The Annual Report and Accounts The report covers the period from 27th June 2017 to 26th June 2018. However, group activity

doesn’t fit neatly into this period with activities continuing over the year ends. The report

therefore may make some reference to events both before and after this period. The accounts,

however, refer exclusively to this period.

Publications by All-Party Parliamentary Groups This is not a publication for the House of Commons or the House of Lords. It has not been

approved by either house or its committees. All-Party Parliamentary Groups are informal groups

of Members of both Houses with a common interest in particular issues. The views expressed in

this report are those of the group.

Overview of the year

This has been an unusual year for the Group with much of it spent in following up the 2016

report Triple Impact of Nursing and developing the global campaign Nursing Now which

resulted from it. As a result, there were no other reports undertaken during the year and there

were fewer meetings than in previous years.

We would, however, draw attention to the UK launch of the Lancet Commission on Palliative

Care which was hosted by the APPG on 25th

June. This very important work is likely to have

major impact globally over the next few years.

Alongside this work, the APPG commissioned a review of its work to date and options for its

future direction and organisation. This will be published in the autumn with decisions taken as

appropriate. The APPG did not seek to raise any funds over the course of the year because of

the review and the relative lack of activity in the year.

Looking forward the APPG is undertaking two reports. Firstly, it was requested by various

groups to re-visit and update its 2015 report, The UK’s Contribution to Health Globally, in part

because Brexit has made it even more relevant. This is being researched by the same team

based at the London School of Hygiene and Tropical Medicine as prepared the original and will

be published at a suitable point in the first half of 2019. The second report is on mental health

nursing and follows on from the APPG’s 2015 report Mental Health for Sustainable Development

and the Group’s 2016 nursing report. It will be published in late 2019 and tie in with both the

Nursing Now campaign and a new global campaign on Mental Health which is due to be

launched.

We are very grateful to Dr Johanna Riha for her excellent work as Coordinator of the Groups’

activities.

Report

Nursing Now

The report Triple Impact of Nursing published in October 2016 was very well received in the UK and

around the world. Following a great deal of discussion, it was decided in April 2017 to launch a

global campaign – Nursing Now - to improve health globally by raising the profile and status of

nursing.

The APPG received £40,000 to fund the development of the campaign, as shown in the 2016/17

accounts. The APPG ceased its direct involvement when the campaign became part of the Burdett

Trust for Nursing on 1st October 2017.

The Nursing Now campaign aims to raise the status and profile of nursing. Run in collaboration

with the World Health Organization and International Council of Nurses, Nursing Now seeks to

empower nurses to take their place at the heart of tackling 21st Century health challenges.

The campaign was launched on 27th

February 2018 by the Duchess of Cambridge in London; and

Dr Tedros, the Director General of the WHO, and Princess Muna Al Hussein in Geneva; with

simultaneous events in Jordan, South Africa and the USA. By June there were campaigns active

in more than 40 countries.

Running until the end of 2020, the bicentenary of Florence Nightingale’s birth, the campaign

aims to improve perceptions of nurses, enhance their influence and maximise their contributions

to ensuring that everyone everywhere has access to high quality health and healthcare.

Events

Improving mental health systems in low- and middle-income countries: the

Emerald Project

Monday 16th October 2017

This event was focused on the key findings from the Emerging Mental Health Systems in Low-

and Middle-Income Countries (EMERALD) project. This strong global mental health research

partnership was launched in November 2012, funded by the European Commission for 5 years.

Based on a strong partnership between mental health research experts from Europe and from

six African and Asian countries, the EMERALD is an important approach towards improving

mental health systems and capacity building in South Africa and other low and middle income

countries.

The project has some of the most renowned mental health experts worldwide and in their

countries, from the World Health Organization, to King's College London, and experts from

Uganda, Ethiopia, Germany, India, Nepal, The Netherlands, Nigeria, South Africa and Spain.

Panellists during the event included Dr Daniel Chisholm, Programme Manager for Mental Health

at the WHO Regional Office for Europe, Prof Sir Graham Thornicroft, coordinator of the Emerald

programme and Professor of Community Psychiatry and founder of the Health Service and

Population Research Department at the Institute of Psychiatry, Psychology & Neuroscience at

King's College London, Ms Sumaiyah Docrat, South African health economist and PhD candidate

at the Alan J. Flisher Centre for Public Mental Health, University of Cape Town, Prof Fred Kigozi,

Senior Consultant Psychiatrist and Principal Investigator, Emerald (Uganda site) and formerly

Senior Lecturer Dept. Psych, Makerere University, Executive Director, Butabika National Referral

& Teaching Mental Hospital and Advisor to the Top Management Committee of the Ministry of

Health Uganda, Dr Mark Jordans, child psychologist and is a Reader of Child and Adolescent

Mental Health in Humanitarian Settings at the Centre for Global Mental Health, King’s College

London and works as Director of Research & Development for the NGO War Child in the

Netherlands, and Prof Atalay Alem, one of the pioneers of mental health research, service

development and capacity-building within Ethiopia and brings a wealth of expertise to the

Ethiopia Emerald team. The event also included participation of three Emerald PhD students:

Shalini Ahuja, Sandesh Samudre and Nicole Votruba.

Launch of Global Citizenship in the Scottish Health Service Report

Monday 27th November 2017

An evening launch of the policy report titled “Global Citizenship in the Scottish Health Service”

produced by the Royal College of Physicians and Surgeons of Glasgow (RCPSG). The report

explores how the Scottish health service can better encourage, support and coordinate Scottish

health service workers to undertake international development work.

The report addresses the common challenges of global health work, provides evidence of the

mutual benefits to individuals and the Scottish NHS, and sets out eight recommendations for

action. These suggested areas for action take into account the views of all Scotland’s territorial

and special Health Boards, alongside many other key organisations and individuals. Speakers at

the event included the authors of the report, Dr Stuart J Fergusson, 2016-17 Clinical Leadership

Fellow at RCPSG, and Dr Michael J McKirdy, Director of Global Health at RCPSG, with comments

from Ben Simms, CEO of the Tropical Health and Education Trust.

Co-hosted an event with the APPG on Malaria and NTDs on the G-Finder 2017

Report

Wednesday 13th December 2017

The APPG co-hosted the launch of the 10th annual G-FINDER report with the All-Party

Parliamentary Group on Malaria & Neglected Tropical Diseases. Since 2007, the G-FINDER report

has provided policy-makers, donors, researchers and advocates with the only comprehensive

analysis of global investment into R&D for new products to prevent, diagnose, control or cure

neglected diseases in developing countries.

The event featured a presentation of the report's findings by Dr Nick Chapman, Executive

Director, Policy Cures Research, followed by a moderated discussion with a panel of global

experts including Dr Sue Kinn, Team Leader and Research Manager at UK Department for

International Development, Dr Ashley Birkett, Director of PATH's Malaria Vaccine Initiative, Dr

Lutz Hegemann, Global Head of Development Unit Established Medicines & Anti-Infectives at

Novartis and Dr Samia Saad, Head of Global Health R&D Policy & Advocacy at the Bill & Melinda

Gates Foundation.

UK Launch of the Lancet Commission Report “Alleviating the access abyss in

palliative care and pain relief – an imperative of universal health coverage”

Monday Monday 25th June 2018

Palliative care and pain relief remain are some of the most neglected dimensions of global

health today despite an immense burden of serious health-related suffering reported

worldwide. Furthermore, with over 80% of those affected living in low and middle income

countries, those most in need have limited or no access to pain relief or palliative care.

This event was the UK launch of the Lancet Commission seeking to address this gap by bringing

palliative care and pain relief to the forefront as global leaders plan for Universal Health

Coverage (UHC). The Commission presents an essential package of palliative care services –

including medicines, equipment and staffing models – to be made available by health systems

worldwide, and call for more balanced global policies to facilitate access to opioid analgesics to

meet medical need, while limiting non-medical use.

Speakers at this launch included Professor Felicia Knaul, Director, University of Miami Institute

for Advanced Study of the Americas and Chair of the Commission, Richard Horton, Editor-in-

Chief of the Lancet, Professor Aisha Holloway, Head of Nursing Studies at the University of

Edinburgh, Lucy Watts, Founder of Palliative Care Voices, and Dr Julio Frenk, President,

University of Miami.
