I. ARMM Fisheries Production

The production from January

to September CY 2012 were

validated and submitted to

the Bureau of Agricultural

Statistics (BAS). The fisheries

production, from 1st to 3rd

Quarter of 2012 had garnered

a total of 628,871.56 MT.

Though, Seaweeds gained

471,823 MT fisheries

production in ARMM

continuously showed a fare

share despite constant

changes in climate, (as shown

in the pie chart below), where

the Aquaculture sector

recorded a production of

476,795.20 MT. Commercial

sector has a slight increase of

1% garnering a total

production of 70,592.05 MT

compared to CY 2011 of the

For CY 2012, the Bureau of Fisheries and Aquatic Resources in the Autonomous Region in Muslim Mindanao (BFAR-ARMM) has proven its worth in terms of delivering it’s services to the clienteles in the fishery sector and through the continued and able leadership of Hon. Regional Governor Mujiv S. Hataman and the active role of OIC Regional Director Janice D. Musali, Al Hajj armed with the battlecry of the new administration’s slogan “Matuwid na Pamamahala Tungo sa ARMM na Masagana’t Mapayapa”, there is no stopping in the agency’s showing of prowess over and above any hardship or difficulties encountered along the way. As the calendar year 2012 exited, BFAR-ARMM emerged as victorious in its endeavor, the commitment thru provision and implementation of different fisheries programs and projects. Thus for the whole year, the agency has recorded a 109% accomplishment of its targets. Several programs were launched under Gov. Hataman’s administration such as: HELPS which stands for Health, Education, Livelihood, Peace and Governance and Synergy back to back with the Fish for Peace Program of BFAR supported and inspired by the idea of BFAR National Director, Atty. Asis G. Perez and RG Hataman. Several projects were established foremost of which is the Fish for Peace Program which has four components such as 1) Kapayaopaan (one word coined by combining Kapayapaan (Peace) and Payao, 2) Bantay Dagat, 3) Binhi ng Kapayapaan, and 4) Kabuhayan Pangkapayapaan. Aquasilviculture Program was also launched as one of the priority projects of the agency and has three components such as 1) Aquasilviculture Farm, Mangrove Rehabilitation and Establishment of Community-Based Multi-Species Hatchery. Not to mention other projects which carry the banner of BFAR, such as the Establishment of Seaweed Nursery, Seaweed Stilt Dryers, Fish pens/cages, payao’s, rehabilitation of Fish Farms and Nurseries undertaken in support to increase in production and post-harvest. There is also the maintenance of Seaweeds Processing Plant in Parang, Maguindanao and the Seaweeds Tissue Culture Laboratory at the Regional Office, ORG Compound, Cotabato City. ARMM has retained its title as the seaweeds capital of the Philippines, despite the frequent visits of calamities that widely devastated and affected the seaweeds industry not to mention the global climate change. The Aquaculture sector continued to show it’s remarkable place inspite of those upheaval. There was a slight 1% increase in the Commercial sector garnering a total production of 70,592.05 MT compared to FY 2011 data of 70,480.48 MT. (Source: BAS) To top it all, ARMM were not left behind in whatever programs and projects being implemented by the national government. Thus, full support from the Local Government Units (LGUs) and other entities are very necessary for the successful implementation of the fisheries program in ARMM.

S U M M A R Y

The major deliverables accomplished in the Regular Program focused on the

Regulatory Services, Trainings and Technical Assistance. On Regulatory Services under MFO 4, there were 355 licenses and permits issued on Commercial Fishing Vessels and 37 fishing vessels were inspected with 100% accomplishment of the annual targets. In Fishpond Lease Agreements (FLAs), 100 hectares were covered in the 16 inventory conducted or 83% of it’s annual target. While in Inspections and Quarantine, the inspections and permits issued and conducted both in airports and seaports of fishery products were 2,455 garnering a 49% accomplishment. The overall percentage accomplishment of the Regulatory Services is 81% from it’ annual targets. One of the mandates of the Bureau is to render technical assistance and conduct trainings for the proper management and utilization of the fishery resources. MFO 5 best describes as Technical Training Development Assistance Research and under this service the fishing gears distributed were 822 units or an accomplishment of 93%, Input assistance provided in seaweeds production were 127 sets or a 100% accomplishment. Training activities conducted were 81 and 2,285 Technical Assistance (TAs) conducted or an equivalent of 104% accomplishment from the annual target.

The national government is sincere in attaining its goals and objectives for food

security, community employment, sustainable livelihood and poverty reduction. BFAR on the other hand, tried to give it’s full efforts to contribute in the realization of these goals. ARMM is one of the regions with vast potentials for fishery development and high poverty incidence. Hence the national government gave it’s full support to help ARMM resolve the socio-economic problem of the region by promoting the Fish for Peace concept. Hopefully this program will help realize the goals of the government to alleviate the dire condition of its people specifically the fisherfolk sector. Thus, BFAR National Office gave the trust to BFAR-ARMM in implementing the different programs and projects that will help boost the fishery sector of the region.

Production Support Services

Under the “Binhi ng Pangkapayapaan”, the bureau has dispersed a total of 5.522 M pieces of Tilapia fingerlings to 2,436 beneficiaries and 679,000 pieces of carp fingerlings to 262 beneficiaries in the communal waters of Ligawasan Marsh areas and other parts of Maguindanao and Lanao del Sur. This is to attain fish production targets and with the objective of enhancing production or to replenish the stocks of depleted lakes for the benefit of the inland-municipal fishermen and the pen/cage/fishpond operators. This was taken out from the produce of Marantao and Lanao del Sur, DOS, Maguindanao Fish Farms which was managed by the bureau. There is also an on-going establishment of three (3) units of Multi-Specie Hatchery in Sulu, Tawi-Tawi and Maguindanao.

On the Kapayaopaan, BFAR has distributed 61 units of Payao in

Maguindanao, Basilan and Sulu benefitting 1,525 fisherfolks or 61 associations or cooperatives. While on Bantay Dagat, the bureau have accomplished 70% of coverage protection for the regions’ coast lines with 27 Bantay Dagat organized – 11 in Basilan, 8 in Sulu, 4 in Tawi-Tawi, 2 in Maguindanao and 2 in Lanao del Sur. Each of these Bantay Dagat groups received 6 motor engines with boats. It has distributed 368 units of marine engines in all LGUs in Basilan, Sulu, Tawi-Tawi benefitting 96 associations.

BFAR has started the implementation of the “Sardines Closure Program” in the

Sulu sea in collaboration with BFAR Region IX, Zamboanga City. Two (2) MCS patrol boats and two (2) 28 footer boats are now patrolling the waters of Sulu, Basilan and part of Zamboanga del Sur. On April 22, 2012, BFAR has apprehended a Malaysian registered fishing vessel with 12 Vietnamese nationals on board at Pangutaran, Sulu. They are now in the custody of Sulu Provincial jail. Caught were five (5) bundles of black coral, 52 pieces of hawksbill turtles and 600 kilograms of assorted hammerhead fish which are endangered species. BFAR-ARMM filed administrative charges on this.

On “Kabuhayan Pangkapayapaan”, BFAR has distributed various fishing gears/paraphernalia such as 1,900 units of gillnets benefitting 3,988 fisherfolks, 2,340 units of hook and lines in Basilan, Sulu, Tawi-Tawi and Maguindanao benefitting 2,332 fisherfolks, 3,540 units of fishpots in Lanao del Sur, Maguindanao and Sulu benefitting 3,540 fisherfolks, 24 units of motorized banca benefitting 24 associations, 120 units of non-motorized in Lanao del Sur and Maguindanao benefitting 131 associations and 16 units of fish corral in Maguindanao benefitting 290 fisherfolks.

It has also planted 960,000 pieces of mangrove propagules which serves 1,920

beneficiaries throughout the region. A total of 20 units of cages were established

provided to 20 association in Maguindanao and Lanao del Sur and 80 units of

Aquasilviculture has been established benefitting 80 associations.

The Ligawasan Development Program involves nine (9) municipalities around the Ligawasan Marsh – the SLAM or the Southern Ligawasan Alliance of Municipalities consisting of Paglat, Datu Paglas, Gen. Salipada K. Pendatun, Sultan sa Barongis and Pagalungan. The other four (4) municipalities also involved in the project are the municipalities of Datu Piang, Mamasapano, Rajah Buayan, Kabuntalan Mother and Northern Kabuntalan. The program consists of the distribution of 1,050 units of gillnets benefitting 3,150 fisherfolks, 5 units of motorized banca benefitting 280 fisherfolks, 1,175 units of fish port benefitting 1,179 fisherfolks and 50 units of head torch with spears with 50 fisherfolk beneficiaries. A Hatchery was also established in Paglat, Maguindanao.

Under the Seaweeds Development Program, BFAR has operationalized

Seaweeds Tissue Culture Laboratory that produces new breed of seaweeds spores

which will be resistant to ice-ice and other seaweeds diseases. It has distributed

1,165 sets of seaweeds farm inputs in Basilan, Sulu, Tawi-Tawi and Maguindanao

that served 5,825 farmers and 15,000 kgs. of seaweeds seedlings covering 203.75

hectares developed. The region established four (4) units of Seaweeds Nursery in

Maguindanao which benefitted 60 growers.

Compared to CY 2011 accomplishments, there was quite a difference first of all, due to some changes in the indicators not to mention the different difficulties encountered during the implementation.

Market Development Services

Monthly price monitoring is regularly conducted in the provinces and consolidated at the Regional Office for submission to National Office. This will be used in identifying the lean and peak seasons of fish and other aquatic products as well as the price of fish in the local market. The bureau headed by RD Musali has attended the BIMP-EAGA Melaka Exhibit Fair in Melaka, Malaysia.

Other Infrastructure and PH Development

It has maintained the operations of the Seaweeds Tissue Culture Laboratory at the Regional Office and Seaweeds Processing Plant in Parang, Maguindanao. The two (2) units of Ice Maker Machine was turned-over and opearationalized in the municipality of Mangudadatu, Maguindanao, during their 5th Founding Anniversary witnessed by ARMM Vice Governor Hadja Bainon G. Karon, Provincial Governor Esmael “Toto” Mangudadatu of Maguindanao, BFAR National Director Atty. Asis G. Perez and other key officials of the region.

The rehabilitation of 0ne (1) unit Seaweeds Stilt Dryer was done in Bongo Island, Parang,

Maguindanao. The ten (10) units modified fish solar dyers were Turned-over to the LGU of Paglat, Maguindanao.

The 2 units Ice Maker Machine that can produce 500 kgs of ice cubes per day and the newly

constructed smoke house in Lanao del Sur.

Extension Support, Education and Training Services

Technical assistance was rendered to fisheries clientele. Different topics concerning fishpond/cage/pen management, site assessment/survey, and gear preparation/maintenance and fish health management were extended. A total of 8 trainings were conducted and 5,820 TA’s serving 7,413 or 94% clienteles composed of aquaculture operators/fishfarmers and capture fishermen were served through direct consultations, field visits and demonstration. 48 BFARMC s were ableto strengthen in the region.

Regulatory Services

There are 43 LGUs assisted in the region on Coastal Resource Management through drafting or preparation of fishery ordinances and plans for the proper management, development and protection of the coastal fishery resources under their respective jurisdictions. The region still maintains the operation of the Fish Health Laboratory.

On Law Enforcement Activities, the bureau created the Quick Response Team

(QRT) to handle the different activities of law enforcement. There are two (2) cases filed in the court for administrative and criminal cases of poaching in ARMM waters by a Malaysian boat with Vietnamese on board.

The National Stock Assessment Program (NSAP) continues to gather data in Municipal and commercial fish landing centers throughout the region. The said data will be used as reference in determining the Maximum Sustainable Yield (MSY) and the Total Allowable Catch (TAC) of the region. While on inspections and quarantine, there were 3,743 inspections conducted and documents issued in airports/seaports of the different shipment/outgoing fishery products

Information Support Services

Coordination with the Bureau of Agricultural Statistics needs to be strengthened for the effective tool in gathering fisheries production. The BFAR- ARMM website has been installed and the bureau is beginning to download data.

Policy Formulation, Planning and Advocacy

Several meetings, consultations and workshops were conducted and participated by the personnel of the bureau within and outside the region. Just recently the bureau has also conducted a Team Building activity held in Cotabato city. The activity aimed to build morale and to increase communication skills of the

employees and to allow them to set goals in increasing productivity within the organization.
