CEO, FXB International

“FXB India Suraksha has compiled an impressive list of achievements in India. Since 1991, they have worked tirelessly on HIV awareness and treatment and poverty alleviation throughout the country. FXB India Suraksha has proven itself to be an indispensable organization within the FXB International family. Having recently joined the FXB team, I am thrilled to be working with Mamta Borgoyary, FXB India Suraksha’s new CEO, and the entire team in India. My thanks to the team for their strong results in 2010, and I look forward to our organizations working together in the coming years to lift more people out of poverty in India and around the world.”

Organisation Overview

Our VisionTo facilitate the eradication of poverty for vulnerable and marginalized children and their families through creation of an enabling physical and economic environment to lead their lives with self esteem, dignity and economic self sufficiency.

Who we areWe in FXB India Suraksha work for the rights of children and their families affected by poverty and disease, especially. We started operations in India since 1991 and the FXB India Suraksha has now completed four years registered as an Indian not-profit Section 25 company. The word ‘Suraksha’ (meaning ‘security and protection’) emphasizes our commitment to provide a security net to all children and for those specially affected and infected by disease and Poverty.

What we doWe are a result and action oriented field based organisation with a committed team of approximately 100 members and volunteers in 10 states across India directly working with the communities. We are a group of multi disciplined professionals dedicated and committed to the empowerment of women and children who are stigmatised and abandoned in society. Our specialisations and experiences range from livelihood generation to health, education, nutrition and psychosocial support. We build collective capacities of families to enable self-sufficiency through implementation of targeted interventions in health, nutrition, education, hygiene, sanitation and income generation, following the FXB-village model well tested in Africa and in some parts of Asia.

FXB – Village

Principles of FXB-Village:

Low-cost: � Each FXB-Village has an average cost of only $100 per person per year. The financial input is scaled down each year as the program participants are required to increasingly contribute to their families’ school and medical costs, taking an active role in building lives of greater self-sufficiency.

High impact: � Each FXB-Village provides 80 to 100 families, comprised of approximately 500 individuals, mostly children, with a basic package of health, education, and financial support that helps them permanently escape poverty.

Community-based: � The FXB-Villages are rooted in the communities they serve. We continually work with community leaders, stakeholders, and relevant associations to tailor the program to local needs. FXB-Village staff are always locally recruited.

Collaborative Partnerships: � FXB’s first partner at all times is the community. FXB works closely with local authorities, HIV and AIDS associations, community and religious leaders, and youth groups. Multi-stakeholder partnerships that encourage public, private and non-profit actors’ participation in the identification, formulation and implementation of activities, ensure sustainability, accountability and ownership of the FXB-Village Model Program.

Making Entrepreneurs of the PoorestThe strength of the FXB-Village Network lies in its integrated approach and in the personalised support for its participants. They receive an income-generating activity (IGA) as well as constant follow-up and support at all levels over three years. This approach enables families to reach economic and social autonomy, which they can sustain over the long term, while ensuring the well-being of both adults and children. In this way they become actors in the local economy and many become drivers of employment growth through the small businesses they create.. an opportunity for the new generation that otherwise discarded.

Over 400 beneficiaries trained in various income generating activities like fish-trading, shoe making, handloom weaving, bamboo products making, jute making, tailoring, candle making, natural colour making and running grocery and poultry units. SHG based IGA has been initiated: Women based jute product (Dhapa); Women bag making groups ( West Medinipur); Bamboo handicrafts group and File making (Mizoram); Shoe making group (Manipur); Women Dry Fish processing and packaging group (Andhra Pradesh).

Inculcated habit of savings amongst beneficiaries- about 70% of the beneficiaries have opened savings account in all the sites and are now saving in a regular manner. The success of FXB-Village Network-1 has helped us in replicating the model at two new places in India: Villupuram in Tamil Nadu and East Imphal in Manipur.

Child Rights

ChildLine – Gautam Budh Nagar

1098... A Toll-free number for children in distress

FXB India Suraksha is the collaborative partner for CHILDLINE in Gautam Budh Nagar District (Noida).

CHILDLINE is India’s first 24 hours, free, emergency phone outreach service for children in need of care & protection. It is supported by the Ministry of Women and Child Development (GOI) and operates in 133 cities/districts in 26 States and 3 Union Territories.

The service is an efficient link between children in need and services that exist for their rehabilitation and welfare, utilizing the existing infrastructure and systems to ensure children their rights. The project involves setting up a 24-hour Tele-helpline, manned by Counsellors and social activists.

Jaipur Railway Children Project

FXB India Suraksha works for the rights of children affected by poverty and disease, especially those affected or infected by HIV/AIDS. FXB Suraksha currently operates an integrated Day Care Centre (DCC) near the Jaipur Railway Station where children are offered a safe place to wash, eat, and sleep and receive other social services. In 2009 it reached out to over 190 children in the age group 5 to 16 years. The FXB DCC provides formal education where possible, as well as tutoring, life-skills education, recreational extracurricular activities and field trips, and vocational training. Counselling is held to promote well-being, including HIV prevention, sexual and reproductive health, substance de-addiction and safe hygiene and sanitation practices. Referral to permanent shelters, foster families, or adoption services, as well as assistance to reunite with families is provided as appropriate.

A core committee for the protection and care of railway children has been constituted through FXB Suraksha’s advocacy initiatives. It comprises of Railway Protection Force (RPF), Station Master and other Railway Officials

FXB Suraksha has initiated a BAAL BANK (children’s bank) run by children themselves. It has today more than 200 bank accounts of child labourer and collection of more than 0.2 million.

Care & Support to PLHA & High-Risk Groups Workplace Interventions

FXB with Global Fund supported PACT Programme: FXB has been providing Care & Support services to PLHA by improving the quality of life of over 550 PLHAs through Medical support services in Vishakhapatnam, Jodhpur as part of Global Fund supported PACT program and the Indo-Myanmar border town of Moreh in Manipur. FXB community sensitization initiatives have ensured basic rights like stigma free life for PLHAs by increasing community participation in caring for them.

FXB’s work with high risk groups through targeted interventions has reached out to over 1720 MSM, Migrants and Female Sex Workers in the districts of Aizwal, Mednipur, Kolkata and Jamui in Bihar.

Workplace Intervention Programme aims at reducing the risk of transmission of STIs/HIV /AIDS among the migrant labourers and their family members by enhancing access to knowledge and information on relevant issues at their work place.

FXB with Project Sankalp, HLFPPT:FXB is an implementing partner to HLFPPT in Project Sankalp. The goal of the project is to increase uptake of RCH and HIV/AIDS services by 20% and prevention of vector, water borne and life style diseases among 75% of insured workers and their families in the intervention areas.

Evaluation & Impact Studies

Research program on children and global adversity (RPCGA) by Harvard School of Public Health (HSPH): FXB Suraksha was part of a collaborative project along with Mobile crèches for this research program. Through this collaboration, the ‘CHILDREN’S SECURITY IMPACT STATEMENT’, recommendations regarding how public and private sectors as well as civil society could work together to ensure the security and well being of children and families affected by the development project.

DIC Review Study: FXB India Suraksha was commissioned by United Nations Development Program on behalf of National AIDS Control Organisation (NACO) to carry out evaluation of 77 Drop in centres (DIC) in 17 states of the country.

UNDP Documentation project of innovative initiatives to address stigma against people living with and/or affected by HIV/AIDS: the documentation study was conducted in 9 states covering 12 initiatives from NACO-UNDP Innovation Fund that address stigma against PLHA. The project involved photo-documentation and case stories of innovative projects from across the country in the book ‘Closer to Ground’.

Advocacy Initiatives

FXB India Suraksha observed the World AIDS Orphans Day (WAOD) 2010, through “Call for Support Events” organised all over India.‘I am POSITIVE’ was the ALL INDIA THEME for WAOD 2010. The central event at Delhi, held at Select Citywalk, saw the participation of MP and Hon. Minister of State (Ministry of Rural Development) Ms Agatha Sangma, Actor and Former Miss India Ms Gul Panag, His Excellency the Ambassador of France Mr Jérôme Bonnafont, and National Bodybuilding Champion Mr Pradip Kumar.

1100 people signed the ‘CALL FOR SUPPORT PLEDGE’. The Pledge spoke about the use of individual and collective spheres of influence for securing a better life for the children made vulnerable due to AIDS. MP from Mumbai Sanjay Dina Patil, MP from Calicut M.K. Raghavan, Hon. Minister of Health and Family Welfare, Government of Jharkhand Mr. Baijnath Ram along with MLAs from different states pledged their support during the event. A two-minute ‘Call for Support’ Video was aired on local cable networks across the country.

More than 900 children participated in an ALL INDIA STORY WRITING COMPETITION.

Best NGO Participation at Diwali MelaFXB Suraksha won the first prize for NGO Participation at Diwali Mela 2010 held at Asiad Village, New Delhi on November 3rd. The prize was given for FXB’s active presence with a vibrant stall and a beautiful dance performance by children from the Slum Intervention project at Sanjay Camp.

The cultural show at the mela was inaugurated by Hon. Minister of State for Home, Mr Ajay Maken followed by performances by reknown dhrupad singer, Padma Shri Faiyaz Wasifuddin Dagar among others. Various other NGOs also participated in the mela.

Telling the story through Dance, Magic and Puppets on World AIDS DayOn the 1st of December, FXB India Suraksha organized a mass advocacy event at the Great India Place, Noida. The highlight of the advocacy event was a musical dance-drama performed by the children from our slum project at Sanjay Camp in Delhi. In addition, an innovative magic show on spreading awareness on AIDS was performed by the renown magician Mohammad Iqbal. The Ishara Theatre Group joined the event with their human-puppets and enthralled the audience with a gripping puppet drama on HIV AIDS prevention.

Advocacy through Village Wall ArtFXB adopted a child to child approach for advocacy in Uppada Village near Visakhapatnam in Andhra Pradesh. This approach was adopted to build the children’s capacity to voice out their needs and express it through drawings or wall art. It is an effective form of IEC to sensitize a large rural community as it involves catchy and colorful caricatures, simplistic designs, easy to understand messages and is a non verbal form of communication. The children are trained on painting simple pictures that convey strong messages.

Publications

Poster on “Paediatric Counselling: a novel approach in FXB-Village program for HIV Infected children”. The poster was presented at National Conference on Pediatric HIV on 1st - 3rd December, 2010.

‘Securing Clean Environment: The FXB Experience’ is document that encapsulates the highlights of FXB’s water and sanitation programs across India. The programs are designed to facilitate access to safe water and sanitation facilities in backward and poor areas through promotion of effective and low-cost technology. It also encourages hygiene related behaviour change through innovative IEC that helps people lead a healthy and improved quality of life.

‘Art of Resilience’ is a research based document on stories of finding happiness, discovering untapped potentials, achieving dreams and above all the art of being resilient from FXB’s Child Rights based Railway Children Program at Jaipur. It was published in December, 2010.

Mamta BorgoyaryChief Operating Officer

Area of Specialization: Rural livelihoods and natural resource managementBackground: She has over 16 years of experience in the development sector. She has an MPhil degree in agriculture economics and has worked extensively in the area of rural livelihoods, socio economic and policy research and several monitoring and evaluation programs across India, Vietnam and Nepal. She was part of several strategic evaluation teams of DFID, SIDA, Ford Foundation and EU projects. She also has several publications to her credit.

Dr. PSKP Raju,Medical Director

Area of Specialization: HIV/AIDS and rural healthBackground: Has over 30 years experience and is a Medical Doctor (MBBS) from Andhra Medical College, Andhra University, Visakhapatnam with a P.G. Diploma in Clinical Pathology. He has done courses on Epidemiology, Management and Lab diagnosis of Diarrheal diseases at International centre for Diarrheal Disease research, Bangladesh, (ICD;DRB) (WHO fellowship); Certificate Course in Blood Banking technology & Immuno-hematology at ICMR/WHO Blood Group reference center and courses on early cancer detection (CYTOLOGY); ARV therapy in resource limited settings; ITP Training program on HIV/AIDS for one month at University of Medicine New Jersey, USA.

Area of Specialization: Finance and AdministrationBackground: Has over 20 years experience and has vast knowledge and competence in maintaining financial budgets, accounts, Bank Reconciliation, Payrolls, monitoring of Field Accounts, FCRA.

Area of Specialization: Gender and Environment, Drinking water Management, Water and Sanitation, Migration and contemporary development issues. Background: He is an Environmental Sociologist. He holds an M.Phil degree in Sociology from Delhi School of Economics, University of Delhi. Recently he was a Visiting Fellow at the Faculty of Social Science, University of Leiden, The Netherlands. He also coordinated with Harvard School of Public Health, US to design and develop a child safety impact statement in India. He has published articles and research papers in reputed journals and books.

Area of Specialization: Gender and child rights, sexual and reproductive health, Social research.Background: She holds a Masters degree in Sociology from Jawaharlal Nehru University and a Bachelors degree in Sociology from Lady Shri Ram College, Delhi University. She has been actively involved in several HIV/AIDS awareness and advocacy programmes, environmental activism and child and womens’ rights initiatives.

Area of Specialization: Rehabilitation of marginalized groupsBackground: He has over 8 years of experience and holds a Post Graduate degree in Social Work. He has implemented projects on behavior change, rehabilitation of street children and counseling of prisoners in a former prisoner’s rehabilitation project.

Area of Specialization: Project Implementation and AdvocacyBackground: He has over 10 years of experience and holds a Masters degree in Sociology. Has worked with Female Drug Rehabilitation Centre and CAPART and was involved in the Mapping and Size Estimation of IDUS in the North Eastern State, a study done by ICMR, Regional Institute of Medical Sciences and Family Health International.
