A  Journal  of  the  Derby  Mountain  Rescue  Team  

Introduction

Derby Mountain Rescue Team (DMRT) has produced this report to inform our current and prospective supporters about the Teams activities throughout the year 2013. This report is required to reflect the financial year and therefore now runs from January to December. Previous Annual Reports have run from April to March to reflect those financial years. It has been produced in accordance with the recommendations of the Charity Commission's booklet ‘Accounting for the Smaller Charity’ and satisfies the requirements of the Charities Act 1963.

History of the Team

Derby Mountain Rescue Team was formed in 1964 following tragic events on the 4 Inns Walk when three Rover Scouts died competing in that year’s event. Prior to 1964, walkers who became lost and climbers who fell had to rely on good fortune to be found and helped. This was the case in both the High Peak and the Derbyshire Dales because few Rescue Teams existed. The few teams that did exist were often comprised of Rover Scouts who, with local inhabitants and the Police, made their best efforts to carry out a rescue. At the time of DMRT’s formation all of the team members came from the 51st Derby (St. Luke's) Rover Scout Crew, were aged between 17 and 30 years old and were keen walkers and climbers. Shortly afterwards the Peak District Mountain Rescue Organisation (PDMRO) was formed to co-ordinate Mountain Rescue work in the Peak District. DMRT, along with others in the Peak District, became affiliated to it. The function of the DMRT at this time was to assist established Teams in any search or rescue operation. Later, as more people took to the hills, the accident potential increased and the need for trained rescue personnel became apparent. A comprehensive rescue service could only be provided if the Teams were properly trained and equipped. Consequently, the Derby Team made a major fund raising effort to finance the acquisition of some basic, but specialised, Mountain Rescue equipment. DMRT gained recognition as an official Mountain Rescue Team after an assessment by the PDMRO following intense training. Since then continuous training and a wealth of rescue experience have helped to make the DMRT a competent and well-respected part of the Mountain Rescue Service, not only in the Peak District but also in areas including the Lake District, North Wales, and Scotland. During the past few years, DMRT (either as individual members or as the Team) has been involved in many rescues inside and outside the Peak District. Regular training exercises and modern equipment means that the Team is available on call 24 hours a day, 365 days a year. The Team can be mobilised and on its way to the incident within a few minutes of receiving a call from the Police.

 

 

 

The role of the Team today

Today the Team provides an essential service not only to walkers and climbers but also to the local community. The primary objective of the Team is to provide a Search and Rescue service in upland or mountainous areas. The Team is also called upon by the Police to search for ‘Missing’ and/or ‘Vulnerable Persons’ in lowland rural and urban areas.

Organisation of the Team

The Team is affiliated to the Peak District Mountain Rescue Organisation (PDMRO) and through that body to Mountain Rescue England and Wales, the national body representing all Mountain Rescue Teams in England and Wales. The PDMRO co-ordinates all mountain rescue activities in the Peak District maintaining formal links with the three emergency services for Derbyshire and the adjoining counties. Management of the Team

The Team has a committee of elected members to act as the charity’s Trustees and manage the legal, administrative and financial elements of the Team’s activities. The Team is a Company Limited by Guarantee and a registered Charity. It is regulated in accordance with its Articles of Association and Memorandum of Association. The operational side of the Team is organised by The Team Leader who has appointed Deputy Team Leaders, Section Leaders and Officers to assist him in the role. Individual Team Members are allocated to one of five hill going sections or the base section. When the Police require assistance with a rescue they contact the Team Leader or his representative holding the primary number and provide him with the necessary details. The Team Leader then mobilises the Team’s vehicles and calls out all Team Members by pager message.

Members commitment

An individual interested in joining the Team becomes a Probationary member for a short period of assessment prior to being accepted as a Trainee. Trainee Members are expected to attend all Trainee instruction sessions and at least 75% of the general Team training sessions. Full Team Members are expected to attend at least 50% of the general training sessions. The Mountain Rescue Organisation in the United Kingdom is a voluntary organisation. All Team Members are volunteers who give their time freely. The Team receives no official funding and relies on donations from the public and other groups for all its needs. All Team Members pay an annual subscription of £10 and in addition, they have to provide the majority of their own personal specialised equipment totalling some £1000.

 

 

 

Activities during the Year 2013

Callouts

The Team were called on 32 occasions during 2013. In every case Team Members responded rapidly, leaving their work or social life and undertaking the necessary rescue activity. The details of all the call outs are provided in Appendix 1. Team training

To maintain our operational effectiveness members practise their skills and work together as a team at regular training sessions throughout the year. The Team organised 25 training sessions for full Team Members and 18 Trainee sessions during the year. In addition, there were 17 special training events, which included sessions for Advanced First Aiders, Trainee Party Leaders and a Casualty Care Course (which is open to members of other Mountain Rescue Teams). Training dates are listed in Appendix 2.

Two general meetings were held, the Annual General Meeting on 27th March 2013 and the Ordinary General Meeting 18th December 2013. As detailed in the previous reports, the Party Leader, Skills Review (continuous assessment) and Advanced First Aider Schemes continue to be ongoing Team commitments. All Team Members now have their skills assessed at least every three years in the following disciplines; first aid, navigation and rope work. As well as the Team’s own training programme we also support and send members on additional training courses such as the PDMRO basic course and the Mountain Rescue England & Wales (MREW) Conference. These not only provide good training opportunities, but also allow members to network with people from other MR teams and regions. A number of full Team Members put in additional time to assist in the Trainee training sessions. Our thanks to them should be noted. Community activities

The Derbyshire Scouts organise two competitive hikes, the Kinder Walk, over Kinder Scout in September each year for Scouts aged between 15 and 21 and the 4 Inns Walk in March from Holmfirth to Buxton covering some 45 miles of mountain terrain. The Team provided rescue cover for these events. In line with the policy of prevention, members gave talks or demonstrations to Scout Groups, Youth Groups or other organisations involved with outdoor activities. A considerable number of talks and/or slide shows to other organisations were also undertaken. The committee continues with the policy of raising the profile of the Team wherever possible and, as part of this process, two Public Relations Days were held in Dovedale.

2013 was quieter than last year, responding to 32 call outs in Derbyshire, Staffordshire, and South Yorkshire. We thank Team Members for responding swiftly and undertaking the necessary rescue activity with the professionalism, for which the Team is praised.

Management activities

As outlined in last year’s report, all Team members who had been with the team for longer than 5 years on 6th February, 2012 were presented with a Queen’s Diamond Jubilee medal. Thirty five members were eligible to receive the medal. The combined number of years of service for those members added up to almost 650 years, with two, Team Leader Steve Hilditch and founding member Robin Knott, having completed over 40 years of service each and 14 members having completed over 20 years.

The Team’s website, (www.derbymrt.org.uk) has been re-designed and much improved and was re-launched at the end of March 2012. The website continues to be a valuable aid in publicising the Team and for communicating with Team members. In addition it has been able to generate funds for the team through web-links such as Text Giving by Vodafone, Easy Fund Raising and with the addition of donations through PayPal. Our Member’s page allows Team Members to access the Team’s management documents, meeting minutes, news and information.

A copy of the accounts for the twelve month period ending 31st December 2013 is incorporated in this report (Appendix 3). The accounts have been independently examined as required by the Team’s Articles of Association and have been approved by the Trustees. Fundraising activities

Following a review of the Team’s funding needs, undertaken as part of a national survey of all teams within Mountain Rescue England and Wales, estimated running costs for the Team are approximately £18,000 per annum. Our thanks to Dave Maher, the Team’s Treasurer at the time, for the time and effort spent undertaking the review. Our thanks go to those people who continue to assist in fundraising for the Team and those that have contributed to the funds. In particular we would like to thank: The Ruffield Charitable Trust, Mr. & Mrs. G. Hardy, Rolls-Royce plc, Derbyshire Scout Association (4 Inns) and the Lubrizol Charities and Community Committee. The Team’s annual Flag Day was held in November around Derby City Centre. Once again it was well supported by Team Members and raised over £2800 for the Team’s funds. We continue to receive the support and assistance of the Hardy family. Graham and Margaret Hardy have supported the team over many years following a family tragedy. The

 

 

 

family raise significant funds for the team and act as loyal ambassadors to our service. We thank them again for their work and wish them continued health and happiness.

Donations

The Team would like to extend thanks to all those who have made donations to the Team during 2013 (see Appendix 4 Donations). Donations come from a multitude of sources such as talks and displays to groups or at organised events, payroll giving, collection tins, sponsored events and on-line donations and we are very grateful to all donors who keep the Team operational. Gift Aid has made a growing contribution to our funds and a Gift Aid Declaration form can be found in Appendix at the end of this report. The Team would also encourage others to leave bequests to the Team in their will. The appropriate wording for a covenant can be found on the Team website. Collecting tins

Our thanks go to all those who are kind enough to have one of our collecting boxes in their premises which makes a valuable contribution to the Teams’ income. We appreciate the efforts of Robin Goodchild who has co-ordinated the emptying and servicing of these boxes this year. Locations of the collection boxes are listed below.

The Future

It is a pleasure to be able to report that the Team is operationally sound and continues to be able and willing to provide a rescue service whenever requested. The Team also organised an Abseil down Derby Cathedral on the weekend of the 5th and 6th of October which raised £5,806.45 for the Team. The Team garage, used to house the emergency vehicles and store equipment, is currently leased from Seven Trent. The Trustees are conscious that the lease for the garage contains a clause that allows Severn Trent to give 6 months’ notice of eviction. The building does not provide any meeting or indoor training facilities and is subject to flooding more regularly. The Trustees decided to purchase a suitable building or a plot of land and build its own headquarters so that the Team will be self-sufficient. During 2013 the Team identified a location that will be suitable to accommodate a building that will fulfil the Team’s needs,

 

 

 

both now and in the future. The next step in this process is to negotiate the purchase of the land. We will then need to raise the funds to purchase land, construct and commission the building with the final goal being a fully functional headquarters that provides all the storage, indoor training and meeting needs of the Team. The Team has a Supporters Group for people interested assisting in the Team’s work without the need to become fully operational members. We hope to recruit those who are prepared to help in fundraising activities or with some of the more practical behind the scene jobs that are essential to keep the Team fully operational. The Supporters Group is coordinated by Julian Walden and details can be obtained from the Secretary or can be found on the website.

Conclusion

We would like to recognise the continued hard work of the Trustees, our Team Leader Steve Hilditch, and all those who volunteer to take on operational or administrative roles to support the Team. We also thank all those who have supported us in any way during the year. Many have already been mentioned - those providing sponsorship, donations etc. Many others, who remain unnamed, have also helped in a variety of ways, by providing sponsorship, donations, and assistance with equipment or by raising funds on our behalf. Without all this help, Team Members would not be able to continue to perform in such an efficient and professional manner. The Trustees acknowledge the commitment and dedication of the Team Members who regularly turn out to incidents, often at inconvenient times, as well as to training sessions regardless of the weather. As previously mentioned, many Members also undertake additional responsibilities within the organisation of the Team, or do various other essential jobs in order to keep the Team operational. Without them, the Team would not be able to provide the level of cover required. We want to acknowledge the assistance of employers of Team Members who allow them to leave work for call-outs. Furthermore we appreciate the support of the families of Team Members who often put up with inconvenience and disappointment when there is a call out. We are conscious that the Team is a relatively small organisation seeking support from the local community. It is recognised that there are many demands upon people’s time and money; however, we hope that people will continue to appreciate the value of our services. The Team receives no official funds and relies entirely upon donations for all our activities. However, the most efficient donation method is to accompany it with a completed Gift Aid Declaration form.
