To the Laity, Religious, and Clergy of the Archdiocese of Mobile Dear Brothers and Sisters in the Lord, Along with this letter is the Annual Report of the ministries of the Archdiocese of Mobile. This brief summary reflects the goodness of God to all of us in the Archdio- cese of Mobile. God’s gifts are poured out upon us in an abun- dant fashion and the Holy Spirit is working powerfully in our midst. Two statistics from this report stand out: 143 adults were baptized into the Church and 267 baptized Christians were received into full communion with the Church. In other words, not counting infant baptisms, 410 people became Catholic during this past year. The other statistic is that 1,472 background checks were completed as part of our Child Protection efforts. The great majority of these were volunteers. In other words, well over 1,000 more volunteers became active in the ministries of the Church. These two figures demonstrate that we are inviting members to become part of God’s family, the Church, and that more people are willing to share their time and talents in fostering the ministries of the Church. I urge all to continue to invite others to join the Church. At ev- ery Mass we feast on what so many people are starving to receive — God’s gifts of word and Eucharist. There is an old saying: “Each one reach one.” I pray that each one of us will reach out and invite another person to become a member of the Church. I also pray that even more of our Catholic people will become involved in the minis- tries of their parish and of the archdiocese. Thank you to each of you for your support of your parish and the archdiocese. As much as Jesus wishes a person- al relationship with us, the Lord also wishes us to be faithful and active members of His family the Church. No one is called to be their own personal religious cult. The Lord established the Church because in His divine love and wisdom He knew we needed to be part of some- thing beyond ourselves. May we continue to build up the Kingdom of God within this part of the Family of God called the Archdiocese of Mobile. Please join with me in thanking God for His blessings and may God bless you and your loved ones. Sincerely in the Lord, Most Reverend Thomas J. Providing Help … Creating Hope

Catholic Social Services Archdiocese of Mobile

“The world tells us to seek success power, and money. God tells us to seek humility, service, and love” ... Pope Francis

During 2017, CSS Min-istry Offices located in Bald-win, Clarke, Houston, Mobile

and Montgomery counties provided services to more than 30,436 unduplicated individuals. Many individuals received services multiple times when participating in parenting, counseling, refugee resettlement and senior service minis-tries.

The No. 1 request of financial assistance in all ministry offices continues to be for utilities assistance, followed by re-quests for food. These priority requests have been consistent for the past six years.

Most of the time, persons receiving these services have in-comes within 100-150 percent of the Federal Poverty Guide-lines. 18.5 percent of all Alabamians live below the Federal Poverty line.

Other beneficial services CSS is able to offer to all per-sons living within the archdiocese’s 28-county area include: counseling; pregnancy testing; parenting education; adoption placement; home study services; adult adoptee searches; home repair for the elderly and disabled; refugee resettlement; dis-ability ministry and services; legal immigration services; non-medical services home services for the elderly; and disaster preparedness/response.

Concerted efforts in all five CSS ministries have been made during this past year to provide more case management/goal setting services to help clients plan and execute activities that will increase their self-sufficiency.

Several significant staffing changes occurred during 2017:• Dothan — Longtime Office Director, Mrs. Vicki Alle-

man, retired. Mrs. Celeste Kelly, a member of St. Columba in Dothan and a former CSS employee, was named as the new director.

The results of the June 30, 2017, audited financial statements of the Central Funds of the Archdiocese of Mobile are illustrated in the graphs on page A-4. Total reve-nue of $16.31 million primarily consists of Cathedraticum $3.05 million, Health Insurance & Em-ployee Benefits $6.01 million and Property & Liability Insurance $4.25 million. Expenses totaled $17.34 million and were concen-trated in Health Insurance & Em-

ployee Benefits $7.79 million, Property & Liability Insurance $3.53 million, salaries and wages $2.60 million, clergy retirement $782,000 and seminarians $624,000.

During the 2016-17 fiscal year, the Archdiocese of Mobile experienced unprecedented health insurance claims and ex-penses in the amount of $7.79 million resulting in a $1.7 mil-lion deficit for the Health Insurance Fund. This represented a 27 percent increase in expenses over the previous year. This was the second year of high claims resulting in the Health Insurance Fund being stretched too far. As a self-funded plan, it is the Archdiocese of Mobile's fiduciary responsibility to ensure the fund is maintained properly in order to fund all claims. Based on the financial condition of the Health Insurance Fund, a dif-ficult decision was made to increase health insurance premiums across all levels in order to shore up the plan. Certain levels saw a 40 percent increase in the overall premium. Thus far in the current fiscal year, claims are reduced from last year’s levels and the Health Insurance Plan appears to be more stable with the noted increase.

Seminarian expense continues to be a large expense item. The annual costs for the seminarians can range between $600,000 and $1.1 million depending on how many young men are en-rolled in seminary. The Burse Club continued to raise money to

help cover the costs of educating our future priests. The annual dues raised by the Burse Club are deposited into the Burse Club account in the Catholic Foundation of the Archdiocese of Mo-bile. For the 2016 -17 fiscal year, this account produced $224,000 to help offset seminarian expenses. These costs include tuition, room and board, books and various other expenses associated with the program. We currently have 17 seminarians enrolled with 11 at St. Meinrad School of Theology, 2 at St. John Vianney Seminary College and 4 at St. Joseph Seminary College.

During the 2016–17 fiscal year, there were 26 retired priests in the Archdiocese of Mobile. The cost for these retired priests was $782,000, with costs for the current fiscal year expected to reach $1 million as additional priests have retired. Included in these costs is the monthly retirement stipend and health insur-ance premium along with other various expenses.

The Cathedraticum paid by parishes provide the operating funds to operate the Central Ministries of the Archdiocese of Mobile. The Priest Retirement portion funds the Priest Retire-ment Fund. With 24 different ministries to fund with rising costs but steady income, it was increasingly difficult to produce a balanced budget. The Priest Retirement assessment only pro-duced $434,000, forcing any shortfall to be made up from the Priest Retirement Fund maintained in the Catholic Foundation of the Archdiocese of Mobile. Based on the shortfalls, a 1.5 per-cent increase in overall Cathedraticum was instituted effective for Jan. 1, 2018. Priest Retirement portion increased to 2 per-cent while Cathedraticum increased to 10 percent. The effects of this increase will be reflected in the current fiscal year.

It is the responsibility of the Fiscal Management Office to oversee the monies collected and distributed through Cathe-draticum, Priest Retirement, Seminarian Education, Health and Property Insurance etc. to the various ministries are accounted for and spent properly. Constant oversight allows for the finan-cial stability of the Archdiocese of Mobile to be maintained. We are continually investigating ways to increase income and reduce expenses as a means to accomplish this goal.

Financial Services — Michele Manry, Executive Director

Our Office of Catholic Schools (OCS) enjoyed another year of partnering with our schools, their faculties, and fam-ilies to provide a comprehensive and Catholic education to our young people. There were moments of great joy – wel-coming two new elementary school principals, Nancy Foley and Corrine Cuffle, and celebrating my 40th year of service in the archdiocese. We also faced challenges, one of them being the accidental fire at St. Vincent in December. To build the culture of vocations, our schools “adopted” seminarians while our fifth-graders participated in an event before the annual Blue Mass with Fr. Victor Ingalls. On the high school lev-el, Montgomery Catholic broke ground on new facilities in October, St. Michael added the 11th grade as they continue to grow, and McGill-Toolen enjoyed academic and athletic achievements. Our principals came together for an annual re-treat in February and a principal academy in September. We are so proud of the students and families entrusted to our care.

Though the name of the Office of Religious Education (ORE) has transformed into the Office for Evangelization and Family Life (OEFL), its core mission remains the same – the formation of all working in catechetical ministry in the Archdiocese of Mobile. The OEFL has additionally taken on other responsibilities including marriage preparation and family life activities, in addition to its annual offerings such as Catholic school faculty formation, the Be Prepared Apol-ogetics Series, and the Rite of Election for those entering the Church at the Easter Vigil. New to our offerings is the gath-ering of all theology faculties of our Catholic high schools to observe instruction, share ideas, and discuss the spiritual life of our students. In August 2017, the OEFL planned and facilitated the One Faith One Family Conference where over 1,000 participants gathered for faith, fellowship, food, and

Gwendolyn Byrd, Executive Director — Catholic Educationfun. Many families attended both the family conference and our Pure and Simple programs, which encourage middle school youth and their parents to hear the uplifting message of their God-given human dignity.

The Office of Hispanic Ministry became part of the Depart-ment of Catholic Education in July, bringing about a stronger sense of pastoral communion with the other diocesan ministries. Excitedly, we participated in the V National Encuentro process with 17 parishes taking part in the five sessions and almost 300 participants in our diocesan Encuentro in October. The Escula de Formación San Juan Diego was begun to form lay leaders in their faith and leadership development through online class-es, workshops, and a retreat. Our celebrations of Our Lady of Guadalupe continue to grow as more parishes observe this great feast. Throughout the diocese, retreats in Spanish were offered for men, women and couples. There is continuous work to in-tegrate our Hispanic brothers and sisters into the life of their parishes and to support the evangelization initiatives for this growing segment in our Church.

The Office of Youth & Young Adult Ministry (OYM) sup-ported parish youth ministries by offering a number of archdioc-esan opportunities for young people to encounter Christ. Young

adult ministry was officially brought into the office’s respon-sibilities, supporting the several regional young adult ministries in the Archdiocese. In January, 190 teens and adults traveled to Washington, D.C., for the annual March for Life pilgrim-age sponsored by OYM. The annual Archdiocesan Catholic Youth Conference (ACYC) was held in February, and over 500 participants encountered Christ and the Church under the theme “REVIVE.” Two Search Retreats were offered, and 75 teens participated and grew in their faith. Over 50 middle school youth participated in ACYC JR. held in December at Montgomery Catholic High School. Throughout the year, for-mation and training was provided to our parish youth ministry leaders and campus ministers. We are grateful for those who en-trust their young people to our spiritual care as we partner with families in forming youth into disciples.

• Montgomery — Mrs. Eileen Harris resigned as Office Director to pursue her legal career. Deacon Raymond Gueret of Holy Spirit in Montgomery was named as the new Director.

• Archdiocese — Mrs. Dreama Schofield, LICSW, was named as the Director of Adoption and Pregnancy Ser-vices for the entire archdiocese.

Other highlights of the year included: • Baldwin — Staff and volunteers pack backpacks with nu-

tritious foods for identified elementary school children at nutritional risk. The backpacks are given to student to take home over the weekend. Currently, two schools are being served.

• Clarke — Staff continue to serve as Social Security Payees for eight clients. Management of disabled clients’ monthly benefit check ensures that their rent, utilities, and other expenses are paid, keeping them from becoming home-less.

• Montgomery — Advisory Board members put forth a great effort to host two successful fundraising events, the Saints and Sinners’ Run and the Lebanese Food Festival. Proceeds from these events totaling over $16,000 went back into the ministry’s budget.

• Mobile — The 11th annual Wine Fest was chaired by a dynamic group of young Catholic women earning more than $40,000 to benefit CSS.

St. Teresa of Calcutta Ministries for the Elderly began its first year, modeled after the long successful St. Margaret’s Program for the elderly in Montgomery.

The Extended Family for Children ministry is being of-fered in four Catholic and three public schools. The program is for children ages 10 through 16 who have a parent or family member that is incarcerated. The purpose of the program is to provide children tools needed to cope with this difficult time in their lives. Services are provided by a Licensed Professional Counselor.

The Rockwell Family Dinners, an initiative by volunteers Bob and Joanne Maceluch, secured funding for more than 110 complete Thanksgiving and Christmas meals for our families.

Our ministries are made possible through the generosity of Catholic Charities’ donors, fundraising events by enthusiastic volunteers, and the proceeds from five resale shops operated by each CSS ministry office.

The office of Development and Stewardship is a team of three: Shannon Roh, Laura Ball and Michelle Knizley, dedicated to serving the archdiocese as a re-source for parishes, schools and Catholic ministries throughout the archdiocese in planning and implementing stewardship and development programs. Our of-fice directs the annual Catholic Charities Appeal, manages the

administration of the Catholic Foundation, maintains an accu-rate parishioner database and encourages Stewardship through-out the Archdiocese of Mobile. Tax receipts were mailed in Jan-uary of this year receipting all donations to Catholic Charites, Burse/SOS and other donation made to the archdiocese in 2017. Our office provides stewardship materials and resources to parishes to assist them in fostering a spirit of stewardship. In an effort to assist this effort, we began a monthly column, "Stewardship Is … " in "The Catholic Week."

Catholic Char-ities Appeal: The Catholic Charities Appeal distributes funds to more than 30 incredible minis-tries across the arch-diocese. A total of $4,917,517.90 was donated by 8,924 generous donors to the 2017 Catholic Charities Appeal. In addition to these gen-erous donors, 1,156 children of the archdiocese participate in the 2017 Catholic Charities Appeal with a gift of prayer, service or financial con-tributions, raising a total of $6,369.29 for those in need.

The pie chart above displays how the Catholic Charities Appeal funds are disbursed.

Social services ministries receive 31.6 percent of the funds. This includes funding for each of the Catholic Social Service

Centers across the archdiocese which service those in physi-cal, mental and financial need. These centers provide adoption services, direct aid to the poor, emergency assistance, family counseling, legal immigration services and crisis pregnancy centers. Other ministries included in this segment of funding include City of St. Jude, Ozanam Charitable Pharmacy, Ed-mundite Missions and the St. John XXIII Center.

27.2 percent of the funds are dedicated to Catholic Educa-tion including: Youth Ministry, FOCUS Campus Missionar-ies, Tuition Assistance, Religious Education, Family Life and the Office of Catholic Schools.

The 20.8 percent designated to Outreach Ministries in-cludes Crisis Pregnancy, Aging & Disabled ministries such as 2B, To Be, COPE, Mary’s Haven and Wiregrass Emergency Pregnancy Services, Hispanic Ministry, Prison Ministry, Mari-time Ministry, St. Mary’s Home and Mass for the Homebound.

The Catholic Foundation: The Catholic Foundation was founded by the Archdiocese of Mobile to provide an avenue

for endowed gifts and provide perpet-ual financial support to parishes, schools and ministries of the Archdiocese of Mobile. The Foun-dation currently has 100 accounts exceed-ing $74 million in invested funds and four Charitable Gift Annuities. The funds in the foundation be-long to many differ-ent parishes, schools and ministries of the archdiocese who use the interest to fund

scholarships or other programs. The Apostolate of the Sea, Catholic Maritime Ministry of Mobile, visits vessels and provide ministerial and social ser-vices to the crews. The ministry has visited some 400 vessels during the past year. Based on data provided by the Port, it is estimated that approximately 32,000 seafarers visited Mobile in 2017. Some 40 percent (13,000) of all arriving seafarers are Filipino, the majority of whom are Catholic. In addition the largest national groups of seafarers are Ukrainian, Polish, Russian, Chinese and Indian. The ministry welcomed Deacon John Archer, who has been mentored by Fr. Lito Capeding and the previous minister, Deacon Joe Connick. Mass, including music when possible, was celebrated on board 12 vessels during the past year and was followed by time for sharing and visiting with the crew. The ministry also assists with the temporal needs of crews by providing transportation to nearby shopping and the purchase of sim cards, which gives local access for cellphones. Ms. Alma Braggs has transported some 2,000 crew members to various locales this past year. In 2017 Catholic Maritime Ministry also focused on improving aware-ness of the need for this ministry and the plight of the seafarer.
