TherehavebeensignificantchangesintheCitytobettermeetthechallengesofthe

productiveandsatisfyingyearfortheCityofGosnells,oneinwhichourgrowingreputationasoneofAustralia’smostpro-activelocalgovernmentswasgreatlyenhanced.

ItwasanenormoushonourtohavethePrimeMinisterofAustraliaJohnHowardvisittheCitynotonce,buttwice.Thesecondoccasion,whenheopenedtheCentennialTreeTopWalk,wasagreatmilestonefortheCity.SetinthemagnificentlyredevelopedCentennialPioneerPark,thisgreatfacilitywillbringpleasuretothousandsoflocalresidentsaswellasdrawinvisitorsfromoutsidetheregion.

TheTreeTopWalkalsoshowsinmicrocosmwhatcanbeachievedthroughrespectforthenaturalenvironment,skilledinfrastructuredevelopment,carefulorganisation,focusoneconomicimpactsandthecreationofsuccessfulpartnerships.

Inkeepingwiththebeautifulenvironmentitshowcases,theTree

TopWalkcameaboutthroughfundingsecuredfromtheFederalGovernmentaftercarefullycoordinatedandpresentedlobbying.Itwillhaveapositivelong-termeconomicimpactontheCityandhasbeenbuilttothehigheststandardsandisuniversallyaccessibletoallmembersofourcommunity.

The$8.�millionHarmonyFieldsprojectinMaddingtonwascompleted,givingresidentsoneofthebestsportsandrecreationfacilitiessouth-of-the-river.

TwonewskateandBMXfacilitiesopenedinMaddingtonandGosnellsandgoodprogresswasmadeonplanningforthe$6.�millionAmherstVillageCommunityCentre,inCanningVale.

Justover$8millionwasspentontheCity’sroadprogramme,includingsafetyimprovementsatblackspotsinThornlie,MaddingtonandCanningVale.

TheFederalGovernment’sAustralianTechnicalCollegePerthSouthinMaddington,forwhichtheCityofGosnellshadlobbiedhard,openeditsdoorstoofferalternativetrainingandemploymentopportunitiesforhundredsofyoungpeople.

PlanstoupgradetheCity’sciviccomplexwererevealedandinkeepingwithourcommitmentto

messagefromsustainabledevelopment,itwillbeoneofthemostenergyefficientandenvironmentallyfriendlycommercialbuildingsintheState.

TheMaddingtonKenwickSustainableCommunitiesPartnershipforgedaheadwiththeintroductionofanewplanningpolicytoencourageretailandcommercialdevelopmentinthenewMaddingtonTownCentre.

Thishasalreadysparkedsignificantinterestfrominvestorsandlocalbusiness.

ThePartnership’sstrongcommunityelementledtothecreationoftheStr8Talkin’youthproject,whichattracted$�98,000inFederalGovernmentsupportthroughtheNationalCommunityCrimePreventionProgramme.

TheCitycommissionedaPriceWaterhouse-Coopersstudyintotheorganisation’slong-termfinancialviability.

Thereport,futureproofingtheCityofGosnells,wasbasedonareviewof�6PerthmetropolitanlocalgovernmentsandfoundthattheCitywasamongWA’sbettermanagedlocalgovernmentsandthatratepayersweregettinggoodvalueformoney.

ThisfollowedanannouncementinOctober�006thattheCityofGosnellshadreceivedits

secondconsecutiveMinister’sFinancialManagementAwardforExcellence.

Withtheseassurances,weembarkedonafour-yearStrategicPlantokeepoureconomic,socialandenvironmentalgoalsinfocus.

Wehaveenjoyedmanysuccessesinthepastyear,particularlyinbringingtogetherourvisionforthecommunity.

Importantly,wehadfunalongtheway–wecelebratedculturaldiversitywiththeMulticulturalFoodFair,wepartiedatGozzyRock,wegottoknoweachotheratPeopleinParksandtheSummerConcertsandtheDonRussellPerformingArtsCentreentertaineduswithagreatline-upoftheatre.

Throughout�007,theCity’sCentenaryhasgivenusfurthercauseforcelebrationaswerecognisedourorigins,thecharactersthathaveshapedourcommunityandourachievements.

ThevalueofheritagecannotbeunderestimatedandI’mproudthattheCityofGosnellsrespectsandprotectsitspast.

Lookingbackon�00yearshasreallyputinperspectivejusthowfarwe’vecome.Ihopethenextyearandthenext�00yearsforthatmatterarejustasexciting.

megreatsatisfactiontoreflectonanother��monthsofsuccessandachievementfortheCity.

Thestrengthoftheperformanceofanylargeorganisationisguidedthroughstrongandcarefulstrategicplanning.Itisthereforeofgreatsignificancethatin�007,theCitybeganitsStrategicPlanfortheFuture�007-�0�0.

ThisdocumentwasdevelopedinclosecooperationandconsultationwiththeMayor,Councillors,staffandmostimportantlythelocalcommunity.Asthenamesuggests,itchartsapathfortheCityoverthenextfouryearsandisverymuchablueprintforthefuture.

ThisattentiontodetailinpreparingforfutureopportunitieshashelpedtheCityofGosnellsreapthebenefitsinrecentyearsand�006-�007wasnodifferent.

Ofcourse,toachieveanything,theCitymustbefinanciallysound.ItisasourceofprideandcredittotheCouncilandstaffthat,in�006-�007,theCityofGosnellsbecamethefirstevertowintheMinisterforLocalGovernment’sFinancialManagementAwardforExcellenceinsuccessiveyears.

TheCitydoesnotrestonitslaurelsandtoensurewemaintainourstrongcommitmenttofinancialmanagement,theCityinstigatedacomprehensivereviewofitsfinancialsustainabilitybytherespectedPricewaterhouseCoopers.

Thisreport,futureproofingtheCityofGosnells,statedthattheCouncilwasinthetopquartileofviablelocalgovernmentsandwaslikelytoreceiveanAAcreditrating.

Suchastrongpositioninanenvironmentwheremanylocalgovernmentsfindthemselvesinseriousfinancialsituationsislaudable.

However,withthereporttippingtheCity’spopulationtoriseby�0,000tomorethan���,000overthenext�0years,itisclearthestrong

AnothersignificantexampleofthesuccessthatpartnershipscanbringisseenintheMaddingtonandKenwickSustainableCommunitiesPartnership.StatePremierAlanCarpentervisitedtheCityinOctober�006tosignadealcommitting$�millionofStateGovernmentsupportfortheproject.Overall,thisprojecthasproducedsynergiesindependentlyquantifiedat$7�millionoveritslife.

Overtheyears,thispartnership,whichhasacrucialcommitmentfromlocalpeoplethroughtheCommunityLeadershipNetwork,willhelptransformthesetwosuburbs.

AnothersignificantboostfortheareacamewhentheFederalGovernmentagreedtofundhalf-a-milliondollarsforacommunitysafety

initiative,theStr8Talkin’programme,whichwillseelocalyouthengagedinarangeofinitiativestoencourageasenseofcommunityownershipandresponsibility.

Inanotherboostforthecommunity,preparationsfortheconstructionoftheCivicCentreAdministrationBuildingprogressedsignificantly.ThisprojectwillensurethattheCityisheadingintoabrightfutureonthebasisofgoodplanningandsoundfiscalmanagementandwillhavethesortoffacilityneededtodelivertop-classservicesandgovernancetothepeopleoftheCityofGosnells.

TheCentrecontinuedtobuilduponitsreputationasoneofPerth’sleadingcommunitybasedperformingartscentres,hosting��monthlyfeaturesfromprofessionalproducersincludingseveralshowsonStateorNationaltours,��MorningMelodiesshows,andthreeschoolholidaysshows.

ThehighlightoftheyearwastheCentre’stwo-weekperformingartsfestival;It’sOnAtTheDonwhichforthefirsttimehadanationaltouringactintheprogramme.Thefestivalattractedalmost700patronsovertwo-weeks.

StandoutsoftheyearincludedtheCentre’sfirstinternationalact,anall-agesphysicaltheatreshowcalledLaLaLunaandvisitstotheCentrebyseveraliconicAustralianentertainersincludingCharles‘Bud’Tingwellandex-SeekerKeithPotger.Theseshowswereattendedbyatotalof�,���patrons.

TheCentrealsohosted�6privatehireeventsattractingalmost7,000visitors.Privatehirersincludedseverallocalschools,communityandculturalgroups,privateperformingartsacademiesandsmallproductioncompanies.

TheCity’sSummerConcertseries,coordinatedinpartnershipwiththeCityofArmadale,sawavarietyofperformancesfrombandsincludingChainReaction,BluegrassParkwayandRedShellStorm.AllconcertswerestagedattheCity’smuseum,WilkinsonHomestead.

TheCityagainhosteditsAustraliaDayBigBreakfaston�6JanuaryatGosnellsOval.Thiseventattractedacrowdofapproximately�,000localresidents.

Inadisplayofrichnessanddiversity,theannualMulticulturalFoodFairwasheldinNovember�006.Thiscelebrationeventshowcasedthefood,dance,musicandvibrancyofpeoplefromover80culturalbackgroundswhohavechosentomaketheCityofGosnellstheirhome

AnumberofindigenousyoungpeoplefromMaddingtonandKenwickwereprovidedwithcamerasandaskedtorecordtheirfeelingsandthoughtsaboutwheretheylive,aspartofaprojectcoordinatedbytheCity’sHeritageServices.Theresultwasadynamicandpowerfulinstallationrichwithcolourandpersonalstories.TheexhibitionranforfivemonthsintheOrangeRoomattheGosnellsKnowledgeCentre.Anofficialopeningeventwasheldtocelebratetheexhibitionandacatalogueoftheartistsandtheirworkwasproduced.
