PRESIDENT’S REPORT Dear friends and colleagues of the Olympic movement
in Western Australia.
I stand before you today as we embark on one of the
most difficult fundraising challenges the Western
Australian Olympic Council (WAOC) has faced in its long
history in Western Australia.
Whilst the content of the report I am about to hand
down focuses on the 2014 calendar year, we find
ourselves here late in April, some 15 months away from
the commencement of the Rio Olympic Games which
commence in Brazil on the 5th August 2016.
FUNDRAISING
We are fresh off working with the Australian
Commonwealth Games Association WA Division
(ACGAWA) in meeting their fundraising target of
$150,000 to send off last year’s Australian
Commonwealth Games Team and find ourselves in
Western Australia in a climate of economic uncertainty
which makes our target a tremendous challenge for our
WA Team Appeal Committee (TAC), the WAOC
Executive and our office.
Nevertheless it’s a challenge which we accept and we
will pursue with vigor.
We accept the baton and the fundraising challenge
knowing our partners in the joint office, the ACGAWA,
achieved success, highlighted by their ultimate
fundraising event, the ‘Team Send‐Off Dinner’.
The funds raised contributed to the ACGA national
fundraising target of $6.5 million, and enabled WA
athletes and official to attend the XX Commonwealth
Games in Glasgow. It was delivered through yet another
successful event fundraising campaign anchored by our
WATAC under the Chairmanship of J Barrey Williams
and his Deputy Chair Graham Moss, and resulted in the
ACGAWA team appeal target of $150,000 being
achieved. Much more will be said about the ACGAWA
fundraising campaign by my colleague and WAOC Vice
President Gratton Wilson in his annual report to the
ACGAWA membership.
As advised at the WAOC AGM last year, the joint
arrangement with the ACGAWA sees our fundraising
program as a cyclical process whereby in the first two
years we seek funds for the ACGAWA team appeal and
in the following two years in the lead up to the
Olympics, we seek funds for the WAOC team appeal on
behalf of the Australian Olympic Committee.
As a result we now face the challenge of raising a
further $800,000 over the next 18 months to support
the athletes and officials of the Australian Olympic
Team bound for Rio in 2016.
The WAOC does however have a broader charter than
just fundraising.
The WAOC was established in 1947 and played a vital
role in that year in raising funds to support WA athletes
selected for the 1948 Olympic Games.
It has since continued helping local WA athletes and
officials to this day, and continues to work with athletes
of all ages maintaining and promoting the ideals of the
Olympic movement through the AOC Olympic Education
Program, conduct of the Pierre de Coubertin Awards,
and reaching out to the youth of Western Australia,
thus ensuring the Olympic sport traditions and values
are used to teach life values and life skills. Our WA
Olympians continue to meet with the community in
various forums and are recognized for the positive
impact their participation in sport has on life and
particularly in the eyes of the younger generation.
We are however as I said, fundamentally committed to
achieving financial support to enable WA athletes to
pursue their dreams. It is therefore important to note
that 100 % of the funds raised in WA go to the
Australian Olympic Team Appeal, thereby further
spreading the message and values of the Olympic
movement.
STAFFING AND RESOURCES
It is because fundraising is such a key element of the
WAOC’s program of activities, that we continue to
pursue events and business houses that can successfully
support the achievement of our target.

Notwithstanding, the recruitment of capable and
professional staff and ‘high profile’ business leaders is a
challenge, but one that is fundamental to us achieving
our success.
As reported last year, we undertook a review and
embarked on reestablishing a sole Executive Officer in
the joint office with contract administrative support.
This not only enabled a rationalization of employment
costs but refocused the energy of the WAOC and
ACGAWA Joint Executive on the fundraising element of
our respective organisations.
With the focus on event delivery and fundraising, we
recruited a former member of the WATAC in Jeff Healy
in late 2013 and subsequently, during 2014, his business
partner Anita Bell as Event Manager. Jeff brought
knowledge and experience to the role particularly in the
area of marketing and promotion. However from Jeff’s
perspective, the broader aspects of the role were not as
challenging as expected and it was with regret that we
saw both he and Anita leave the office during quarter 3
last year to pursue greater personal business
challenges. In the interim both played a significant role
in delivering the ACGAWA fundraising target
culminating with the successful delivery of the Team
Send‐Off Dinner.
Since their departure after that event, and in
recognition of the significant economic circumstance
WA finds itself, it was appropriate that we as the WAOC
Executive question our capacity and resources to deliver
our $800,000 fundraising target.
To that end, I took the action of approaching the AOC
with a view to seeking their support in recruiting
membership and support of the WA Team Appeal
Committee to deliver what I believe remains an
imposing, yet achievable target. That approach is
currently coming to fruition and I am confident of being
able to announce a significant addition to the
Committee and a restructure which will see more hands
on support, particularly in the area of ticket sales and
member business recruitment.
Further, as a result of an extended staff recruitment
search we will shortly be announcing a new Executive
Officer to oversee the functions and duties of the WAOC
office and to manage the successful delivery of Team
Appeal Committee events.
Suffice to say, the hiatus in delivery of the changes for
the WATAC and the office of the ACGA/WA and the
WAOC, have required significant time contribution from
both myself and ACGAWA President Gratton Wilson as
we have strived to create a sustainable organizational
structure which will deliver our core business outcome
in what are demanding economic times.
I thank Gratton for his significant commitment to the
joint office and service as President of the ACGAWA and
Vice President of the WAOC. I know he stands down to
enable appropriate commitment to his family and
business interests and I look forward to working with his
successor. Gratton’s nomination to Life Membership of
the ACGAWA is well deserved after over 20 years of
commitment.
The ACGAWA / WAOC office having been restructured
to a new single operational and fundraising structure
with contracted expertise where required, will provide
a cohesive and productive one stop shop for all our
internal and external stakeholders. Furthermore, our
office relocation to the new WAIS building will place us
in everyday contact with many of those stakeholders
and we are grateful to WAIS for offering us the
opportunity to reside in their new facility at a time
when our former hosts Channel 7 Perth Pty Ltd at Tuart
Hill, are consolidating under one roof with parent
Company Seven West Media in Osborne Park.
We are eternally grateful for the long standing support
of Channel 7 which has seen the WAOC operate rent
free for in excess of a decade.

OPERATIONS
Financial
Financially the WAOC achieved a modest surplus in
2014 largely as a result of operating without an
Executive Director and Fundraising Manager over the
last quarter. Our AOC funding continues to be capped at
28% of target fundraising income, and along with our
Contract for Services funding through the Department
of Sport and Recreation (DSR) remains the only income
source to sustain our office.
As member organizations, I put a call out to you, your
volunteers, your Olympic alumni and program partners
to assist us in sustaining our programs and activities. I
urge you to contact our office and introduce yourselves
as members, athletes, alumni or TAC members to our
new EO and assist them by providing any advice,
support or contacts that may assist us in delivering our
business objectives.
I refer you to our financial report for further detail on
our financial position for 2014.
Joint Office
The joint office arrangements pursued over the last 2
quadrennials, have transformed the way we operate
and provide significant benefits to both organisations,
including a joint office venue located in WA’s major
sporting precinct and central to WA business, joint
staffing arrangements, access to professional personnel
and office equipment, and storage facilities for
memorabilia and heritage items.
Membership
The WAOC now has membership totaling 26 Constituent
Sports, 7 Recognized Sports and 3 Associate Sports.
Quite appropriately, State Sporting Organizations
(SSO’s) sometimes question the relevance of the WAOC
in today’s sporting environment and I’m reassured that
they recognize and acknowledge not only the local
presence of the Olympic movement in WA, but the
support, recognition, promotion and fundraising that
we deliver directly for their athletes and with their
athletes, as they purse their Olympic aspirations.
The WAOC Executive nevertheless is keen to further
engage with member sports and have them more
directly involved in achieving our fundraising target as
the funding so raised directly benefits their athletes
participation in the Olympic arena.
If member sports are able to assist by raising funds
towards the WAOC’s team appeal target, we would be
only too willingly to promote and acknowledge your
contribution..
Australian Olympic Committee
As President of the WAOC I again took the opportunity
to attend the AOC AGM and State Olympic Council
Workshops.
As such the magnitude of the AOCs' operations have
become more transparent to me in recent years, and I
find the opportunity for information sharing and
exchange of ideas and initiatives with the AOC staff and
other SOC’s invaluable.
To that end I have also taken the opportunity to ensure
our office staff attend as well and get an induction with
the AOC Sydney office and staff and become more
familiar with the AOC administration and financial
systems.
Liane Tooth in her capacity as President of the WA
Olympians Cub of Australia also attended the Olympians
Club AGM in 2014 and has by way of separate report in
this annual report, advised of initiatives and activities
happening at national level to the WA chapter.
Western Australian Institute of Sport (WAIS)
We continue to have an excellent and strong
relationship with WAIS and have worked closely with
them in maintaining the currency and accuracy of our
respective athlete databases as their program athletes
aspire to become ‘Olympians’, and also in maintaining
our ongoing relationships with those who have already
achieved Olympian status.

Through our relationship with DSR and WAIS we now
look forward to being co‐located in the new WAIS
facilities which aside from staff office accommodation
requirements, will ensure our proximity to stakeholders
and athletes within the WA sporting system, and also
provide secure containment of our heritage and
museum pieces which are part of the WAOC Olympic
memorabilia collection.
Department of Sport and Recreation: Contract for
Service
Our ongoing Contract for Service with the WA
Department of Sport and Recreation (DSR), articulates
areas of common interest and activity where the joint
office of the WAOC (along with the ACGAWA) is best
placed to deliver on outcomes. We thank the
Department for its ongoing support and discuss some of
the KRA areas below:
KEY RESULT AREAS
Governance
Throughout the year we continued to progress
organisational governance and management practices
with a key focus being the review of respective
constitutions, strategic plan objectives and staffing
arrangements going forward. In addition we maintain
appropriate financial reporting, an ongoing advocacy
role for the Olympic movement in WA, and
representation on relevant industry groups.
Olympic Games History, Heritage and Promotion
Maintenance of the historical information and records
of the WAOC in respect of Western Australian athlete
and officials participation at the modern Olympic Games
is a priority and we work with the AOC and the Western
Austraian Institute of Sport to maintain the currency
and accuracy of athlete participation and their progress
in pursuing selection to the coming Olympic Games. We
also maintain an accurate database of the WA alumni.
We also look forward to a presence at the proposed WA
Sports Museum but at this stage of development, I am
not in a position to update any further.
Education and Promotion
The WAOC has a solid relationship with the Olympians
Club of WA and it is so pleasing to see the continuation
of the enthusiasm and vigor that Olympian Liane Tooth
has bought to that alumni.
Wherever possible, we engage Olympians Club
members and increase their presence and exposure to
WAOC activities, regional and community events. We
also invite current ‘aspirational Olympic athletes’ to
volunteer along with Olympians Club alumni to maintain
a strong presence in the community with other athletes,
acting as role models in encouraging and motivating
participation in sporting endeavors and reinforcing
positive health messages to country and metropolitan
Western Australia through our local and regional tour
initiatives such as the Champions 2 Country regional
tour conducted in 2014 and supported by DSR funding.
Athlete Services and Development
Because of limited attendances and resourcing, we have
not continued with regional fundraising events in
association with regional tours.
Athlete and sport mentoring and advice are provided on
an as needed basis and I take the opportunity to
acknowledge the contribution of former TAC member
Howard Read in initiating our initial athlete mentoring
program way back in 2008.
Howard’s contribution to the TAC as a member and
Deputy Chair, as a member of the WAOC Executive, as a
businessman, and as wise counsel to myself will be
sorely missed and I take this opportunity to publicly
acknowledge his contribution and support.
WA TEAM APPEAL COMMITTEE AND
FUNDRAISING
As advised earlier, the WAOC Team Appeal Committee
has been capably led by Chairman and business and
community identity J Barrey Williams and his Deputy
Graham Moss. In 2013/2014 the result of that
fundraising was delivered to the ACGAWA.
As we enter the 2015/2016 fundraising period of the
quadrennial, I am pleased to advise that J Barrey has

accepted a part‐time appointment as Executive Director
of the WATAC as we re‐engage with the WA business
community in pursuit of our $800,000 target.
Whilst I am not at liberty to announce the new
chairmanship and membership of the WATAC for
2015/2016, I look forward to renewed enthusiasm and
membership within the committee as fundraising gains
momentum and we rapidly progress towards our WA
Olympic Team Members Farewell Dinner in July 2016.
Funds raised by the WATAC will contribute towards the
WAOC target and towards the $7.8 million target of the
State Olympic Councils (SOC) for and on behalf of the
AOC Team Appeal.
As in previous years, sponsorship, licensing and
marketing programs are vested in the AOC; and our
team appeal contribution is restricted to monies raised
through the conduct of high profile events, the State
Government’s 1/3 target contribution on behalf of the
Western Australian people and other donations.
I would like to extend my sincere thanks to all the
volunteer businessman and women who make up the
membership of the WATAC and look forward to their
continued support.
I again wish to acknowledge key long term supporters
the West Coast Eagles Football Club whose generous
annual contribution of $10,000 underpins the
commencement of our fundraising period.
Furthermore, I wish to
acknowledge the ongoing
support of the Carbine Club
as committed advocates for
the WAOC with their annual
fundraiser to support the
Olympic movement and
athletes in Western
Australia.
And whilst I acknowledge and appreciate the generous
contributions of the corporate partners who sit on the
WATAC, the State Governments’ ongoing commitment
of one third of our team appeal target is to be
commended in these difficult economic times. It is an
essential and welcome contribution in launching our
appeal target.
It would be remiss of me not to acknowledge the great
working relationship and indeed personal relationship I
have had with Minister ‘Tuck’ Waldron. His enthusiasm
and support for the initiatives and direction of the
WAOC have been a stabilizing influence and we have
appreciated his unwavering commitment to the cause.
We look forward to a similar fruitful arrangement with
the new Minister.
CONCLUSION
As we single mindedly progress our fundraising
objective in 2015, I look forward to further engaging
with our membership and the delivery of our renewed
TAC events program.
My appreciation goes to the staff and volunteers of
2014 including Jeff Healy and Anita Bell and to the
support contract personnel who have assisted the Joint
Office. Also the welcome return in a part‐time capacity
of Melissa Magini (nee Joss) to oversee the Regional
Tour and the production of this report and AGM.
I also extend my appreciation to the members of the
WAOC Board and Joint Executive for their unwavering
support during a difficult time and particularly thank
those retiring members. The work of the WA Team
Appeal Committee and corporate business partners is
instrumental in achieving our aims and I also thank
those supporters from the WAOC alumni, especially the
Olympians Club of WA.
I again acknowledge the contribution of Seven West
Media for the many years in providing office and
storage space and resources at Channel 7 Perth, and of
course the State Government through the Department
of Sport and Recreation and staff particularly Ron
Alexander, the retired Hon. Minister ‘Tuck’ Waldron for
his personal support, the City of Perth, the Western
Australian Institute of Sport and our patrons.

My thanks also to the AOC and staff for their
understanding and support with the changeover in staff
and administration during 2013/2014, and particularly
the support and assistance for our WATAC initiative.
Also to departing AOC staff members Craig Phillips and
Jocelyn Webb for their invaluable support and roles
during their respective tenure with the AOC, and
particular recognition and congratulations to James
Edwards, General Manager National Fundraising and
Community Programs on his new appointment. Also we
congratulate Fiona de Jong on her appointment to
Secretary General of the AOC as it embarks on new
initiatives to continue its role as a foremost leading
National Olympic Organization within the International
Olympic Committee. We look forward to the ongoing
support that her appointment has bought to the
position and the relationship with the SOC’s.

OLYMPIANS CLUB OF WA REPORT “Once an Olympian, Always an Olympian. Never Past, Never Former”
I am pleased to present the 2014 President’s Report on
behalf of the Olympians Club of WA.
The aim of the Olympians Club in WA (OCWA) is to bring
together Olympians from all eras and sports in the spirit
of the Olympic Movement. We share a unique bond as
Olympians and members of a small and elite group in
the Olympians Club.
It has been a challenging period for the OCWA Executive
with little administrative support being available from
the WAOC due to staffing issues, compounded by the
closure of the WAOC office due to the redevelopment
of the Channel 7 site. With the imminent opening of the
new WAIS building, the WAOC will soon have a new
home, and staffing will also soon be resolved, so the
OCWA is looking forward to improved support in 2015.
Despite the above challenges, the OCWA continues to
enjoy a great relationship with the WAOC and I take this
opportunity to thank them for the support they provide
to the OCWA.
The OCWA Executive met on 4 occasions during 2014,
as well as extra ‘business’ conducted by email in
between meetings. The OCWA is constantly on the
lookout for social events to keep our West Aussie
Olympians engaged and entertained.
OCWA FACEBOOK PAGE
The OCWA Facebook page provides an extra platform to
connect alumni that are keen to enjoy each other's
company, stay involved in OCWA events and rekindle
the spirit of the Olympics within each and every
Western Australian Olympian.
OCWA GYMNASTICS CHETKOVICH CUP
EVENT
In October, the OCWA hosted an event in conjunction
with the Chetkovich Cup, a team event featuring
performances from all 7 disciplines of gymnastics over a
single night. Olympians Club members and their
families were treated to a gymnastics spectacular,
including the showcasing of 4 WA Olympians: Lauren
Mitchell, Olivia Vivian, Emily Little and Janine Murray.
The pre‐event function provided an opportunity for
social interaction whilst enjoying scrumptious food and
a drink. An extra level of excitement was enjoyed as a
few Olympians had the
opportunity to judge the
Allana Slater Medal for
the 'wow factor’. It was
an enjoyable day full of
excitement, with a crowd‐
pleasing, unconventional
and fun filled
performance by Olivia
Vivian on the uneven
bars.
OCWA CHRISTMAS LUNCHEON
Our annual Christmas Function was held on 30th
November 2014 at the Cambridge Bowls Club. The
event was attended by 78 people, 44 of which were
Olympians who between them have attended 89 Games
(and won 12 Medals ‐ 6 Gold, 4 Silver, 2 Bronze), with
representation from every summer games since 1956. It
was a festive occasion and a great opportunity for our
WA‐based Olympians to catch up with friends and team
members, reflect on their Olympic experiences and to
celebrate the upcoming festive season.
OCWA Executive members Allana Slater and Jesse
Phillips again MC’d the event and did a great job. Jesse
and Allana also interviewed a number of our alumni:
father and daughter Eddy and Belinda Brooks who
reflected on their water polo experiences at the 1976
and 2004 Olympics;
Brian Glencross

Olympics held 50 years
ago; and Ric
Charlesworth (Hockey)
who recently retired
after an incredible 7
Olympics ‐ 4 as an
athlete and 3 as coach.

We conducted our regular Christmas raffle, with many
of the items donated by fellow Olympians and we
thank them for their generosity and support. The
proceeds ($860) were again donated to Mission
Australia’s Perth Christmas Lunch in the Park for the
disadvantaged.
OCWA AGM
The Christmas lunch was again used to run our annual
AGM. I would like to take this opportunity to recognise
the current and outgoing OCWA Executive as follows:

The OCWA will continue to look for opportunities to
host functions in conjunction with local sporting events
and Olympic milestone anniversaries.
OLYMPIANS CLUB OF AUSTRALIA
In May I again attended the annual meeting of the
Presidents of the various State Olympians Clubs, as well
as the AOC AGM as the OCWA delegate. It was a great
opportunity to discuss common issues, share ideas and
hear about activities being conducted in other states, as
well as being updated about relevant AOC/IOC
activities.
AOC AUSTRALIAN OLYMPIAN ALUMNI
The AOC's Australian Olympian Alumni aims to increase
its engagement with Australian Olympians. Key
strategies include a dedicated contact at the AOC for
Athlete and Olympian Services (Megan Sissian), an
Olympians group on LinkedIn, a dedicated web page,
monthly e‐news, quarterly newsletter and a year in

(1) CORPORATE INFORMATION
The financial report of the Western Australia Olympic Council Inc. (‘WAOC’ or the ‘Council’) for the year ended 31 December 2014 was authorised for issue in accordance with a resolution of the Executive on 1 April 2015. The Western Australian Olympic Council Inc. is an Association incorporated under the Associations Incorporation Act, 1987 of Western Australia and is domiciled in Western Australia. The principal place of business is C/‐ Channel 7, Perth Studios, Gay Street, Dianella, Western Australia 6059. The nature of the operations and principal activities of the Council are that WAOC acts to develop and protect the Olympic movement in the state of Western Australia in accordance with the Olympic Charter and the Constitution of the Australian Olympic Committee Inc. and to actively promote the fundamental principles of Olympism within the framework of sports.
(2) STATEMENT OF SIGNIFICANT ACCOUNTING POLICIES
The significant policies which have been adopted in the preparation of these financial statements are: (a) Basis of preparation
This special purpose financial report has been prepared for distribution to the members of the Council to fulfil the Executive’s financial reporting requirements under the Associations Incorporation Act, 1987 of Western Australia and the Council’s constitution. The accounting policies used in the preparation of the financial report, as described below, are consistent with the financial reporting requirements of the Associations Incorporation Act, 1987 of Western Australia and the Council’s constitution, and are, in the opinion of the Executive, appropriate to meet the needs of members:
(i) The financial report has been prepared on an accrual basis of accounting including the
historical cost convention and the going concern assumption.
(ii) The Council is not a reporting entity because in the opinion of the Executive there are unlikely to exist users of the financial report who are unable to command the preparation of reports tailored so as to satisfy specifically all of their information needs.
The members neither hold equity in, nor are financial lenders to, the Council and their membership is pursuant to the Olympic Charter as well as the Constitution. Accordingly, the financial report has been prepared in accordance with the Associations Incorporation Act, 1987 of Western Australia and the Constitution, the basis of accounting specified by all Accounting Standards and Interpretations and the disclosure requirements of AASB 101 ‘Presentation of Financial Statements’, AASB 107 ‘Cash Flow Statements’, AASB 108 ‘Accounting Policies, Changes in Accounting Estimates and Errors’, AASB 1031 ‘Materiality’ and AASB 1048 ‘Interpretation and Application of Standards’ which apply to all entities required to prepare financial reports under the Associations Incorporation Act, 1987 of Western Australia and the Constitution.

(a) Basis of preparation con’t
The Executive has determined that in order for the financial report to give a true and fair view of the Council’s performance, cash flows and financial position, the requirements of Australian Accounting Standards and other financial reporting requirements in Australia relating to the measurement of assets, liabilities, revenues, expenses and equity should be complied with.
(iii) The financial report is prepared in Australian dollars.
(b) Statement of compliance
Certain Australian Accounting Standards and Interpretations have recently been issued or amended but are not yet effective and have not been adopted by the Council for the annual reporting period ended 31 December 2014. The Executive has not early adopted any of these new or amended standards or interpretations. The Executive has not yet fully assessed the impact of these new or amended standards (to the extent relevant to the Council) and interpretations. This special purpose financial report complies with Australian Accounting Standards as described above.
(c) Income and expenditure recognition
Income, with the exception of fundraising, has been brought to account on an accrual basis and if not received at balance date is reflected in the statement of financial position as a receivable. Income received at balance date that is in relation to future years is brought to account as unearned income. Expenses have been brought to account as incurred and any expenses incurred but not paid for at balance date are reflected in the Statement of Financial Position as creditors.
(d) Government Grants
Government grants are recognised at their fair value where there is a reasonable assurance that the grant will be received and all attaching conditions have been complied with.
(e) Fundraising
The WAOC undertakes fundraising on behalf of the Australian Olympic Committee Inc (‘AOC’) and, as a result, all net fundraising revenue realised by the WAOC is recorded directly in the financial statements of the AOC. At 31 December 2014, the WAOC had a realised deficit of ($5,354) for the 2013 – 2016 Olympic Team Appeal (2013: had a realised deficit ($4,974) for the 2013 – 2016 Olympic Team Appeal). Net fundraising revenue is proceeds of fundraising less direct costs associated with fundraising.
(f) Income Tax
The WAOC is exempt from Australian income tax.

(2) STATEMENT OF SIGNIFICANT ACCOUNTING POLICIES – con’t
(g) Cash and cash equivalents
The WAOC undertakes fundraising on behalf of the Australian Olympic Committee Inc (‘AOC’) and, as a result, all net fundraising revenue raised by the WAOC is recorded directly in the financial statements of the AOC. WAOC does not have a bank account and for administrative purposes, all cash transactions are processed by the AOC. The net cash position is reflected in a net receivable (2013: payable) account at year end (refer note 5 (2013: refer note 8)).
(h) Trade and other receivables
Trade receivables, which generally have 30 – 90 day terms, are recognised and carried out at original invoice amount less an allowance for any uncollectible amounts. An estimate for doubtful debts is made when collection of the full amount is no longer probable. Bad debts are written off when identified.
(i) Plant and equipment Acquisitions Items of plant and equipment are recorded at cost or, in the case of donations and sponsorship contributions in kind, at fair value at the time of donation or contribution, less accumulated depreciation and any impaired value. Depreciation and amortisation Items of plant and equipment are depreciated on a straight line method over their estimated useful lives ranging from 3 to 5 years from the date of acquisition. Impairment The carrying values of plant and equipment are reviewed for impairment when events or changes in circumstances indicate the carrying value may not be recoverable. If any such indication exists and where the carrying values exceed the estimated recoverable amount, the assets are written down to their recoverable amount. The recoverable amount of plant and equipment is the greater of fair value less costs to sell and value in use. Value in use is the depreciated replacement cost of an asset when the future economic benefits of the asset are not primarily dependent on the asset’s ability to generate net cash inflows and where the Council would, if deprived of the asset, replace its remaining future economic benefits. Impairment losses are recognised in the Statement of Comprehensive Income.
(j) Trade and other payables
Expenditure is brought to account on an accruals basis. Any expenses incurred but not paid for at balance date are recorded as payables on the Statement of Financial Position.

(k) Employee benefits and expenses
(i) Wages, salaries, annual leave and long service leave
Expenses for wages and salaries, including non‐monetary benefits, annual leave and long service leave are recognised when the wages are paid or payable, benefits are received or leave is accrued and are measured at the rates paid or payable.
(ii) Superannuation
The Council contributes to the AOC group employee superannuation scheme as well as any authorised employee superannuation scheme chosen under Superannuation Legislation Amendment (Choice of Superannuation Funds). Contributions on behalf of employees are based on various percentages of gross salaries and are charged against the Statement of Comprehensive Income when due. All employees in the group employee superannuation scheme are entitled to benefits on retirement of permanent disability. Benefits are payable to nominated beneficiaries on death.
(l) Interest
‘Interest paid’ and ‘Interest received’ are not classified in the Statement of Cash flows as WAOC has no bank account. Interest recorded and applied in the Statement of Comprehensive income has been received by the WAOC, based on deposits held by the AOC on behalf of the WAOC. Interest is recorded when received and used in the general operations of the WAOC.
(3) SIGNIFICANT ACCOUNTING JUDGEMENTS, ESTIMATES AND ASSUMPTIONS
In applying the accounting policies the WAOC evaluates judgements, estimates and assumptions based on experience and other factors, including expectations of future events. All judgements, estimates and assumptions made are believed to be reasonable based on the most current set of circumstances available to WAOC. Actual results may differ from the judgements, estimates and assumptions.

(10) SEGMENT INFORMATION The WAOC acts to develop and protect the Olympic Movement in the state of Western Australia in accordance with the Olympic Charter and the Constitution of the Australian Olympic Committee Inc. and to actively promote the fundamental principles of Olympism within the framework of sports. The WAOC operates wholly within Western Australia.

(15) GOING CONCERN
The financial statements have been prepared on a going concern basis. The Council’s ability to continue as a going concern is dependent on receiving ongoing support from the Australian Olympic Committee Inc. and government grants. The Executive has prepared a forecast for the 2015 year which indicates that with the support of the Australian Olympic Committee Inc. the council will be able to meet their financial obligations as and when they fall due. On that basis the Executive believe it is appropriate to adopt the going concern basis in the preparation of these financial statements.
