ABOUT MAHARASHTRA

Maharashtra is the second largest State in India in terms of population and geographical

area (3.08 lakh sq.km) of the country. The state has actual population of 112, 372, 972 (as

per 201 Census (Provisional) which is 9.29 percent share of total population of India. It is

bounded by Arabian Sea in the West, Gujarat in the North West, Madhya Pradesh in the

North, Andhra Pradesh in the South-East and Karnataka and Goa in the South. The Konkan

Coastal stretches about 720 kms long in the West and the Sahyadri ranges parallel to the

seacoast at about 80 Kms wide in the East. To the coast of the Sahyadri stretches a vast

plateau. This plateau is drained by the three great rivers Godavari, Bhima and Krishna,

which rise in the Sahyadri and flow eastward across Indian Peninsula into the Bay of

Bengal.

The State has 35 districts, which are divided into six revenue divisions viz. Konkan, Pune,

Nashik, Aurangabad, Amravati and Nagpur for administrative purposes. The State has a

long tradition of having statutory bodies for planning at the district. For local

self-governance in rural areas, there are 33 Zilla Parishads, 355 Panchayat Samitis and

27,993 Gram Panchayats. The urban areas are governed through 23 Municipal

Corporations, 222 Municipal Councils, 4 Nagar Panchayats and 7 Cantonment Boards.

Mumbai, the capital of Maharashtra and the financial capital of India, houses the

headquarters of most of the major corporates & financial institutions. India’s main stock

exchanges & commodity exchanges are located in Mumbai.

Literacy

As per the census 2011 (Provisional), literacy rate was 82.91 per cent. It was 89.82

percent and 75.48 percent for males and females respectively.

Working Population

The composition of workers in 2001 indicates that the proportion of main workers to

total population in the state decreased from 39.3 percent in 1991 to 35.9 percent in 2001.

However, the proportion of marginal workers to total population, which was 3.7 percent

in 1991, increased substantially (6.6 percent) in 2001. The proportion of main workers to

total workers, which was 91.4 percent in 1991, declined to 84.4 percent in 2001.

State Income

The preliminary estimates of the State Income of Maharashtra at current prices for the

year 2009-10 is Rs. 8,71,891/- crore and the per capita State Income is Rs., 74,027/-. At

constant prices, the State Income in 2009-10 is estimated at Rs. 6,34,829/- crore and the

per capita State Income at Rs. 57,458/-.

INDUSTRIAL SCENARIO

Maharashtra has been in the forefront in sustaining industrial growth and in creating

environment conductive to industrial development. Investment – friendly industrial

policies, excellent infrastructure and a strong and productive human resource base have

made it a favoured destination for manufacturing, export and financial service sectors.

However, the year 2008 – 09 witnessed a heavy turmoil in the global economy, which had

an impact on the Indian as well as State economy.

The advance estimate of Gross State Domestic Product (GSDP) is expected to grow at 10.5

per cent during the year 2010 – 11 as against 8.7 per cent during the previous year.

Industry Sector is expected to grow by 9.1 percent. Services Sector is expected to grow by

10.9 percent during the year.

The preliminary estimate of GSDP at constant (2004 – 05) prices was Rs. 7,01,550 crore

during 2009 – 10, as against Rs. 6,45,492 crore in 2008 – 09, showing an increase of 8.7

per cent. The GSDP during 2009 – 10 at current prices was Rs. 9,01,330 crore, showing an

increase of 16.6 per cent over that of the previous year.

The State continued to attract highest industrial proposals resulting into maximum

generation of employment compared to other State due to availability of better

infrastructure, skilled human resources and stable social conditions. The State’s share in

proposed investment and employment in the country is 10 and 15 percent respectively.

Total 20,484 industrial projects, including FDI projects with an investment of Rs. 9,20,121

crore have been approved for setting up new industries in the State during August, 1991

to August, 2010. By the end of August, 2010 with an investment of Rs.1,95,407 crore,

8,322 projects were commissioned. Total 796 industrial project including FDI projects

with an investment of Rs. 1,51,209 crore and proposed employment of 2,25,710 were

approved during September 2009 to August, 2010. During the same period, 36 projects

with an investment of Rs. 8,673 crore and employment of 9,458 were commissioned.

The industrial policy reforms have reduced the industrial licensing requirements,

removed restrictions on investments & expansions and facilitated easy access to foreign

technology as well as foreign direct investments. Since August, 1991 to August, 2010 total

16,140 industrial projects with a investment of Rs. 6,95,516 crore generating 30.24 lakh

employment have been approved by the Government of India for setting up

industries/mega projects in the State. Maharashtra has remained one of the favoured

destinations for industrial investment in the country maintaining status of the most

industrialized State and has successfully attracted a large share of industrial investments

in the post liberalization era, from both domestic as well as foreign entities.

The State has adopted the Special Economic Zone Policy (SEZ) with effect from 10th Feb.

2006. The SEZs notified as duty free enclaves, have a relaxed and business friendly policy

regime, aimed at promoting rapid industrial development and employment generation. It

is expected that this will trigger inflow of large foreign and domestic investments in

infrastructure for SEZs and productive capacities, which will lead to generation of

additional economic activities and employment opportunities. Upto 31st December 10,

233 SEZ proposals were received in the State, of which 143 SEZ were approved by the

Central Government (105 formal and 38 in principle approvals) and 63 of them are

notified SEZ.

The State Government has taken a number of initiatives to promote development of

Information Technology (IT) / Information Technology Enabled Services (ITES) sector in

the State. The Steps include formulation of a progressive sector-specific policy,

development of IT parks and the knowledge corridors. As envisaged in ‘Information

Technology (IT) and Information Technology Enabled Services (ITES) Policy, 2003’, the

State has offered various fiscal incentives to IT / ITES industries. Besides, non-fiscal

incentives like additional FSI, permitting software industry in residential areas, suitable

permissions to develop communication systems, self-certifications under labour laws are

also offered.

In view of this, 36 public IT parks are established by MIDC and CIDCO. For getting private

participation in creating world-class infrastructure for IT industry, 425 private IT parks

have been approved, out of which 88 IT parks have started functioning. These are located

in Mumbai (41), Thane (9) and Pune (38) district. These functioning IT parks with

investments of Rs. 1,403 crore are creating 1.87 lakh jobs. The remaining 337 IT parks

with investments of Rs. 6,347 crore have been given Letters of Intent and are expected to

generate 8.46 lakh job opportunities. Public, Bio-Tech (BT) parks are also developed in

the State at MIDC Jalna and MIDC Hinjewadi (Pune). While four private BT parks are

being developed in the state with total investment of about Rs. 300 crores.

About MSME-DI, Mumbai

MSME-Development Institute, Mumbai was established in the year 1954 as Small

Industries Service Institute, Mumbai. In the year 1960, it was shifted to its own premises

at Sakinaka, Mumbai. The MSME-DI, Mumbai (erstwhile SISI, Mumbai) Building was

inaugurated on 17.04.1960 by Hon'ble Shri S.K.Wankhede, the then Minister of Industry,

Govt. of Maharashtra. The Office was headed by its first Director Shri R.V.Patel. The

Institute is presently headed by Shri G.M. Ambhore, Director.

MSME-DI, Mumbai is engaged in the promotion and development of MSME Sector in the

State of Maharashtra. Consultancy Services / Guidance is one of the important activities of

the Institute. The important consultancy services being rendered by the Institute includes

techno, economic, managerial, export related and promotion of entrepreneurship. The

Institute also coordinates and implements various policies and programmes of the Central

Government. The important functions, of the Institute to MSME Sector in the State are

briefly stated below:

� Conducting ESDPs, BSDPs, EDPs, MDPs and Motivational Campaigns.

� Collection of Statistics on Production Indices, wholesale Price Indices

� Programmes on ISO 9000, 14000 etc

� Consultancy on Economic Aspects.

� Vendor Development Programmes-cum-Exhibitions.

� Cluster Development Initiatives.

� A range of Training programmes for prospective Entrepreneurs

� Specialized Training programmes on CAD/CAM/CNC etc

� NMCP Programmes.

This Institute provides support/services to the State Government as well as co-ordinates

various activities for the prospective and existing entrepreneurs at the state level for

promotion and development of small-scale industries. 23 districts of Maharashtra are

under the jurisdiction of this Institute and its Branch Development Institute at

Another Institute at Nagpur looks after the remaining 11 districts of Maharashtra.

MSME-DI, Mumbai provides various types of extension services and assistance in setting

up of units, promoting and developing products and Services for the MSME. The Institute

has Technical Officers to provide guidance in all trades viz. Metallurgy, Mechanical,

Chemical, Leather, Electrical, Electronics, Food Industry, Management and Economic

Investigation, Export and Industrial Design.

Divisions

This Institute has Officers in the Divisions like Industrial Design, Electrical, Mechanical,

Industrial Management & Training, Economic Investigation, Leather & Footwear,

Metallurgy, Glass & Ceramics. In addition we also have CAD/CAM Centre. These divisions

provide Technical Consultancy & Training for the Existing & Prospective Entrepreneurs.

The CAD/CAM Centre has been set up with the support of Indo German Tool Room,

Aurangabad, and imparts training in the field of Computer Aided Designing & Machining.

Library

MSME-DI, Mumbai has a well-equipped library containing Books, Technical Journals,

Periodicals, Project Profiles, Government Circulars and book relating to

Entrepreneurship, Management etc, for MSME Entrepreneurs for reference. During the

current year the Office has procured 60 new Technical books. Around 3500 visitors

visited the Library during the year 2011-12.

Infrastructure

The Institute has 04 air conditioned Training Halls which have been equipped with

modern training equipments like laptops, LCD Projectors etc. In addition, it also has a

conference hall. As a part of Office Automation this Office has about 50 + computers with

Leased Line Connectivity.

Workshop

The Common Facility Workshop Tool Room attached to MSME DI, Mumbai provides

valuable services in the field of Job work & Training to the MSME in and around Mumbai.

The modern machineries like CNC EDM Wire cut and CNC Milling & Boring Machine, CNC

Machining Centre etc. are providing quality services to the MSME Sector. During the year

2011-12 Workshop earned a Revenue of Rs. 8,83,374/- as against the target of Rs.4.00

Lakhs through Training & Job work Facility. 96 Candidates were trained and 136 Units

were provided Job work facilities.

SENET

SENET Division is equipped with latest IT Infrastructure and Leased Line Connectivity.

The important divisions of this Institute are networked with SENET through LAN to

facilitate easy exchange of data. The website of MSME-DI Mumbai is designed, maintained

& updated from SENET Division. SENET Division helps the technical division for

Collection of Data, sending emails etc

Lean Manufacturing Competitiveness Scheme (LMCS) for MSMEs

In the State of Maharashtra, Lean Manufacturing Competitiveness Scheme is being

implemented jointly by NPC, Mumbai and NPC Head Quarter, New Delhi and so far 14 Nos.

Lean Manufacturing clusters (Mini Clusters) have been identified and assisted through

consultants as detailed below :-

MSME-DI, Mumbai has been attending meetings convened by the Host Institutions and

provide every assistance to Host Institutions and incubates in the State.

IP Facilitation Centre (IPFACE), NCL, Pune

IP Facilitation Centre (IPFACE) aims to promote awareness and adoption of intellectual

property rights amongst entrepreneurs and MSMEs, also making accessible high-quality

IP services and resources, IPFACE is a project of the Venture Centre supported by

Ministry of MSME, Govt. of India and National Chemical Laboratory, Council of Scientific

and Industrial Research, India. IPFACE is located at the NCL Innovation Park, Pune, India.

The activities and events held at IPFACE since the launch of IPFACE has been reported

every quarterly to O/o. DC (MSME). At the out set few achievements during 2011 – 12 is

as listed below:

• In the month March 2012, IP Facilitation Centre, Pune have successfully filed

Geographical Indication (GI) application of “Devgad Alfanso Mango” for

Devgad Taluka Amba Utpadak Sahakari Sanstha Maryadit.

• Patents : 11 Nos.

• Trade Marks : 22 Nos.

• Copy Right : 1 No.

• Awareness / Sensitisation : 13 Nos.

Programme on IPR

• Workshop on IPR : 8 Nos.

MSME-DI, Mumbai being one of the member on Steering Committee of IP Facilitation

Centre has been attending the Steering Committee meeting held quarterly and providing

every necessary support to IP Facilitation Centre.

Brief write-up of the various other initiatives taken up by this Institute

under NMCP

1. Awareness Programme on Design Clinic was organized by Br. MSME-DI,

Aurangabad in association with Maharashtra Centre for Entrepreneurship

Development at Aurangabad on 17th April 2011. Total 23 participants attended

the programme.

2. A Design Awareness Seminar was orgnised by National Institute of Design, MSME,

Industrial Associations viz. CMIA & MASSIA, IDBI Bank and MCED, Aurangabad on

18.01.2012 for MSME of Auto Cluster and Engineering units in Aurangabad. Total

57 participants attended the programme.

3. A Design Awareness Seminar was organized by Br. MSME-DI, Aurangabad & IGTR

in association with National Institute of Design, Industries associations like CMIA

& MASSIA at Aurangabad on 27th March 2012. Total 101 participants attended the

programme.

4. Work shop on Design Clinic was organized by Br. MSME-DI, Aurangabad in

association with Maharashtra Centre for Entrepreneurship Development at

Aurangabad from 24.03.2012 to 28.03.2012. Total 20 participants attended the

programme.

5. A.D. (Chem) attended programme on MSME Scheme – Screening Agribusiness

Ideas pertaining to NMCP schemes – Formation of Incubators on 26th Sept 2011 at

Mumbai. Around 23 units were present for the programme. Motivated MSME units

for availing the benefits of NMCP Schemes.

6. A Seminar on Bar Code was organized in collaboration with GS1 India on

18.05.2011 at Mumbai. Around 85 representatives of MSMEs were present for the

programme.

7. One day Seminar on Bare Code was organized at Kudal, Dist. Sindhudurg on 24th

Sept. 2011. Total 26 participants along with the officials from DIC, Sindhudurg,

Chamber of Commerce & Industry and special invitees were present for the

programme.

8. Awareness programme on ‘To Acquire Product Certification Licenses’ was

organized in Association with Electronic Co-op. Estate, Pune on 2nd Dec. 2011 at

Pune. Shri P.K. Shilotri, Dy. Director General, Bureau of Indian Standards, Mumbai

inaugurated the programme. Shri M.V. Bhagat, Joint Director of Industries, Pune

region Chaired the function. Director, MSME-DI, Mumbai and General Manager,

District Industries Centre, Pune also attended the inaugural function. Total 82

participants attended the programme.

9. Lean Manufacturing Cluster review meeting was convened under the

Chairmanship of Director, MSME-DI, Mumbai with Lean manufacturing

consultants, SPV representatives and NPC officials on 27th Dec.2011 at Mumbai, to

discuss the current progress of lean implementation in Mini Clusters identified in

the jurisdiction of MSME-DI, Mumbai.

10. MSME-DI, Mumbai had mobilized 10 MSME units to participate in the State Level

Agro Exhibition conducted at Nashik from 1st Dec. to 5th Dec. 2011 and to utilize

the subsidy provided under NMCP Scheme.

11. A Sensitization Programme on Barcode was organized on 7th Jan. 2012 at Mumbai.

Shri Saha, Director, Indian Institute of Packaging, Mumbai was the Chief Guest of

the programme. During his inaugural address he informed the participants the

importance of Bar-coding in the modern marketing scenario and explained the

importance of packaging in local and export market. Shri Shivsahay Panda,

Regional Manager, GS1 India explained technical procedure of acquiring and

implementing barcode. He also explained the meaning and uses of various types

of presentation of barcode including availability and procedures in using the

hardware required for Barcoding for any industry. About 50 entrepreneurs of

various industries of Maharashtra participated in the programme.

12. Awareness programme on Quality Management Standards & Quality Technology

Tools (QMS/QTT) was organized in association with Bombay Small Scale

Industries Association & MSE-CDP Clusters on 8th Jan. 2012 at Mumbai. During the

programme topics such as Total Quality Management & QMS, Introduction to

Quality Management Standards, Quality M.S. Environment M.S., OHSAS food safety,

Six Sigma Methodology, S.S. & TQC Tools, Total productive maintenance were

covered. Total 67 participants benefited during the programme.

13. Awareness programme on Intellectual Property Rights was organized on 16th Feb.

2012 at Aurangabad in association with MASSIA, Aurangabad. Director had

addressed the participants about the various Govt. schemes for development of

MSMEs. Total 98 participants attended the programme.

14. Awareness programme on Intellectual Property Rights was organized in

association with Panvel Industrial Co-operative Estate, Panvel on 29th Feb. 2012 at

Panvel. Shri Dev Dutta Jha, Director, Scientist ‘F’ Head, Bureau of Indian Standards,

Mumbai had inaugurated the programme. Director, MSME-DI, Mumbai briefed the

participants about the Ten component of NMCP Schemes of Govt. of India. M/s. IP

Facilitation Centre, Pune and M/s. R.K. Dewan & Co., Pune gave the Power Point

Presentation on the IPR issues. Total 54 participants benefited during the

programme.

15. Director inaugurated the programme on Packaging for Exports organized on 18th

Feb. 2012 at Aurangabad. Total 57 participants attended the programme.

16. Motivated 10 MSMEs to participate in “KIRSHI 2011 International Agriculture

Fair” at Nashik from 1st to 5th December 2011 and reimbursement to these units is

under process.

17. Director inaugurated a Conference on Lean Manufacturing Practices organized by

Chamber of Marathwada, Industries & Agriculture in association with National

Productivity Council on 18th Feb. 2012 at Ajanta Ambasssador (Hall), Aurangabad.

About 120 entrepreneurs attended the conference and witnessed the presentation

on various schemes of Ministry of MSME and NMCP, etc.

18. Awareness programme on NMCP schemes was organized by Br. MSME-DI,

Aurangabad at Waluj, Aurangabad. Total 58 participants from various industries

participated in the programme.

19. Under the lean manufacturing competitiveness programme, following five clusters

have been identified and diagnostic studies have been completed by the

consultant and submitted to NPC for further necessary action:

a) CMIA Lean Cluster Pharma.

b) CMIA Lean Cluster Packaging.

c) CMIA Lean Cluster Engineering

d) CMIA Lean Cluster Automotive.

e) MASSIA Auto Component Cluster, Waluj.

The consultant has been identified and cluster members are in the process of

signing the tripartite agreement.

20. Support to EEPC under NMCP for reimbursement of Stall charges of 18 MSEs who

participated in the Exhibition at Mumbai in the month of March 2012.

CLUSTER DEVELOPMENT (MSE-CDP)

MSME-DI, Mumbai, since 2006, the year in which Cluster Development approach was

initiated to address the issues before Micro, Small Enterprises like sustainable growth,

cost competitiveness, export marketing, capacity building and technology up gradation

through the introduction of SI-CDP and in the year 2008 when MSE-CDP new guidelines

issued, so far 30 clusters have been identified in the State of Maharashtra. Soft

Intervention programmes were undertaken in the following 5 clusters by MSME-DI,

Mumbai and Br. MSME-DI, Aurangabad :

1. Auto Component Cluster, Aurangabad

2. Printing Cluster, Aurangabad

3. Tiny Engineering & Allied Industries cluster, Aurangabad

4. Toy Cluster in western Suburbs of Mumbai

5. Herbal & Cosmetic Cluster, Mumbai

a) Auto Component Cluster, Waluj, Aurangabad: -

� Diagnostic study has been completed and submitted to

O/o.DC (MSME), New Delhi.

� Soft intervention has been completed.

� The SPV has been advised to submit DPR for Hard Intervention

by O/o. DC (MSME), New Delhi for consideration.

b) Printing Cluster, Chikalthana, Aurangabad :

� Diagnostic Study has been completed and submitted to O/o. DC

(MSME), New Delhi has been approved.

� Soft Intervention was approved in the 22nd Steering Committee of

MSE-CDP held on 2nd June 2010-2011.

� The SPV had submitted the DPR for Hard Intervention (Setting up

of Common Facility Centre) to O/o. DC (MSME), New Delhi which

was returned back with a request to submit the same through

State Govt. after appraisal from SIDBI.

� The SPV has not submitted the revised DPR till date.

c) Tiny Engineering & Allied Industries Cluster, Chikalthana,

Aurangabad.

� Diagnostic study has been completed during 2009 – 10 and was

submitted to o/o. DC (MSME), New Delhi which has been return back

with a remark that the detailed action plan for Soft intervention need

to elaborated the details like No. of participants. As per minutes of the

meeting with DC (MSME) vide their letter No. 21/Din

(TR)/Misc/Aur/2011/tr dated 5.4.2011, the cluster members were

advised to submit proposal for hard intervention first. Soft

intervention related activities can be covered under training

programmes of MSME-DI or can be considered later on if necessary.

� The Tiny Industrial Co-op. Society has been advised to work on Hare

Intervention for exploring the possibility of setting up Common

Facility Center for consideration.

d) Toy Cluster in Western Suburbs of Mumbai : Toy Cluster in Western Suburbs

Mumbai was undertaken by this Institute for overall development of the cluster.

Actions has been initiated for forming Special Purpose Vehicle (SPV) and the work

of preparation of DPR is under process. Soft interventions in respect of marketing

support, capacity building, technology & quality upgradation, developing trust

amongst the cluster members, awareness regarding various financial schemes of

MSMEs etc. were carried out.

e) Herbal & Cosmetic Cluster, Mumbai : This Institute with the approval of O/o. DC

(MSME), New Delhi had selected Herbal & Cosmetic Cluster, Mumbai for providing

necessary support and assistance for the cluster members. Soft interventions in

respect of marketing support, capacity building, technology & quality upgradation,

developing trust amongst the cluster members, awareness regarding various

financial schemes of MSMEs etc. were carried out. End Project Report (EPR) of the

said cluster has been prepared and forwarded to O/o. DC (MSME), New Delhi.

Apart from these 5 clusters, MSME-DI, Mumbai has been providing necessary support and

assistance to the Directorate of Industries, Government of Maharashtra to carry out soft

interventions and hard interventions (e.g. preparation of Action Plan for soft

interventions and Detailed Project Report for Common Facility Centre) for the clusters

being implemented by District Industries Centres in respective districts.

In the State of Maharashtra, for Readymade Garment Cluster, Vita, Sangli and Raisin

Making Cluster, Miraj Sangli - administrative approval for setting up of Common Facility

Centre with the project cost of Rs. 910.09 lakhs and Rs. 708.85 lakhs was sanctioned on

11th Aug. 2010. & 16th Aug. 2010 respectively. Administrative approval for setting up of

Common Facility Centre (CFC) in Power Loom Cluster, Shirpur, Dhule under MSE-CDP the

project cost of Rs. 1423.10 lakhs has been received in the month of March 2012.

In the month of February, 2012, 29th Steering Committee meeting of MSE-CDP which was

held on 22nd Feb. 2012, following clusters were considered for releasing Grant in Aid to

carry out soft interventions:

1. Jaggery Cluster, Kolhapur

2. Bamboo Cluster, Gadchiroli

3. Paithani saree Cluster, Nashik

4. Bamboo Cluster, Chandrapur

Accordingly, sanction of Rs. 50.29 lakhs and release of Rs. 25.0145 lakhs was approved by

O/o. DC (MSME) on 29th March 2012. Also following clusters were considered for setting

up of CFC in the jurisdiction of MSME-DI, Mumbai are as follows:

1. Textile Cluster, Malegaon, Nashik.

2. Ichalkaranji Garment Cluster, Ichalkaranji.

The following proposals for setting up Common Facility Centres (Hard interventions)

from the list of 30 clusters identified in the State of Maharashtra are under consideration

and proposed to be placed in the 30th Steering Committee meeting of MSE-CDP are as

follows:

1. Auto & Engineering Cluster, Ahmednagar

2. General Engineering & Allied Cluster, Bhosari, Pune

3. Mango Processing Cluster, Ratnagiri.

MSME-DI, Mumbai has been monitoring the implementation of MSE-CDP and providing

necessary assistance to the State Govt. and committed to effective implementation of

MSE-CDP in the State of Maharashtra. The following clusters are being implemented by

The work of MSE-CDP is being coordinated by A.D. (Mech). The following activities /

programmes have been conducted for the development of the above mentioned clusters:

1) Attended Purchase Committee meeting held under the Chairmanship of Joint

Director of Industries, Pune region, Pune for Readymade Garment Cluster, Vita,

Dist. Sangli and Raisin Making Cluster, Miraj, Dist. Sangli on 11th April 2011.

2) As desired by O/o. DC (MSME), prepared progress report on Raisin Making

Cluster, Tal. Miraj, Dist. Sangli CFC with the help of General Manager, DIC, Sangli

and Joint Director of Industries, Pune Region, Pune during 13th to 15th May 2011.

3) Attended IPFACE Steering Committee meeting convened by IP Facilitation Centre

(IPFACE), NCL, Pune on 06.05.2011.

4) Attended Purchase Committee meeting held under the Chairmanship of Joint

Director of Industries, Pune region, Pune for Readymade Garment Cluster, Vita,

Dist. Sangli on 09.05.2011.

5) Attended review meeting convened under the Chairmanship of Joint Director of

Industries, Pune Region Pune on 30.05.2011 to review clusters in Pune region

under MSE-CDP scheme of Govt. of India.

6) Attended meeting at Joint Director of Industries, Pune on 1st June 2011 to review

the clusters in Pune region and list of the clusters identified under MSE-CDP was

finalized in presence of General Manager, District Industries Centre, Pune. Also

attended validation of detailed Project Report in respect of General Engineering

and Allied Cluster, Bhosari, Pune at Nobel Institute of Management, Pune, along

with General Manager, District Industries Centre, Pune, Deputy Director of

Industries (Cluster), Pune and representatives from SIDBI and other Commercial

Banks.

7) Attended meeting at Sangli with SPV members and cluster actors of Raisin Making

cluster, Salgli on 15th June 2011 and to sensitize them about the NMCP schemes

and other Central Govt. sponsored schemes. A.D. (Mech/CDE) also visited

Incubation Centre at DKTE, Ichalkarangi to collect all the documents related to

Incubation Centre and innovations submitted by the DKTE.

8) Attended Purchase Committee meeting convened under the Chairmanship of Joint

Director of Industries, Pune for CFC of Readymade Garment cluster, Vita Sangli on

20th June 2011.

9) Attended validation of Detailed Project Report in respect of Electronic Cluster,

Pune, identified under MSE-CDP scheme of Govt. of India for infrastructure

development scheme on 24th June 2011

10) Visited Hupari on 2nd July 2011 along with General Manager, District Industries

Centre, Kolhapur and Dy. Director of Industries, Kolhapur to attend website

launching of Silver Ornament Cluster, Hupari as this cluster has been undergoing

soft intervention activities. The website was launch at the hands of Hon’ble State

Minister for Home, Shri Satej Patil and Ex-Minister for Textile, Shri Prakash Awade

and other officials from NSIC, SIDBI. Also delivered a talk on DPR preparation for

Common Facility Centre and other activities of O/o. DC (MSME) viz. Infrastructure

Development and NMCP.

11) Visited Readymade Garment Cluster, Vita, Sangli on 3rd July 2011 and briefed all

the cluster members about the International Cooperation Scheme.

12) Visited Raisin Making Cluster, Sangli on 3rd July 2011 and had meeting with SPV

members for elaborating the schemes of DC (MSME) and NMCP. SPV members

were motivated to form Cluster Management Committee and for preparing

Composite Proposal for availing benefits of NMCP schemes.

13) Attended Soft Intervention activity programme as per approved action plan for

Silver Ornament Cluster Hupari, Kolhapur on Jewellery Design on 3rd Aug. 2011.

The programme was organised by General Manager, DIC, Kolhapur and SPV of

Silver Ornament Cluster, Hupari. MSME-DI, Mumbai provided faculty support and

also made available faculties from IIGS, Mumbai.

14) Also attended validation of detailed project report for Infrastructural

Development Component of MSE-CDP scheme for Readymade Garment Cluster,

Vita, Sangli at Conference hall of DKTE, Ichalkaranji, in presence of GM, DIC, Sangli

and other members.

15) Attended 2nd National Conference on MSMEs – Gearing up to Global

Competitiveness organised by Maharashtra Economic Development Council on

25th Aug. 2011, during which Dy. Director I/c. and A.D. (Mech/CDE) addressed the

gathering on cluster development – The Road Ahead. Dy. Director I/c. Co-Chaired

the session on Cluster Development in presence of Development Commissioner

(Inds.), Govt. of Maharshtra. A.D. (Mech/CDE) was nominated as one of the Judge

to assess cluster development case studies by Management Students of Indian

Education Society.

16) Attended Steering Committee meeting on 16th Sept. 2011 at Pune, held under the

Chairmanship of Dr. Premanath, National Chemical Laboratory, Pune for

reviewing the progress of IP Facilitation Centre. Around 6 cluster members were

present for the meeting.

17) Attended meeting at MSME-DI, Mumbai organized for Herbal Cosmetic Cluster,

Western Suburb Mumbai. Office bearers of the Association were provided details

about the MSE-CDP scheme of O/o. DC (MSME) & NMCP components explained in

detail on 13th Oct. 2011.

18) Director along with A.D. (Mech/CDE) carried out Joint Physical Inspection in

respect of Common Facility Centre for Readymade Garment Cluster, Vita, Sangli on

11th Nov. 2011.

NATIONAL VENDOR DEVELOPMENT PROGRAMME

The National Vendor Development Programme-Cum-Exhibition was organised at MSME-

DI, Mumbai in association with National Small Industries Corporation Ltd., with the

support of NABARD, Govt. of Maharashtra (MSME), Bombay Small Scale Industries

Association, TISSA, SME Chambers of Commerce, Mumbai from 6th to 8th January 2012.

The programme was inaugurated by Shri Dev Dutta Jha, Head-BIS Western Region,

Mumbai. He briefed about the various facilities and schemes of BIS for the promotion and

upgradation of MSE sector. Shri G.M. Ambhore, Director, MSME-DI, Mumbai briefed abut

the various schemes and facilities extended to the MSE sector such as Reimbursement of

Bar Code, ISO 9000, participation in International Trade Fairs, Cluster development and

NMCP implemented by Govt. of India.

The public sector undertakings like Western Railway, NBPT, Naval Dockyard, IDEMI,

IGTR, Aurangabad, GS1 India, Canara Bank, NABARD, have participated in the event. 90

MSEs also displayed their products in the 3 days exhibition. Approx. 10000 visitors have

visited the exhibition. The business to be generated from this programme is expected to

around Rs. 6.75 crore.

During the Seminar on 7th Jan. 2012, presentation on topics such as Vendor Registration

procedures & requirements of Mumbai Port Trust, Vendor Registration – Purchase

Procedure of Air Force, BPCL, Marketing Support of NSIC, were delivered. A Panel

discussion was also held with BSNL, ONCG, BPCL and other large scale units.

Shri J.B. Bhoria, Regional Director, Reserve Bank Of India was the Chief Guest for the

Valedictory programme. During his address, he discussed regarding financial assistance

to SMEs by banks and RBI.

State Level Vendor Development Programme

1. State Level Vendor Development programme organized at Ratnagiri in association

with District Industries Centre and Small Scale Industries Association, Ratnagiri

on 15.02.2012. About 80 SMEs attended the programme. The programme was

inaugurated by Shri Javed Takur, Chairman of Small Scale Industries Association.

7. State Level Vendor Development Programme was organized jointly with National

Small Industries Corporation, Nashik and with the active support of Nashik

Engineering Cluster, Nashik on 27/3/2012 at Nashik for the benefit of MSME

sector. Around 80 participants attended the said programme. Faculties from

Mumbai Port Trust, M/s. Rishab Instrument Pvt. Ltd., M/s. Bosch Limited and M/s.

K.K. Wagh Engineering College had explained about their services and vendor

registration procedure. Shri G.M. Ambhore, Director, MSME-DI had briefed the

participants about the Govt. financial schemes. Further, Shri P. Krishna Mohan,

Branch Manager, NSIC, Nashik had given a Power Point Presentation about their

role and activities.

8. State Level Vendor Development Programme was organized in association with

Bombay Small Scale Industries Association, Mumbai on 28th March 2012. Dr. S.V.

Saraf, D.D. (IMT) briefed the participants about the programme and a Key Note

address was giveb by Shri Bankim Mistry, President, Bombay Small Scale

Indusries Association, Mumbai. Around 50 participants attended the said

programme. Faculties from Mumbai Port Trust, Western Railway, Central Railway,

MSSIDC and NSIC had explained about their services and vendor registration

procedure. Shri G.M. Ambhore, Director, MSME-DI had briefed the participants

about the Govt. financial schemes.

9. A State Level Vendor Development programme was organized by Br. MSME-DI,

Aurangabad on 25.03.2012 at Aurangabad in association with MASSI for the

benefit of the MSME sector. Total 79 participants had attended the programme.

10. A State Level Vendor Development programme was organized in association with

Rotary Club, Textile Development Foudation and Zilla Yantramag Dharak Sangh,

Solapur on 22.03.2012 at Solapur for the benefit of the MSME sector. Total 70

participants had attended the programme.

INTERNATIONAL TRADE FAIR

MSME-DI, Mumbai co-ordinated the participations of Micro & Small Enterprises at All

India level as represented by all the MSMEs, in the International Trade Fairs. The Trade

Fairs are being organized by ITPO where SIDO sets up a stall for the display of the exhibits

of participating Micro & Small Enterprises. Wide publicity and assistance is provided to

the Micro & Small Enterprises to encourage them to actively participate in the

International Trade Fairs. Apart from this the institute also undertook the work of

collection of return exhibits and permission for exemption of CV duty from Customs

Import department for the returned exhibits Section all looked after the work of

completion of all formalities with the Department of Customs, Mumbai Post and other

concerned agencies, received from the Trade Fairs.

MSMED ACT – 2006 – AWARENESS PROGRAMMES / EM REGISTRATIONS

Awareness Programmes on MSMED Act 2006 and its implications are conducted for the

benefit of Micro and Small enterprises, implementing agencies, promotional agencies, etc.

The Institute is responding to the queries of the entrepreneurs and DIC regarding the

implementation of Act regularly and guiding the visiting entrepreneurs for the procedure

B) Formation of Facilitation Council

The Govt. of Maharashtra has formed 5 Regional based Micro and Small

Enterprises Facilitation Councils (MSEFC) to deal with the cases pertaining to

C) Census of MSMEs

A.D. (EI) had followed up with Directorate of Industries, Govt. of Maharashtra, Mumbai as

regards to submission of monthly data of EMs issued to MSMEs. Also necessary follow ups

with Directorate of Industries for submission of frame list for the year 2009 – 10 and

2010 – 11 and also for obtaining utilization certificate for onward transmission to O/o DC

(MSME), New Delhi was carried out.

MSME-DI Mumbai have conducted 152 Industrial Motivational Campaigns benefiting

11684 unemployed youths, 150 ESDPs benefiting 3921 unemployed youths, 31

unemployed youths, and 2 Skilled Development Programmes benefiting 96 unemployed

youths and workers. For the benefit of Engineering students, this Institute has conducted

A meeting of the State Level Selection Committee for National Awards 2010 was

organised under the Chairmanship of Principal Secretary (Industries, Energy & Labour),

on 16.05.2011 at office of Secretary (MSME) & DC (Industries), Govt. of Maharashtra,

Mumbai for screening and recommending the applications of National Awards 2010 to

Outstanding Efforts in Entrepreneurship for MSME Sector (Manufacturing), Outstanding

efforts in Entrepreneurship for MSE Sector (Service), R&D Efforts (MSME sector), Quality

in Selected products (MSE sector). Dy. Director I/c. of MSME-DI, Mumbai convener of the

meeting along with the Hon’ble members from Industries Associations, NPC, MCED, Joint

1. DD I/c had provided all support services and briefed Development Commissioner

(MSME), New Delhi about the performance of MSME-DI, Mumbai during his visit

to Mumbai on 29th April 2011.

2. MSME-DI, Mumbai has provided necessary assistance to the Departmental Related

Parliament Standing Committee on Industry which had visited Mumbai from 20th

to 22nd May 2011. Dy. Director I/c., Industrial Designer, Asstt. Director (EI) and

Asstt. Director (Mech.) had attended the meeting. Further, Dy. Director (Elect.)

and Asstt. Director (L/F) had provided the escort services to the Hon’ble MPs.

3. MSME-DI, Mumbai has provided necessary assistance to the Departmental Related

Parliament Standing Committee on Industry which had visited Mumbai from 2nd

and 3rd July 2011. Dy. Director (IMT) and Asstt. Director (EI) had attended the

meeting.

4. MSME-DI, Mumbai has provided necessary assistance to the Departmental Related

Parliament Standing Committee on Industry which had visited Mumbai from 16th

The officers of this Institute has provided guidance to around 4500 visitors regarding

various aspects of technologies, management, project selection, project report

preparations, finance etc.. The visitors have also visited the library for collection of

information regarding MSME, project profiles and technical literature, etc. Apart from

this, the MSME-DI officers have also visited around 350 units and provided necessary

guidance and technical support.

FOLLOW UP

MEME-DI, Mumbai has conducted follow up of EDP/ESDP trainees through

correspondence / telephone. 380 trainees have reported about establishing their own self

employment ventures, while 850 have reported about obtaining job opportunities.

HINDI MEETINGS/HINDI PAKHWADA

This Institute has convened Quarterly Hindi meetings in order to review the progress of

Hindi work carried out in the Institute. This Institute has observed Hindi Divas from

14th Sept. to 28th Sept. 2011. During this period various activities in Rajbhasha like Essay

competition, Debate competition, etc. were carried out.
