Cumbria LPC has continued to lead, encourage and support contractors through another challenging year. Our achievements are listed in the following pages, along with the LPC strategic plan.
2016 sees the retirement of our Treasurer, Geoff Silburn, who has provided his services to the LPC for many years. Geoff will be a great loss to the LPC as his experience as a pharmacist and contractor have been a valuable asset, as has his willingness to support the LPC in the role of treasurer. Under his guidance I think the LPC has a sound financial footing, which balances the contractor levy with the needs of the LPC committee, and accurately and clearly accounts for the monies the LPC now receives from various sources. He has been very generous in shadowing Ben Merriman, our new Treasurer, for the last few months to ensure as smooth a transition as possible. I am sure that I speak for all the committee and contractors of Cumbria when I wish Geoff a long and happy retirement.
When looking at the strategic plan, I think we have by and large achieved what we set out to do over the last 12 months. Cumbrian contractors have seen commissioned services continue, which in itself is better than other parts of the country, but the volume of service provision has grown which is very pleasing.
A new flu season is almost upon us and again the LPC has worked tirelessly to ensure this service is as successful as possible. Despite the last minute confusion over last years SLA, Cumbrian pharmacies provided flu vaccinations to at risk patients across the county. This year I would again encourage all pharmacies to get involved with this service, as it puts us clearly in the public eye as a service provider and demonstrates to commissioners that pharmacy can deliver.
Our current list of commissioned services is topped by the Minor Ailment Scheme. This has been a great success, and I would like to congratulate all pharmacies and their staff who provide this service. The service is designed to support GP practices in managing their workload, and the feedback is currently very positive. The recording of all Minor Ailment consultations on Pharmoutcomes gives both the LPC and commissioners very good data on several levels, and it reinforces the value of a uniform recording system to underpin service delivery.
I am pleased to announce two more Independent Pharmacist Prescribers have now started working in the Furness area from Community Pharmacies. This service has been developed following the success of the MAS in the area, and I hope the close working relationships between pharmacies and surgeries will lead to other opportunities in the future.
Healthy Living Pharmacies have also performed well this year. In the current climate of potential cutbacks and reductions in remuneration, HLP is an example of how pharmacies offer more than the core dispensing service. Public Health Promotion can have a very positive effect, and the training of HLP champions has encouraged support staff to take the initiative in several campaigns. Cumbrian Pharmacies are the only pharmacies in the country who have received funds from MacMillan Cancer Support as part of the ACE initiative.
This funding was achieved due to the proven track record of patient engagement in Cumbrian Pharmacies.

The Health Check Service has continued to underperform, and it is likely that this service will
be decommissioned. The difficulty in client recruitment is the main reason, with little or no
referrals being received from other HCP. This is an example of service commissioning being
dependent on service delivery, and should serve as a reminder to contractors of the need to
engage with services once they are available.
Finally I would like to thank everyone involved with Cumbria LPC for their support and
involvement over the last year. A particular mention must go to both Jeff Forster and Lynn
McFarlane for their efforts in keeping Cumbrian contractors at the forefront of service
delivery. Having two officers of the LPC who can attend meetings and develop services is key
to the success the LPC has had in maintaining and then growing the services commissioned
from us. On the training front, Lynn works tirelessly as can be seen from the list of LPC
achievements. Not only attending all the meetings and preparing all the supporting
materials, but also in being a positive voice and advocate for what pharmacy can offer, to
our support staff and other agencies. She is well like by all, and her enthusiasm for Pharmacy
is always evident. Her previous experience in the NHS continues to be a great benefit to the
LPC.
As ever, there are storm clouds ahead. It is not clear at the moment what path the
Government is going to take following its letter to PSNC last December. It is the case though,
that Pharmacy can provide solutions, and in some cases we have data to prove this thanks to
the reporting contractors have completed via Pharmoutcomes. I would encourage all
contractors to engage with commissioned services and go the extra mile, have a HLP
champion and support public health promotions. Change brings opportunity, be ready!

Strategic plan is developed by the members every two years and will be reviewed Autumn
2016. It plans covers all developments and commissioning and is reviewed regularly
throughout the two years.

Minor Ailment Scheme
After the successful launch of this scheme in 2014/15, Cumbria CCG has commissioned
the service across Cumbria. 108 out of 112 pharmacies provided the service in 2015/16
registering over 13,000 patients and carried out approx 15,000 interventions. From
these interventions only 1% required an urgent referral with 2% none urgent referral.
From the patient survey, patients would have visited other HCP for advice or treatment if
this service was not available. Figures show that 90% of these patients would have
visited their GP surgery with 4% visiting Out of Hours service and 1% A&E.
This service continues to show that patients can be treated effectively within community
pharmacy and any referrals can be directed quickly to the appropriate organisation .
Cumbria CCG and GP practices are continuing to encourage patients to visit the
pharmacy first in order to alleviate pressure on appointments.
Gluten Free Service
This service is now totally commissioned by Cumbria CCG after it was transferred back
from NHS England at the end of 2015. Nearly 500 new patients registered in 2015/16.
This service enables patients to order Gluten Free products against a formulary in line
with Coeliac UK guidance and in turn help them manage their own condition, with help
and support from the pharmacy staff.
Pharmacist Prescribing Service
This service is available via one pharmacy in Middlefield Barrow. More pharmacists are
being trained and hopefully in 2016/17 two more pharmacies will be able to offer the
service. This is locally funded by Furness locality.
Pharmacy Emergency Repeat Medication Supply Service
Only commissioned for a short period of time between December 2015 to March 2016
as Cumbria CCG commissioned the service at very short notice due to the floods around
the county. 1065 supplies were made over this period.
There are no plans at present to recommission the service but a process for
recommissioning in the event of a disaster such as the floods are being reviewed .
Health Checks
Again this year it has been increasingly difficult to recruit patients. Extensive training was
undertaken by the pharmacies commissioned to deliver the service.

Locally Commissioned Services
Healthy Living Pharmacy (HLP)
Champions continue to attend the quarterly networking sessions around Cumbria. Over the last
year they have become Dementia Friends, Carer Champions, involved in the ACE programme to
promote the early detection of bowel and lung cancer as well as continue to update health zones
on a monthly basis. Public Health promotion is very important and all HLP champions work hard
to produce a display that is eye catching to the public and the patients visiting the pharmacy.
22 out of 40 pharmacies received their HLP status at the end of 2015 with the others working to-
wards the accreditation.
Nearly 14,000 interventions have been recorded, 47% had been given a leaflet, 13% have been
offered smoking advice with 6% being referred into the Stop Smoking Service. Public health advice
given over the last year has been around healthy eating, physical activity, alcohol, weight
management and sexual health.
In November 2015 another 12 HLP champions received their RSPE accreditation.

Emergency Hormonal Contraception
Over 4,500 supplies last year. This service will continue to be provided by pharmacies under the
Cumbria County Council contract. Chlamydia screening kits are available and are offered to all
14 to 25 year olds.
Stop Smoking Service
Community Pharmacy is still the only provider of this service within the Cumbria. Update
training sessions for this service continued throughout the year with 2,500 registrations during
2015/16.
Flu Vaccinations
102 pharmacies across Cumbria signed up to deliver the first national flu service. Over 16,000 flu
vaccinations were administered to patients. This represented 31% of all vaccinations delivered
across the Cumbria and North East region and meant that Cumbrian pharmacies delivered the
service more effectively than pharmacies in any of the other 6 regional LPC areas.
PharmOutcomes played an important part in recording the data and as the service has been
re-commissioned in 2016/17 will be used again to report each vaccination to the GP surgery.
Flu Vaccination Vouchers — For Cumbria County Council employees
Vouchers had been made available to Cumbria County Council employees via their managers.
Proof of identify via a CCC ID badge would ensure a vaccination would be given.
Transfer of Care
Cumbrian pharmacies are now receiving electronic referrals from Newcastle upon Tyne
Hospitals and North Cumbria University Hospitals NHS trust. Referrals are transmitted via a
referral template using PharmOutcomes. Hospital pharmacy staff are using the system
successfully across North Cumbria to refer patients to their community pharmacist if
considered beneficial after leaving hospital. This service improves medicine adherence,
improves patient safety and improves patient outcomes via services—MUR and NMS etc.
