Dear ICT industry members,
Today, all nations of the world are fiercely competing to command global markets through cross-industry
convergence and smart and green initiatives with a focus on ICT. To keep pace with these changes and to achieve
a new leap forward, TTA established its‘TTA Vision’and mid-to-long-term management plans last year. TTA
also endeavored to strengthen its core infrastructure for standardization and testing & certification.
Consequently, TTA developed the national standard for a Korean keyboard layout for mobile devices and
established/revised 1,537 TTA standards including IPTV, iCAS and middleware (ICSP) last year. As a leader of
global standardization, TTA signed an MOU for standardization of 3DTV with ATSC and submitted proposed
standards for WiBro Evolution and LTE Advanced to the ITU. In addition, TTA provided a standardization
consultancy program to Malaysia based on its experiences in standardization and collaborated with AfDB,
expanding the scope of TTA services both at home and abroad.
Amidst the depressed ICT market and fierce competition abroad, TTA successfully provided 2,500 testing &
certification services and opened its‘Broadcasting Equipment Testing & Certification Center’through
collaboration with the government, establishing a foundation for domestic production of broadcasting equipment
and improving their quality and reliability. TTA also improved its‘Testing & Certification Support System’for
increased efficiency of testing & certification service provision and established a foundation for enhanced client
satisfaction by notifying the progress of testing & certification process via SMS.
There is an old proverb saying that the deeper the root of a tree, the more branches it comes to have and the
better it prospers. Going forward, TTA will strive to further strengthen the roots of its ICT standards and testing &
certification services through continued expansion of its infrastructure to become a global leader in ICT
standards and testing & certification.
In 2011, I hope that your passion will serve as a guiding light for the advancement of the ICT industry.

Establishment and Revision of TTA Standards
Aiming to respond promptly to the rapidly evolving and converging ICT
technologies, the TTA ICT Standardization Committee develops standards for all
areas of ICT to provide a competitive edge to our customers. The Committee is
continuing to develop standards for the future Internet, IPTV, digital home
technologies, RFID, cloud computing, mobile communication, 3DTV and DMB to
meet the needs of a variety of industries. At the same time, standardization
efforts are being made to increase public benefits in areas such as PPDR
communication and broadcasting, and to standardize the Korean keyboard
layout for mobile devices. In 2010, the Committee commenced standardization in
areas such as maritime e-navigation, e-publishing, digital contents and M2M.

Technical Assembly (TA) and Coordination Committee (CC) The Technical Assembly reviews and resolves issues regarding the establishment, revision and
abolition of TTAS. The Coordination Committee supports the Technical Assembly to ensure
efficient implementation of standardization by coordinating the operations of the Technical
Committee. In 2010, the Technical Assembly held a total of 5 meetings to establish and revise
467 TTA standards and abolish 39 TTA standards (1,070 3GPPs technical specifications were
adopted separately by the IMT-Advanced PG). The Coordination Committee held a total of four
meetings to adopt 521 new standardization work items (SWIs) and abolish 47 invalid or obsolete
SWIs. In addition, the Committee created new project groups that will focus on technologies
requiring standardization (maritime e-navigation, e-publishing, digital contents and M2M), while
closing the LAN and DRM project groups of which technical standards became mature.
Telecommunication Technical Committee (TC2)The Telecommunication Technical Committee handles standardization for broadcasting &
communication convergence technologies which involve IPTV, future Internet developments,
VoIP, IPv6 and digital home services. In 2010, the Committee adopted 149 proposed standards,
including standards for IPTV Interchangeable CAS (iCAS) and ‘An Energy-Aware System
Architecture to Reduce Electric Power Consumption in Homes,’which were then approved by
the Technical Assembly. One technical report was also adopted. In particular, IPTV standards
that were established and revised in 2010 will be applied to domestic IPTV services starting from
2011, ensuring compatibility between IPTV terminals and contents. Also, through collaboration
with TCs of the Korea ITU-T Committee that handle issues regarding ITU-T, the Committee tries
to reflect domestic standards to international standards and vice versa, and to maintain TTA
standards related to communication networks.
Radio Communications Technical Committee (TC3)The Radio Communications Technical Committee is responsible for driving standardization in the
field of radio communications that use wireless communication. In 2010, the Committee adopted
55 draft standards, including standards for a‘Vehicle Interface for Provisioning and Support of
ITS Services’and‘High Data Rate PHY Transmission for WBAN In-body Communications,’which
were then approved by the Technical Assembly. 18 technical reports were also adopted. Radio
communications is a core infrastructure technology that enhances the competitiveness of
essential industries such as the automotive, shipbuilding, construction, medical and defense
industries, and is a critical technology required for public welfare endeavors including disaster
response management. Recognizing its importance in 2011, the Committee plans to work closely
with related standardization forums in Korea to reduce the time needed to develop standards
and to better handle issues involving international bodies such as ITU-R, IEEE, the ZigBee
Alliance and AWG.

IT Application Technology Committee (TC4)The IT Application Technology Committee is responsible for handling standardization for IT
Applications and Next-generation Services. In 2010, the Committee adopted 123 proposed
standards, including standards for ‘Basic Configurations of LED Lighting Network,’‘Visibility
Frame for Visible Light Communication,’and a ‘u-Health Service Reference Model,’which were
then approved by the Technical Assembly. To strengthen standardization in Korea, the
Committee develops standardization plans, prepares and reviews draft standards, develops its
own standards, and quickly accommodates information technology related standards developed
by international standardization organizations to incorporate them into TTA standards.
Information Security Technical Committee (TC5)The Information Security Technical Committee is responsible for standardization of information
security infrastructure, authentication technology for ID management, cyber security and
application service security. In 2010, the Committee adopted 54 proposed standards, including
standards for ‘DDoS Detection and Information Sharing Technology,’‘Multimedia Spam and
Email Spam Response Technology,’and ‘Coding-based Media Security,’which were then
approved by the Technical Assembly. Two technical reports were also adopted. In particular, the
‘Content Monitoring System Interface for Illegal Copy Detection’is notable as it can be used to
prevent illegal distribution of movies and music online. Also, TTA standards such as ‘User
Privacy Protection Technology in CCTV Images’and ‘Bio Security Token-based User
Authentication Technology,’were adopted as new work items in ITU-T SG 17.

nInfra S/W Technical Committee (TC6)The Infrastructure Software Technical Committee is responsible for domestic standardization of
software. In 2010, the Committee created the Marine e-Navigation and e-Publishing project
groups to establish a foundation to develop standards facilitating convergence with other
industries. It also adopted 47 proposed standards, including standards for ‘Requirements for
Web Content Transformation,’which were then approved by the Technical Assembly. 7 technical
reports were also adopted. In 2011, the Committee plans to concentrate its standardization
efforts on key technologies that are utilized in the real world, such as the mobile web,
augmented reality and the next-generation web.
Mobile Communication Technical Committee (TC7)The Mobile Communication Technical Committee is leading domestic and international
standardization for mobile communication technologies such as IMT-Advanced and WiBro. In
2010, the Committee adopted 12 proposed standards, including a standard for ‘Micro USB
Rechargers for Smart Phones’and an ‘MIH: Handover Technology for Heterogeneous Network
Environment,’which were then approved by the Technical Assembly. 1,070 3GPP technical
specifications and 8 technical reports were also adopted. In particular, the candidate technology
for IMT-Advanced (3GPP LTE-Advanced and IEEE 802.16m) that TTA proposed to the ITU-R in
2009 was adopted at the 2010 ITU-R WP5D meeting and is now expecting final approval at the
forthcoming 2012 RA Meeting. In 2011, the Committee will facilitate standardization activities of
the newly created M2M project group and collaborate with 3GPP, IEEE and CJK for IMT-
Advanced technology to receive final approval at the ITU-R for international standardization.
Broadcasting Technical Committee (TC8)The Broadcasting Technical Committee is in charge of driving domestic and international
standardization for next-generation broadcasting technologies, especially those involving
convergence. In 2010, the Committee adopted 27 proposed standards, including standards for an
‘Advanced Codec for Terrestrial Digital Television Broadcasting,’‘eXchangeable CAS
transmitter and receiver interface’and ‘3DTV Broadcasting Safety Guidelines,’which were then

the Committee plans to focus its standardization efforts on next-generation broadcasting service
technologies. It also plans to standardize mobile broadcasting technologies, such as Advanced T-
DMB system & data service technologies, UHDTV audio signals, Terrestrial Open Hybrid TV
(OHTV) and Smart TV convergence applications. In addition, the Committee plans to standardize
transmission and reception of 3DTV broadcasting as international standards through
collaboration with international standardization bodies such as the ITU-R and ATSC.

International Standardization Activities
Cooperation with Key Standardization OrganizationsTTA actively participates in the China/Japan/Korea (CJK) Standards Meetings, Global Standards
Collaboration (GSC) Meetings and the 3rd-Generation Partnership Project (3GPP), contributing greatly
to harmonious collaboration involving international standardization. Korea’s TTA, China’s CCSA, and
Japan’s ARIB and TTC participate in CJK Standards Meetings in which participants work closely with
one another to respond to ITU standardization through 3 work groups (Next-generation Mobile
Communication, Network-based ID and Next-generation Communication Network work groups).
In August, 2010, TTA attended the 15th Global Standards Collaboration (GSC) Meeting held in Beijing
and discussed technology collaboration with major international standardization bodies in High
Interest Subjects (HIS) such as next-generation mobile communication. Especially, TTA introduced
‘Green ICT Standards Roadmap’and proposed collaboration between standardization bodies. In
addition, TTA and ETSI renewed the MOU for enhanced collaboration in key technologies including
M2M, Cloud Computing, and Beyond IMT-Advanced.
As a result of the 3GPP and 3GPP2 standardization activities in which it participated in as an
institutional participant since its foundation, TTA adopted about 6,000 technical specifications and
provided them to ITU as references. Through standardization collaboration, TTA has been elected as
part of its leadership group and was able to have domestic next-generation mobile communication
technologies reflected into 3GPP technical specifications and ITU-R international standards.
Fostering of International ICT Standardization ExpertsThe project to foster international ICT standardization experts was commenced in 2001 with the aim
of having domestic technologies reflected into international standards and also taking more seats in
the leadership groups. In 2010, a pool of domestic ICT standardization experts was
formed with 286 experts to support international standardization activities.
Through this project, the number of seats in the leadership group of
international standardization meetings increased from 16 in 2001
to 160 (118 persons) in 2010, showing rapid growth. The number of
contributions into international standardization meeting also
increased greatly from 31 in 2001 to 333 in 2010.

nSupport for ITU Administration ActivitiesThe somewhat fragmented Korea ITU Committee became more efficient after it was consolidated in
2004. In 2010, in order to keep pace with the convergence of broadcasting and communication
technologies, the Committee strengthened its cooperation with each ITU-R/T/D area and responded to
international standardization by sharing information on current issues.
In May, for the first time in the Asia-Pacific region, the ITU-T SG3 (Tariff and Accounting Principles,
Chairperson: Dr. Park, Ki-shik) was successfully held in Korea to discuss international mobile roaming
rates and international internet connectivity issues. In June, at the ITU-D WTDC, Dr. Seo, Bo-hyeon
was elected Vice Chairperson of the TDAG, raising Korea’s prestige as an IT powerhouse.
In 2010, the Korea ITU Committee analyzed 190 ITU Questions to better participate in international
standardization efforts, and compared 112 ITU recommendations with domestic regulations and
standards to develop a domestic technology criteria and standards actualization plan. As a result, a
national delegation was organized and collectively submitted 399 contributions to lead to ITU’s
standardization issues. Especially, the Committee was able to have domestic spectrum monitoring
technology criteria, AT-DMB standards and a 20-pin recharging terminal standard adopted as
international standards. In addition, the Committee reviewed and replied to 359 ITU circulars, which
further reinforced its ITU administration support role.

Standardization Planning and Infrastructure Preparing
ICT Standardization Strategy and Mid-term Work PlansWith the purpose of providing reference materials for establishing an ICT standardization plan at the
national level and guidelines for technology standardization activities for each industry, TTA annually
prepares an ‘ICT Standardization Strategy Map.’Drawn up in 2010, the ‘ICT Standardization Strategy
Map Ver. 2011’includes 37 key technologies covering convergence technologies, such as mobile
service and magnetic field communications, and analyzes domestic and international trends for each
key technology and suggests standardization strategies. This standardization strategy map was
developed by 500 standardization experts gathered from industry, academia and research labs. Also, to
meet the growing interest in environmental conservation, TTA published a ‘Green ICT Standardization
Analysis’introducing domestic and international trends regarding “green”ICT standardization efforts.
In the mean time, the Strategy Planning Committee under the TTA Standardization Committee
prepared the ‘Following Year’s Standardization Strategy’and mid-term (3-year) work plan.
Analysis of ICT Standardization Scheme and Policy of StandardizationOrganizationsTTA regularly publishes its ‘Analysis Report on ICT Standardization Scheme’to provide an analysis of
standardization trends and strategies of major nations and standardization bodies. This publication
provides key information that domestic industries can use to establish a standardization strategy to
enter overseas markets. It provides monthly news on emerging issues regarding international
standardization bodies via the TTA website. In addition, as broadcasting & communication related laws
and regulations were completed in 2010 after government restructuring in 2008, TTA published an
‘ICT Standardization Laws & Regulations Guide’to provide an overview of the laws and regulations
related to ICT standardization.
ICT Standardization Strategic ForumSince 2000, TTA has organized and operated IT Standardization Strategic Forums to strategically
respond to de-facto international standardizations, to reinvigorate standardization in the civic sector,
and to provide opportunities for information exchange among standardization experts from industries,
academia and research labs. In 2010, based on a public survey, a total of 41 strategic forums covering
all technologies were organized to help the public and professionals alike keep up with the rapidly
changing IT environment. The result has been astoundingly successful with approximately 1,600
corporate and 6,000 individual members actively engaged in activities, producing 224 forum standards
and submitting 607 international contributions to be adopted by the relevant standardization bodies.
In May, the ‘ICT Forum Korea 2010’was successfully held attracting over 700 participants from 41
strategic forums to introduce activities and discuss main issues of each forum.

nCo-operation Organization for Standards Development (COSD) ActivitiesOn November 11, 2008, TTA was selected as the COSD of the Korean Agency for Technology and
Standards, and has developed and disseminated industry standards for ISO/IEC IT international
standards. In the designated area limited to IT (JTC1) of the ISO/IEC, TTA carries out development of
industrial standards and KS maintenance in 5 fields including JTC1 SC6, SC7, SC27, SC35, and SC37.
In 2010, TTA completed several standardization projects including establishment of 2 standards
developed by SC27 and 7 revisions by SC6. TTA also revised 42 industry standards to reflect the
revised international standards and the standards, among industry standards, that were established
in summary form and/or require dissemination of entire content. The revisions were then proposed to
the Korean Agency for Technology and Standards.
Standardization of IT TerminologyTTA is making efforts to standardize IT terminology to help the public and even experts better
understand IT by translating terms in refined Korean, standardizing their notations, and explaining
emerging terms in easy to understand sentences. In 2010, TTA published and distributed its ‘IT
Terms Dictionary CD-ROM ver. 3.4 (2011),’as well as the ‘2010 Standard IT Terms Glossary.’
IT Standardization EducationTo facilitate participation of corporate bodies for ICT standardization and encourage the use of IT
standards more often, TTA held a total of 17 technical seminars and workshops that attracted 1,334
attendees. TTA also held three training seminars for international ICT standardization experts that
attracted 130 attendees. The training seminars were intended to teach theoretical background and
the working-level knowledge necessary to participate in international standardization meetings.
Additionally, one seminar on ICT technology standards & intellectual property rights was held to
facilitate understanding of IT standards and intellectual property rights, drawing 82 attendees, and 3
special lectures on IT standardization for university students were held drawing 331 attendees. The
lectures were intended to enhance university students’ awareness of standardization.
ICT Standardization Thesis ContestFor the purpose of promoting a standardization research environment and discovering new
standardization candidates, TTA hosted its 6th annual ICT Standardization Thesis Contest in 2010. A
total of 17 papers were received for review by outside experts. Among them, the best 5 were
selected and conferred awards by the TTA Technical Assembly in December. It is expected that
some of the ideas in those award-wining papers will be reflected in domestic & international
standardization, contributing to the advancement of Korea’s ICT technology standards and
standardization policies.

Activities of Testing & Certification Services
Since its founding in 2001, by providing domestic and international testing &
certification services for ICT, the TTA Testing & Certification Laboratory has
greatly contributed to the overall improvement of the quality of domestic products
while also helping to prevent leaking of domestic technologies and outflow of
foreign currency reserves, leading to the advancement of the domestic ICT
industry. The lab has made itself available for testing & certification by building a
testing facility for new technologies and acquiring qualifications to serve as both a
domestic and international authorized testing organization. In 2010, to expand
services into new areas, the lab provided a total of 2,593 testing and certification
services (2,100 tests and 493 certifications) as a result of acquiring international
authorized testing qualifications for WiMedia, obtaining designation as a software
conformance testing agency for administration tasks, and by opening a
Broadcasting Equipment Testing & Certification Center.
In June, 2010, at the 3rd World's Accreditation Bodies’Day, TTA was awarded the
Gold Prize by the Ministry of Knowledge Economy for its efforts at ICT testing and
certification.

Major Achievements - Testing & Certification
Network
In 2010, TTA provided testing & certification services for BluetoothTM, LAN/MAN, MMoIP, IPv6, ZigBee,
DSRC, USB and home networking. In order to pioneer new areas, TTA acquired authorized testing
qualification for WiMedia and prepared to become a Wi-Fi authorized testing facility and Continua
authorized testing facility for testing & certification of smart phones and medical devices. As a result, a
total of 741 testing & certification services (533 tests, 208 certifications) were performed.
In detail, BMT was performed for public bodies and communication operators, and TTA established a
firm foundation as a leader of quality verification for the national network infrastructure as a result of
its abilities to measure the quality of government communication networks and Internet phones. TTA
deployed a testing facility for Bluetooth 4.0 Low Energy (LE) and new profiles to provide reliable testing
services. TTA also provided testing services for ZigBee Smart Energy (SE) in relation to low-carbon
green growth. In 2011, the existing testing & certification services will be expanded and strengthened,
while providing a wider breadth of testing & certification services as a result of acquiring qualification
to be an international authorized testing & certification center for Wi-Fi, Continua and USB 3.0 and for
building a testing & certification facility for interoperability of home network devices.
Software
As the first government-authorized software quality certification organization, established under
Article 13 of the Software Industry Promotion Act in Korea, TTA provides testing & certification services
for all types of software, including package SW, mobile SW, SI SW, GIS SW, contents SW and
embedded SW. In 2010, TTA provided a total of 1,396 testing & certification services (1,137 tests, 259
certifications) such as GS certification tests for a variety of domestic and imported software including
IBM DB2, verification tests for XXCAL Japan Inc., BMT for data control tools, and so forth. In addition,
software quality consulting services were provided for 1,233 cases.
TTA was designated as a SW Conformance Test Agency for administration tasks by MOPAS. Since May,
2010, it has provided a total of 31 conformance testing services so that high-quality software suitable
for administration tasks could be utilized by government agencies, and launched an integrity testing
service for e-Learning software for industry through collaboration with NIPA.
In addition to testing & certification services, TTA has provided consulting services for diagnosis and
improvement of testing processes to ensure quality assurance by domestic software developers,
contributing greatly to establishment of a foundation for development of high-quality software and
quality assurance.
TTA also held a GS Certified Product Procurement & Registration Presentation, local presentations in
Busan & Gwangju, a seminar with breakfast and a Software Quality Management Symposium (SQMS)
to promote awareness of the significance of software quality and to present improvement plans for
software quality through software quality certification. TTA also participated in the World IT Show 2010,
where TTA manned its own booth to promote GS certification and GS certified products, thus
facilitating export of domestic products with GS certification. In addition, through cooperation with local
promotion agencies in Daegu, Daejeon, Chungcheong-bukdo, Gwangju, Jeju, Incheon, Jeonju, Anyang,
and Busan, TTA supported acquisition of GS certification, thereby helping local companies promote
awareness of the significance of quality, and contributed to enhancement of the quality of local ICT
products.
Meanwhile, the Sangam Software Testing Laboratory was opened in early 2008 at Nurikum Square in
Sangam-dong, Seoul, and has been receiving good responses from domestic SW companies which
were offered testing and testbed support services in a timely and convenient manner.

Broadcasting
In the broadcasting area, TTA is Korea’s only testing & certification organization that provides
testing & certification services for all aspects of broadcasting, which includes IPTV, terrestrial and
cable DTV broadcasting, Interactive TV (ACAP, ICSP, MHP, OCAP), mobile broadcasting (DMB, DVB-
T/H, ATSC-M/H), and digital A/V interfaces (HDMI). In 2010, a total of 140 testing & certification
services were performed, which includes certification testing, development support testing, and
function testing.
To expand testing & certification services, TTA further deployed an automatic testing environment
tool for Interactive TV middleware (ICSP and ACAP) and a DMB automatic emergency alert service.
TTA also developed test items and performed testing for DVB-T/H for the Jeju Knowledge Industry
Promotion Agency. Continuing from the previous year, TTA conducted comparison tests on various
digital radio transmission systems, contributing to determine domestic digital radio broadcasting
standards. TTA also performed testing on digital A/V interfaces (HDMI) to support exports for SMEs.
Mobile Communication
TTA has been providing testing & certification services for CDMA, GSM, WCDMA and WiMAX mobile
handsets. In 2010, a total of 298 testing & certification services were performed (292 tests, 6
certifications). Concerning GSM/WCDMA, TTA acquired qualifications to be an authorized testing
organization for GSM and WCDMA from the Global Certification Forum (GCF) and PCS Type
Certification Review Board (PTCRB), and thus has been providing global certification and testing
services for such mobile phones. In 2009, TTA built a testing facility for A-GPS/SUPL to provide A-
GPS testing services according to the E911 Act of the US FCC. In 2010, TTA deployed facilities for
Video Telephony (VT) and the USIM Application Tool Kit (USAT) to provide GCF and PTCRB
authorized testing services, and expanded testing services to include HSDPA and HSUPA through
continuous upgrade of the existing WCDMA testing equipment. In 2011, TTA plans to deploy a testing
facility for the emerging Long Term Evolution (LTE) system.
TTA acquired qualification to be a WiMAX Forum Designated Certification Lab (WFDCL) in 2006,
commenced testing & certification services for MRCT, PCT and MIOT in 2008, and expanded its
testing areas to NCT, RRT, RPT and Operator IOT in 2009, covering all 7 testing areas of WiMAX. For
the first time in Korea, TTA completed construction of a mobile WiMAX international authorized
electromagnetic radiation measurement facility in November, 2009. This led to savings of time and
costs as well as elimination of worries about leakage of proprietary design and technology for
domestic manufacturers who previously had to rely on overseas testing labs for Radiated
Performance Test (RPT) Certification. In October, 2010 based on the existing RPT facility, TTA
introduced additional equipment for GSM, GPRS, WCDMA, A-GPS and WiFi OTA testing. Starting
from KOLAS certification scheduled for early 2011, CTIA site evaluation and WiFi-Alliance site
evaluation will then be performed and the corresponding testing services will become available in
mid 2011.

Research on Quality Criteria and Evaluation
Communication Service Quality Evaluation The goal of communication service quality evaluation is to provide users with accurate quality
information thus allowing them to choose the correct service while also fulfilling users’ rights to
know and protect their rights. The quality evaluation of communication services such as 3G, VoIP and
wireless Internet has initiated a quality competition among service providers to improve their service
quality voluntarily. This has also guided communication service providers’ endeavor to invest
efficiently and promoted the expansion of service coverage and provision of related facilities of the
service providers.
For measuring 3G mobile phone service quality for WCDMA, the quality of voice communication and
video telephony was measured at 485 locations nationwide of which quality turned out to be poor in
the previous year’s evaluation. This enabled service providers to determine whether investments
were properly executed. To provide nationwide quality information to users, service providers were
commissioned to perform evaluation for the remaining locations. On a monthly basis, TTA compiled a
list of locations to be evaluated and handed it to the service providers who then performed an
evaluation. The results were then analyzed by TTA. For Internet phones, of which quality had already
been stabilized nationwide, each service provider was allowed to evaluate the quality of Internet
phones at its own discretion. Accordingly, 6 Internet phone service providers with 40,000 home
subscribers or more organized an evaluation pool of 800 households nationwide to perform an in-
house quality evaluation. TTA managed the entire evaluation process, and analyzed and provided the
evaluation results.

Research on Preparing Testing Infrastructure
Network Equipment Benchmark Test (BMT) ProjectTTA built a Benchmark Test (BMT) Center for communication equipment and with it performed 15
BMT tests for informatization projects of government agencies and public institutions. In executing
benchmark tests for communication equipment such as switches, routers, Internet phone sets and
security equipment, TTA carried out testing according to fair testing procedures compliant with
testing goals, thus increasing the possibility of implementing a low-cost, highly reliable, high-quality
communication network. In addition, TTA has cracked the monopoly held by foreign and large
domestic communication equipment providers by developing a structured testing and evaluation
methodology, and providing standardized RFP (Request for Proposal) procedures and testing
support, which has helped level the playing field so that domestic SMEs can be more competitive. The
net effect has been that these efforts have greatly assisted the nationwide broadcasting and
communication network advancement strategies of each government department and public agency,
and expanded market entry opportunities for domestic small & medium network equipment
manufacturers.
SW Testing Infrastructure Project To enable testing & certification services in new SW areas, TTA has developed SW quality evaluation
models in 5 areas including image data pattern recognition SW and database security SW. Also, TTA
received training from the U.S. IIST to figure out international trends for testing technologies and
acquire advanced SW testing technologies. The training also included means to develop TPC-E-based
performance testing tools to acquire source technology for performance testing and execute DBMS
performance testing. TTA has also continuously researched ways to strengthen the GS certification
system by analyzing successful cases of GS certification and collecting various statistical data
regarding both foreign and domestic SW quality.
TTA also expanded and established 3 types of testing equipment for small & medium businesses and
venture firms that have difficulties with implementing testing environments, and provided testing
equipment and technicians to 92 companies to enable them to self-test their products. To distribute
and disseminate professional SW testing techniques, TTA developed comprehensive training
materials and provided 9 training courses covering beginning, middle, and advanced levels to foster
297 SW testing experts. Through operation of the SW testing experts qualification system (CSTS:
Certified Software Test Specialist), 173 software testing experts were raised.
Software Benchmark Test (BMT) ProjectIn order to perform benchmark tests according to a Separate Order Policy for public sector SW, TTA
developed 9 types of evaluation models including a Data Quality Management Tool and an AP Security
Tool, and performed benchmark tests on 46 products for 21 cases. TTA has also provided objective
comparative information on SW products to organizations such as the Korea Post Information Center,
Korean Intellectual Property Office, MOPAS and MOHW. These efforts have helped domestic SW
developers transition from a price-based competition strategy to a technology-based competition
strategy, thus contributing to the development of superior domestic software and early adoption of
the separate ordering system.
Also, to expand the scope of benchmark tests, TTA has developed BMT evaluation models for smart
phone antivirus solutions, ICT service and asset management SW, and also partially improved
existing evaluation models. Meanwhile, TTA has promoted its benchmark tests by presenting
benchmarking procedures and success cases to buyers in the public sector via Software Separate
Ordering Experts and Informatization Manager courses.

Internationalization/Localization Testing & ConsultingTo improve the quality of domestic SW to promote exports to Japan, TTA deployed a testbed that
simulates the local environment in Japan and developed globalization and localization guidelines. So
far TTA has provided testing and consulting services for 21 companies that had encountered
difficulties in exporting to Japan.
As software quality testing became an intricate part of the globalization and localization efforts of
domestic software developers, it helped them meet the demanding quality requirements in Japan
and also save costs. Through this, software developers, who previously faced difficulties exporting
due to tight quality and localization requirements of Japanese markets, are expected to meet the
requirements effectively in a shorter period of time, making significant contributions to software
exports. These services are expected to expand to other countries such as China and Europe.
CC Evaluation for Information Security ProductsThe Common Criteria (CC) Evaluation System is used to evaluate information security products, such
as intrusion prevention systems and intrusion detection systems, to see if they comply with
international common criteria (ISO/IEC 15408) and evaluation methodology (ISO/IEC 18045). In
October, 2009, TTA was designated as a CC Evaluation Organization by the NIS. In 2010, TTA provided
CC evaluation services and CC evaluation consulting services for 13 products including access
control systems and PC antivirus SW. As part of the CC evaluation consulting service, senior
assessors pre-check products and assurance documents to see if they comply with common
evaluation criteria, facilitating use of the CC evaluation and certification system. As of 2010, TTA
operates 8 evaluation teams consisting of 4 senior assessors and 2 technical assessors, and plans to
expand the evaluation teams further by continuously fostering a group of technical assessors.
Deployment of Testbed for IPTV-based TechnologyAs IPTV services and technologies advance, TTA has deployed an IPTV standardization testbed in
phases and plans to advance the testbed further to promote domestic IPTV standardization and
vitalization of related industries.
In 2010, TTA deployed testing facilities to verify standards for technologies including an ‘IPTV
Interchangeable CAS’and ‘Guide for IPTV Service Discovery and Contents,’and adopted the results
for standardization. A part of the iCAS testing specification was selected as the testing method for
conformance test of IPTV terminals thus contributing to commercialization of the iCAS standard. By
utilizing the testing facility deployed as an open lab, TTA provided 66 testing services to support
development of IPTV technologies by SMEs and help dissemination and adoption of standard
technologies across industries. Developed in 2009 to verify the possibility of implementing IPTV
middleware standards (ICSP), the Java-based middleware reference implementation has been
distributed as an open source since March, 2010. The new Web-based middleware reference
implementation, developed in 2010, will also be distributed as an open source from 2011, leading to
early adoption of standard technologies and saving development costs for IPTV terminals,
middleware and application developers. Finally, testing facilities for IPTV terminals and middleware
(test specifications, test suite and test tools) were also upgraded to establish a foundation for quality
certification for IPTV terminals.

Development of International Authorized DVB-H Testing EquipmentThe goal of the international authorized DVB-H testing equipment development project is to verify the
DVB-H terminal testing system used for mobile broadcasting for GSM mobile phones in Europe, and
to obtain designation as an international authorized GCF testing agent.
In 2009, TTA completed verification testing on a pre-certification system, with which manufacturers
can perform pre-certification testing easily before fully developing products and obtaining official
certification. In 2010, it conducted verification on the DVB-H certification system, which was
implemented with IEC62002-1/2 international standard testing specification (Mobile and Portable
DVB-T/H Radio Access Interface) in addition to the testing system developed in 2009. The testing
results of TTA (a GCF’s international authorized testing agency) were registered with the GCF, and the
testing equipment verified by TTA was also designated as international authorized DVB-H testing
equipment.
Establishment of the Next-generation Broadcasting EquipmentCertification InfrastructureFrom 2010~2013, as part of a 4-year plan aimed at increasing domestically produced products and
establishing a foundation for the broadcasting equipment industry through enhancing the quality and
reliability of domestic broadcasting equipment, TTA collaborates with broadcasting companies,
manufacturers, academia, research institutions and government agencies to deploy comprehensive
testing & certification infrastructure for next-generation broadcasting equipment (HD, 3DTV, UHD, etc.).
In the first year, TTA developed testing specifications and deployed testing facilities for 9 types of HD
broadcasting equipment for terrestrial broadcasting, and has provided testing & certification services
since November 16, 2010. Also, graphic text generators, video monitors for broadcasting, video
servers, H.264 encoders, DMB data encoders, transmitters, repeaters, modulators and receivers
were selected as broadcasting equipment subject to testing & certification. For each broadcasting
device, TTA organized a testing specification development committee to develop testing
specifications. A total of 238 test items were developed for 9 types, and key test items include
performance, functionality, interoperability and reliability. Furthermore, TTA successfully held the
opening ceremony of the Broadcasting Equipment Testing & Certification Center on November 15,
2010, and participated in the Korea Electronics Show to promote the goal and benefits of this project
to domestic broadcasting companies and broadcasting equipment manufacturers .
Deployment of Infrastructure for Testing, Certification and Commercializationof the Next-generation Mobile Convergence Parts TerminalTTA deployed testing & certification infrastructure for convergence terminals (smartphones) that can
provide various services through specialized applications, and researched how to provide testing &
certification for next-generation mobile transmission technologies such as Long Term Evolution
(LTE) that enables seamless transmission & reception of application data.
In April, 2010, TTA acquired qualification to be an ISO/IEC 17025-based international authorized
testing lab for Video Telephony (VT) and USAT. TTA also acquired qualification to be a PTCRB
international authorized testing lab for VT in June, 2010, and has provided GCF/PTCRB international
authorized testing services since late 2010.
Also in 2010, TTA’s internal procurement committee and central equipment procurement review
committee reviewed procurement procedures for testing & certification facilities for LTE. Based on
the results, it will introduce LTE performance testing equipment in early 2011. In late 2011, TTA plans
to acquire qualification to be an ISO/IEC 17025-based international authorized testing lab for LTE
performance testing equipment introduced.
