ForewordThe year 2017 marked the 30th Anniversary of the Erasmus+Programme,andMaltatogetherwithallotherMemberStatescelebrated this anniversary in various forms. The EuropeanUnion Programmes Agency (EUPA) has been very active innotonlycelebrating thiseventbutalsopromotingEuropeanvalues across the country and the benefits of the Erasmus+Programme.

Nevertheless, EUPA continued to focus on its operations andprogramme implementation to attract more participantsincluding students, lecturers, teachers, youth workers, youngpeople with fewer opportunities and special needs, amongstothers.

Wearepleasedtoannouncethatthetargetssetfor2017wereexceeded.Tomentionafew,thenumberofstudentmobilitiesinhighereducationhadincreasedby34%;whilstthatofstaffincreasedby29%.Mobilitiesofyoungpeopleincreasedby28%;whilst thoseofyouthworkerswentupby136%.The rate formobilityofstaffinvocationaleducationandtrainingincreasedby 35% respectively. Success rates were also achieved instrategicpartnershipsprojectswhichincludebothprogrammeandpartnercountries.

In2018EUPAwillcontinuetostrengthenitscollaborationwithinstitutionsandorganisationsinthehigher,school,VET,adultandyouthsectors;whilecontinuingtostrengthenitstieswithMEUSACandallotherorganisationsworkingonEUprogrammestocollectivelyaddressbothNationalandEuropeanpriorities.

Suchprioritiesinclude:

• Supporting projectsinvolvingactiveparticipationofenterprisesorothersocio-economicplayers.

Executive SummaryThe focus of the 2017 Annual Report is that of providing aselection of good practices undertaken under the Erasmus+Programme (2014 – 2020). The scope of the annual reportis to present examples of initiatives undertaken by local andforeign partners that, apart from being successful in theirimplementation, are leaving an impact on the organisationand society in general. The main aim of Erasmus+ is that ofcontributing to help tackle socio-economic changes such asfighting rising levels of unemployment particularly amongstyoungpeople;assistinachievingamorecohesiveandinclusivesocietywhichallowscitizenstoplayanactiveroleindemocraticlife.

The Erasmus+ Programme provides support to ProgrammeCountriestoefficientlyutilisethepotentialofEurope’sassetsinalifelonglearningperspective.

This report provides an analysis of the results achieved by anumber of beneficiaries which were achieved through theconstant assistance and monitoring of the National Agency,through the promotion of past good practices and thedisseminatingofinformationatvariouslevels.

Throughout2017theAgencycontinuedtoprovidecontinuousassistance to potential applicants and beneficiaries throughthestepbystepvideotutorialonhowonecanapply for theParticipantIdentificationCode(PIC)number,andhowtofillinandsubmitanapplicationform.Theproductionofthisvideo

tutorial assisted the National Agency in guiding interestedapplicantsinapplyingforErasmus+funds.

A number of individuals from different organisations andinstitutionsweremetthroughonetooneactivitiesto informthem about the Erasmus+ programme, whether they areeligible to apply, and how they should fill in a good qualityapplicationform.TheAgencyalsoextendeditsservicesofferingtoreviewtheapplicationformpriortosubmissionandprovideapplicantswithfeedbackpriorthedeadline.Thisprovedtobesuccessfulsinceagoodnumberoforganisationsthattheteamheld one-to-one meetings with, were approved for funding,while other organisations that were assisted over the phonewerealsosuccessful.

In order to ensure that better quality applications are beingsubmittedtheAgencyalsoundertookanumberof initiativesincollaborationwithstakeholdersinrespectivesectors.

In 2017, EUPA received a total of 188 applications. A total of141 applications were received under Key Action 1: LearningMobility of Individuals; 41 applications were received underKey Action 2: Cooperation for Innovation and the ExchangeofGoodPracticesand6applicationswerereceivedunderKeyAction3:SupportforPolicyreform.

2017 was also a special year for Erasmus+, since it marksits 30th anniversary. For this occasion, EUPA combined theoccasionwithitsannualgrantawardceremonyandorganisedacelebrationevent forpastandcurrentbeneficiaries,aswellas famous people who did an Erasmus+ project. Further tothis event, numerous ongoing events and activities featuredErasmus+30thanniversary.

Throughout this last year, EUPA was very busy deliveringinformativesessionstoForm4andForm5studentsabouthowtobuildaneffectiveEuropassCV,thuspreparingstudentsontheirentrytothelabourmarket.

Furthermore, EUPA, in collaboration with the Foundation forEducational Services (FES), carried out specific sessions forstudents attending SkolaSajf, whereby during such activities,students were made aware of the opportunities availablethrough Erasmus+. Upon completion of these activities,a number of randomly chosen students were given theopportunity to follow sessions about public speaking whichalso gave them the opportunity to meet some members ofParliament.

TheAgencyhasandwillcontinuetoworkcloselywiththeMaltaEUSteeringCommittee(MEUSAC);thisCommitteethroughoutthe years has been entrusted with guiding applicants toavailable funding opportunities and assisting them insubmitting good quality applications. The role of MEUSACis that of providing adequate guidance to the preparation ofapplications in line with the Erasmus+ eligibility criteria.TheAgency guides potential applicants to the relevant fundingwhilst MEUSAC shall ensure the submission of good qualityapplications.

Further to this, the Three Step Approach was launched in2017. This approach starts off with the applicant submittingtheir project idea through a concept note to EUPA, wherebythe Agency checks for relevance and feedback may be giventoensurethattheprojectapplicationisinlinewithEuropeanandMaltesepriorities.Incaseofastrongpotential,EUPAthenguides the applicant to MEUSAC where support is providedtodeveloptheproject’s ideaandassistance isgiven infillingtheapplicationform.Theprocessconcludeswiththeapplicantsubmittingtheapplication,anevaluationandselectionprocesswillfollow.

Theabovementionedsynergiesassist inthe improvementofqualityofapplicationssubmittedunderErasmus+.

EUPA is looking forward to the start of 2018, which will nodoubt bring about new challenges and opportunities for allsectors,includingfurtherpromotionandinformationsessionsabout the European Solidarity Corps for young people andErasmusProforstudentsinVocationalEducationandTraining.

Key Action 2

StrategicPartnershipsaimtosupportthedevelopment,transferand/orimplementationofinnovativepractices.Itsupportstheimplementation of joint initiatives promoting cooperation,peerlearningandexchangesofexperienceatEuropeanlevel.The actions supported under this key action are expected tobring positive and long-lasting effects on the participatingorganisations,onthepolicysystemsinwhichsuchactionsareframedaswellasontheorganisationsandpersonsdirectlyorindirectlyinvolvedintheorganisedactivities.

Asoutlinedinthe2011EUModernisationAgenda:increasingattainment levels; improving the quality and relevance ofhighereducation;strengtheningqualitythroughmobilityandcross-border cooperation; making the knowledge trianglework, including by inter-disciplinary cooperation; improvinggovernanceandfunding.

In 2015/16 Erasmus+ Calls the International Office of theUniversityofMaltareceivedatotalof540studentapplicationsand66staffmobilityapplications,whichsawanoverallincreaseof100studentapplicationsfromthepreviousacademicyear,highlighting the huge interest the Erasmus+ programme hasachievedovertheyears.Another16studentsand2academicstaff applied during the second and third calls which werelaunchedfollowinganextensionfrom16to24monthsoftheErasmus+project.

The International Office carried out the promotion of theprogramme in line with the Erasmus+‘Graphic Design UsersGuide’ so as to ensure that a consistent image is projectedto the public. Two information sessions were held to reachout the students, whilst the posters which were designedby an outsourced designer were printed and hung aroundthe University Campus. Past good practices such as one toone meetings and project promotion during student groupmeetingswerekept.Academiccontactpointsarealsoincludedinthepromotionandsupportoftheprogramme.

Projectoutcomeshaveseenpositiveeffectsnotonlydirectlytobeneficiariesbutalsototheircolleagues.Studentswhoreturnfrom a mobility, participate in student organisations and aidin welcoming Erasmus+ inbound students and internationalstudents. Academics and administrative/technical staffwho participate in a mobility also come back with a positiveapproach towards their mobility and are able to share theirknowledgewithstudentsandstaff.

Target groupBoth students and staff have the opportunity to go on anoutgoingmobility.

Students registered in a HEI and enrolled in studies leadingto a recognised degree or another recognised tertiary levelqualification (up to and including the level of doctorate). Incase of mobility for studies, the student must be enrolledat least in the second year of higher education studies. Fortraineeships, this condition does not apply. Recent highereducationgraduatesmayparticipateinatraineeshipbetweenProgrammeCountries.RecentgraduatesmustbeselectedbytheirHEIduringtheirlastyearofstudy,andmustcarryoutandcompletetheirtraineeshipabroadwithinoneyearofobtainingtheirgraduation.

Staffmobilityforteaching:• StaffworkinginaProgrammeorPartnerCountryHEI.• Staff from enterprises invited to teach at an HEI in a

Programme or Partner Country from any enterpriseworking in a programme or partner country, public orprivate organisation (not awarded with an ECHE) activeinthelabourmarketorinthefieldsofeducation,trainingandyouth(includingemployeddoctoralcandidates).

Staff mobility for training: staff working in a Programme orPartnerCountryHEI.

Short description of beneficiary institutionThe International Office within the University of Malta isentrusted with managing the University’s internationalrelations and the welfare of its international students. Theinternational UOM office also manage the University’spromotion and participation in EU programmes such asErasmus+ and the University’s participation in internationalexchangeprogrammessuchasInternationalStudentExchangeProgrammes(ISEP).TheyarealsoresponsibletocoordinatetheUniversity’s international relations by overseeing the welfareof the University’s international students in cooperation withotherUniversityentities.TheinternationalofficeenhancestheUniversity’s participation in international academic networkssuch as the Santander Group, the Compostela Group andUtrechtNetwork.

Summary of results and impactTheprojecthadanoticeablepositive impactonparticipants.In particular, returning students have showed a high level ofsatisfactionandhavedevelopedskillsdirectlyconnectedwiththemobilityexperience.ImpactonstaffisdescribedaspositiveinparticularintermsofexpandingtheErasmus+networksandcollaborations.

On an institutional level, the project enhancedinternationalisationandcollaboration.

In addition, this project seems to have boosted the interestespecially in members of staff that aim to expand theirErasmus+ network also beyond Europe for example throughInternationalCreditMobilityopportunities.

The wider impact is described in a concise way as‘increasedchances of employability’ and producing awareness aboutinnovation and entrepreneurship in graduates and membersofstaff.

Any Tools/Products DevelopedDissemination measures are carried out mainly throughcollection of testimonials to be shared through socialmedia, printed material and in person during informationsessions. A video was also produced in this respectand commends the beneficiary for this choice thatcould be replicated in the future with other successstories in order to make dissemination more effective.AsetofGuidelineswasdevelopedinordertoensurethatlocaland visiting students with special needs are given adequatesupport.

Objectives of the projectThe primary objectives of this project were to ensure thatparticipants are kept abreast with new developments and tobecomemoreconversantwithgeneralmanagementaspects,primarily thoserelatedtotheplanningprocess.Furthermore,theprojectwasalsoameanstoexposeparticipantstodifferenttechnologies and systems that the host organisation used tosupportplanning,buildingcontrolandenforcementfunctions.

Summary of results and impactThroughmobilityexperienceabroad,participantswereabletolearn to better develop a curricula that is more user friendly,simple and intuitive as possible and makes available elder-learning opportunities in ICT. Objectives of the projectThe major stimulus to launch the project “It´s time to help”(ITTH) was the idea of international cooperation amongEuropean schools involved in the Eco-School Programme.All these schools have realised the methodology concept of“SevenStepsofEco-School”;however,eacheco-schoolundertheconditionsoftheircountryandtheirclimateregions.

The project enabled students and teachers to establishand develop friendship and collaboration across countries.Pupilsandteachersshowedan increase in interest inculture,traditionsandenvironmentofpartnercountries,anditenabledthem to compare their previous work in the field of ecology,share their experience and ideas and also look for effectivetreatmentofselectedtopics,suchaswater,energy,waste,bio-diversity,economicalconsumerandschoolenvironmentfromdifferentpointsofview.

Brief Description of the Aim of the Erasmus+ Mobility

This Erasmus+ mobility covered the biennial training conference organised by the European Prison Education

Association. Everything changes from time to time and sometimes quite fast. Through this event we get up to date

with what is happening in several EU countries and beyond (e.g. USA). Participation in this event was aimed at (a)

discovering and understanding what colleagues are doing, developing and creating in other countries in the areas

of prison education and social reinsertion (b) obtaining information directly from actors on where and how tertiary

education institutions are becoming involved in prison education and rehabilitation.

Description of the Main Outcomes of the Mobility

The recent EPEA conference in Vienna was an interesting and stimulating experience. The presentations and

workshops covered a wide range of topics including the use of the arts in prison, the benefits of learning via prison

and university partnerships and the diverse ways you can employ prisoners when they are released. It is always useful

to hear the perspectives of others and to be offered the opportunity to share effective practice and learn potential

new ways of working was extremely beneficial.

The contributions of the participants, covered all the angles, addressing the problematic situations inherent to Prison

Education, actors on the ground, institutional stakeholders, prison population and their varied interests, needs and

expectations regarding social (re)integration, which, I believe, has been achieved.

The activities included a visit to a prison just outside Vienna that housed mostly young men. The education programme,

both academic and VET, were explained. This was evident during our tour of the facility.

Description of the Learning Experience

I have been involved in prison education since 1995. However there is never an end to learning. The interesting

learning experiences included:

Seeing how learner voice can contribute to the education process in a prison,

The development of acknowledgement and certification of skills learned in prison,

How foreign prisoners can participate in local education programmes and/or courses delivered to them from their

native country.

The mutual benefits gained through collaboration between academics, prison professionals and educators,

The benefits of art to self-esteem and post release life,

The development of Special Interest Groups where various groups focus on particular aspects.

The above is important and feeds our motivation to revise our existing processes and introduce others.

Objectives of the projectThe project aimed to increase the employability skills ofyoung people and to improve their career prospects, as wellasimprovingtheirlearningperformancebyincreasingasenseof initiative and entrepreneurship. Short description of beneficiary institutionŻgħażagħ Azzjoni Kattolika (ŻAK) is a branch of the MalteseCatholic Action and its’ fundamental purpose is to provideprogrammesofspiritual,socialandpersonaldevelopment.Theaimofthisprocessistoaffirmanindividualinhisorherproperidentity and involve him or her in relationship with God andothers.

Theorganisationfocusesonworkingwithyoungpeopleagedfrom ten years onwards and is a voluntary-based, non-profitorganisation. Currently, ŻAK consists of approximately 750members, in 13 different parishes, including young leaders

and youth workers. Members from every parish belong toa different youth group according to their age. Therefore alocalitymighthaveonlyoneŻAKgroup,whereasanothermayhave more.The number of groups and the age range of thegroupmembersdependontheneedsandresourcesavailable.EachŻAKgrouphasa regularweeklymeeting.Themembersunderthedirectionoftheiryouthleaders/youthworkers,utilizetheallocatedtimetonotonlysocialize,butalsotodevelopandexperiencelifeskills.Allthisisachievedthroughstructuredandunstructuredsessionswhichmaytaketheformofdiscussions,role-plays,hands-onactivities,reflectionsandgamesamongstothers.

ŻAKgivesutmostimportancetotheactiveinvolvementofitsmembers. At the early stages of the group, especially whenthe members are still young, most of the planning of theprogramme of meetings and activities is carried out by theleaders with little involvement of the participants. However,as the group grows within the organisation, the membersgraduallyinvolvethemselvesmoreinthethinkingandaction

process.Theleaders’responsibilityistoensurethatthematerialcoveredmeetstherealneedsoftheyoungpeople.

Summary of results and impactParticipants acquired skills such as inter-cultural learning,entrepreneurial skills and inter and intra- personal skills.Additionallyparticipantswentfromlearningtoknowing,fromknowing to doing, from doing to being, and learning to livetogether (The four learning pillars highlighted by UNESCOandonwhichtheMalta’sMinistry forEducation,Education+programmeisbased).

Facebook, Youtube, and Newsletters were mainly used todisseminate the project and its results. The target audiencevariedfromyouth,NGOsandinstitutionsworkingwithyoungpeople.Atoolpackfocusingoncommunicationanditsvariousaspects was also designed and distributed to various youthgroups/organisations. Participants, on the other hand sharedtheirlearningexperienceduringanumberofeventsandbackhomewiththeirlocalgroups.

During the activities, participants had reflection / evaluationsessionsontheimpactoftheseexchangesandtheirlearningexperiences. The sessions were facilitated by the leaders insmallgroups.FurthermoretheseleadershelpedparticipantsincompilingtheirYouthpasscertificate.

Workshops, group work, simulation exercises and reflectionsessions were some of the non-formal methods used duringthis training course. This non-formal environment createdspacewereparticipantsnotonlylearntaboutthetopiccoveredbutalsoacquiredothersoftskillssuchasteamwork,leadership,negotiation, as well as inter-cultural communications, whichareessentialcompetencesintoday’syouthwork.Throughthemethodologyused,itwasensuredthatthethreeobjectivesofthetrainingweremet.

TheprocesstosetupJCIinMaltabeganin1993whenagroupof fresh graduates from University had a dream to provide aplatform where young people can develop into leaders andbe agents of positive change. It was thanks to the power ofnetworking that the group got to know of Junior ChamberInternationalandin1994,JCIMaltawasofficiallyestablished.

JCI Malta aims to be the recognised organisation that is theforum for the development of bold and stimulating leaderswithin our community. We aspire to provide our memberswith the opportunity to develop leadership skills, socialresponsibility, fellowship and entrepreneurship for theadvancementoftheindividualandthecommunityingeneral.

JCImembersarecreative,challengetheirstatusquoandveryenthusiastic. JCI creates positive change. JCI trains membersto become better leaders. JCI meets at local, national, andinternationaleventstoexchangeideasandsharebestpractices.AsatendofNovember2014,ourmembershipfigurestoodat125.

Summary of results and impactSmall Talk managed to create a healthy debate withstakeholders on intercultural dialogue, active citizenship andtheEuropeandimension.Theparticipantsarenowmoreawareof the challenges that various groups of non-mainstreamsocietyface.Theparticipantsperceivethistrainingprogrammeasthe‘startofa longjourney’towardsadvocatingforhumanrightsofdisadvantagedgroups.

The project managed to highlight the importance of theEuropeandimension,inatangibleway,withthegeneralpublicthat met the project’s participants at one point or anotherthroughout their activities.Theprojectwasalsopromotedata European Level, during the 2016 JCO European PresidentsMeeting in Scotland. Additionally, each participating countrywas able to share the knowledge and experiences gainedduringthetrainingprogrammeinMalta.

Objectives of the projectThe project introduced the concept of Structured Dialogue,to most of the young people, for the first time. It providedthemwiththeopportunitytocriticallyengage indiscussionswithpolicy-makersonmattersthataffectthemdirectlyusinganinnovativeapproachwhichtheyappreciatedandenjoyed.Feedback from the young people clearly showed that suchopportunitieswererareandwhenmadeavailable, theywerepresented in an unattractive manner. Participating in thisprojectcouldalsoresultinapositiveimpactontheirattitudetowardsengagementwiththeformalstructures.

Whilstworkingonmusicandlyrics,thecoregrouphadtoworkasa teamandhencetheyhadtheopportunity toappreciateandexploredemocraticvalues.Also,theseyoungpeoplehadtheopportunitytoexploreandenhancetheircreativeskillsandcompetencesthroughmusicproduction,compositionaswellassong-lyricwriting.Thelatterwasalsointendedtoenhancetheirliteracyskills.

Target group Through this project, 120 young people fromYouth.Inc weregivenavoiceandtheyweregiventheopportunitytodiscusspolicy issues that affected their well-being with key decisionmakers using music as a channel to air their views. A groupof these young people came together and with the help ofseasoned musicians, writers and the mentoring of youthsupport workers, they composed and produced four originalsongs revolving around the themes of“Early School Leavingand NEETs” and“Improving Literacy amongst Young People”.Eventually,thesesongsservedasthemediumthroughwhichthese young people voiced their ideas, hopes, dreams orconcernsontheissues.

• Collaborates and ensures the necessary coordinationbetween government departments and other agencies intheimplementationofyouthpolicyandothermeasuresorinitiativesproposedbytheGovernment;

• Formulates, coordinates, manages and evaluates theprogrammes to promote youth empowerment and activeparticipationofyoungpeople;

• Conductsandcoordinatesresearchonspecifictopicsaimedtoshowthecurrentsituationofyoungpeople;

• Provides local and international information to youngpeople on any matter that may be of interest to theirdevelopment and facilitate the participation of youngpeopleinEUprogrammesandtheEuromed;

• Actsaspointofcontactforyoungpeople’sinvolvementindecision-making,and

• Assists and supports voluntary youth organisations andotherorganisationsworkingintheyouthfield.

Theagencyissetuponthreemainpillars,reflectedinitsthreemainsections:thePolicyMainstreamingandResearchsection,the Empowerment section and the Outreach section. Thesehave different functions and the three of them together cangeneratethesynergyneededtoensurethattheobjectivesofAġenzijaŻgħażagħareattained.Thefirst is tomonitorpolicyand make sure that anything that affects young people ismainstreamedsothatitisinlineandcoherentwiththenationalyouth policy.The Empowerment section, on the other hand,is there to generate programmes and initiatives with youngpeople that empower the young by giving them the tools

needed to ensure their own well-being. Finally the Outreachsectionwassetuptomakesurethat, inlinewithyouthworkpractices,theagencytakesitsserviceswheretheyoungpersonis,intheheartofthecommunity.

Summary of results and impactTheprojectcreatedasafespacewherebyyoungpeoplecouldcritically engage in discussions with policy makers on issuesthat affect their well-being directly within their own contextand using a methodology they appreciated.The project alsoservedasameanstocreatemoreengagementbetweentheseyoung people and the more formal structures of society.Theyoung people involved acquired new skills, including criticalthinking,teamworkandcreativeskillsthusapositive impactwasleftontheparticipants.
