Executive summary The Centre for Global Health (CGH) at the University of Oslo (UiO) builds upon established activities at the Faculty of Medicine and other locations at UiO. The overall aim of the CGH is to offer a network and a hub for researchers and educators at UiO with an interest in Global Health, as well as national and international scientists and institutions that are interested in collaboration.

The CGH was established by the Faculty of Medicine to strengthen the platform for multidisciplinary Global Health research. Thus, the CGH is committed to advance Global Health through a) offering integrative contribution to research activities by supporting researchers directly; b) fostering education by teaching, supporting and supervising post-graduate students; and c) investing in administration of and assistance with events and projects, all related to Global Health. The CGH day-to-day operations are centred on communication activities, such as organising and advertising seminars and other events, building strong networks and developing signatory theme areas (reflecting ongoing Global Health activities at UiO). 2017 was a remarkable year for Global Health at UiO. We were able to simultaneously develop online visibility, expand our networks, successfully coordinate a number of events and research grant applications, form new collaborations and cultivate the capacity for the efficient functioning of the CGH within the university. During the year, the CGH has built capacity for its research component by employing post-doctoral fellows, jointly funding PhD candidates and applying for various sources of funding to support administrative staff. As an important aspect of our approach, we support the growth and development of our staff by offering opportunities for them to continue growing in their careers in the field of Global Health. My team and I strive to create a stimulating platform and hub for interaction surrounding Global Health issues. We are grateful for the support from the Faculty of Medicine, the Institute for Health and Society, the CGH Steering Committee, the Technical Advisory Board and the UiO rectorate, as well as our partners and networks. We are looking forward to a busy 2018, a year that will be dedicated to the consolidation of our varied achievements over the last two years.

Signatory Themes

Developing and strengthening collaboration and communication among researchers at the university is a key strategic activity for improving research efficiency and outcomes. To facilitate networking and communication between research groups with common interests, the CGH has consolidated existing Global Health research at UiO into virtual Signatory Themes. The themes are designed to represent current research and adapt to the changing environment and priorities of Global Health. They open access to information on who does what within Global Health at UiO and function as a window of display for Global Health for internal and external users.

In 2017, three new Signatory Themes have been added to the nine existing at the end of 2016: contemporary history and anthropology of Global Health, digital health and global paediatrics (see Figure 1).

Recruitment

The CGH is committed to supporting research activities directly through employment of researchers that are placed in the appropriate departments. In 2017, the CGH has advertised for, and recruited, two post-doctoral fellows into two key Signatory Themes: migrant health with an emphasis on antimicrobial resistance and one health with an emphasis on emerging diseases. A PhD project on global digital health has been initiated and funded by a multidisciplinary CGH-Basic Internet

Foundation cooperation. Part-time administrative and teaching/supervision positions have further been funded to support the day-to-day activities of the CGH and activities affiliated with the CGH, such as the NORPART EXCEL SMART project1.

Academic recruitments 2017 Two post-doctoral fellow positions:

• Ernst Kristian Rødland started in August 2017 as a post-doctoral fellow in the field of migranthealth.

• Osama Ahmed Hassan Ahmed started in October 2017 as a post-doctoral fellow in the fieldof one health.

One PhD position:

• We have secured funding for a PhD position for the global digital health project Non-discriminating Access for Digital Inclusion (DigI), for which Christine Holst has been recruited.The PhD project commenced in August 2017.

Supervision and teaching support:

• We have secured part-time funding for a supervision position in relation to the NORPARTEXCEL SMART project, for which Johanne Sundby has been recruited. This NORPART EXCELSMART related position is currently under review.

Administrative recruitments 2017 Extra income from external grants secured two part-time positions for the CGH for 2017:

• Christine Holst in a 40% position working mainly on updating and organizing the CGH’swebpages and supporting the administration of the CGH including strategic work.

• Ekaterina Bogatyreva in a 20% position working mainly on producing short reports fromseminars and events that are posted on the webpages, as well as polishing strategicdocuments for the CGH.

The CGH received funding for a 50% administrative support for the NORPART EXCEL SMART project:

• Ekaterina Bogatyreva was employed in this position from June to end 2017. ØysteinRøynesdal has taken over this position from end November 2017.

Funding grant applications and awards

The CGH has taken a lead on or has been involved in 14 applications for exclusive and joint funds in 2017 (Table 1).

Education

Nested within an academic environment, the CGH is committed to developing and expanding Global Health education.

A weeklong Global Health course for PhD candidates of the Faculty of Medicine was organised by Heidi Fjeld and Andrea Winkler in the spring of 2017 with several of the CGH network members as teachers, and was very well attended. In addition, lectures on Global Health have been included in the introductory course of the PhD programme at the Faculty of Medicine (contributions by Andrea Winkler, Trygve Ottersen, Ruth Prince, Anne Kveim Lie, Christoph Gradmann) and the Masters programme of International Community Health at the Institute of Health and Society, UiO.

In order to increase engagement of students and staff interested and working on Global Health related projects, a weekly PhD seminar for Oslo-based Global Health PhD candidates led by Johanne Sundby was revitalized and re-commenced in April 2017 - the Global Health Student Network. It offers candidates a platform to present their work, receive critical feedback, and discuss research administration, such as registration and ethics. It also offers opportunities to become engaged in other projects at the university, receive advice from experienced academics while creating a supportive and social environment and a community of Global Health researchers. The seminar has been well received and attended and has opened its doors to include the new post-doctoral fellows.

The article series on Global Health in collaboration with the CGH, the Norwegian Agency for Development Cooperation (Norad) and the Journal of the Norwegian Medical Association

The series was launched at the beginning of 2017 aiming at showcasing the variety of Global Health research with special emphasis on the Agenda 2030 within Norwegian institutions and their partner institutions in the Global South. 22 articles have been published in the Journal of the Norwegian Medical Association from 26 June 2017 until 2 January 2018, profiling Global Health research in the fields of infectious diseases, including neglected tropical and emerging diseases, mother and child health,

nutrition, health and the environment, health inequalities, migrant health, universal health coverage, health service delivery and access, training of health personnel, health in conflict, Global Health financing and student involvement in Global Health, among other. A selection of articles is to be published in a special edition as hard copy early 2018.

The Norwegian Research School of Global Health

The CGH actively engages with the Norwegian Research School of Global Health (NRSGH; with Johanne Sundby as one of the board members) and has participated in the first PhD conference organised in Stiklestad in the spring of 2017. The NRSGH aims to strengthen the quality of post-graduate education and facilitate recruitment of young researchers in Global Health. Current partners of the NRSGH include the Norwegian University of Science and Technology (NTNU), the University of Tromsø, the University of Bergen, the Institute of Public Health and UiO. The research

school also supports other PhD activities, and helps to finance PhD students to attend courses and national as well as international meetings and conferences.

The NORPART EXCEL SMART project

The NORPART EXCEL SMART project is a strategic academic collaboration between Jimma University, Ethiopia (JU), and UiO funded by the Norwegian Centre for International Cooperation in Education (SIU). The project is nested within the CGH. The overall aim of the EXCEL SMART project is to enhance the quality of higher education in Ethiopia, and to expand and strengthen the academic cooperation between JU and UiO through student and academic staff mobility.

The EXCEL SMART project group and the leadership staff at JU and UiO have worked closely to plan, set up and prepare all educational and academic activities in our programme. We have identified PhD and MPhil student candidates at JU, as well as medical students at UiO, for mobility opportunities to the project institutions. We also hosted the successful Inaugural Jimma Seminar with visits from Dr. Zeleke Mekonnen and Prof. Abraham Haileamlak in September 2017.

Communication

The focus for the communication activities in 2017 has been to expand the routes of dissemination as well as the volume of relevant communication material to the CGH networks.

As part of the communication strategy, the CGH is continuously enhancing and updating the UiO website with reports and activities to serve the faculty, staff, students, alumni, partners and affiliates of the CGH. The target for 2017 was to finalise all current pages and update all content on the CGH website, which was successfully achieved by March 2017 and includes an interactive global map of all CGH-affiliated international research projects (Figure 2).

Promotion material Annual report: In order to demonstrate the activities and functions of the CGH and to reach our network and future collaborators, the CGH produces an annual report along with regular activity updates.

The first annual report of progress and activities in 2016 has been available for download online since August 20172, and printed for handout, although in limited numbers.

Newsletter: A newsletter was established and has begun circulating in 2017. The newsletter aims to provide readers with a brief and up-to-date summary of activities, linking to most recent event reviews, and providing information for upcoming events and funding opportunities. It is also used as a platform for showcasing PhD and other research projects affiliated with the CGH.

Internet visibility from 2016 to 2017

Facebook (Figure 3): From February 2017, the CGH has increased its use of Facebook, establishing it as a platform for disseminating information. This includes news from the CGH network, other networks, upcoming seminars organised by or in collaboration with the CGH, calls for publications, announced funding opportunities, information of interest such as updates from seminars and conferences, and any information or events we are asked to present, which is relevant to our audience and the field of Global Health.

Events and Seminars in 2017

The CGH contact list for people receiving invitations to events, activities and other news has been transferred to a UiO database, expanding from 400 contacts in December 2016 to over 900 in December 2017.

In 2017, the CGH co-ordinated and administered a total of 23 big and small events. These include collaborations with other units outside the Faculty of Medicine like the UiO Departments of Economics,

Political Science, and Psychology, the Centre forDevelopment and the Environment (SUM), the Norwegian Institute of Public Health (NIPH), the Human Rights, Human Wrongs Film Festival, Norad, the Norwegian Red Cross and the Peace Research Institute Oslo (PRIO). The monthly seminar series Global Health Unpacked with SUM was initiated in September 2017.

2017 Budget Overview The CGH is mainly supported by a core grant from the Faculty of Medicine. A supplementary sum was granted to support the CGH’s start-up and operating costs in 2016 and unused funds that remained from the years 2014-2016 were carried over to the 2017 budget, which without this would show a deficit. Owing to the rollover funds and some small-scale additional funds covering administrative support, the CGH was able to successfully scale up their operations in 2017.

Core GroupThe CGH’s day-to-day activities are run by a core group that consists of the Director, Professor Andrea S. Technical Advisory GroupEach Signatory Theme has a leader who functions as the liaison between the CGH core group and the research activities at UiO. The leaders form a Technical Advisory Group that together with Winkler and Haavardsson meets at least once per year.
