Awareness Public awareness activities through BSBCC’s blog, facebook page, website and newsletter continued to be conducted throughout the year. SeveralfilminggroupsfilmedattheCentre,and the 8TV Home Coming documentary (in Chinese) was aired on 8TV on 27th November 2016. Some 69 local and international news articles on sun bears and BSBCC were posted both digitally and in the print media, helping to increase awareness on the need to protect sun bears (See Appendix V).

Filming Groups

Beach House Pictures and Kyanite TV conducted a series of documentary “Borneo Rangers” in July – September. On 10th – 12th September, 8TVHomeComingProgramfilmingtookplaceand the program was aired on 27th November 2016.RadioTelevisionofMalaysia(RTM)filmedTV programme “Bah Jalan Dulu” on the 7th October.

The conference was held on 8th – 9th November 2016 at the Magellan Sutera Harbor Resort, Kota Kinabalu. Wong presented on “The Status of sun bear in the Lower Kinabatangan Segama Wetlands (LKSW) and adjacent areas in Sabah”.

8th East & Southeast Asian Wild Animal Rescue Network (WARN) Conference

Wong and Azzry attended the 8th East & Southeast Asian Wild Animal Rescue Network (WARN) Conference from 31st October – 3rd November in Cha-am, Thailand. Wong presented on “The Rehabilitation of Captive Sun Bears into the Wild – the Synthesis from two decades of learning experience”.
