Background: Madhya Pradesh Urban Infrastructure Investment Programme (MPUIIP) is supporting the Government of Madhya Pradesh scale-up high impact successful MPUSP interventions, test innovative approaches towards improved delivery of urban services and empower women socially and economically. This DFID supported two year programme (2013-2015) aims at: 1. Better facilitation and operationalisation of private sector investment in urban basic services 2. Improved transparency and accountability of ULB functioning especially for women 3. Greater financial security from land for poor people 4. Clean and more efficient urban basic services

The Safe Cities Initiative is a component of MPUIIP, being delivered by Urban Administration and Development Department in 250 slums in collaboration with four Municipal Corporations – Bhopal, Indore, Jabalpur, and Gwalior. Linked to the output 2 – Improved transparency and accountability of ULB functioning especially for women, this initiative is aimed at reducing violence against women in private and public spheres and creating an evidence base of effective strategies to prevent and address VAW at the community level. Community-level Intervention 1- Economic empowerment of women The specific objective of this intervention is to create sustainable women’s SHGs, which will ensure continued financial security of its members. Further, in order to address the risk of increased violence, consequent to women’s improved economic standing within the family, this intervention also includes discussions on gender and developing capacity of women to enhance their role in household decision making. Community-level Intervention 2- Developing capacity of SHGs to address VAW This intervention, therefore, aims to mobilize members and promote solidarity, create a platform for collective action and create linkages with institutional mechanisms relevant to VAWG prevention and response. The selected SHGs are trained as the main drivers at the community level to take forward the agenda of VAWG prevention. Community-level Intervention 3- Working with men and boys The objective under this intervention is to train community youth, involve them in taking action to prevent violence against women and to promote gender equitable attitudes and practices. City and State Level Interventions The objective of this intervention is, therefore, to enhance ULB capacity to prevent and respond to VAW. This is done through building partnerships with local organizations, mainstreaming gender concerns in

Progress as on 30.11.14 Mobilisation of Community Support Agency: CS Agencies are mobilized in all four cities and have been oriented on program

design/delivery, administration of training/program modules and assisted in rolling out program activities by the TC team. The TC team continues to provide handholding support and fill in gaps in expertise. However, procurement delays and poor expertise within CS Agencies have had an impact on program implementation as planned.

Programme Rollout: At the community level, structured trainings

are supported and being followed up through on-the-ground community mobilizing activities e.g. weekly sports activities with youth group members, monthly meetings with women’s groups, etc.

At the state and city levels,

o A number of orientation workshops and interactions have been held with ULB members, particularly CDOs who have also received training to improve ULB capacity to address VAW.

o A first step to forge inter-agency approaches to VAW has been the organization of a national workshop on the Safe Cities Initiative with representation from relevant departments and agencies working on VAW.

o A city level event organised in Indore The details of trainings and workshops are provided in Annexure : Achievements against Logframe Indicators Output 2: Indicator (i): Women reporting reduction in incidence of violence against them in private and public spheres in the last one year Under the Utthan Safe Cities Initiative program, 3 interventions at the community level are being delivered with the objective of reducing incidence of violence against women (VAW). These are to: Intervention 1 - Strengthen women’s groups to empower women economically Intervention 2 - Build and develop SHG capacity to address VAW Intervention 3 - Work with men and boys through the formation of youth groups to

promote life skills and equitable gender norms. Activities under these three interventions include structured trainings, as well as community level mobilization and capacity development initiatives.

To deliver field and city level interventions, Community Support (CS) agencies have been contracted and are operational in all 4 cities

o Jabalpur: Mahatma Gandhi Seva Ashram with Kshitij (March 2014) o Bhopal: CAMP in association with Pahal and Concept (May 2014) o Gwalior: Sambhav (July 2014) o Indore: Bharatiya Grameen Mahila Sangh in association with Pahal

(September 2014) However, field level activities are constrained due to the imposition of 3 Election Codes of Conduct (ECC)—end 2013 and mid and end 2014—during the project period thus reducing the effective implementation period to approximately 15 months. The duration of the program, which was limited to begin with, is now too short for achieving long-term impacts, particularly in terms of changing mind-sets. The imposition of the ECC also led to procurement delays, thus affecting the mobilisation of CS Agencies. Further, field level identification of women’s groups and youth groups was done with very limited community mobilization due to both—the imposition of the EEC, and to meet baseline survey time lines/requirements. This has impacted program implementation in a number of ways. The key and ideal drivers of the programme at the community level are women’s collectives organised as Self Help Groups. However, the presence and status of SHGs is poor, particularly in Bhopal, Indore and Gwalior, as most women’s groups at the community level are micro-finance groups (MFG) and not SHGs. Although slums, which already had SHGs and women’s collectives present, were selected as intervention sites,

many of these women’s groups are working as MFGs and need to be converted to SHGs. These groups, therefore, not only have to be mobilized to function as SHGs in the first place, but also to take on new issues (i.e. addressing VAW)—both of which takes time. There is also a high risk, especially among MFGs, of members dropping out and changes in membership. Second, in terms of engaging men and boys to address VAW, youth groups had to be created prior to the baseline survey. There was a considerable time lag between their identification/formation and commencement of field level activities (reasons for delay explained above). As a result, there is presently a limited willingness among members of youth groups to engage with the program and, a high risk of dropouts and changes in youth group membership. Mobilizing nascent groups, whether they are youth groups or women’s collectives, takes time, which is limited in this program. Further, mobilization, if not done sensitively and expertly, may exacerbate risks of community backlash and increase VAW incidence. Currently, there is a poor presence of experts in CS Agencies—team leaders in Bhopal and Jabalpur have a poor attendance record and not all experts of CS agencies have been mobilized in all four cities. Hence program delivery is heavily dependent on TC experts, city cluster team members and Community Development Officers (CDO).

However output reviews by ULB committee members and continuing delay in payments by ULBs is a major challenge faced. Convergence is being established with the Sanitation Mission to meet the safety needs of women. Similarly, efforts will be made to link the beneficiaries to the skill development and other NULM initiatives. City level joint meetings with ULB, NULM partners, CS agency, MPUIIP is in progress. Finally, measures to prevent and reduce VAW incidence should ideally integrate aspects of service provision and response. While this program does not provide any services it attempts to facilitate access to services. Control on quality and adequacy of services is therefore limited, which may, in turn, have an impact on the effectiveness of the interventions. To mitigate this risk, city and state level interventions have been undertaken to—

Improve the capacity of ULBs to address violence against women (VAW) by orienting ULB members and through structured and hand holding trainings of CDOs on program implementation and delivery. City level workshops for ULB members on focussed issues are also planned for next year. Till date 974 participants have participated in 38 trainings/workshops/orientation programmes on Safe Cities Initiative. Details of orientations and workshops organized so far are provided in Annexure: ‘Master Record Training and Workshops-Utthan Safe Cities Initiative’.

Forge inter-agency responses- as a first step in this regard, a national level workshop on the Safe Cities Initiative was held in Bhopal on 18.09.2014. Officials from relevant departments, including police, women and child development, health, transport, etc. attended this workshop. Inter-agency meetings to strengthen linkages with relevant service providers at the city level are planned for next year. The national workshop was also used for information sharing and exchange through the participation of officials from Bihar engaged in DFID VAW prevention programs in rural and urban areas, as well as DFID TA partners working on women’s safety and VAW in Madhya Pradesh. Efforts shall be taken to integrate innovations from the DFID TA supported pilot intervention to make transport safer for women and findings from the study on alcohol abuse and VAW in MPUIIP initiative.

Finally, assistance was provided to the UADD on specific aspects of implementing the NULM with a view to strengthening ULB-community linkages as well as to improve ULB capacity to empower women economically. In this regard—

RFPs were drafted for skill training providers, SULM staff and resource origination.

UADD was assisted in conducting ULB orientation for cities (including project) cities on NULM guidelines, implementation and selection of contracting resource organizations.

Assistance was also provided for monitoring SHG trainings under the MPRAF. Indicator (ii) Additional women/women groups trained on financial literacy, bookkeeping and recordkeeping Under Intervention 1–economic empowerment of women through strengthening SHGs (Scale: 336 SHGs in 168 slums in 4 cities)—financial literacy (FL) trainings for SHGs and women’s groups was undertaken. A module developed by ACCION was used to deliver financial literacy trainings through 12 weekly sessions at the community level. Prior to the mobilization of the CS Agencies, members of the TC team were delivering this training at the community level. Subsequent to their appointment, experts and field workers of CS agencies were oriented on delivering this module to provide the trainings. Cumulatively 1575 sessions have been conducted till 30.11.14. These sessions are held with 2 SHGs/MFGs in intervention slums. FL trainings are followed by regular SHG monthly meetings. 5 With the completion of FL trainings, SHG members will be motivated to develop and maintain their own financial plans. Further, orientation of CS Agencies on record/book keeping has been initiated in all 4 cities. This orientation is to assist CS Agencies monitor SHG functioning and strengthening. Structured training on records/book keeping will be provided to SHG office holders and linkages established between SHGs and banks. Efforts will be made to ensure that SHG members have individual and group bank accounts. Regular monthly meeting will also be used as an opportunity to enhance SHG access to social security and livelihood schemes, as also to promote gender equitable norms. Indicator (iii) Women animators trained on VAW and support services Under Intervention 2—Build and develop SHG capacity to address VAW (Scope: 168 SHGs in 84 slums in 4 cities)—two levels of animators’ trainings were planned to train 2 animators drawn from each SHG covered. Animators are trained to be the drivers of the program at the community level and to guide the SHG’s work on VAW. Training provided to animators are—

A module for training animators on ‘Gender and VAW’ was prepared in English and then translated in-house. It was then piloted in the first animators’ training organized and updated thereafter. Experts and trainers of CS agencies were oriented and taken through the module prior to the conduct of the trainings. The TC team provided handholding support in delivering these trainings in all the cities. Details of trainings conducted are as below.

Orientation of city teams are planned on 16th and 17th Dec’14 which will be followed by onsite trainings from Jan’15. These trainings will be followed by thematic sessions at the slum level with all members of the SHG. Handholding support will also be provided to SHGs in intervention slums to take action to prevent and respond to VAW. Indicator (iv) Additional women members trained on VaW and support services While the aforementioned structured trainings are for animators drawn from SHGs, awareness of other SHG members on issues VAW shall be raised through six thematic community level meetings, these meetings will be used to discuss and provide information on different forms of VAW, legal rights and entitlements, and methods to activate these rights. As these meetings are to follow animators’ trainings, they will be commenced in February 2015. Currently draft modules for conducting thematic sessions are being prepared. The attempt in preparing these thematic modules is to ensure effective and uniform delivery within the existing program context and to incorporate learnings gained so far from program implementation. Indicator (v) Safety audits Under Intervention 2 and as a first level engagement at the community level on issues of VAW, safety audits are being conducted with women in SHGs and other community members to observe dimensions of safety, map unsafe spaces and take action. The primary objective of this exercise is to mobilise women to start thinking on issues of

violence and how to plan preventive action. These audits are commenced in slums after animators have been trained using the Gender and VAW module. Guidelines for conducting and documenting safety audits have been prepared and experts of CS agencies in Bhopal, Jabalpur and Indore have been provided orientations on how to conduct safety audits. A safety audit under this program involves the following components:

Orientation of field staff on safety audits FGD with women’s groups and services providers at the community level, such as

anganwadi workers/ teachers, etc.

Micro-planning – slum mapping and exploratory walk by women’s groups Preparation of a community level action plan Sharing the action plan with Parshad/MIC and ULB/UADD members Using the action plan as a basis for interactions with service providers in interface

On completion, data collected through safety audits will be compiled and analysed to formulate policy recommendations to mainstream gender issues, particularly those relating to women’s safety, in urban planning processes. Indicator (vi) Interface meetings Under Intervention 2, interface meetings have been planned in all Intervention 2 slums with the objective of introducing and familiarizing community members with available services and institutional service delivery mechanisms relevant to the context of VAW and women’s empowerment. This is part of the effort to facilitate women’s access to services. Due to the delays in CS Agency mobilization, 3 interface meetings have taken place with elected representatives in Bhopal and 1 in Jabalpur. These meetings are being planned for next year. Indicator (vii) Youth ambassadors trained Under Intervention 3—Engaging men and boys to address VAW (Scale: 125 slums in 4 cities)—youth groups of 15 members in the age group 15-25 have been formed in the selected intervention slums. As an initial step, these groups were (and continue to be) engaged in weekly sports activities to encourage solidarity.

Youth ambassadors were selected from these groups to take forward this program at the community level with support from CS agencies. 3-day workshops to train youth ambassadors have been conducted in Bhopal and Indore, and are planned for November in Gwalior and Jabalpur. Initially, structured trainings were planned for only youth ambassadors. However, in light of the low level of youth participation, particularly in Jabalpur, one-day orientation workshops involving all youth group members are being organized in all 4 cities. These trainings and orientation workshops are aimed at training the youth to promote gender equitable attitudes and encourage them to take action to prevent VAW.
