Dear friends,

You hold in your hands a report with a summary of our activities in 2012 and an outline of our current programs, deadlines and calls for this year. Although you can take a look at the complete “hard data” concerning last year’s operations on pages 12–22 or browse through all the projects approved in 2012 on pages 25–48, the outline for 2013 might not be complete. The recent, dynamic development of the fund and its programs is behind this incomplete information. Just last year we opened a handful of new grant schemes within the Visegrad 4 Eastern Partnership program, launched scientific cooperation with Taiwan, initiated new chapters within artist residencies, and implemented several changes to our existing programs. If you are looking for up-to-date details, please use this booklet merely as a reference and consult our website, which always contains the most accurate information.

Although I only joined the fund in August 2012, one fact has been blatantly clear to me from the start: no matter how well we try to do our job of designing programs and promoting cooperation in the region, the true “Visegrad” can be found in the dozens of concrete projects that take place every day across our region and through the movement of the hundreds of individual students, researchers, experts and artists that we have the chance to support. Each such joint initiative and individual’s travel across the region fulfills the chief mission of our fund—to support closer ties among people in the region and develop a strong and healthy cross-border civil society and helps us better understand each other.

I would like to take this opportunity to thank all our partners. The biggest thanks go to the Foreign Ministries of the Visegrad Group countries—particularly the Ministry of Foreign Affairs of the Czech Republic, which held the presidency in the Visegrad Group in the first half of 2012 and the Ministry of Foreign Affairs of the Republic of Poland, which has held the V4 presidency since July 2012 (and will do so until June 2013), and which also presided over the fund throughout 2012.

Last but not least, I would like to express our gratitude to the Dutch government for their generous financial support to the Visegrad 4 Eastern Partnership program.

My dear friends—especially prospective applicants, scholars, artists, and future grantees—I look forward to meeting with you at all the wonderful events in the near future!

The International Visegrad Fund is an international organization that was established by the governments of the Visegrad Group (V4) countries—the Czech Republic, Hungary, Poland, and Slovakia—in 2000. Seated in Bratislava, the fund holds the status of an interna-tional organization and is accredited by the Slovak Foreign Ministry. The fund’s main mission is to foster closer contact and deeper cooperation among people in the region and the development of civil society primarily in Central and Eastern Europe, the Western Balkans and the South Caucasus. The Fund financially supports common grant projects and mobility projects (scholarships, fellow-ships and artist residencies). By the end of 2012 the fund had granted nearly 3,700 projects and over 1,500 individual scholarships and residencies in the total amount of nearly €47 million.

The main recipients of funding are CSOs, NGOs, municipalities and local governments, schools and universities, research institutions and also individual citizens and private companies.

The fund’s annual budget of €7 million consists of equal contributions from the V4 governments.

Visegrad Artist Residencies (VARPs)

VARP—Visual & Sound Arts, VARP—Performing Arts, Visegrad Literary Residency Program, VARP in New York

Individual and group residencies for artists who are citizens of V4 countries in residency institution of their choice. The support goes to both the winning artists and the host institutions (€4,000–€8,000/project).

Small Grants, Standard Grants, Strategic Grants

A simple grant support of small (6-month) and mid-range (12-month/36-month) projects that enable cooperation among people in the V4 re-gion and contribute to the development of civil society. Participation of at least 3 V4 countries is essential—but non-V4 applicants are also wel-come provided that the submitted projects have a distinct Visegrad added value. Projects can fall within the categories of culture, science and research, education, youth exchanges, cross-border cooperation and tourism promotion. Strategic Grants projects must adhere to annual priorities. Financial support: max. €6,000 (Small Grants), €6,001+ (Standard Grants), or higher (Strategic Grants).

Visegrad 4 Eastern Partnership Program (V4EaP)

The fund’s biggest program chapter to date, V4EaP program facilitates specific grant pro-grams and scholarly mobility in the Eastern Partnership countries (Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine).The V4EaP chapter includes the following grant vehicles: Flagship Projects, V4EaP Standard Grants and V4EaP Visegrad University Studies Grants. The EaP region is also included in the Visegrad Scholarship Program.

Visegrad–Taiwan Scientific Cooperation

A scientific program between the fund and the National Science Council of the Republic of China (Taiwan) comprises of individual fel-lowship exchange and fundamental or applied research with Taiwan.

Visegrad Scholarship Program

Intra-Visegrad Scholarships, In-Coming Scholarships, Out-Going Scholarships

Individual academic mobility on MA- and PhD-levels between all accredited public or private higher education institutions and sci-ence academies in the V4 region, the Western Balkans (Albania, Bosnia and Herzegovina, Kosovo*, Macedonia, Montenegro and Serbia) and the Eastern Partnership countries (Arme-nia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine). The fund supports both the scholars (€2,300/sem.) and host institutions (€1,500/sem.) and offers one-time travel grants.

* This designation is without prejudice to positions on status, and is in line with UNSC 1244 and the ICJ Opinion on the Kosovo Declaration of Independence.

Visegrad Scholarships at Open Society Archives

Individual short-term (2-month) research fel-lowships for V4 and non-V4 scholars, journal-ists or artists at the Open Society Archives at Central European University in Budapest.
