CHAPTER - I
1. DEV BHOOMI – HIMACHAL STATE
Himachal Pradesh is a small hilly State situated in the northern part of the country. The
topography of the State is basically hilly with height ranging from 350 Meters to 6975
meters from main sea level. It lies between latitude 320 22’40” North to 30
012’40” North
and longitude 75047’55” East to 79
004’22”
East. Himachal Pradesh attained full-fledged
Statehood in Jan. 1976. Prior to this, it was a Union Territory of India. It is bounded by
Jammu and Kashmir in the North, Uttarakhand in the South East, Haryana on the South and
Punjab on the West. In the East, it forms India’s border with Tibet. Geographically the
territory can be divided into three zones viz. Outer Himalaya or the Shiwaliks, Inner
Himalaya or Mid-Himalaya and the Greater Himalaya or Alpine Zone. The total
geographical area of the State is 55,673 Sq. Kms.
As per the population census of 2001, the total population of the State is 60, 77,900 persons.
The density of population of H.P as per census 2001 has gone up to 109 persons per sq. km.
from 93 persons per Sq. Km. recorded in the census of 1991.
As per the population census of 2001 the literacy rate of the State was 76.5 %. The male
literacy rate was 85.03 % and the female literacy was 67.04 percent. The literacy rate is
constantly increasing in the state.

1.3 IMPORTANT RESOURCES OF HIMACHAL PRADESH
1.3.1 AGRICULTURE
Agriculture and its allied activities is the main source of income of the state of
Himachal Pradesh as it contributes around 18 % of the total GSDP and it
provides direct employment to 69% of the total workers of the state. Agriculture
Production in the state is largely dependent on timely rainfall, as It is evident
from the above table that production of main food crop which was 1293.9
thousand tones in the year 1991-92 has increased to 1542.684 thousand tones in
the year 2001-2002 and thereafter it decreased in consecutive four years from
year 2006-07. Another reason for the decrease in production is shifting of
cultivation from principal food crops to cash crops like fruits and vegetables by
the farmers in the subsequent years. The production of vegetables which was 25
thousand tones in the year 1951-52 has increased to the extent of 1206.2 thousand
tones in the year 2009-10 The production of other cash crops such as potato and
ginger has increased to some extent , yet the state has not achieved self –
sufficiency in both food and non food crops.
It is observed that the State has some quantity of maize surplus which could be
put to industrial use such as manufacturing of cattle feed. Poultry feed cornflakes
etc. Considerable quantity of potatoes and some quantity of ginger and tomatoes
are also surplus in the state and are sent to other States. These can also be used to
produce potato chips, dry ginger, ginger powder, tomato sauces etc.

Himachal Pradesh has rich diversity of agro-climatic condition varying from sub-
tropical to humid temperate and cold deserts. The topographical variations and
altitudinal differences coupled with fertile, deep and well drained soil favors the
cultivation of temperate to sub- tropical fruits. Thanks to the scientific cultivation of
fruits as a result the production of all types of fruits which was 342.30 (‘000Tones)

during the year 1991-92 have touched a figure of 712.84 (000Tones) in the year
2007-08.However it has come down substantially in the year 2009-10 due to
unfavorable weather conditions. Apple is the main fruit crop of the state which
constitute more than 80% of the total fruit production and around 47% of the total
fruit area.
From the table it may be observed that the area under different fruits which was
163330 hectares in the year 1991-92 has increased to the level of 223035 hectare in
the year 2001-02 and it felled to the level of 182441 hectares in the year 2003-04,
thereafter it has been increasing continuously in the subsequent years but it has
never reached to the extent as it was in the year 2001-02. The reason for decrease in
area under major fruits may be that the farmers in the low hilly areas of the State has
converted their land for cultivation of ancillary horticulture produce like flowers,
mushroom and honey etc. however, Like agriculture, horticulture production is
largely dependent on climatic conditions, as it is evident from the varying
production figures shown in the above table. Hence it may be observed that if the
climatic conditions become favorable for growing of fruits to the extent of its
maximum potential, there is possibility of having more surplus fruits for industrial
purpose. Units which could be setup on the basis of fruits available in HP are fruit
processing like Jam, jelly, Juice, squash, fruit pulp, pickles etc.,

These forests contribute to the State economy by way of providing timber, fuel , Ayurvedic
medicine , herbs, resins, fodder etc. The said forest produce also act as resource to set up
industries in the State. Based on these resources a considerable number of units have been set
up in the state. There is still scope to utilize the forest waste which is available in the
form of pine needles, Herbs, soap nuts, amla & saw dust etc.

1.3.5 TOURISM
Tourism in HP has been recognized as one of the most important sector of the
economy it is being realized as a major engine of growth for future. Himachal
Pradesh is endowed with all the basic resources necessary for thriving tourism

activity, geographical and cultural diversity, clean monuments and the friendly
and hospitable people.
Tourism Industry in Himachal Pradesh has been given very high priority and the
Govt. has developed an appropriate infrastructure for its development which
includes provision of public utility services, roads, communication, network ,
airport, transport, facilities of water supply and civic amenities etc. Recently
Govt. of India has approved the Mega Destination Project proposal of the state
Govt. Under this project Rs. 100 crore would be spent on the development of
tourism infrastructure in two towns i.e. Dharamsala and Manali of the state.
Deptt. of tourism is trying to promote the tourism by undertaking various
projects/activities with a view to promote new unexposed areas in the state. For
the attraction of tourists the department of tourism organizes and support tourism
related events every year.
Besides this the department of tourism is providing training in various adventure
sports like water sports, paragliding, river rafting, tracking guide etc to the
unemployed youths. Home stay Scheme introduced by the Govt. of H.P.in the
year 2008 with the active participation of local rural residents is gaining an
overwhelming response from the tourist within the country and foreigners as
well. Under the scheme Govt. has exempted luxury tax and vat to the rural
villages, besides this electricity and water bills will be charged at domestic rates.
1.4 INDUSTRIAL PROFILE OF HIMACHAL PRADESH STATE
Small Scale Industries are gradually increasing in the state. Due to development of
infrastructure and continuous efforts on the part of State as well as Central Govt.
industrialization in the state has gained further momentum during the last two decades.
Implementation of industrial package given by central government to Himachal Pradesh
in January, 2003 has given further impetus to the industrialization of the state. Up to the
late eighties, SSI’s were engaged in the production of traditional items, but now the
industries in Himachal Pradesh are producing high technology precision items, like
Televisions Components, Computer Components, LDPE/HDPE pipe, Watch
Components, Textiles, Telecommunication equipments, Allopathic and Ayurvedic drugs,
Vanaspati Ghee, Dairy Products, Processed fruit/food Products, Electrical/ Electronics
Domestic Appliances, PVC pipes, AAC conductors, Card-board Boxes, RCC Spun Pipes,
Bimetallic Products, Ferrite Products, Light Engineering Products, Home Appliances,
Electronic Instruments & their Components.
1.4.1 NUMBER OF UNITS:
Small Scale Industries are gradually increasing in the state. Due to development of
infrastructure and continuous efforts on the part of State as well as Central Govt.
industrialization in the state has gained further momentum during the last two decades.
Implementation of industrial package given by central government to Himachal Pradesh
in January, 2003 has given further imputes to the industrialization of the state. A good
number of MSMEs have come up in the state particularly in Solan, Sirmour and Una
districts of the state which has changed the industrial scenario of the state substantially.
As on 31.3.2009 there were 35369 SSI/MSEs units registered in Himachal Pradesh. As
regards to the products which had been produced by these SSI units in the state up to the

late eighties, most of the units were engaged in the production of traditional items like
packing cases, wooden furniture, leather shoes, grinding of cereals, bakery products, dairy
products and Hosiery items etc. But with the passage of time few modern industries have
also emerged in the state. Now the industries in Himachal Pradesh are producing high
technology items, like Televisions, Computer monitors/Components, software
LDPE/HDPE pipe, watch Components Textiles, Telecommunication equipments,
Allopathic and Ayurvedic drugs, Vanaspati Ghee, Dairy Products, Crockery, Processed
fruit/food Products, Electrical/ Electronics Domestic Appliances, PVC pipes, AAC
conductors, Card-board Boxes, RCC Spun Pipes etc.
Information pertaining to the district wise number of units registered as on
31.10.2010 in the state, investment there in and employment provided thereby is given in
table -1

As may be seen from the table No-I , out of the total 36874 registered MSEs as on
31.10.2010, maximum number of units have been registered in district Kangra which
accounted for 23.92% of the total units followed by district Solan and Mandi which accounted
for 12.07% and 10.19% respectively of the total registered units. But the growth of registered
industries in the state during the last three years have been recorded more in district Solan
followed by district Sirmour and Una respectively. In the state minimum number of units
have been registered in district Kinnaur & Lahaul and Spiti . In terms of investment ,

maximum amount of investment have been made in district Solan with 60.80% of the total
investment followed by district Sirmour and Kangra with 15.76% and 7.26% of the total
investment while in terms of employment also district Solan has became the largest
employment provider district of the state with 27.75% of the total employment followed by
district Kangra and Sirmour.
The table given below shows the year wise growth of Small Scale Industries in the state
including growth of investment and employment over the years.

From the table given above, it may be observed that there were only 20,545 micro & small
units registered in the state upto 31.03.1991 having investment of Rs. 15054 Lacs providing
employment to 86,227 persons. Since then registration of units have been witnessed
declining more or less till 2003-04, the year when a special package of incentives was given to
the state of Himachal Pradesh by the central Govt. After the implementation of package,
improvement in registration of small scale units started as number of leading entrepreneurs

started investment in the state as it is evident from the investment figures which was Rs. 3708
lacs in the year 2003-04 suddenly jumped to the level of Rs. 8891 lacs more than double to
the previous year. After then both investment and employment kept on increasing till 2009-10.
Hence it may be concluded that the pace of industrialization has improved substantially due to
the special package of incentives provided to the state in the year 2003 by the central Govt.
which has been withdrawn now.
As per the available record with the MSME-DI, Solan, product wise number. of EM-II filed by
Micro and small Enterprises (under the MSMED Act,2006) with the department of Industries
in the state w.e.f. 2.10.2006 to 31.10.2010 is as under.

Maximum No of units registered with the state industries department up to the 1.10.2006 were
in the product group of food & allied followed by mechanical, while this trend have been
changed after the change in the definition of industries under the MSMED Act as it is evident
from the table No II that maximum number of units registered in the state from 2.10.2006 to
31.10.2010 are in the product group of mechanical followed by chemical. In terms of
investment (as on 1.10.2006) maximum amount of investment was made in the product group
of food and allied followed by mechanical and chemical products while this trend has also been
changed after the enhancement of investment limit for Micro, Small & Medium Enterprises
under the MSMED Act , as a result of which chemical and mechanical products which earlier
felled in the category of Medium enterprises due to the large investment involved have came
under the preview of small scale sector by occupying the first and second position. Further

considerable numbers of chemical and mechanical industries have come up in the state after the
implementation of industrial package given by the central Government to the state. As far as
employment is concerned chemical and mechanical group of industries have became largest
employment provider, which constitutes 55% of the total industrial employment provided by
Micro and Small enterprises in the state since 2.10.2006 to 31.10.2010.
1.4.2 INSTITUTIONAL SUPPORT AND INFRASTRUCTURE AVAILABLE
1.4.2.1 DISTRICT INDUSTRIES CENTER (DICs) & SINLGE WINDOW
CLEARANCE AGENCY (SWCAs)
To provide services and facilities to the existing and prospective entrepreneurs District
industries Centers (DIC’s) have been functioning in all the districts of the state. Besides, 5
Single Window Clearance Agencies have been setup in industrial areas of Parwanoo,
Baddi, Paonta Sahib, Kala Amb & Golthai which provide services and facilities required
by the SSI’s under the single roof. With a view to provide umbrella support to existing
and new ventures, the state government has set up a State Level Single Window
Clearance and Monitoring Authority (SLSWC&MA). Besides this, Baddi-Barotiwala-
Nalagarh Development Authority has been formulated and entrusted with the work of
Infrastructure development in Baddi-Barotiwala-Nalagarh region of Solan District.

Under the Integrated Infrastructure Development Centre Scheme of Govt. of India.,
Ministry of MSME an IID Centre at Goalthai in district Bilaspur has been developed with
the approved cost of Rs. 432 Lakh with the central grant of Rs. 172.80 Lakh..
To attract investment in the state and to ensure easy availability of land to the prospective
entrepreneurs in various parts of the state, the department of industries has constituted a
land Bank comprising of government and private land which are available for setting up of
industries. The department is providing escort and facilitation services in case the
entrepreneurs are willing to purchase private land.
1.4.2.2 HIMACHAL CONSULTANCY ORGANISATION (HIMCON)
HIMCON renders consultancy to entrepreneurs starting from project identification to
marketing of their products. The organization also conducts Entrepreneurship development
programmes for the development of Entrepreneurship among the various section of the
society including weaker sections throughout the state.
1.4.2.3 HIMAHCAL PRADESH SMALL INDUSTRIES DEVELOPMENT
CORPORATION (HPSIDC)
HPSIDC acquires land to develop industrial area/ estates and provides industrial plots to
the entrepreneurs it also participate in equity of medium and large units.
1.4.2.4 HIMAHCAL PRADESH STATE FINANCIAL CORPORATION
(HPFC)
HPFC provides term loan as well as working capital loan to small and medium scale units
under its various schemes. It also provides loan for expansion and modernization of
existing units.

1.4.2.5 CONTAINER DEPOT
To facilitate the transshipment of products, the proposal of setting up of container depot at
Baddi is in consideration of Govt. of HP. The land for this purpose has already been
acquired.
1.4.2.6 RAIL LINK
The state of Himachal Pradesh has got only one rail link up to Una. Since major Industrial
activities are concentrated at Baddi, budget allocation for the year 2010-11 has been kept
to undertake survey of Rail Link between Chandigarh & Baddi. This rail link will further
promotes the Industrial activities in the state of Himachal Pradesh
1.4.2.7. BUREAU OF INDIAN STANDARDS (BIS)
BIS has got extension office at Parwanoo & regional office at Chandigarh. It helps in
selecting appropriate machinery and equipment for installing quality facilities. The
organization also renders guidance and advice in setting up testing laboratories in units
premises.
1.4.2.8 NATIONAL RESEARCH TECHNOLOGY CONSORTIUM (NRTC)
NRTC is an autonomous body under Govt. of Himachal Pradesh. It provides testing of
products, calibration of equipments of the industries and also provides consultancy
services to entrepreneurs about quality up-gradation.
1.4.2.9 CENTRAL BOARD OF WORKERS EDUCATION (CBWE)
Central Board of Workers Education is located at Parwanoo is engaged in providing
training to the workers of the Industrial unit and thus facilitating upgradation of their skills.
1.4.2.10 NATIONAL SMALL INDUSTRIES CORPORATION (NSIC)
National Small Industries Corporation Ltd. has its head office in New Delhi. It has four
regional offices located in Mumbai, Kolkata, Chennai & New Delhi. To avail the facility
provided by the NSIC, HP state is attached with its branch office located at SCO-378,
Sector-32D, Chandigarh. However, in recent past, a desk is operative by NSIC at
Parwanoo, District Solan to cater to the needs of industries in HP. Its main function are as
below:-
a) Supply of machinery on hire purchase basis.
b) Registration of units for participation in purchase programme of Central and State govt.
and other Institutions. This scheme is popularly known as Single Point Registration.
c) Marketing Assistance (Internal & Export).
d) Raw material Assistance to MSMEs
e) Development of prototype of machines and equipment etc.
The organization is also Nodal Agency for giving subsidy to MSMEs under Ministry of
MSME’s scheme of assistance for performance and credit rating.

1.4.2.11 NATIONAL PRODUCTIVITY COUNCIL (NPC)
National Productivity Council is working from its regional office located in Chandigarh.
The main function of the council is to enhance the productivity in the country. The council
is also the Nodal Agency for implementation of NMCP scheme in the state of Himachal
Pradesh.
1.4.2.12 SMALL INDUSTRIES DEVELOPMENT BANK OF INDIA (SIDBI)
The Branch office of Small Industries development Bank of India (SIDBI) is located at
Shimla. There is also a local desk at Baddi, district Solan to cater to Baddi-Barotiwala-
Nalagarh region. It provides finance to Medim & Small scale industries through its various
refinance schemes. It provides refinance through State Financial Corporations, Banks etc
at concessional rates. SIDBI also provides project finance of MSME ventures
1.4.2.13 MSME-DI
MSME-DI is located at Electronics Complex, Chambaghat, Solan. It maintains close
liaison with State Govt. for the development and promotion of MSME in the State of
Himachal Pradesh through the various schemes being run by the office of Development
Commissioner (MSME) New Delhi

2.1 MSME-DI, SOLAN- ITS ROLE
MSME-Development Institute is situated at Electronics Complex, Chambaghat, District
Solan. The Institute is engaged in the promotion and development of Micro, Small &
Medium sector in all the 12 districts of Himachal Pradesh by providing Techno
Managerial guidance/consultancy to Existing as well as prospective entrepreneurs. To
enhance the entrepreneurship skill among the educated youth of the state the Institute
conducts various training programmes. The Institute also provide assistance to the
existing MSMEs unit holders through the various schemes such as ISO-900
reimbursement, Bar Coding, Market Development Assistance Scheme, National Awards
Scheme, Cluster Development Programme etc. The MSME sector is also benefited by
this Institute in regard to sensitization of MSME units about the latest technological
upgradations/development.
2.2 RESOURCES AVAILABLE WITH THE INSTITUTE
2.2.1 BUILDING
The Institute is operational from building ever since March, 2007 which has been built
up on a land having a total area of 1295 Sq Meter which was acquired on lease for 75
years in Sept., 2004 through the sublease with Himachal Pradesh State Electronic
Development Corporation. The building has 2 floors (Ground Floor & First Floor) with a
total covered area of 1378 Sq. Meter (689 Sq. Meter each Floor). The first floor
comprises of Director’s Room, Rooms for Technical/Field Officers, Administration
Section, Conference Room, SENET section, Training Hall, Food Workshop (Bakery
Section) and a Library.

3.1 INDUSTRIAL MOTIVATIONAL CAMPAIGNs
The objective of organizing Industrial Motivation Campaigns (IMCs) is to make aware
about the potential of Micro & Small Enterprises to the Unemployed Educated Youth of
the society and to motivate them to come forward for adopting self employment by
establishing Micro & Small Enterprises.
Some of the Industrial Motivation Campaigns were also organized for the existing Micro
& Small Enterprises to make them aware about different schemes of the Ministry
including NMCP. Besides this some of the Industrial Motivation campaign were
organized for the district level officers to make them aware about Govt. Schemes as well
as to collect the district level statistical data to compile District Potential Survey Report.
MSME-Development Institute, Solan was allotted the target to organize 27 Nos. of
Industrial Motivation Campaign by Head Quarter office during 2011-12 financial year.
The Institute organized 27 Nos. of Industrial Motivation Campaign at different places of
Himachal Pradesh. Out of 27 Nos. of Industrial Motivation Campaign 2 Industrial
Motivation Campaign were organized specially for SME units to make them aware about
the various promotional scheme of MSME and 3 IMC were organized for district
officers to prepare Industrial Potential Survey covering 6 districts out of 12 districts of
the state. A total of 2440 participants benefitted from these programmes. The detail of

3.2 ENTREPRENEURSHIP DEVELOPMENT PROGRAMME
The objective of organizing Entrepreneurship Development Programme (EDP) is to
provide the exposure about establishing of Micro & Small enterprises by the
Unemployed Educated Youth by training them in different aspects of industrial
activities. Some of Entrepreneurship Development Programmes (EDPs) were
organised on general topics and few on specialized subject. The Entrepreneurship
Development Programmes (EDPs) normally organised for 2 weeks for General,
Women & Physically Handicapped and the weaker section of the society.
The Institute was allotted the target to organize 5 Nos. of Entrepreneurship
Development Programme including 1 Entrepreneurship Development Programme
for Women & PH with stipend. The Institute organized 5 Entrepreneurship
Development Programme at different places of Himachal Pradesh. 132 participants
attended the programme. The detail of conducted Entrepreneurship Development

3.3 ENTREPRENEURIAL SKILLED DEVELOPMENT PROGRAMMES
The objective to organize Entrepreneurship Skill Development Programmes is to
provide exposure about business & industrial aspects as well as theoretical & practical
knowledge in specialized field viz. computer hardware, Beauty culture, Food
Processing, DTP & Screen Printing, Jute Products, Cutting Tailoring & Fashion
Designing, Artificial Jewellery Designing and Tally based accounting etc. The ESDPs
trainees after successful training programme generally avail the loan from PMEGP and
establish Micro & Small ventures. The MSME Development Institute also perform
advocacy on behalf of trainees by way of liaison with PMEGP implementing agencies
like KVIB, DICs and lead bank etc. The utmost efforts are also being done to get the
success rate of ESDPs by follow ups with the undergone ESDPs trainees. Few ESDPs
are being organised on specialized subject like Biotechnology for the students pursuing
the Btech or M.Sc degree in Biotechnology
The Institute was allotted altogether 27 Entrepreneurship Skill Development
Programme. These 27 programmes include 10 Nos. of ESDP for General, 4 ESDP
for Women and PH with stipend, 2 ESDP for SC with stipend, 8 ESDP for SC
without Stipend, 2 ESDP for ST without Stipend and 1 ESDP on Biotechnology.
The Institute organised these ESDPs in different places of the state. A total of 639
participants benefitted from these programmes.

3.4 MANAGEMENT DEVELOPMENT PROGRAMMES
The purpose of allotment of Management Development Programme (MDP) by the
Ministry is to train the personal of existing Small Enterprises to enhance their skill to
improve the quality and productivity and overall cost reduction.
Some of the Management Development Programmes are being organised for the students
of the college on the request of Institutions authorities. A few Management Development
Programmes (MDPs) were organised for the students to enhance their skill in facing the
interview and overall enhancing their efficiency to quality and productivity in their job.
The Institute was allotted the target to organize 6 Nos. of Management Development
Programme by the Head Quarter Office during 2011-12. The Institute organized 6 Nos. of
Management Development Programme on Personality Development including 3
programme for the manager & workers of SMEs at different places of Himachal Pradesh.

3.5 BUSINESS DEVELOPMENT PROGRAMME
The objective to organize Business Skill Development Programme is to provide
exposure about industrial/business aspects and practical as well as theoretical
knowledge in the field of engineering products. These programmes are specialized
programme are being oranised for the final year students of engineering & management
college on the request of college authority and with mutually signing MOU.
The Institute was allotted to organise 1 No of Business Skill Development Programme.
The Institute organised the programme at Shoolini Institute of Life Sciences & Business
Management, Solan. A total of 58 participants attended and distributed the certificates.

WTO for MSMEs. The Institute organise 1 day programme at Una. The objective of the

3.11 PARTICIPATION IN LOCAL/ DISTT. LEVEL FAIRS
SHOOLNI FESTIVAL AT THUDO GROUND SOLAN
A state level Shoolini festival is celebrated every year in the third week of June
which continues for three days. Apart of festivals manufacturers/traders who came from
different parts of the state and neighbouring states set up their stalls to showcase and sell
their products. Besides various Govt/semi Govt. and Pvt. agencies put up their stall to signify
their achievements. MSME-Development Institute Solan participated in the said fair by
setting up a stall in the exhibition ground during the festival w.e.f 24.06.2011 to
26.06.2011.The objective of the programme was to disseminate information relating to the
activities of the Institute and various policies/ schemes of the ministry of MSME., Govt. of
India for the promotion of MSMEs. During the Fair around 150 visitors were attended and
guided by the officers of this Institute by distributing different type of publicity materials to
them. Besides this, the Institute motivated 4 units to participate in the exhibition under the
Market Assistance Scheme of the Ministry of MSME., Govt. of India by facilitated them to
exhibit their manufacturing products in the exhibition ground during the fair. The items
exhibited by these units were Food products, Home appliances and Health care products
which gained overwhelming response from the visitors.

KULLU INTERNATIOANL DUSHRA FAIR
Kullu Dussehera is a week long celebration in Kullu which normally starts on the
day Dussehera comes to end in the rest of country. The festival continues for seven days and
people not only from the valley but visitors across the state and different parts of the country
The MSME exhibition was inaugurated by Sh. Virbhadra Singh Hon’ble Minister of MSME
on 07.10.2011. MSME-DI, Solan participated in the exhibition on behalf of the O/o
DCMSM) New Delhi by occupying 19 stall of which 4 stalls were occupied by MSME Tool
Rooms, 2 stalls were used by this Institute as MSME Information Centre and 13 stalls were
further allotted to different MSEs for exhibiting their manufacturing products who came from
different parts of the state.
The Institute has participated in Kullu International Dushra Fair held from 06.10.11 to
20.10.11 at Kullu. The Institute has got erected one stall to provide the information about the
various schemes of MSME to the existing as well as the prospective entrepreneurs of the
state. Around 400 visitors visited the stall. The Institute also motivated 9 units to participate
in the said fair and also got them reimbursed the charges under Local Fair/district level fair
reimbursement scheme under NMCP.

MANDI SHIVRATRI INTERNATIOANL FAIR
Mandi Shivratri is a famous fair celebrated for seven days starting with the
Shivrari festival all over the country. A special exhibition was organised jointly by the
different development organizations/agencies under the Ministry of MSME, Govt. of
India., In the exhibition total 79 stalls were put up, wherein MSME manufacturers
sponsored by KVIC, O/o DC( MSME), NSIC and COIR Board from different parts of the
state and country participated to showcase their products which was the main source of

attraction to the visitors across the state and different part of the country. The MSME
exhibition was inspected by Sh Virbhadra Singh Hon’ble Minister of MSME on dated
23.02.2012. Sh. Samarendra Sahu, ADC(MSME) was present on the occasion. In order
to disseminate the information relating to the policies and schemes of the Ministry of
MSME, Govt. of India for the development of MSMEs, an Information Counter was set
up by the MSME-DI, Solan in the pavilion. Out of the 15 stalls allotted to this Institute 3
Stalls were occupied by MSME Tool Rooms and PPDC to demonstrate the training
facilities provided by them, 2 Stalls were occupied by this institute as MSME Information
Centre and 10 Stalls were further allotted to different MSEs for showcasing their
products.

3.19 TECHNO-ECONOMIC ASSISTANCE TO ENTREPRENEURS
The field & technical officers of the Institute visited a number of MSMEs during the
course of the year for various purposes. The Institute was also visited by many
prospective and existing entrepreneurs. In this connection, 1313 Nos. of techno
managerial guidance were rendered to such entrepreneurs/enterprises for identification of
New Project/Products, selection of machinery, finding raw material sources, improving
productivity, quality and competitiveness and finding new markets. (List of the unit
visited is appended as annexure-IV)

3.22 PROMOTION OF RAJBHASHA (HINDI)
The Institute organized 4 Official Language Implementation Committee Meeting of the
Institute to review the progress of Official Language. The Institute organized Hindi Diwas
on 14th Septermber, 2011 and Hindi Pakhwada from 14-09-2009 to 28.09.2011. Various
Hindi competitions were organized like Nibandh Lekan Partiyogita, Aalekh Partiyogita,

Translation Pratiyogita, Tippan Partiyogita, Vaak Partiyogita for the promotion of
