1 - Introduction Gujarat is known for its entrepreneurial spirit, festivals and vibrancy. Ever since Gujarat was

separated from Maharashtra in 1960, it has been growing at even a faster pace. The state has

become the hub of Chemical industries, which include Petrochemical, Fertilizer, Pesticide,

Petroleum refinery, Synthetic chemical etc.

Gujarat was always an important trading post from the times

immemorial, the fast paced globalization rise above

domestic competition with other states. Various companies

have set in Gujarat, which opened up the doors of

employment to many but also increased the pollution level at

a great extent, which ultimately led to their closure with the

directions from Hon'ble High Court. After a lot of

deliberation on the subject, the Government of Gujarat

decided to set up an Institute on the lines of NEERI, Nagpur.

The Gujarat Environment Management Institute (GEMI), is

an autonomous body registered under both Society

Registration Act 1860 as well as Bombay Public Trust Act

1950. It was thus set up with an objective of preserving and

protecting the environment of Gujarat. It was envisaged that

the Institute that would provide environmental solutions to

all concerned.

The Gujarat Environment Management Institute (GEMI) was constituted in accordance with the Govt.

Resolution No. ENV-1098-1280-P, dated 01-02-1999 issued by the Forest & Environment

Department, Government of Gujarat, with its Head Quarter at Vadodara. The GEMI was registered

under the Society of Registration Act, 1860 vide the Registration No. Gujarat/1380/Vadodara dated 01-

03-1999 as well as under the Bombay Public Trust Act, 1950 vide the Public Trust Register no.

F/1065/Vadodara, dated 01-03-1999. The Institute shifted its headquarter to Gandhinagar on 1st

November 2011. The Institute has now developed a full-fledged laboratory which includes testing of

Air, Water, wastewater, microbiology and Soil. The laboratory has been recognized by Government of

Gujarat as “State Laboratory” under the Air Act 1981 and Water Act 1978. The Institute has been

handling many Governments and Private projects. The revamped Institute has been now contributing to

the environmental action based on awareness about the environment issues.

The Mission statement of

GEMI

To Promote Conservation, Protection, and Management of

the Total Environment of Gujarat through Scientific and

Technical Pursuits in order to maintain or restore the

pristine elements of such Environment.

3 - Laboratory Activities

The GEMI's laboratory has also

acquired the first floor in its GIDC

premises and now has the following

sections:-

Ankleshwar, GEMI has also set up a small laboratory

in the premises of Narmada Clean Tech Limited

(NCTL) at Ankleshwar. The laboratory at

Ankleshwar carries out analysis of around 450

samples per month. During the period under report

t h e l a b o r a t o r y h a s a c q u i r e d v a r i o u s Water/Waste Water Laboratory that tests

Equipments/Instruments that carry out analysis Surface water, Ground water, Sea water and

related with the above. The list of these Instruments is Wastewater

annexed at Annexure III. The lab carries out analysis

of Air, Water, and Wastewater samples as per APHA Air Laboratory, which carries out Ambient standards. The laboratory has developed its own monitoring but has also developed capabilities for protocol for monitoring, sampling and transport of stack monitoringsamples and the same has been approved by the

Microbiological Section Government of Gujarat vide letter no. ENV-102013-

299-E, dated 24-02-2014 under the provisions of Soil Section for testing of all types of soils

Government Analyst under the provision of Water Act 1974 vide Government of

Gujarat's notification no. GNV(30)/Env-10-2011-1941-E, dated 22nd January,

2013. The Laboratory has applied for NABL accreditation from the National

Accreditation Board of Laboratories.

The Institute has also initiated the proposal for obtaining NABL

accreditation for its laboratory. The preliminary training for such

accreditation has been done and application has been made to

National Accreditation Board for Testing and Calibration

Preliminary work for obtaining ISO 9000 and IS 14000 has also been

imitated. The Policy and Objectives for Quality Environment

Management System have been listed out. A preliminary training in

this regard has been carried by FICCI Quality Forum (FQF).

The laboratory has installed modern fire equipments and fire

extinguishing equipment as per the advice of Fire Department

and made necessary changes in space arrangement.

The Laboratory has also obtained NOC from the fire &

Emergency Services, Gandhinagar.

The Institute (GEMI) has also insured the laboratory staff for all

cases of accidents and has also made arrangement for monthly

medical check up of the entire laboratory staff. Staff working has

To promote awareness on the importance of preserving our environment, there is need to identify

problems related to environment and the corrective measures for the same. The World Environment

Day was celebrated on 5th June 2013 in GEMI premises. During the in-house celebrations at GEMI,

the speakers discussed about the theme “Think. Eat. Save” and discussed the measures to be adopted

for preservation of environment. Dr. Sanjiv Tyagi, IFS, Director, GEMI gave key note address on the

occasion and boosted everyone to do something positive for environment. Shri Paresh Chavda,

Chemical Engineer, GEMI made presentation on the subject of “Think. Eat. Save”. Ms. Manali

5.2 Ozone Day

The Ozone Day was celebrated on 16th September 2013 at Forest Research Institute, Gandhinagar. It

was inaugurated by Shri TRM Prasad, IFS, Additional Principal Chief Conservator of Forests,

Training Research Orientation (TRO) and Dr. Sanjiv Tyagi, IFS, Director, GEMI also graced the

occasion. The whole day long celebration included participation by the students from various

schools of Gandhinagar in activities such as Open Quiz, on the Spot Quiz, Debate Competition and

Poster Presentation. The activities were followed by prize distribution to the winners.

5.2 Ozone Day

The Ozone Day was celebrated on 16th September 2013 at Forest Research Institute, Gandhinagar. It

was inaugurated by Shri TRM Prasad, IFS, Additional Principal Chief Conservator of Forests,

Training Research Orientation (TRO) and Dr. Sanjiv Tyagi, IFS, Director, GEMI also graced the

occasion. The whole day long celebration included participation by the students from various

schools of Gandhinagar in activities such as Open Quiz, on the Spot Quiz, Debate Competition and

Poster Presentation. The activities were followed by prize distribution to the winners.

5.3 National Seminar on Green Chemistry

To reduce or eliminate the generation of hazardous substances there is need to generate or design

chemical products that are eco-friendly, with this idea, a two day “National Seminar on Green

Chemistry” was organized by GEMI in collaboration with Gujarat Forensic Sciences University

(GFSU) from 23rd September, 2013 to 24th September, 2013. Participants from Gujarat Forensic

Sciences University (GFSU), Gujarat Ecology Commission (GEC), Forests and Environment

Department, Gujarat Forests Department, Central University of Gujarat, L. D. College of

Engineering and Gujarat University took part in the seminar.

The seminar was inaugurated by Shri H. K. Dash, IAS, Additional Chief Secretary, Forests and

Environment Department. Dr. J. M. Vyas, Director General, Gujarat Forensic Sciences University

(GFSU) was the Guest of Honour. During the two day national seminar various papers on the topic

was presented during the sessions. The valedictory function was chaired by Dr. Sanjiv Tyagi, IFS,

Director, GEMI. Dr. Y. K. Agrawal, Director, Institute of Research and Development, Gujarat

5.4 Glorious Gujarat Vision 2020 Celebrations

Glorious Gujarat Vision 2020 celebrations were done at Sabarmati River front, Ahmedabad from

11th January, 2014 to 13th January, 2014. During the exhibition, a stall of the Institute was put up

showcasing various activities related with GEMI. A number of visitors including esteemed citizen

and persons visited the stall. A survey on Air Pollution of Ahmedbad was done by filling up the

forms. The schemes of GEMI were also showcased. The schemes such as “Earn while you learn” and

“Technology Utilization and Demonstration” generated tremendous response.

Professor S. P. Gautam, Member, Madhya Pradesh Public Service Commission and former

Chairman of Central Pollution Control Board paid a visit to GEMI and its laboratory on 24-11-

2013. He also addressed the staff of GEMI on many environmental issues.

Dr. Shri Prashant Gargava, Environment Engineer, Central Pollution Control Board paid a visit

to GEMI and its laboratory on 07-01-2014 to 08-01-2014. He also attended a one day seminar on

Source Apportionment Study for Ahmedabad and provided guidance to the staff working of

Source Apportionment Study – Project Ambience.

Dr. Y. K. Agrawal, Director, Institute of Research and Development, Gujarat Forensic Sciences

University (GFSU); Shri N. K. Patel, Deputy Secretary (Environment), Forests and Environment

Department; Ms. Darpana Dhimmar, Deputy Secretary (Budget), Forests and Environment

Department paid a visit to GEMI and its laboratory on 01-03-2014. They appreciated the efforts

made by GEMI and its staff in bringing up laboratory.

Dr. V. K. Jain, Department of Chemistry, University School of Sciences, Gujarat University and

Mr. Mehul K. Dave (G.A.S.), Registrar, Gujarat Forensic Sciences University (GFSU) visited

the GEMI's laboratory on 24-06-2013 for according it the status of Research Centre of GFSU.

The tram was impressed with the progress made by GEMI's laboraotyr in such a short span.

Mr. Vijay Makwana, Researcher, Gujarat Ecological Education and Research Foundation

(GEER) visited the laboratory to incorporate the process in GEER's Environmental Lab.

Dr. Vijay Kumar Shrivastava, Associate Professor & Head, Department of Sciences, SOT,

Pandit Deendayal Petroleum University (PDPU), Gadndhinagar visited the laboratory to learn

about the activities being carried out by the laboratory.

Mr. Mritunjay Kumar, Deputy Director, FICCI visited the laboratory from 24-11-2013 to 29-11-

2013 to suggest changes in laboratory and to make it NABL compliant. Shri B. Bhattacharya,

Consultant to FICCI also visited the laboratory on 11th March, 2014 to suggest the proposed

changes to be made in GEMI's Lab so as to enable it to obtain NABL Accreditation.

Prof N. M. Patel, Associate Professor, Chemical Department, Vishwakarma Government

Engineering College, Chandkheda, Ahmedabad paid a visit to GEMI and its laboratory on 13-02-

2014. He enquired about various research activities being carried out in lab and also whether

students from their could under take dissertation at GEMI.

7 - Visit of Dignitaries to GEMI and its Laboratory:

Professor S. P. Gautam, Member, Madhya Pradesh Public Service Commission and former

Chairman of Central Pollution Control Board paid a visit to GEMI and its laboratory on 24-11-

2013. He also addressed the staff of GEMI on many environmental issues.

Dr. Shri Prashant Gargava, Environment Engineer, Central Pollution Control Board paid a visit

to GEMI and its laboratory on 07-01-2014 to 08-01-2014. He also attended a one day seminar on

Source Apportionment Study for Ahmedabad and provided guidance to the staff working of

Source Apportionment Study – Project Ambience.

Dr. Y. K. Agrawal, Director, Institute of Research and Development, Gujarat Forensic Sciences

University (GFSU); Shri N. K. Patel, Deputy Secretary (Environment), Forests and Environment

Department; Ms. Darpana Dhimmar, Deputy Secretary (Budget), Forests and Environment

Department paid a visit to GEMI and its laboratory on 01-03-2014. They appreciated the efforts

made by GEMI and its staff in bringing up laboratory.

Dr. V. K. Jain, Department of Chemistry, University School of Sciences, Gujarat University and

Mr. Mehul K. Dave (G.A.S.), Registrar, Gujarat Forensic Sciences University (GFSU) visited

the GEMI's laboratory on 24-06-2013 for according it the status of Research Centre of GFSU.

The tram was impressed with the progress made by GEMI's laboraotyr in such a short span.

Mr. Vijay Makwana, Researcher, Gujarat Ecological Education and Research Foundation

(GEER) visited the laboratory to incorporate the process in GEER's Environmental Lab.

Dr. Vijay Kumar Shrivastava, Associate Professor & Head, Department of Sciences, SOT,

Pandit Deendayal Petroleum University (PDPU), Gadndhinagar visited the laboratory to learn

about the activities being carried out by the laboratory.

Mr. Mritunjay Kumar, Deputy Director, FICCI visited the laboratory from 24-11-2013 to 29-11-

2013 to suggest changes in laboratory and to make it NABL compliant. Shri B. Bhattacharya,

Consultant to FICCI also visited the laboratory on 11th March, 2014 to suggest the proposed

changes to be made in GEMI's Lab so as to enable it to obtain NABL Accreditation.

Prof N. M. Patel, Associate Professor, Chemical Department, Vishwakarma Government

Engineering College, Chandkheda, Ahmedabad paid a visit to GEMI and its laboratory on 13-02-

2014. He enquired about various research activities being carried out in lab and also whether

students from their could under take dissertation at GEMI.

submitted to the Governing Council of GEMI at its 13th meeting. The Audited Accounts

statement for 2012-13 was presented to Governing Council meeting held on 28-11-2013 and

thereafter submitted to the Government.

13 - Existing Staff pattern and Number of Post sanctionedThe Government of Gujarat had sanctioned 4 posts for pattern of GEMI was approved in the 2nd Executive
