the MELTA Malachi Edwin Creative Teacher Showcase Awards,
and the MELTA Creative Student Teacher Showcase Awards,
the Creative Higher Education Teaching Award and the MELTA
President’s Award. In 2013, MELTA launched a major national
award called the Raja Zarith Sofiah Award for CSR in English

corporate organizations that have made outstanding
contributions to the field of English language education in
Malaysia. In 2018, the award was won by M-Suites Hotel,

On the scholastic front we continue to publish two journals
and a few academic publications– The English Teacher and The
Malaysian Journal of ELT Research, the MELTA ELT Series, the
MELTA-USM ELT in Southeast Asia series and the MELTA
Annual. However, in 2018 MELTA published a commemorative
issue called The MELTA Story, which tries to capture some of
our 60 year story.
One of the highlights of 2018 is the emergence of MELTA
Chapters across many states in Malaysia including; Penang, Perak, Kuala Lumpur, Melaka, Johor, Terengganu, Kelantan, Sabah an d Sarawak.
The above activities are examples of how MELTA continued to build on the strategies and plans enacted by the 2018-2020 MELTA
committees. The report that follows this introduction will highlight the range of achievements made by the Association as a w hole and in
particularly, by the various Bureaus of the Association.
2019 promises to be another eventful year for MELTA, as the Bureaus have in the pipeline many activities and events. We are ex tremely
excited about hosting the 28th MELTA International Conference in Kuching, Sarawak from 13-15 August 2019. We invite you not only to

The Journals Bureau comes under the purview of the Director of Journals. The main aim of this bureau is to manage MELTA’s The English Teacher
and Malaysian Journal of ELT Research (MaJER) journals. Both journals have become key reference points locally and internationally on matters
pertaining to ELE research. MaJER and The English Teacher are supported by highly experienced Editors-in-Chiefs, who, with their team of editors,
manage submissions, reviews and publication of scholarly articles sent to the journals. MELTA Journals are now fully online, open-access and
available to both local and international researchers at http://www.journals.melta.org.my/.
Details of both journals as below:
The Editors-in-Chief:

This is a refereed journal published once a year before 2012. In 2012, two issues were published, and from 2013 onwards, it has been publishing three issues (April, August, December) per year. It is an open access online journal. The English Teacher has been in publication since 1987 and is indexed in MyCite, a citation index system developed by the Malaysian Citation Centre, Ministry of Higher Education, Malaysia. As of December 2017, the journal has also been indexed in ASEAN Citation Index. Authors are invited to submit articles that provide practical techniques and strategies for ELT, identify effective classroom-tested instructional techniques and/or provide descriptions of procedures that can be implemented in classrooms with a variety of students. Articles may also focus on insights and understanding about ELT research and its application to the classroom. Three issues were produced for the year 2018. The journal is indexed by the Malaysian Citation Centre. Two issues were planned for 2018. There are two issues per year for MaJER. The first issue is available for viewing here: https://journals.melta.org.my/index.php/majer/issue/archive. The second issue for 2018 is presently being typeset for publication by the end of February 2019.
ACTIVITIES FOR 2019
The Journals Bureau is a key priority area in MELTA’s revisioning exercise for 2019 and beyond. As such, to maintain indexing and a good online
presence, the Journals Bureau is working on the following:
1. Appointment of AP Dr Raja Safinas as Editor-in-Chief of The English Teacher effective January 2019 (completed)
2. Initiating pre-screening of MaJER and The English Teacher for Scopus indexing
3. Indexing of MaJER and The English Teacher in Scopus
There is also a need to increase submissions to both journals, and increase visibility. To this end, the Journals Bureau envisions for greater
international outreach via its journals, by leveraging on MELTA’s international associates.
The Journals Bureau is currently seeking an Administrative Editor and experienced reviewers to assist the Director of Journals and Editors-in-Chief
respectively. Please send CV, indicating interest, to MELTA Office.

RESEARCH AND DEVELOPMENT
Research and Development is conducted by MELTA in line with the vision and aspirations of the association to contribute to the development of
ELE in Malaysia. The main aim of Research and Development at MELTA is to create a greater awareness of issues in ELE theory and practice
among MELTA members and the public, especially through its Centre of Excellence for English Language Education. Since its inception, The
MELTA R&D Bureau has strived to spearhead and support the advancement of knowledge in English Language Education and to create a greater
awareness of issues in theory and practice in English Language Education Research among MELTA members and the public. It has achieved this by
organising and administering to various activities aimed at providing research and collaboration opportunities for the professional development
of practitioners, learners and language enthusiasts of similar interests.
A signature event of the Bureau is the Annual Research Conference. This conference is unique because all presentations at the conference are
judged by a panel of experts from local and international universities as presenters compete for several MELTA Awards for Excellence in Research
in English Language Education. The Bureau had also organized a symposium on Research in English Language Arts & Literature which had offered
diverse insights into types of creative approaches to Research in Language Arts & Literature and had concluded with a very active and lively round
table discussion that provided participants with the opportunity to talk about and receive feedback on prospects and possibilities of the role of
Literature in the Malaysian English Language Classroom. The Bureau also provides R&D Consultancy Services for the evaluation of educational
products in line with the aims and aspirations of the association to spearhead and support the advancement of knowledge in English Language
Education. Interested parties are welcome to submit a proposal for the improvement and development of educational products to the MELTA
R&D Bureau. The ultimate aim of the MELTA R&D Bureau is to promote the borderless transfer of knowledge of English Language Education and
to make it accessible to the general public.
In 2018, the bureau forged partnership with the Kulliyah of Education, International Islamic University, Kuala Lumpur to organise the 8th
Malaysian International Research Conference in English Language Education 2018. About 200 delegates attended and the conference also saw
international participants from Libya, China, Iran, Indonesia, Hong Kong, Nigeria and Vietnam. There were 75 poster presentations under five
different categories. A panel of 25 judges from 20 local and international instituitions of higher learning and the institutes of teacher education in
Malaysia and abroad also joined in to adjudicate the presentations. The winners under the various categories took home a certificate of
recognition, a travel grant and fee-waiver to the next MELTA international conference, academic book voucher and a complimentary one-year
MELTA membership.

Dean, Faculty of Social Science & Liberal Arts, UCSI University
Title: Research Design
4. Dr. Mark T. Gibson

As this research conference is gaining more participation from multiple groups, it is recommended that the different chapters also collaborate
with R&D bureau to carry out their conferences, symposiums and seminars or relevant activities to enhance EXCO-Chapter collaborative
initiatives.
From the viewpoint of research, there is still room for improvement as MELTA can venture further into national or international research
activities or projects that would enhance capacity building and showcase MELTA further as an organisation that complements decisions and
policy making in the context of English Language development in Malaysia. The bureau also recognises the opportunities to obtain research
grants from international collaboration and recommends that a research collaboration with International partners to be initiated as well.
Recommended partners and research areas suggestions are welcomed.

Special Interest Groups
Activities
There are two SIG’s that have been running activities since 2015 which are:
1. Teacher Development for Beginning English Teachers (TEDBET)
2. 21st Century English Language Learning (21 CELL) till the end of Last year.
Focus
The focus in 2018 year was:
To strengthen the existing platform for engagement of and access to viewpoints and ideas from members through the official Facebook and
WhatsApp groups. This was done by increasing members who are active conference goers and/or have won awards. In addition, 2 individuals
who are active in professional development activities were added to the groups/or appointed as moderators. They are Philip Shigeo Brown
who is attached to the International Teacher Development Institute which provides online professional development courses for teachers,
blended PD solutions for schools, global webinars, a regular blog & many other services, some of which are offered complimentary.
To assist the discussions in the 21st CELL, Zaid Ali Asagoff a Learning Innovation Specialist with over 15 years’ experience in tertiary and
corporate education. This further increased the quality of discussions in the groups. The members in TEDBET were also actively participated in
the 2018 MELTA Conference in Johor either as committee members or as presenters of papers and participants in the Creative Showcase.
Many of the early career teachers are also pursuing higher degrees or have completed it over the past year. We are happy to note that early
career teachers are not waiting for opportunities but are chasing after their professional goals more rigorously.
In September 2018 a new SIG known as Doctor Aid was formed which aims to provide a platform for exchange of ideas, questions, knowledge
and resources among PhD students in the field of ELE and promote greater awareness of ELE research methods. Based on feedback received
from members all three groups offer a safe, encouraging and non-intimidating environment for members to share ideas and raise concerns
and learn from each other.
Quotes
Doctor Aid – “I found the discussion the other day about research/theory gap to be informative and helpful by the way with excellent
contributions.”
TEDBET – “I am very thankful that you have started this SIG. I have learned so much and met inspiring people with wonderful ideas.”
TEDBET - “This group enables us to share information relevant to our field and get to know one another to gain feedback. There are many
creative teachers on board here and they are all inspiring people.”

In the early April, some officers from the Kota Marudu District Education Office approached MELTA Kota Kinabalu Chapter requesting for a
vocabulary workshop for the English teachers in Kota Marudu as their need analysis suggested that the teachers needed more support in
vocabulary learning and teaching, especially in assisting the remedial learners. Upon discussions with Dr. Cynthia, we decided to expand the
collaboration by conducting a workshop for 161 SMK Bengkongan students and 65 SK Bengkongan and SK Taritipan students in Kota Marudu.
It is also Melta Kota Kinabalu Chapter’s first outreach programme for 2018. Based on the feedback we received, they described the input
session as refreshing, motivating and valuable especially in assisting them to boost the writing performance of their students. In turn, they
have certainly inspired us as well to carry out more courses of this nature.
