7. Mandate of the Host Organization Mandate of the ENVIS Centre

GCPC MANDATE:

Mission Statement To promote sustainable development

and to propagate the idea of Green

Environment and Green Policy with

the concept of Cleaner Production and

Clean Technology. In Industrial

sectors, GCPC undertakes to provide

technical assistance and provide

dissemination of technology.

Objectives

To create awareness on Cleaner

Production.

To provide cost effective training to

industrial personnel on Cleaner

Production assessment and

implementation.

To organize and conduct Cleaner

GCPC-ENVIS MANDATE

The responsibilities of the GCPC ENVIS Centre are:

To collect, collate, store in retrieval system and

disseminate data and information on “Cleaner Production & Clean Technology” through deployment of modern environmental information technology.

Establishment of linkages with all information

sources, and creation of data bank on selected

parameters in the subject area assigned.

Identification of information gaps.

Environmental law & Trade,

State of the Environment Report.

Develop library facility and provide support to

the focal point on the subject area.

Publish newsletters and Bulletins.

Ecology & Ecosystem,

Production Assessment Projects in

different clusters.

To develop expertise and thus

provide consultancy / advisory

services on Cleaner Production.

To prepare guidelines and manuals

preferably in local language on

Cleaner Production.

To promote local Cleaner

Production centres.

To conduct Cleaner Technology

Assessment Projects in different

industries of Gujarat.

To assist Government in framing the

policy for CP/CT promotion.

Most importantly serve as interface for the users on the

assigned subject.

III. Ministry of Environment, Forests & Climate

Change, GoI has constituted State Environment

Impact Assessment Authority (SEIAA) to grant

Environment Clearance to establish any projects

and activities based on the spatial extent of

potential impacts and potential impacts on human

health and natural and manmade resources.

Accordingly, SEIAA grant the Environment

Clearance with subject to compliance of specific

In every case, SEIAA Committee has directed project

proponent to undertake Cleaner Production Practices /

Assessment under term and condition no A 6. Also, as

per A 8 of other condition, it shall be mandatory for the

project management to submit half-yearly compliance

report in respect of the stipulated prior environmental

clearance terms and conditions in hard and soft copies to

the regulatory authority concerned.

GCPC-ENVIS has compiled the list of industries and

condition of Cleaner Production of 190 no. of industries

for the year (2015-16), the same has been linked on

Google Earth.

2015. During his visit GCPC-ENVIS team lead by

Dr. Bharat Jain, Member Secretary, GCPC &

Coordinator ENVIS made a detailed presentation

GCPC-ENVIS team also presented the ‘Annual Proposed Action Plan – 2015-16’ for ENVIS. Shri. Abhay Kumar, was pleased with the

activities of GCPCENVIS and boosted them by

recognizing their good practices as an ENVIS

Centre. GCPC-ENVIS team thanked Shri. Abhay

Kumar, for accepting invitation to visit GCPC-

ENVIS centre. Shri. Abhay Kumar congratulated

GCPC-ENIVS team for achieving ‘A’ grade in ENVIS Performance Evaluation for the year 2014-

15.

17. Issues/ hurdles faced in undertaking ENVIS activities:

1 CP is an emerging concept hence it is difficult to convince industries to adopt this

concept. Only few industries are willing to adopt CP/CT. therefore the data of

CP/CT implementation generated / available is less.

GCPC- ENVIS is the only centre working on the thematic area of Cleaner

Production and Clean Technology. The theme applies a work to be done on a

specific industry of a particular sector. Therefore, it is not possible to come up with

a time series/ numeric data and updation of a data periodically is also not possible as

it is dependent on the availability of data.

Industries of different sectors come up for CP assessment, wherein CP tools are

given after walk through and detailed CP assessment of the industry. After the

implementation of these CP options, the annual savings are calculated. Therefore,

this is a time consuming exercise. And so the generation of data and its

documentation takes time. And so the publication of the case study is also dependent

upon time.
