School Overview Darwin Middle School is a coeducational school that commenced educating young Territorians in 2008. The school was the first purpose built middle school in the Northern Territory. Darwin Middle School provides a vibrant, student focussed learning program for students in Years 7, 8 and 9. The school offers a wide range of opportunities for middle school aged students with a strong emphasis on Maths, Performing Arts, English, Science and ICT. Darwin Middle School has state of the art facilities and resources to support student learning particularly in Music and Science. Darwin Middle School is located in Darwin in the tropical north of Australia. The school is situated on Bullocky Point Educational Precinct which includes Darwin High School, Northern Territory School of Distance Education, the Territory Craft Gallery and the Museum and Art Gallery of the Northern Territory. It is locate adjacent to the Darwin Botanical Gardens. Darwin Middle School is geographically the closest middle school to the central business district of Darwin. Darwin Middle School is a very reflective institution. Over the past 11 years, the school has achieved remarkable results. This year, the NAPLAN results in all areas were well above the Northern Territory average and Australian average. While the rest of the country once again took a backwards step in relations to achievement in writing, results for Darwin Middle Year 9 students again demonstrated significant gains. Academically, our results were extraordinary. Highlights included students gaining wins in a variety of competitions and representing the Northern Territory in such areas as Tournament of Minds and being awarded Champion School for Science and Engineering Challenge and Australian Mathematics Trust competitions. Darwin Middle School continues to be the school of choice for people looking for exceptional government education experience as the school is well and truly delivering this brief, and more so. Imbedded in these practices is our belief that all students, staff and parents have responsibility to work together to ensure: 1. High Behavioural Standards 2. Clear Values Darwin Middle School is a centre for learning which is linked to its local and global community. Our educational program reflects both these environments and provides students with rewarding experiences now while preparing them for their futures. Our school values: • Trust • Respect • Focus • Teamwork Our Staff Darwin Middle School staff, both teachers and administrators, are to be congratulated for outstanding contribution and supporting student learning. The Darwin Middle School staff is a very multicultural group from similar backgrounds to our multi-cultural student cohort. 30% of the staff were born overseas but many other staff come from very strong

multicultural family backgrounds. Our staff is very stable with less than 20% change in personnel during 2018. Our Students Last year the student enrolments hovered around 800 and despite the considerable population number, the cohesiveness, good behaviour and good conduct of students ensured for a highly effective and very positive school tone. Student data indicates that approximately 22% of the student body were born overseas with 22% of students speaking English as a second or third language. The top eight countries from 40 nationalities other than Australia of students who are enrolled at Darwin Middle School are:

Just under 7% of the student body is Indigenous and 4.5% are from Defence families. This is consistent with previous years.

Principal's Report 2018 has set the scene for the final cohesive development of the Darwin Middle School masterplan. The Northern Territory Government has empowered the Darwin Middle School Board executive and community to move towards the campus completion. Announcements made by Minister Eva Lawler and our local member Chief Minister Michael Gunner of significant capital works at Darwin Middle School have set a back drop for considerable reflection and review and the beginning of position around the vision of the completed campus. The Board; Kate Crawley, Chair, Jane Tonkin, Secretary, Skevos Lelekis- Treasurer, Simon Niblock, Member, Susan Neal, Member, and myself, Marcus Dixon, Principal, have all played a role in mapping out facilities that will make Darwin Middle School extremely well positioned for 21st century schooling, with a plethora of experiences and a suite of offerings for our students coming in to fruition. Significant consultation with our executive and staff for Performing Arts, Mr Brian Manning and assistance from Ms Courtenay White, along with Physical Education, Mr John Moulds, and Health Education, Mrs Amanda Holt, have all played major roles in creating a vision for the campus of the future. In addition to this, the Board made significant commitments towards campus development through landscaping, walkways and various upgrades and refurbishments of a number of areas, which maintain a visual, exciting, strong, clean and purposeful tone within our school. Some of the highlights for 2018 include; excellent results in the National Assessment Program-Literacy and Numeracy (NAPLAN), particularly in the area of writing where we defied the national trend and showed considerable gains. The Northern Territory Government viewed us as an exemplary middle school, travelling within the optimal efficiency range with reference to Mathematics and English. The school’s Academic Awards Presentation Evening gave real cause to celebrate some outstanding student achievement throughout the year. The awards night was extremely well attended as was reflected by the high level of community engagement on the night. The 2018 Performing Arts program, led by Mr Manning, was extraordinary. Watching our large concert band grow to be a tour de force of musical excellence, showcasing our student’s talents all across the broader Darwin area, remains a source of inspiration and pride to the school. The annual school production “Olivia” with a commitment from over one hundred of our students, being almost one in eight of the school body, shows the passion that we have as a performing arts school and the production was enormously successful. The school maintained excellence in student conduct and the good standing program continues to provide transparency, rigor and gains in creating excellence in student conduct. Ms Sue Neal and Ms Sheena Baillie have developed a comprehensive wellbeing program, dovetailing these expectations of positivity and building resilience in our students, which will be launched in 2019. The school’s budget remained in the black, despite the ongoing fluid needs of staffing. Both Ms Christine Dossantos, Business Manager and Mr Ramon Dixon, Assistant Principal played a significant role in assuring this occurred. I congratulate Ms Dossantos for her exemplary conduct working in conjunction with Mr Skevos Lelekis, Board Treasurer, to ensure that we delivered first rate resources that supported the student body throughout the year.

Last but by no means least, the staff - teachers and administration, all deserve commendation for their commitment to the goal of improving learning outcomes for all students. Our students have conducted themselves well. They have achieved enormous gains both academically and socially, and have proven themselves to be good citizens. I commend our parents for their collaboration and support, and for the values they continue to instill in their children. In short, a highly successful year which has built the foundations for a future of positivity for Darwin Middle School, as it moves towards embracing the needs of 21st century learners.

Teaching and Learning Our curriculum team continued to work very hard to ensure that standards of excellence in teacher practice to improve student outcomes occurred throughout 2018. Curriculum: • Curriculum HQ is fully implemented to encompass all learning areas detailing teaching

programs, assessments and resources on the school intranet. • All learning areas across the school were fully aligned to the Australian Curriculum

scope and sequence to Year 7, 8 & 9. • Teachers continued working on planning, teaching, assessing and reporting against

the Australian Curriculum year level achievement standards during their Professional and Collaborative Teams (PaCT).

Pedagogy: • 2018 saw the continuation of the implementation of the school’s Teaching and

Learning Model as recommended by the Middle Years of Schooling Review conducted by Vic Zbar. The model is a whole school approach to teaching and learning practices. Staff had a full day professional development in using the Teaching and Learning Model from Education consultants, Vic Zbar and Pamela Macklin. The Teaching and Learning model was also recognized in their book “Driving School Improvement” published by the Australian Council of Educational Research.

Assessment: • The school continues to participate in the Middle Years Assessment and Standards

project which sees a consistent approach to assessment practices being developed. • Rubrics are constantly being developed and reviewed with criteria for student

achievement developed in Australian Curriculum subjects. Reporting: Reporting is the process of communicating the knowledge and understandings gained from assessing student learning. The purpose of reporting is to regularly communicate information about student progress to a wide range of stakeholders-the student, teacher, parents/carers, school leaders and the community. Achievement information is used to:

• inform and describe the progress made by students at a particular time in respect to achievement standards

• inform and guide the planning of teaching and learning programs and resource allocation within the school

• Provide meaningful information to the school as a basis for evaluating the effectiveness of educational programs, allocation of resources and associated support.

Parent Teacher Communication: • In 2018 we continued with our online teacher interview booking process; Parent

Teacher Online (PTO). Interviews were held towards the end of Terms 1 & 3. • Anecdotal feedback from parents and feedback from teachers will be used to improve

and streamline the booking process.

Student Wellbeing and Engagement Darwin Middle School prides itself on the positive impact that our teachers and support staff demonstrate to ensure our students have a positive experience in this crucial stage of their schooling. The Darwin Middle School Good Standing Program continues to clearly articulate high behaviour standards and to provide all students with a safe learning environment. Teachers continue to regard the teaching of acceptable behaviour just as important as the curriculum. The SMILE (Student empowerment through strong and positive Mental Health, Intrinsic motivation, Life skills & Emotional resilience) program, to help meet the ever growing mental health wellbeing and emotional developmental and resiliency needs of students, through the five identified domains of wellbeing; Cognitive, Emotional, Social, Physical and Spiritual Wellbeing For continued support to students to foster connectedness and positive relationships, through feelings of belonging and adolescent transitions, Learning Curve; a dedicated student focused “Social and Emotional Learning (SEL)” program, also remained a key feature in student work and classrooms. These relationships are characterised by constructive interactions that provide enthusiastic and genuine support. They are important because they help us to build social and emotional skills and in turn nurture other positive, caring and respectful relationships.

Participation, Transitions and Pathways In 2018 the school again ran several very successful transition pathway programs for our four large feeder primary schools. Students from these schools came across for visits on several occasions, participating in band, robotics and coding programs as well as orientation days. The respective staff of these schools also worked together on developing the learning continuum required to facilitate transition between primary and middle school. Darwin Middle School continues to facilitate ‘Clarification of Standards and Assessment’ professional collaboration sessions with all four feeder primary schools and Darwin High School. Darwin Middle School continues to work collaboratively with all schools in the Darwin City School coalition and is a part of the Bullocky Point Education Precinct memorandum of understanding to ensure all students attending Darwin Middle, Darwin High and the Northern Territory School of Distance Education have the best facilities and teaching practices for them to achieve. Partnerships In 2018, Darwin Middle School continued to strongly engage with parents and the wider community to inform the school around its educational practices.

• Parent teacher evenings held twice throughout the year, which were very well attended. The Parent Teacher Online (PTO) booking system continues to attract very favourable responses from the parent community.

• School Board meetings ran effectively under the leadership of Ms Kate Crawley and were well attended.

• Seating for the Academic Awards night was filled to capacity and served to showcase the immense wealth of talent here at Darwin Middle School.

• Communication with parents continued through our weekly newsletter delivered to parents and guardians via email and available on the school’s webpage.

The school again provided excellent educational experiences for our students. Those being:

• 19 Year 9 students travelled to the Gold Coast for 10 days • 44 Year 7 students travelled to Canberra and Sydney. Highlights of the trip included

guided tour of Australian Institute of Sport and CDIRO Discovery, Parliament House of Australia and the Australian War Memorial.

• The Duke of Edinburgh program, with students achieving 25 Bronze awards in 2018. • The school has a very strong relationship with the Employment Pathways Centre.

35 students achieved the recognised competencies of the Certificate 1 Infrastructure.

• 15 students completed their Certificate 1 in Construction.

Leadership Darwin Middle School continues to grow in strength by supporting and strengthening a professional team of highly able teachers, including teachers who take an active leadership role beyond the classroom, and encourages the development of a culture of continuous professional improvement that includes classroom–based reflective pedagogy to improve student achievement. The school is well on the way to meeting the “Teacher Performance and Development Framework” through our continuing commitment throughout 2018 developing our Professional and Collaborative Teams program, by providing teachers a mechanism to plan for engaging and challenging lessons using the Teaching and Learning Model as well as providing staff opportunities to self-reflect on practice and seek peer support and feedback to improve their teaching and learning practices. The school leadership also ran several workshops with students, and in conjunction with the school student survey, the school has taken an active role in taking on board student feedback to structure its future strategic direction as an Independent Public School.

INDEPENDENT AUDIT REPORT

To the members of Darwin Middle School Board Incorporated

We have audited the accompanying financial report of Darwin Middle School Board Incorporated, which comprises the Statement of Financial Position as 31 December 2018 and the Income Statement for the year then ended, notes comprising a summary of significant accounting policies and other explanatory information and the School Board statement.

School Board responsibility for the financial report The School Board of Darwin Middle School Board Incorporated are responsible for the preparation and fair presentation of the financial report in accordance with Australian Accounting Standards and the Education Act where applicable and for such internal control as the Board determine is necessary to enable the preparation and fair presentation of a financial report that is free from material misstatement, whether due to fraud or error.

Auditor’s responsibility

Our responsibility is to express an opinion on the financial report based on our audit. We conducted our audit in accordance with Australian Auditing Standards. Those standards require that we comply with relevant ethical requirements relating to audit engagements and plan and perform the audit to obtain reasonable assurance about whether the financial report is free from material misstatement.

An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the financial report. The procedures selected depend on the auditor’s judgment, including the assessment of the risks of material misstatement of the financial report whether due to fraud or error. In making those assessments, the auditor considers internal control relevant to the Schools preparation and fair presentation of the financial statements in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the entity’s internal control. An audit also includes evaluating the appropriateness of the accounting policies used and the reasonableness of accounting estimates made by the School as well as evaluating the overall presentation of the financial report.

We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our audit opinion.

Independence

In conducting our audit, we have complied with the independence requirements of the Australian professional accounting bodies.

Audit Report qualification

Basis for qualified opinion

Receipts from cash self-generated funds are a source of revenue for the Darwin Middle School Board Incorporated. The School has determined that it is impracticable to establish control over the collection of cash revenue prior to entry in its financial records. Accordingly, as the evidence available to us about cash revenue was limited, our audit procedures for this revenue had to be restricted to the amounts recorded in the financial records. We therefore are unable to express an opinion on whether cash donations and other self-generated revenue obtained by the Darwin Middle School Board Incorporated are complete.

Qualified opinion

In our opinion, except for the possible effects of the matter described in the Basis for Qualified Opinion paragraph, the financial report Darwin Middle School Board Incorporated presents fairly in all material respects in accordance with the accounting policies described in Note 1 to the financial statements, the financial position of the Darwin Middle School Board Incorporated at 31 December 2018 and its financial performance for the year then ended.

NOTES TO AND FORMING PART OF THE FINANCIAL STATEMENTS for the year ended 31st December 2018

Note 1: Statement of Accounting Policies. These financial statements are a special purpose financial report prepared for the Board in order to satisfy the requirements of the Northern Territory Department of Education and the School Board Constitution. In accordance with the powers in S71H(1) of the Education Act (NT), the Secretary of the Department of Education has prescribed the manner in which the School Board is to prepare this report, and in so doing, has determined the accounting policies to be adopted in preparing the report. In general, the statements have been prepared on the accruals basis and under the historic cost convention. (a) Scope of the School Board’s financial reporting This financial report records only the revenues and associated expenditure of funds allocated to, or raised by, the School. It does not include teaching and administrative staff salaries and allowances, including leave provisions, since these personnel are employees of the Department, and their employment costs are met by the Department. The School does receive funding for casual relief teachers and other relief staffing, and although this activity is controlled by the School’s management on behalf of the Department, it is included in this financial report. (b) Revenue recognition Revenue from grants is recognised upon receipt, except where invoices are raised on the Department for reimbursable funded items, including essential services, property management and some relief personnel. In those instances, the revenue is recognised when the invoice is raised. Minor New Works and Capital Grant balances are transferred to the balance sheet at year end. Receipts from fund raising activities are recognised when they have been received by the School. (c) Income Tax The School is exempt from income tax under provisions of the Income Tax Assessment Act that apply to Government bodies. (d) Capital expenditure The School does not own the land on which the School is situated, so does not record the cost or value of the buildings on that land. The land and buildings are assets of the Northern Territory Government. From the 2010 financial year and in accordance with the Department of Education requirement, only assets with a cost of $10,000 or higher are recorded as an asset. Only assets exceeding that amount are carried as recorded in the balance sheet. (e) Depreciation Assets carried in the balance sheet will be depreciated on a straight line basis @ 15%. (f) Receivables Revenue from reimbursement from the Department of Education for over-expenditure in grant funded activities is brought to account when received. (g) Inventories Inventories are measured at the lower of purchase cost and net realisable value. (h) Employee Entitlements The School employs staff on casual, award and/or contract arrangements and has incurred a liability for employee entitlements.
