Our country has experienced disasters large and small in the recent past. Each time an animal needed assistance or a veterinarian needed support, the American Veterinary Medical Foundation (AVMF) has channeled its resources to reach out and help animals in need around the country. From January 1 – December 31, 2006, donations to the AVMF totaled $973,971 and grants awarded totaled $845,012
We are deeply grateful to all who have contributed. Your contributions can help save a pet injured in a disaster, ensure that every community is prepared to help animals when a disaster strikes, and assist those selfless veterinarians who give their all after a major disaster.
On behalf of the more than 12,000 animals who were directly helped through our efforts last year, we thank you.

VMATs: Caring for animals in emergencies
In the aftermath of Hurricane Katrina, AVMF received many letters from pet owners, including children, expressing their gratitude for assistance offered to help rescue beloved pets.
Between August 2005 and December 2006, Veterinary Medical Assistance Teams (VMATs) responded to three hurricanes: Katrina, Rita and Wilma, caring for thousands of pets in need.
When the local veterinary community is overtaxed during disasters and public health crises, VMATs are there to supplement the community’s infrastructure so animal victims can be helped and public health issues addressed. Highly trained teams of veterinarians, veterinary technicians, and support personnel provide nationwide aid during times of disaster.
VMATs also bring in federal money and supplies during disaster recovery to help get the local veterinary infrastructure up and running as soon as possible. Thanks to their Incident Command System (ICS) training, VMATs provide structured management to a disaster site if the local infrastructure is unfamiliar with managing a large-scale disaster situation.
When they are not deployed, teams undergo heavy training for hazardous materials (HAZMAT), foreign animal diseases, ICS, National Incident Management System, field diagnostics, and more.
Thanks in part to assistance from AVMF, the AVMA disaster program in 2006 was able to fund:

After the storm: One hospital’s experience
Despite their homes being swept away by Hurricanes Katrina and Rita, two Louisiana
veterinarians in Metairie, La., pressed on. And when the levees broke, Carolyn Carriere,
DVM, Patrick McSweeney, DVM, and his wife, Beverly McSweeney, jumped to action,
rescuing animals trapped by the floodwaters.
In all, the team triaged over 1,000 animals in 45 days and hospitalized 185. Treatment
was provided to many dogs and cats, as well as squirrels and other wildlife, and ranged
from emergency procedures to surgical implantation of feeding tubes.
“It was unbelievably heartwrenching at times,” said Dr. McSweeney, who, along with
Dr. Carriere and Beverly at first had to travel by boat to reach pets. When they found
live animals, they often were standing guard over their dead pet housemates. “We
concentrated on the living and kept up the fight. It was a privilege to have helped.”
By sheer luck, Animal Medical and Surgical Hospital had electricity just days after the
disaster. Located in a civil lockout area, the hospital team worked with the military,
which allowed the team to care for rescued animal and take the animals outdoors after
curfew hours. After working 20-hour days, the three spent their nights sleeping on the
clinic floor on dog beds. They survived on meals ready to eat provided by the military.
To help offset a portion of the cost for veterinary supplies and food, the American
Veterinary Medical Foundation provided 2 grants totaling $4,000 in relief to the Animal
Medical and Surgical Hospital.
“Every bit helps,” said Dr. McSweeney, who estimated his total losses for care they
provided to be at over $150,000. “You do it out of the goodness of your heart.”

A show of support: Veterinarians nationwide lend a hand
In the wake of the hurricanes, compassionate veterinarians from 29 states nationwide responded with an outpouring of support. Volunteers traveled from as far way as Canada to help
rescue pets left behind and provide medical care without a single thought about being reimbursed for their efforts.
Thanks to AVMF, many were able to recoup some costs for treating, sheltering and transporting animals out of the devastated areas. The Foundation contributed over $300,000 in support
of individual veterinarians who volunteered many weeks and long hours in the response.
“So many of these people had lost everything, but finding their pet seemed to make the other losses secondary,” said Kristine Ellis, DVM, who traveled from Portland, Oregon to
Hattiesburg, Miss., for a week of evaluating, examining and treating animals evacuated from the coast. “We all lived for the moment when a bell would ring, indicating that a pet had been
reunited with its owner.”
Even a month after the hurricanes, Lois Ann Saucke, DVM, and her team encountered hundreds of dehydrated, starving animals suffering from skin conditions and diarrhea due to the
toxins in the environment. The Canadian team worked admission/triage of new arrivals in St. Bernard Parish, spending days microchipping, vaccinating, and treating cats and helping
prepare them for transport to other humane organizations in Florida, Virginia, Texas and Delaware.
Aileen Ruiz, DVM, fled to Pittsburgh from her hometown of St. Bernard Parish only to return two weeks later to help with volunteers and armed forces at Camp Lucky. They set up a
makeshift triage and shelter and began work with no running water or power. “No words can describe the sadness felt upon arriving in my hometown,” she said. “In the end, even though I
lost my home/job due to this devastation, I am most grateful to have participated in rescuing these animals whom were my patients in my parish.”

Disaster Preparedness, State Animal Response Teams
Animal responders prepare for the worst
Local and state animal response teams are often the first responders in a disaster,
making preparedness programs essential to protecting the health and safety of animals
and people. The American Veterinary Medical Foundation (AVMF) has been a key
supporter of programs to enhance training of these individuals.
State and Community Animal Response Teams (SARTs and CARTs) have been growing in
number over the years, with approximately 44 states and territories having some sort of
official animal or agriculture emergency program that involves veterinarians or animal
health experts, according to Elizabeth Wang, Texas SART’s executive director.
Recent AVMF-sponsored training events include:
• A national preparedness meeting put on by the Texas Veterinary Medical Association
in December 2006 in Las Vegas. The meeting generated a huge response, with
representatives from 33 states in attendance. Topics included: the No Pets Left Behind
Act, critical resource management issues planning, and state planning for animal and
agricultural emergency programs.
• Two Nevada Veterinary Medical Association disaster-preparedness training courses
in Las Vegas and Reno in August 2006. The groups discussed: bioterrorism awareness,
ICS training, disaster triage, and foreign animal diseases, among other topics. Goals
were to bring together key stakeholders from around the state and raising awareness of
the importance of proper training and having an animal disaster response plan in place.
• A December 2006 SART/CART Summit meeting by the New Jersey Animal Emergency
Working Group in Freehold, NJ, in December 2006. First-responders learned about
personal protective equipment, veterinary MASH medicine at a disaster site, how to set
up a shelter trailer tent, the psychological impact of disasters and avian influenza.
Thanks to grants from the American Veterinary Medical Foundation, these and other
local and state response teams are better prepared should a disaster strike.

Cash This is the easiest way to give. You can deduct cash gifts from your income in the year they are donated.
Stock and other securities Gifts of appreciated stocks, bonds, and mutual funds, can be an excellent way of making a gift to the American Veterinary Medical Foundation, and at the same time can result in additional tax savings for you.
Estate gifts Gifts through a will or living trust allow you to control the assets during your lifetime and make an impact on the future of the AVMF after your death. These gifts reduce your estate and could help reduce your estate taxes.
Charitable IRA Gifts (Pension Protection Act of 2006) For the first time ever, from now through December 31, 2007, individuals age 70 ½ and older may make gifts from their traditional IRA accounts directly to the American Veterinary Medical Foundation and other qualified charities without being subject to Federal income tax on the IRA withdrawal. Individuals may rollover $1,000, $5,000 or any amount up to $100,000 per year. The gift qualifies for the individual’s minimum distribution and could substantially lower taxes. Gifts must be made from the IRA Administrator directly to the charity. Please be sure to have your IRA Administrator identify you as the donor when transferring a gift to the American Veterinary Medical Foundation. We encourage you to consult your own legal or tax advisor to see how you may be affected by the new law.
