United States Senator for Vermont

Patrick Leahy

Senator Patrick Leahy (D-Vermont) was voted into office at the age of 34 in 1974—at the time, the youngest U.S. Senator ever elected from Vermont. The only Democrat ever elected to this office from Vermont, he currently ranks second in seniority in the Senate. Prior to taking office as Senator, Leahy was the State’s Attorney for Chittenden County, and was selected as one of the top three prosecutors in the United States in 1974. Senator Leahy currently serves as Chairman of the Senate Judiciary Committee and is also a senior member of the Agriculture Committee and Appropriations Committee, where he serves as Chairman of the Subcommittee on State and Foreign Operations. Senator Leahy has been active on defense and homeland security, death penalty reform, internet and technology issues and is considered one of the top environmental legislators by many notable conservation organizations.

Active on human rights issues, Senator Leahy has been the leading U.S. officeholder in the international campaign against the production, export and use of anti-personnel landmines. He wrote the first law by any government to ban the export of these weapons, led efforts in Congress to aid mine victims, and was instrumental in establishing programs to support humanitarian demining. In the immediate aftermath of the terrorist attacks of September 11, Senator Leahy headed the Senate's negotiations on the 2001 anti-terrorism bill, the USA PATRIOT Act. Senator Leahy 's Judiciary Committee investigation into the mass firings of U.S. Attorneys and of White House attempts to exert political influence over the Justice Department led in 2008 to the resignation of Attorney General Alberto Gonzales and the Department's entire top rank of political appointees. Senator Leahy is the chief sponsor of the Innocence Protection Act, which addresses flaws in the administration of capital punishment. Parts of his death penalty reform package, which were enacted in 2004, will reduce the risks that innocent people are executed by providing for post-conviction DNA testing and better access to competent legal counsel. A leader on Internet and technology issues, Senator Leahy was one of the first members of Congress to go online and has been called the most "Net-friendly" member of Congress. He has crusaded for the protection of privacy rights, copyright protections and freedom of speech on the Internet, and is a co-founder and co-chair of the Congressional Internet Caucus. In 1996, he was installed in the Freedom of Information Act (FOIA) Hall of Fame in recognition of his efforts. Senator Leahy has successfully opposed attempts to allow oil and gas exploration in wildlife refuges in the United States, including the Arctic National Wildlife Refuge in Alaska and the Missisquoi Wildlife Refuge in Vermont. He has also helped secure federal funds to clean up Lake Champlain and has spearheaded congressional efforts to tackle the dangers of mercury pollution. He has worked to add more than 125,000 acres to the Green Mountain National Forest, an accomplishment matched by few lawmakers of any era. Senator Leahy has led bipartisan efforts to streamline the Department of Agriculture and championed several efforts to preserve farmland and assist farmers, such as the extension of Conservation Reserve Program, the Farmland Protection Program, and the national organic standards and labeling program. Senator Leahy co-chairs the Senate National Guard Caucus and has led in ensuring that members of the National Guard receive the necessary resources to fulfill their heightened missions after 9/11. In 2003, the National Guard Association presented him with its highest individual honor, the Harry S. Truman Award, for his "sustained contributions of exceptional and far-reaching magnitude to the defense and security of the United States in a manner worthy of recognition at the national level."

Senator Leahy is a graduate of Saint Michael's College in Colchester (1961) and received his Juris Doctor from Georgetown University Law Center (1964).

Lynn Girton The Volunteer Lawyers Project For the Boston Bar Association

Lynn Girton has served as Chief Counsel of the Volunteer Law-

yers Project since 1986, and has devoted virtually her entire legal career to providing representation to those unable to afford pri-vate counsel in civil cases. Lynn has served as Section Co-Chair of the BBA Delivery of Legal Services Section, and Chair of the Military & Veterans Pro Bono Committee, where she championed the volunteering at Yellow Ribbon Events, the Military Helpline, and number of other projects of the BBA Veterans Initiative. Today, the Boston Bar Association presents the John G. Brooks Award to Lynn Girton for her dedication and creativity in leveraging the talents of a diverse legal community to provide zealous advocacy for low-income people.
