President’s ReviewThis Annual Report provides the details of how we accomplished our mission during 2015. We have attempted to provide the stories behind the numbers. Please read this publication and the stories of the legacies of generosity, the individuals who help us fulfill this ministry, and transformed lives.

Raising: The total amount of gifts and deposits in 2015 is $4.375 Million. Of that amount, $394 Thousand is in new endowment trusts—permanent funds set aside to provide perpetual financial resources for a broad variety of ministries. $1.959 Million is in new custodial accounts—long-term investment accounts placed for investment services with The Foundation by churches and agencies of the Conference. These funds grow through the investment process, and the total amount is available for withdrawal at any time, with no maturity dates and no penalties for withdrawal. The rest of the gifts and deposits went into previously established permanent trusts or custodial accounts.

Managing: 2015 was another year of market volatility. In times such as these, it is a good idea to remember that at the United Methodist Foundation of West Virginia, Inc., our focus as investors is very long term; we do not try to outguess the markets in the short term. We do everything possible to make sure we are being good stewards of the assets our donors and clients have entrusted to us. We have an experienced and capable Investments Committee overseeing these activities, and we engage highly qualified experts in Wespath Investment Management to guide our investment decisions.

Distributing: We do not raise and manage money to build up The Foundation, but rather to expand and enhance United Methodist ministry in the name of Jesus Christ throughout the West Virginia Annual Conference and beyond. Almost $3.5 Million was distributed in 2015, including $317 Thousand to beneficiaries of unitrusts and charitable gift annuities and $3.26 Million to churches, ministries, and other beneficiaries of endowment trusts and custodial accounts. The Foundation also gave away a tithe of our 2015 revenues for grants. A separate article in this Report provides some of the details of this grant making ministry.

Founding Trustee Leaves a Lasting Legacy

Luther E. Woods died March 15, 2015, but his legacy of

generosity continues.

Luther E. Woods was born in 2012, in Gary, McDowell County, West Virginia. Luther was preceded in death by his wife of 69 years, Kitty Darlington Woods. He was known as a gifted musician, lawyer, and keen businessman with a generous heart and a penchant for storytelling. Even while involved in his busy law practice, Luther served as organist and choir director for thirty years at Johnson Memorial United Methodist Church in Huntington.

In 1975, Luther and Kitty started The L-K Trust, a non-profit family trust, as a vehicle for their charitable giving. Each year, the trustees of The L-K Trust made distributions to various charities in West Virginia and Florida, including their beloved Johnson Memorial United Methodist Church in Huntington and other United Methodist Ministries.

Mr. Woods served on the boards of numerous businesses and charities; in fact, he was one of the founding trustees of United Methodist Foundation (then known as “Charities”) of West Virginia, Inc. During and after his service as a trustee, Luther remained a faithful and generous donor to The Foundation’s ministries. The Woods’ daughter, Sue D. Woods, the third trustee from the inception of The L-K Trust, also later served on The Foundation’s Board of Trustees.

As Luther and Kitty Woods entered their retirement years, Sue D. Woods handled the administration of The L-K Trust, including managing the finances, investing, and filing tax returns. In 2013, they explored the idea

of creating a donor advised fund at the United Methodist Foundation of West Virginia, Inc.

A donor advised fund is a charitable giving technique where The Foundation can manage charitable donations on behalf of individuals and families and makes charitable distributions based on their advice. Many families have found that a donor advised fund is a good alternative to a family foundation. After meeting with Foundation staff, the trustees of The L-K Trust decided that the timing

was right; they decided to transfer the Trust’s assets to the Foundation to start The L-K Trust Donor Advised Trust at the Foundation.

Sue D. Woods serves as the advisor and gives the Foundation suggestions for distributions periodically. She is able to give up having the sole responsibility of managing The L-K Trust while continuing to support the charitable interests of her parents. After the death of Mr. Woods, a gift from his estate was added to the trust. The churches and agencies that he supported during his lifetime will continue to receive his support.

Although the distributions are made by the United Methodist Foundation, the accompanying letter connects the gift to The L-K Trust; the generous legacy of Luther E. Woods and The L-K Trust continue!

Consider the possibilities of a donor advised trust at The Foundation. It can be a flexible alternative to a family trust, as it was for The L-K Trust, but it can also serve individuals by simplifying charitable giving. •

Shining a Light in the Darkness

Consider this. In West Virginia, one in three children lives in poverty. Almost 10% of babies are born with low birth weight. In our schools, 55% of students

are approved for a free or reduced lunch. Over half of all fourth graders in West Virginia cannot read at what is considered a proficient level. Children who lived in poverty are more likely to have children outside of marriage, to be arrested, and to have severe health problems. How can we help light their way?

The churches of the Taylor County Cooperative Parish are witnesses to the effects of these statistics. Taylor County has the second highest high school drop-out rate in West Virginia, and the judicial system has noticed a correlation between the drop-out rate and court appearances. United Methodists in the Parish began dreaming of a way to best help their community. They decided they would begin by providing financial help to young people in Taylor County with their education. Their hope is that this will bring positive change to the entire county.

To start the scholarship fund, members in the participating churches gave small amounts of money until their combined gifts were over $1,000. Kim Matthews from The Foundation met with the Scholarship Committee to discuss the benefits of a custodial account and the investment options The Foundation offers. After this, the Taylor County Cooperative Parish Scholarship Account was born. It continues to grow as church members make additional monthly contributions to the Parish for the scholarship account.

United Methodists in the Taylor County Cooperative Parish see the needs in their county, but they are also witnesses to the light of Jesus Christ, and they are shining that light in the darkness. •

Sent into the WorldThe Foundation Grant Program

The Foundation’s grant program is a demonstration of how The Foundation fulfills the mission of having

been sent in Jesus’ name with the power of the Holy Spirit. Each year we tithe our anticipated revenue to help provide funding for ministry that is reaching out into the world. Grants support outward focused ministries—addressing the needs of the poor, lost, and marginalized—helping Annual Conference ministries to increase their relevancy to the world. That’s what we’re about, isn’t it? Changing the world?

In 2015, almost eighty thousand dollars was distributed to ministry through The Foundation’s Grant program. What follows are two examples of how Foundation Grants helped fund outreach ministry in our Annual Conference.

Bishop’s Scouting Dinner

Through a grant, The Foundation sponsored the Bishop’s Scouting Dinner at Summit Bechtel Reserve.

The event’s goal was to bring together leadership from local churches to encourage them to initiate or grow Scouting ministries to the children and youth in their communities.

Bill Atwell, a member of the Planning Committee and Past President of the Conference United Methodist Men, wrote in a letter to The Foundation following the event, “Thank you very much for making the Bishop’s Dinner for Scouting possible through the generous grant you provided....The Bishop encouraged churches to become chartering organizations for scouting with the message that ‘Scouting is ministry.’ That message was received by those attending the dinner made possible by you.”

House of the Carpenter

The Foundation awarded a grant to one of the Annual Conference’s mission projects, The House of the Carpenter, to provide funding for a youth coordinator to work with at-risk youth on Wheeling Island. Rev. Dr. Mike Linger, THOC’s Executive Director, said that the grant will help reach out to marginalized young people through a new mentoring program intended to provide a stabilizing presence for the children and youth served by the mission project. One of the ministries being led by the new Youth Coordinator is NOVA, a Thursday evening dinner and worship service to minister with the young people on Wheeling Island.

Application Process

Please send a letter to The Foundation explaining the ministry need, the proposed use of the grant and the amount requested. Include an explanation of how the grant submission fulfills the Grant Guidelines listed

Guidelines • In general, Foundation grants are not intended to provide

sustaining support or to fund the existing regular operational obligations of a church or agency. Rather, Foundation grants are primarily intended to help initiate programs, projects or activities – especially those that are innovative, new or acutely needed. Our priority is to fund activities in the conference that have the capacity of enriching many or all local churches’ ministries.

• We will avoid becoming the perpetual funder for any ongoing program or ministry.

• We target our resources primarily to United Methodist programs and ministries of the West Virginia Annual Conference.

• We want to be targeted and strategic in our grant-making, preferring to make fewer substantial commitments, rather than diluting our impact by spreading our resources thinly over many small requests.

• We conscientiously attempt to communicate with conference leadership to better understand the Conference’s needs and opportunities.

To Serve

Foundation StaffJeff Taylor, PresidentJeff joined the Foundation in 2003 and has served as President since 2008. He is a graduate of West Virginia University (BS 1983, JD 1986). Jeff serves on the Board of Trustees of Methodist Theological School in Ohio, where he chairs the Development Policies Committee. He is Vice-president of Leave a Legacy Central Appalachia. Jeff is a member of the West Virginia State Bar. He is a past president of the National Association of United Methodist Foundations; a past president of the KYOWVA Planned Giving Council; a member of the Partnership for Philanthropic Planning; and a past president of the Cabell County Bar Association. Jeff is a deacon in The United Methodist Church and has served in a variety of capacities in the local church, district, conference and jurisdiction. Jeff is married to Mary Wright Taylor; they have two daughters, Erin Rose and Hanna Mitchell.

Kim Matthews, Associate DirectorKim joined The Foundation in 2008 as Associate Director. She received her Bachelor's of Science and her Master's of Science degrees from Marshall University in Huntington, West Virginia. Prior to joining the staff of the Foundation as Associate Director in 2008, she served for 20 years as Research Associate with Marshall University School of Medicine and its affiliates, co-authoring several peer-reviewed journal articles. Kim is a member of the National Association of United Methodist Foundations, the Partnership for Philanthropic Planning and the KYOWVA Planned Giving Council. Kim is a Certified Lay Minister as well as a Certified Lay Servant. Kim serves as Western District Lay Leader, and is active in her local church and the Annual Conference. She is married to Steve; they have two sons, Grant and Joshua.

Judy Simms, Accounts AdministratorJudy has served as our Accounts Administrator since June of 2015. She has more than 20 years experience in office management and accounting, including non-profit work. Judy has a Bachelor of Arts in Psychology and an Associate of Arts in Social Sciences from Ohio University, and Associates of Applied Science in Accounting and Business Administration.

Jaye Walker, Administrative AssistantJaye Walker has served as Administrative Assistant since August of 2015. Previous to joining the Foundation, she served as the Administrative Assistant for a local accounting firm and as the assistant manager of an apartment complex. Jaye has educational experience in the field of office administration.
