Minutes of the 40th Annual General Meeting of the Maharashtra State Centre of the Institution of Engineers (India), held on Sunday, 27th November, 2016 at 1200 Hrs. at The Institution of Engineers (India), Maharashtra State Centre premises at 15, Haji Ali Park, K.Khadye Marg, Mahalakshmi, Mumbai – 400 034.
45 members were present. Shri.S.G.Bahaley, Chairman, IEI, Maharashtra State Centre welcomed all the Corporate Members to the 40th Annual General Meeting of IEI, Maharashtra State Centre and called the meeting to order. He then requested Shri.Abhay S. Kimmatkar, Hon.Secretary to proceed with the agenda. Shri.Abhay S. Kimmatkar, welcomed all the Corporate Members and proceeded with the agenda. Agenda Item 1 : To pass condolence resolution on the demise of the Corporate
Members All the Corporate Members present observed one minute silence in memory of all the late Corporate Members. Agenda Item 2 : To confirm the minutes of the 39th AGM held on 18th October, 2015. Hon.Secretary stated that the agenda for the meeting, containing minutes along with the annual report and the audited statement of accounts for the year 2015-2016, had already been circulated and no comments have been received from Corporate Members. He called upon the members for comments, if any. “Resolved that the minutes of 39th AGM of the Maharashtra State Centre of the Institution of Engineers (India) be and are hereby unanimously adopted. Proposed by Shri.J.N.Mistry and Seconded by Shri.S.H.Jain

Agenda Item 3 : To receive the audited accounts for the year ending 31st March 2016.
Hon.Secretary stated that the report and accounts for the year ending 31st March 2015 have already been circulated to all the Corporate Members. He stated that no queries had been received on the audited statement of accounts till date and requested the members for their comments and observations, if any. Shri.R.L.Birla stated that the electricity charges have increased considerably. Shri.R.L.Birla stated that in the last AGM he had pointed out to provide separate electric meters to check the consumption of electricity. Shri.H.O.Thakare stated that it was not clear whether the meters to be provided by BEST or Institution itself. After discussions it was clarified that sub meters to be provided by the Institution. Chairman noted the suggestion for provision of such sub meters. Shri.R.V.Saraf suggested that solar panels can be installed to reduce the cost of electricity. Some members suggested to use CFL lamps for energy saving. After discussions, the following resolution was adopted unanimously.
“Resolved that the Audited Statement of Receipts and Payments, Income and Expenditure Accounts and Balance Sheet for the year ending 31st March 2016 be adopted”. Proposed by Shri.H.O.Thakare and Seconded by Shri.P.K.Kulkarni Agenda Item 4 : To appoint the auditors for the year 2016-2017 and to fix their
remuneration. Hon.Secretary informed the members about the appointment of auditors for the financial year 2016-2017. After discussions the following resolution was passed unanimously. “Resolved that M/s.S.G.Rege & Co., Chartered Accountants be appointed as auditors for the financial year 2016 – 2017, as per the existing terms & conditions”. Proposed by Shri.S.D.Khasnis and Seconded by Shri.R.L.Birla Agenda Item 5 : To receive the annual report of the committee of Maharashtra State
Centre. Hon.Secretary highlighted the various activities being conducted at our Centre. They also insisted that activities should be organised under all disciplines. Shri.R.L.Birla felt that the number of activities have reduced. Shri.Abhay S. Kimmatkar, Hon.Secretary clarified that the since the Convenors are from all over Maharashtra, hence the activities of the Local Centres have increased. Shri.S.G.Bahaley clarified that it is the responsibility of all the members to organise technical activities and not only the convenors who are elected from that particular division. Shri.R.L.Birla wanted to know whether the list of new library books purchased are maintained in the library. Hon.Secretary, informed that the list of all the books purchased have been maintained in the library. After discussions the following resolution was adopted. “40th Annual Report of the Maharashtra State Centre, as circulated, be hereby adopted”. Proposed by Shri.P.R.Bapat and Seconded by Shri.D.S.Pradhan Agenda Item 5 : To receive report on election of the Chairman and Hon. Secretary for
the Sessions 2016-2017 & 2017-2018. Shri.S.G.Bahaley, Chairman informed the General Body that Mr Vijay Sadashiv Ghogare, F-114163-1 and Dr Himanshu Madhukar Raje, F-108784-5 were elected unopposed as the

Chairman and Hon.Secretary of Maharashtra State Centre respectively for the Sessions 2016-2017 & 2017-2018 in the 13th State Centre Committee meeting held on 27.11.2016. All the members present congratulated the newly elected Chairman and Hon.Secretary. Agenda Item 5 : To receive report from the BOS on election of the Committee for the
sessions 2016-2017 & 2017-2018 and one Council seat from Maharashtra State Centre for the sessions 2016-2017, 2017-18, 2018-19 & 2019-2020.
Shri.S.G.Bahaley, Chairman informed the General Body that he has received the sealed report from the BOS on election of the Committee for the sessions 2016-2017 & 2017-2018 and one Council seat from Maharashtra State Centre for the sessions 2016-2017, 2017-18, 2018-19 & 2019-2020. He thanked all the members of the BOS S/Shri.P.R.Bapat, Convenor, Shri.D.S.Pradhan, Dr.A.R.Katti, Shri.P.N.Tandon and Shri.A.V.Surve for conducting the elections as per the Bye-Laws and in very congenial atmosphere. He then declared the results as under :
1) Election of one Corporate Member to the Council from our State Centre for the Sessions 2016-2017, 2017-18, 2018-19 & 2019-20.

DETAILED REPORT ON ACTIVITIES DURING YEAR 2016 – 2017
It has already been a long journey for Maharashtra State Centre, since its inauguration at the hands of
renowned engineers, whose far-sighted endeavour we have to carry forward as the current pole-bearers.
We hope that all Corporate Members will still march with the mission of strengthening amity among the
engineers fraternity.
Major activities and achievements accrued during the year, which deserve your thoughtful attention and
advices to make the gesture more fruitful in coming years.
a) Centre Level Activities :
i) Technical Activities :
Seminars, workshops and lecture meetings are regularly organized to highlight the emergent topics
related to engineering and technology. In such meetings, corporate members, students of engineering
colleges and polytechnics and general public are invited and the speakers are chosen among the
distinguished personalities in the related field. Efforts are being taken to involve other organizations,
engaged in propagating the technical innovations and up-keeping of the better technological practices.
During the year, a good number of such lecture meetings and seminars have been organized, the details
of which are given in “Annexure A” :
ii) AMIE Refresher Courses :
AMIE refresher courses were held at IEI, Maharashtra State Centre premises for Summer 2016 and
Winter 2016 exams. These courses were conducted by experienced professors and have received very
good response. An amount of Rs.2,83,500/- (Rupees Two Lakh Eighty Three Thousand Five
Hundred Only) was collected during the financial year from these courses.

iii) AMIE Examinations :
AMIE Summer, 2016 (June) and Winter, 2016 (December) Examinations were held in the Centre’s
premises strictly as per the guidelines given by the HQ at the State Centre premises. Details of the
registered candidates for the examinations are given below :

iv) Statutory Days :
As mandated by the Institution of Engineers (India), the statutory days are being observed by IEI,
Maharashtra State Centre on the theme stipulated by the National Council.
v) Student Chapters :
The Centre has established 4 Students’ Chapters at enclosed Engineering Colleges in and around
Maharashtra. These Chapters are functioning very well. Details are as under :

Technician Chapter is functioning well. Members regularly participated in the technical and educational
activities with enthusiasm. We have received a grant of Rs.54,680/- (Rupees Fifty Four Thousand Six
Hundred Eighty Only) from the Headquarters during the year. Details of the Technician Chapter is as

viii) Library :
The library facility of the IEI, Maharashtra State Centre library is being streamlined and regular addition
of books have brought the collection to 7300 nos. During the financial year 2016-2017, 352 books were
added and an amount of Rs.1,78,369/- (Rupees One Lakh Seventy Eight Thousand Three Hundred Sixty
Nine Only) was spent on the purchase of these books during the financial year. The library is kept open
for 12 hours during the AMIE examinations. Question papers of previous examinations are kept in the

library for reference. National and international engineering journals, newsletters and other periodicals
from various institutions and organisations are available in the library for reference purpose. Various IS
Codes are available in the library. Details of the amount spent on purchase of library books during the
current year is shown in the table given below :

Large numbers of young engineers visit the centre for various educational courses and related activities.
The involvement and the participation of large number of these young engineers and technician members
are beneficial to the Centre for sustaining the activities in the long term basis.
ix) Membership :
IEI, Maharashtra State Centre is putting sincere efforts to enroll new members and continues to be the
largest state centres of IEI. As on 31.03.2016 Corporate Membership of the Centre increased from 24,253
to 25,532 and ST / T membership increased from 87,773 to 89,736. Overall increase in total membership
is 2.9%. In addition to this we have got 18 Institutional Members.
Membership of various local centres under IEI, Maharashtra State Centre as on 31.03.2017 are as under
x) Retiring Room Facilities :
At present, our centre has 10 nos. of retiring rooms out of which 9 nos. are air-conditioned and 1 no. is
non-air-conditioned. Out of this 10 rooms, 2 rooms have been exclusively renovated for the use of
President and Council Members of IEI. These retiring room facilities are being regularly used by
members of the Institution during their visit to Mumbai. All the retiring rooms have televisions with
cable connections. The room-charges for the members are also very nominal. The retiring room is
presently running with high occupancy percentage during some particular seasons and moderate during
the rest of the year. We are hopeful that in near future, the guest house will find its full utilization for the
community and the society as a whole.
xi) E-Communication and Website :
All major communication of the centre is done using e-mail. Our Centre has started its own yahoo group.

More than 18000 members have already joined this e-group. The number is increasing regularly. It is the
largest e-group of the Institution. Regular reminders about the activities of the State centre are sent on
this e-group. e-Newsletter of the State Centre is also sent to all the members of the e-group. Participation
in the State Centre activities has increased due to this mode of communication.
Our centre has its own website www.ieimaharashtra.org which is upgraded with more facilities for
members and new look.
xii) Online examination of Professional Engineers :
Our centre regularly conducts online examination of Professional Engineer, as per the intimations
received from the HQ.
xiii) Computerisation :
Our centre is fully equipped with latest computers which is used for general administration, accounts,
email communication, report writing, presentations and lectures.
b) Constitutional Activities :
i) Committee Meetings :
During the period of this report 06 Committee Meetings were held to transact policy decisions and
programme formulations. It also discussed various issues related to the progress of the Institution strictly
adhering to the guidelines and norms laid down by the Headquarters. Monthly statement of accounts is
also approved in these committee meetings.
ii) Annual General Meeting :
40th Annual General Meeting of IEI, Maharashtra State Centre was held on 27
th November, 2016. The
AGM received and accepted annual report and audited accounts for the year 2015-2016. The AGM
appointed auditors for the year 2016-2017.
c) Financial Activities :
The State Centre has been following the guidelines given by the HQ in financial & administrative
matters. The Centre has prepared own norms (documents) for all the activities & administrative matters
for smooth functioning. In addition to this requirement the centre has appointed an internal auditor to
review the accounts on regular basis.
i) Annual Accounts :
Annual accounts of IEI, Maharashtra State Centre were duly audited and sent to headquarters on
25.06.2017 after the approval of the committee in the meeting held on 25.06.2017. The centre receives
an incentive of Rs.6000/- for timely submission of the annual accounts to the headquarters before the cut-
off date i.e. 30th June of every year. These accounts will now be put before the AGM for approval. A
copy of the audited statement of accounts for the period 01.04.2016 to 31.03.2017 is enclosed for the
perusal of members as “Annexure B”.

ii) Utilization of grant for maintenance of building :
Our centre received an amount of Rs.3,00,000/- (Rupees Three Lakhs Only) towards land and building
grant. An amount of Rs.14,66,700/- (Rupees Fourteen Lakhs Sixty Six Thousand Seven Hundred Only)
was spent for total renovation of guest rooms No.201 and 202. For renovation of these guest rooms HQ
released special grant of Rs.5,27,000/- (Rupees Five Lakh Twenty Seven Thousand Only).

like minded institutions for their excellent support & co-operation in organising technical activities at the
State Centre.
The Committee of IEI, Maharashtra State Centre is also grateful to the Headquarters for their continuing
