Annual Project Review Workshop Report
Sustaining biodiversity, environmental and social benefits in the Protected Areas of Eastern Plains Landscape of Cambodia – SusBenEPL project On 22nd April 2015, in Sen Monorom, Mondulkiri Province, WWF organised the Annual Project Review Workshop for the project “Sustaining Biodiversity, Environmental and Social Benefits in the Protected Areas of the Eastern Plains Landscape” (SusBenEPL). The project started in December 2013, lead by WWF in partnership with NTFP-EP, My Village, and RECOFTC. It is funded by the European Union with co-funding from USAID to sustain the biodiversity and ecosystem services of the Eastern Plains Landscape (EPL). The Eastern Plains Landscape (EPL) is part of the Lower Mekong Dry Forest - the largest intact block of dry forest in Southeast Asia. At the core of the Eastern Plains, Mondulkiri Protected Forest (MPF) and Phnom Prich Wildlife Sanctuary (PPWS) harbour a large diversity of habitats. The project aims to preserve the environmental and social benefits of the two Protected Areas in the landscape in order to support sustainable development of Mondulkiri province. The event aimed to take stock of the progress made over the last months in the SusbenEPL project and to share views of stakeholders on the way forward for sustainable development in the Mondulkiri region. WORKSHOP OBJECTIVES The Workshop had the 3 main objectives: a) To reflect upon the progress from the first year of SusBenEPL project implementation and make recommendations on the way forward. b) To understand the current context in Mondulkiri and how the SusbenEPL project can complement and facilitate conservation actions as well as contribute to local livelihood improvements c) To share best practices for protected area management of the Eastern Plains Landscape, including case studies, of good collaboration efforts between government, private sector, NGOs, and communities. LOCATION Mondulkiri Hotel, Sen Monorom, Cambodia PARTICIPANTS A wide range of stakeholders participated in the event including representatives from different ministries in the National Government, the Provincial Government, Local Authorities (villages, communes and districts), Communities, Private Sector entities, Civil Society Organisations, Protected Area Directors, the Royal University of Phnom Penh, and the project partners. In total there were 96 participants including 20 women.

Key Workshop Conclusions
The project requires full support and involvement from the provincial and
national government for its implementation.
New tools and funding mechanisms are being and/or will be tested in
Mondulkiri such as InVEST and Payment for Ecosystem-Services.
Private Sector companies are invited to provide financial support for the
protection of the Mondulkiri ecosystems which their businesses depend upon.
Strengthened law enforcement is urgently needed in Mondulkiri to prevent
illegal activities.
Communities are facing difficult situations due to encounters with illegal
loggers/hunters.
Deforestation puts seriously at risk the Non-Timber Forest Product business
many communities depend on.
Government/provincial government development-plans need to take into
account the value of ecosystem services and thereby become more sustainable.
Currently issueing of new Economic Land Concessions and the road
construction plans through MPF are threatening the integrity of the two
Protected Areas.
Clear legal framework on Community Forestry (CF) in Protected Area is
needed to pursue CF-establishment in the two protected areas, especially in
Mondulkiri Protected Forest.

SUMMARY WORKSHOP PRESENTATIONS AND DISCUSSIONS You will find below a brief summary of each presentation, following the workshop agenda. For more detail on the technical presentations please consult the presentations of each speaker in the zip file in annexe 2. Opening remarks Mr Chhith Sam Ath, Director at WWF Cambodia, opened the workshop with keynote remarks on the importance of the Mondulkiri Province as a unique place for conservation of wildlife in Cambodia and the home for around 60 000 community members. He highlighted the major challenges encountered in conservation such as illegal hunting and wildlife trade, illegal logging, and unsustainable development projects. The SusBenEPL-project can bring solutions to the challenges by proposing a sustainable development model which will bring benefits to all in an equitable manner. The project has made progress, but future implementation will require strong support from the local authorities, government and private sector to succeed. WWF is very thankful to its donors EU and USAID to support them in such initiatives.
Mr H.E Peng Sambath, Mondulkiri Provincial Deputy Governor officially opened the workshop by thanking the project partners and the donors. He stated that the government of Cambodia was paying much attention to sustainability in development projects and recalled the Cambodian laws supporting sustainable development and its strong support to Tiger reintroduction in Mondulkiri. He raised his concerns on the illegal activities ongoing in protected areas and in the decline in biodiversity. The Deputy Provincial governor called for speeding up the Phnom Prich Wildlife Sanctuary (PPWS) management plan implementation as well as the Mondulkiri Protected Forest tiger reintroduction plan, for strengthening the Mondulkiri government management capacity, for ensuring that all developments such as Economic Land Concessions respect the government policies, and finally requesting WWF’s technical support to avoid unsustainable development activities. Mr H.E Bein Sombath personally called for stakeholders to preserve the richness of natural resources in the province and urged the need to stop all illegal activities in protected areas.

Introduction Dr. Arnulf Köhncke, Project Manager for the SusBenEPL-project for WWF Germany, introduced the workshop by explaining the objectives of the workshop to the participants and by presenting a brief overview of the project progress and achievements to date. For more information on the project progress to date please consult the brochure on our project webpage. Hardcopies of this brochure have been shared with all participants at the workshop.
Session one : the current context of the EPL Phnom Prich Wildlife Sanctuary (PPWS): Mr. Samrangdy Vichet, Director of PPWS presented the current activities, work plans, management plan for PPWS, the characteristics of the PPWS and the latest biodiversity data monitored. He explained the challenges faced in the management of PPWS due to illegal activities conducted by armed people and the lack of capacity dedicated to fight those illegal activities. The PPWS Director highlighted the fact that improved livelihood for communities could be the main driver to support conservation and avoid illegal activities. The main questions and discussion points coming from the audience after this presentation came from a Community leader raising the fact that private sector companies are operating in the protected area, cutting down the forest including resin trees, which are a major source of income for the communities. His main question was whether such private sector companies are operating legally. The PPWS Director confirmed that the company is not supposed to operate in the area which is not suitable for Economic Land Consessions and refered to the respective laws that should be used to fight the company’s operation. Mondulkiri Protected Forest (MPF): Mr. Long Boung had been appointed as Mondulkiri Protected Forest Manager the day before the workshop and therefore provided a brief introduction about himself and his role for MPF before giving the floor to Mr Moul Phath, EPL Manager at WWF Cambodia, to present the situation in MPF. Mr Moul Phath presented similarities in activities and challenges as in PPWS. He highlighted the community groups active and depending on the forest. The challenges encountered in illegal logging and hunting are large, also due to the proximity with the Vietnam boarder and the fact that powerful people are often behind such illegal activities. He called for further capacity building for patrols and collaboration between protected areas in the landscape, as well as commitment from all stakeholders including government and private sector to nature conservation. The main question and discussion point after this presentation was around the inbalance in power, weapon and capacity between the perpetrators of illegal activities and the community patrolling teams protecting the forest. Opposing to illegal loggers and hunters can be highly dangerous and threaten life safety. Mr Moul Phath emphasized the need to report on the illegal activities witnessed while avoiding direct confrontation for safety reasons.
Session two: Project Progress to date
Sustainable Protected Area Financing: Dr. Arnulf Köhncke presented in the name of Ms Ewa Madon, consultant on Green Economy who unfortunately could not attend the event due to health reasons. The presentation focused on the examples of successful financing mechanisms for protected areas, considerations around potential suitable financing mechanisms for Mondulkiri province, and recommendations for the private sector and the government to support protected area financing mechanism.

Payment for Ecosystem Services - Dr. Arnulf Köhncke from WWF Germany presented in more detail the Payment for Ecosystem (PES) financing mechanism, highlighted reasons why private sector entities should contribute to such mechanisms, and showed successful examples of PES-schemes as viable mechanisms to conserve nature.
Update on InVEST scenario map development and analysis tool - Mr. Sovann Chansopheaktra, Lecturer at the Department of Environmental Sciences at the Royal University of Phnom Penh (RUPP) and RUPP-InVEST Project Team Member, presented InVEST (Integrated Valuation of Ecosystem Services and Trade-offs), what the InVEST team has accomplished so far, who is involved in this work, what are the technical tools used to develop InVEST mapping in particular for Mondulkiri province, and which data are needed. InVEST will be a key tool to provide scientific data to support policy and decision making on land-use by valuating the ecosystem services and accounting for the Natural Capital. RUPP and WWF are also working on building the capacity of the provincial and national government to use InVEST.
The questions and discussions after these three presentations focused around concerns on whether National and provincial government will be committed to implement the recommendations produced by the InVEST work. Interest was raised from private sector actors on Payment for Ecosystem Service mechanisms and how they have worked in other countries. Community perspectives: Three Community Representatives recounted their experience, work and challenges in the three following areas: Non Timber Forest Product, Ecotourism and Environmental Education.
Mrs. Morm Chanthy, representative of the Mondulkiri Forest Venture (MFV) explained how MFV was created, its vision, how it is functioning as an umbrealla organization for NTFP groups, and its plans for expension. Their main challenge is logging of the forest, which puts at risk their business.
Mr. Ngov Sam Ol presented the case of community-based ecotourism (CBET) in Dei Ey village and how the CBET project is organized and working. The main challenge encountered is the need for more tourists and more capacity in the village to welcome tourists.
Mr. Cheong Sokleng, School Director, presented the Eco-Club aimed at educating children and parents on the importance of environment and nature. He presented the different activities of the club and the results obtained.

Questions and discussions after these community-presentations related to how to do broader marketing for ecotourism in Mondulkiri to attract more tourists, as well as whether the Eco-Club could be expanded to high schools. More details on the loan system of the community enterprises was requested. Challenges, successes, and the future of enterprise development in EPL: Mr Oum Sony, Country Coordinator at project partner NTFP-EP and Mr Sat Virai, Area Development Officer at NTFP-EP presented their organisation’s work as part of the SusBenEPL-project to support the development and maintenance of Non-Timber Forest Products (NTFP) enterprises across Cambodia and in Mondulkiri in particular. NTFP-EP in Mondulkiri supports communities in developing their enterprises and their products as well as in building their capacity on how to do business and how to monitor their progress. NTFP-EP also strengthens the collaboration between community enterprises and bigger companies selling or using their products. The main challenges for the future are the imminent threat of deforestation, leading to loss of NTFP-supply, as well as the need to improve production technics. Technicalities of the establishment of Community Protected Forests (CPF)/ Community Protected Areas (CPA) in Mondulkiri province: Mr. Heng Da, Country Coordinator for project partner RECOFTC, and Mr. Rin Naroeun, Community Partnership Coordinator at RECOFTC presented their organisation’s work as a training center on Community Forestry and how it is supporting project partner’s My Village and WWF in the establishment of Community Forestry (CF) and Community Protected Areas (CPA) as part of the SusBenEPL-project. RECOFTC presented the 11 steps required to formaly establish a community forestry, the stakeholders which need to be involved, and the trainings which have already been provided. The main challenge in Mondulkiri is the lack of clear legal framework for the establishment of CFs in protected areas. All project partners are therefore calling on the government to clarify the legal framework for CF-establishment inside protected areas since these CFs would clearly support conservation. The question and discussion after these presentations focused around how to ensure the sustainability of CF and CPA. Careful implementation of step 7 and 8 of CF establishment is needed with a clear plan and strong community ownership. Overview of upcoming milestones of the project: Mrs. Emilie Van der Henst, Project Manager for the SusBenEPL-project at WWF Cambodia, presented the main upcoming activities in the four expected results of the project and closed by calling to mind again the importance of engagement of all stakeholders, in particular government and private sector, in order to work together to achieve the project’s vision. Closing Finally Mr Moul Phath and Mr H.E Bein Sombath provided the concluding words for the workshop.
