Th e word “partnership” is used to signify many diff erent things across industries and sectors. For CESO, partnership is one of our guiding principles and one of the core values for our organization. It’s about the fi rm belief that the best solutions come out of the convergence of multiple perspectives through true and balanced collaboration.

Whether we’re referring to partnerships with our clients in the fi eld, the Canadian government, our funders, our Canadian volunteers, or other NGOs and organizations with whom we collaborate, our partners are instrumental to our vision of building stronger economies and better lives. Because of the important role of partnerships across all areas of our work, the results and stories shared in this year’s annual report connect to this concept in various ways.

Programmatically, partnership begins with ensuring our work is locally-driven. Th is is a critical aspect to the delivery of our work and it means our clients become the co-creators and owners of the impacts, and not simply recipients of a Canadian intervention. In fact, most of our work is delivered through our Partnership Model – a multi-level framework that allows us to extend our reach and scope in both cumulative and compounding ways across various stakeholders, from individuals to multi-country regional institutions, over multiple years. You’ll read more about our Partnership Model on page 5.

Nowhere is the concept of partnership and the need for collaboration so eloquently embodied than in our work with Indigenous communities, where we’ve learned over our nearly 50 years the critical importance of developing strong relationships built on trust and true cooperation. Th is includes a commitment to fully understanding the context of a given issue or challenge, a collective approach to identifying the potential solutions, and fi nally, to ensuring our clients and partners actively participate in and take ownership over those solutions.

As the links between economic and social development become ever clearer, so too do the connections between the national and international development environments. We emphatically support the Canadian government’s interest in leveraging reciprocal learnings between Canada’s international programs with those here in Canada. Because of CESO’s extensive history and experience working in both national and international settings, we look forward to exploring how our unique perspective will play a role in the changing landscape of economic development.

Whether nationally or internationally, our model of partnering Canadian business and government leaders and highly-experienced professionals with communities and organizations where they mentor clients continues to prove an eff ective means to create lasting economic and social change. By unlocking the intellectual capital and extensive expertise of our Volunteer Advisors through the transfer of knowledge and experience with clients and partners, we help catalyze innovative and truly collaborative solutions to local challenges. We continue to be humbled and honoured by their partnership and deep commitment to our mission.

With nearly 50 years of experience, we know the value of cultivating a culture of continuous learning and improvement throughout the organization to better set the stage for new opportunities and to improve client service excellence.

In the spirit of our commitment to continuous learning, we hosted the One CESO conference in Toronto last September, bringing together Lead Volunteer Advisors, board members, in-house volunteers and CESO staff from Canada and around the world. This was an opportunity to share perspectives and knowledge, and to identify best practices that foster collaborative partnerships and ensure exceptional program delivery. Below are some of the learnings and best practices that emerged:

CANADACESO supports Indigenous communities across Canada to reach their economic objectives and to support the creation of sustainable socioeconomic change. Below are some of their stories:

STRENGTHENING NETWORKS OF INDIGENOUS WOMEN ENTREPRENEURS

The Native Women’s Association of Canada (NWAC) partnered with CESO to facilitate collaborative workshop sessions among Indigenous women entrepreneurs to deepen their understanding of business planning, marketing, finance and social media.

SUPPORTING COMMUNITY DEVELOPMENT IN CANADA’S NORTHAfter working on a business development plan with a CESO Volunteer Advisor last year, Inuit Ilagiit successfully opened a youth centre and community kitchen in Pangnirtung, Nunavut. The community organization then extended its partnership with CESO to collaboratively identify sustainable funding mechanisms to further support community health and wellness.

SUPPORTING THE CONTROL AND ERADICATION OF THE PINE BEETLE

In order to combat the pine beetle infestation and destruction of forests across Honduras, the Asociación de Municipios de Honduras (AMHON) partnered with CESO to explore

methods of prevention and control, as well as ways to monitor the impacts. Following the assignment, AMHON established direct communication with local

municipalities to learn about local challenges relating to the infestation, and to begin developing a comprehensive strategy to tackle the problem

and control the destruction of the forests.

STRENGTHENING SMALL-SCALE AGRICULTURE IN THE REGIONFour rural development organizations across Latin America sought to promote and conserve local natural resources, increase food security and sovereignty, and enhance the quality of life of rural communities. With support from CESO Volunteer Advisors, they began to identify practical and innovative ways to support the small-scale agricultural sector, through training in research, technical expertise and marketing.

The Asociación Turismo Rural Perú (ATRP) partnered with CESO to strengthen the capacity of the association, to promote the development of sustainable rural tourism and to improve the productivity of its individual SME members.

CARIBBEANCESO supports local partners in the region in community governance, gender equality, tourism and small and medium-sized enterprise (SME) development. Below are some of their stories:

BUILDING TECHNICAL CAPACITY OF ENTREPRENEURSBred Treasure Beach Foundation (Breds) partnered with CESO to provide technical business training workshops for business operators and workers from across the community. Breds empowers business owners and community members to fully participate in the growing economy of the formal tourism sectors, regardless of literacy capabilities in the community.

He has fundamentally transformed our knowledge, efficiency and kitchen economy for the best, while inspiring our senior and junior chefs to be passionate and creative in their culinary practices.”

PROMOTING WOMEN’S PARTICIPATION IN THE REGIONIn support of an organizational commitment to gender equality, the Caribbean Community (CARICOM) Secretariat partnered with CESO. Working with a CESO Volunteer Advisor, the Secretariat completed two critical gender strategy documents: Gender Equality Policy and Gender Equality Strategy. These documents guide CARICOM’s 15 member states to champion gender equality and facilitate women’s participation in the social and economic development of the region.

DEVELOPING OPPORTUNITIES FOR GROWTH

AND DIVERSIFICATIONThe Tanzania Federation of Cooperatives (TFC)

worked with CESO Volunteer Advisors to successfully expand its operation to become a certifi ed co-

op insurance provider. This initiative generated a new source of revenue, eff ectively supporting the

federation’s growth. It also allows TFC members to access low-cost insurance plans to ensure

sustainable business operations by mitigating consequences of emergencies or natural disasters.

Through a partnership with the Association Professionnelle des Systèmes Financiers Décentralisés (APSFD), CESO Volunteer Advisors supported the improvement of youth entrepreneurship training programs off ered by Tin Tua - a microfi nance institution in rural Burkina Faso. As a result, the institution successfully acquired signifi cant funding to train 300 Burkinabe youth to start their own business ventures as entrepreneurs.

AFRICACESO supports local partners to build capacity across Africa, particularly in small and medium-sized enterprise (SME) development, microfi nance and agro-industries. Below are some of their stories:

STRENGTHENING AGRO-INDUSTRY IN BENIN THROUGH MICROBIOLOGYCentre Songhai worked with CESO to train staff and establish a microbiology lab to test and produce its own food processing bacterias. In doing so, the Centre can maximize food production and build their revenue, ultimately contributing to the Centre’s mission of leading Africa’s growing agro-industry through environmentally sound processes.

EMPOWERING BUSINESS MENTORSThe Department of Trade and Industry (DTI) in the Philippines developed the project “Building

Entrepreneurs through Advisory and Mentoring Services” (BEAMS) to provide mentorship services to Filipino entrepreneurs. Through our partnership, CESO Volunteer Advisors will continue

their work with DTI to implement the project, train volunteer mentors and facilitate workshops for local entrepreneurs. It will also provide Filipino small and medium-sized business owners with systems and tools

to participate more eff ectively in economic activities across the Philippines.

SUPPORTING GENDER EQUALITY IN RURAL VIETNAMThe Quang Ngai Women’s Union partnered with CESO to create an action plan that supports its mission to spread gender equality policies throughout the region. The goal of the partnership is to build the institution’s capacities in programming, fund development and member recruitment, ultimately strengthening the ability of the organization to connect with vulnerable groups in the region who have limited access to social and economic opportunities.

ASIA CESO supports local partners in Asia to strengthen small and medium-sized enterprise (SME) development, gender equality and strong governance. Below are some of their stories:

STRATEGIC PARTNERSHIPS FOR SUSTAINABLE DEVELOPMENTOur newest project – MERIT (Mongolia: Enhancing Resource Management through Institutional Transformation) – is a six-year program in partnership with the World University Service of Canada (WUSC). The goal of MERIT is to strengthen responsible public sector management of the extractive sector in Mongolia in order to maximize its contribution to sustainable economic and social development.

FINANCIALS

DISCUSSION ON FINANCIAL RESULTSIt was a good year for CESO with signifi cant increases in both revenues and corresponding expenses, which refl ect the positive return on investments made in the long-term growth of the organization. Th e statement of operations for the year ended March 31, 2016 shows a small defi ciency of revenue over expenses of $126,826.

Programming revenue increased by $964,750 or 26%. Th is increase was primarily due to the start of an expanded fi ve-year international Volunteer Cooperation Program funded by Global Aff airs Canada (GAC); the start of a new bi-lateral GAC-funded international program in January 2016, that is being delivered in consortium with World University Service Canada (WUSC); and the continuing strong support of our National program by Aboriginal communities and organizations, the RBC Foundation, private donors and Indigenous and Northern Aff airs Canada (INAC). Private sector, clients and other revenue decreased by $293,010 or 40% mainly due to an unanticipated pause on our program activities to support small and medium-sized enterprise development in Kazakhstan. Th is program is expected to resume during the 2016/17 fi scal year.

Under Expenses, salary and fees increased by $251,217 or 13% as human resources were ramped up to ensure service excellence with the growth of our programs. Assignment costs also increased by $554,312 or 22% relating to expansion of our program scope, program countries and strengthening of local resources for program implementation.

Included in both revenues and expenses are the “Value of volunteer services at assignment sites and subsistence paid by clients” lines which represent over 4,763 days of donated services by CESO Volunteer Advisors (VAs). During fi scal 2016, the fair value of services donated by CESO VAs was increased from $500 to $750 per day, approved by GAC. Th is represents an acknowledgement by GAC of the amazing calibre, experience and contributions of CESO VAs.

We expressed an unmodifi ed audit opinion on those fi nancial statements in our report dated June 23, 2016.

Th e summary fi nancial statements do not contain all the disclosures required by Canadian accounting standards for not-for- profi t-organizations. Reading the summary fi nancial statements, therefore, is not a substitute for reading the audited fi nancial statements of the Organization.

Management’s Responsibility for the Summary Financial Statements Management is responsible for the preparation of a summary of the audited fi nancial statements on the basis described in the notes to the summary fi nancial statements.

Auditor’s ResponsibilityOur responsibility is to express an opinion on the summary fi nancial statements based on our procedures, which were conducted in accordance with Canadian Auditing Standards (“CAS”) 810, “Engagements to Report on Summary Financial Statements.”
